CIVILnEXt Project Objectives

Objective 1: Develop the OCP through an innovative modular design concept to respond to the diverseneeds and contexts of civilian EU external actions (including those of EU members states or groups thereof,including but not limited to CSDP missions) in a cost-effective and interoperable way.

Objective 2: Work with and build upon existing information management systems and initiatives that are inplace in the context of civilian CSDP and wider EU external action.

Objective 3: Cooperate with the Mission Support Platform (MSP) to underpin and support the developmentof the future OCP.

Objective 4: Design the OCP not for the users but with the users, following an interactive design, prototypingand operational validation process that results in the documentation, testing and validation of the use of thePlatform in two operational scenarios in the Southern EU Neighbourhood and/or Africa and in the EasternEU Neighbourhood (including the Western Balkans).

Objective 5: Ensure institutional facilitation for the broad range and the complexity of civilian CSDP tounderpin smart specialization and market uptake of the OCP through further procurements and synergiesbetween FPI, ESIF and H2020 funding (PPI) at EU level.

• The Project Coordinator (NCSRD): Directs the project and is responsiblefor achieving the project results according to the Grant Agreement.

• Lead Procurer (KEMEA): Is the procurer that is appointed by the buyersgroup to coordinate and lead the joint PCP procurement in the name andon behalf of the buyers group. The lead buyer is accountable for themanagement of the procurement.

• The buyers group (GUCI, HMOD, CMFA, IOM, KEMEA): Is the group ofprocurers that provides the financial commitments for undertakingtogether the joint PCP procurement during the action.

• Technical and Policy Advisors (SATCEN, ATOS, ECDPM, IAI, CENTRIC,EBOS, KIS): Consists of all the partners except those in buyers group.They support the buyers group regarding the scope management, thecollection of requirements, and the translation of requirements into tenderspecifications and evaluation criteria / KPIs, the evaluation of interimdeliverables, the validation of the outcomes in each PCP phase.

A few words about NCSRD/IIT/ISL

The National Center for Scientific Research “Demokritos” (NCSR “Demokritos” – http://www.demokritos.gr) is the largest multidisciplinary research center in Greece, with a critical mass of over 900 personnel, expertise and infrastructure in the fields of Informatics and Telecommunications, Nanotechnology, Energy & Environment, Biosciences,Particle Physicsand Nuclear Science.Research activities are currently coordinated by five (5) Research Institutes: • Institute of Informatics & Telecommunications.• Institute of Biosciences & Applications.• Institute of Nuclear & Radiological Sciences & Technology, Energy & Safety.• Institute of Advanced Materials, PhysicochemicalProcesses, Nanotechnology & Microsystems. • Institute of Nuclear & Particle Physics

The Institute of Informatics and Telecommunications (IIT - https://vimeo.com/122414964) is one of the five Institutes of NCSRD, and focuses on research and development in the areas of Telecommunications, Networks, Web Technologies and Intelligent Systems. IIT has participated in numerous EU and nationally funded research projects under FP4, FP5, FP6 and FP7, and has acquired substantial experience both as partner and coordinator. With a personnel of over 250 full time researchers and over 50 PhD and MS/BS Thesis candidates, IIT has an annual turnover of 12M€ out of which les than 7,9% corresponds to public funding from the state budget.

Civilian Missions - shortcomings

1. Inefficient collaboration between mission-involved parties which may have a negative effect onthe mission’s outcome.

• Ineffective organizational structures

• Insufficient IT infrastructure

2. A fragmentation of systems and an ad-hoc decision making process appears in practiceregarding information management and sharing between parties involved in civilian CSDPmissions.

3. Under appreciation of the importance of a security culture paying a looser security attitude inday-to-day practice (e.g. informal documents exchange, use of local networks etc.).

4. The large number of actors taking part in the decision-making process hinders the effectiveaccomplishment of this procedure and affects the performance at the operational level.

5. There is no common technology/platform development agenda, and generally a lowawareness of development endeavours across the EEAS.

How does PCP work?

33

• PCP involves different suppliers competing through different phases of development.

• Competitive development in phases is the competitive approach used in PCP by procurers to buy the R&Dfrom several competing R&D providers in parallel, and then compare and identify the best value formoney solutions available to address the PCP challenges.

• R&D is split into 3 phases (solution design, prototyping, original development and validation/testing of thefirst products) with the number of competing R&D providers being reduced after each evaluation phase.

• Separation from the deployment of commercial volumes of end-products is the complementarity of PCP thatfocuses on the R&D phase before commercialization.

• The ownership rights of IPRs generated by a company during the contract will be assigned to that company.

• All the CIVILnEXt buyers (and their linked parties), and the institutions of the European Union, will beassigned a worldwide free and non-exclusive license to use the R&D results for internal use.

Request for Information Questionnaire (RFI)

A Request for Information (RFI) has been launched as part of the Market Study aiming to getinsight on the following issues:

• What technologies are currently available on the market.

• What are their maturity levels (TRL).

• Whether the project vision and buyers needs can beaddressed with the procurement.

• To what extent CIVILnEXt can contribute to pre-operational validation of solutions to support EU externalpolicies.

• Which companies would be ready to participate in thetendering.
