1 Introduction
1.1.1 All works described in this document are to be managed and performed tomeet the health and safety vision of Zero Incidents, Zero Harm, Zero
Compromise for the Thames Tideway Tunnel project (the project).
1.1.2 The Code of Construction Practice(CoCP) comprises two parts:
a. Part A: General requirements. These measures are applicable projectwide.
b. Part B: Site-specific requirements. These are site-specific measureswhere deviations from the general requirements are indicated in Part A.
1.1.3 This document forms the CoCPPart B for the project works at the AlbertEmbankment Foreshore site and sets out detailed site-specific measuresincluding working hours, site set-up and servicing arrangements, taking into
account environmental matters and consultations with the London Boroughof Lambeth and other stakeholders.
1.1.4 For ease of reference,this document mirrors the headings in Part A. It setsout site-specific issues and deviations from Part A; therefore where nosite-specific measures are specified, reference should be made to PartA.
1.1.5 A plan showing the location of the site is shown in Figure 1.1 overleaf.
1.1.6 The application for development consent includes two options for temporaryconstruction access to the site: Option A via Lacks Dock and Option B via anew access to be created between Camelford House and Tintagel House.
For both options, occasional access for construction plant to the worksiteunder Vauxhall Bridge will be required along the Lacks Dock slipway. TheSecretary of State shall confirm which option should be provided in anydecision to grant development consent for the project. Where controlmeasures relate to one access option but not to the other, this is specifiedwithin this document. All other control measures apply regardless of whichaccess option is confirmed.

consent from the local authority under Section 61 ofthe Control of Pollution Act 1974.
Site layout Suitable protection, such as concrete interlocking
block structure,or similar, shall be placed on areas offoreshore between the working areas to enablevehicle movements to transport materials.
Site security/hoardingrequirements
The hoarding shall incorporate suitable art work andviewing windows,as defined in CoCPPart A para.4.3.4a and b.
The hoarding height shall be 3.6m at this site.
River works As per the CoCPPart A.
Other items A separate specification for security measures
applies on this site.The contractor shall produce a site-specific lightingmanagement plan. The lighting scheme shalladdress impacts on terrestrial and aquatic ecologyand include the use of low level directional lighting,where possible,while providing safe workingconditions.
5 Public access, highway and river transport
Topic Site-specific requirement
Site access and gates Access to Lacks Dock for London Duck ToursLimited shall be maintained throughout the works,unless agreed otherwise.
The security barrier shall be positioned at theentrance to the site access road to enable a standardrigid tipper vehicle to sit wholly off AlbertEmbankment (A3036) while awaiting barrieroperation.
Option A: The existing security kiosk shall berelocated and utilised for joint access security for theproject and London Duck Tours Limited.
Access to the site shall be from Vauxhall Gyratoryand Albert Embankment. The new site access roadshall be adjacent to Lacks Dock.
Option B: The new site access road shall be betweenCamelford House and Tintagel House and a newcrossover shall be constructed in the pavement.
Options A and B: Vehicles shall turn left in and out of
the site only and exit northbound along AlbertEmbankment.

Topic Site-specific requirement
Drivers of construction vehicles shall obtain securityclearance before arriving at the site. The method forobtaining this clearance will be detailed in the securityplan.
Vehicles arriving at the site entrance withoutclearance to access the site shall be denied entry andleave the site via a left turn onto Albert Embankmentunder the supervision of a Traffic Marshal to preventconflict with other road users on Albert Embankment,or vehicles entering the Lacks Dock or CamelfordHouse vehicle entrance. Any large vehicle deniedaccess that is unable to turn off the highway shallreverse onto Albert Embankment under thesupervision of a Traffic Marshal.
Option A: A Traffic Marshal shall be stationed at thesite entrance to manage potential conflicts (eg,between incoming/outgoing London Duck Toursvehicles) and ensure that no vehicles queue/wait onAlbert Embankment.
Traffic management Drivers of large vehicles exiting the site shall be madeaware that the vehicle may encroach into the off-sidenorthbound lane.
Event restrictions Large crowds are expected in the Vauxhall area onNew Years Eve and the contractor shall make
arrangements for additional security and implementany other measures within the contractors sitesecurity plan.
River transport As per the CoCPPart A.
Other Signage shall be provided for pedestrian diversions(eg, the Thames Path) to clearly identify alternativeroutes during construction.
6 Noise and vibration

Control measures
The noise and vibrationcontrol measures shall bedetailed (and may be modifiedor added to) in Section 61consent applications to thelocal authority.
Except for the anchor piles, the contractor shallconstruct the cofferdam using push piling unless thisis determined to be impossible. The first 'anchor' pilesshall be installed at a location as far away from theclosest sensitive receptors,including Tintagel House,Camelford House and Vauxhall Cross,as possible.
Where push piling is determined to be impossible, this
shall be demonstrated by the contractor,who shallmake an application to the local authority to use an

alternative piling method through the Section 61dispensation process (see Appendix A, Section A.1 inthe CoCPPart A) or through contingency measuresand arrangements if included in the original Section61 consent.
Material shall be compacted onsite using machinerythat generates the lowest practicable vibration levelsthat can achieve the required level of compaction.Specifically,large vibratory rollers shall only be usedwhere vibration levels can be controlled to less thanthe impact criteria set out in the EnvironmentalStatement,Vol 16: Albert Embankment Foreshore,Tables 9.5.3 and 9.5.4.

Protection of habitats A membrane shall be installed between the riverbedand any temporary back fill material to prevent
contamination of juvenile fish habitat and preservepotential archaeology.
Areas of foreshore used for temporary works shall berestored to a similar condition with similar materialsas prior to the works.
Protection of trees Option B: Replacement trees shall be planted forthose lost along Albert Embankment. Retainedvegetation shall be protected during the works.

Other The contractors working methods shall limit the riskof vessels striking the listed Vauxhall Bridge.Protection barriers shall be installed as required butnot attached to the listed structure unless otherwiseagreed with the local authority in consultation with the

The contractor shall select suitable operatingprocedures that do not impact on the knownMesolithic timbers in the foreshore within the zone ofsensitivity shown in Figure 13.1 overleaf.
