  • INTRODUCTION

    Purpose of this document and EIAThis document forms the Non Technical Summary (NTS) of the Environmental

    Statement (ES) for coastal defence and initial engineering work proposals at Colwyn Bay. An Environmental Statement (ES) is the report

    which presents the findings of an Environmental Impact Assessment (EIA) and is required as part of a planning application. EIA comprises a number of stages as shown below,

    throughout which consultation is required.

    BACKGROUND TO SCHEME

    Why do we need new coastal defences?After its development in the late nineteenth century, the town of Colwyn Bay in North Wales

    quickly became a thriving seaside resort and continued to grow in size and wealth until the mid part of the twentieth century. Since then the town has suffered decline and lack of

    investment due to the rise of the foreign holiday market. The construction of the A55 expressway through the town in the 1980s

    accelerated decline by reinforcing the physical barrier between the town centre and waterfront, and removing through-traffic from the town centre.

    The promenade which runs along the

    waterfront at Colwyn Bay is currently under threat from storm damage and tidal flooding.

    Regular overtopping of the existing coastal

    defences is causing damage to the promenade and defences themselves, many of which are at imminent risk of failure. Important

    infrastructure assets which run parallel to the waterfront, such as the railway line and A55 road, are at risk from coastal erosion and flooding. The lack of protection is substantially

    caused by erosion of the beach at Colwyn Bay and this requires constant intervention to protect the existing defences structures along

    the shoreline. The coast road is often closed due to storm damage and this affects the local community. As a result of the poor standard of existing coastal protection, there has been a

    lack of investment in the waterfront area as a tourist destination.

    Conwy County Borough Council (CCBC) is therefore developing plans for new coastal defences to protect Colwyn Bay. The principal

    objective is to provide the town with improved coastal defence solutions appropriate for the level of flood and erosion risk to local property,

    the local population and local and national infrastructure. In particular, the proposals aim to protect the commercial and residential

    properties along the bay, the Chester to Holyhead railway line and associated infrastructure, the A55 road, and other assets existing along the waterfront. Following the

    coastal defence improvements, the council proposes to undertake environmental improvements along the promenade in order to

    support plans to regenerate Colwyn Bay as a desirable destination for tourists and businesses.

    Screening and ScopingDefine the requirement for EIA and

    required scope of assessment.

    Baseline StudiesThe existing environmental conditions,

    such as coastal processes and ecological

    habitats, are considered.

    Impact IdentificationAn assessment of the impact of the

    proposals on the environmental

    conditions is undertaken.

  • What are the alternative options?Consideration of alternatives is a key part of the EIA process. Adverse effects can often be

    avoided by considering different technologies, different sites or different ways of achieving the requirements. A study considered alternatives to the scheme in terms of their environmental

    impacts in order that a justified selection of the final scheme could be undertaken.

    The study evaluated five options, ranging from a Do Nothing scenario, through options to maintain or sustain the existing defences, to

    options which improved the level of coastal protection. Only two options appraised were considered to meet the key objective to provide

    improved coastal defence solutions, as follows:

    Option 1 A linear rock revetment constructed along the entire Colwyn Bay frontage

    Option 2 A combined sand recharge, control structure and rock revetment solution.

    IMPACT ASSESSMENT

    Planning FrameworkThe scheme generally supports policy objectives at all planning levels, particularly

    with regards to enhancing sea defences and reducing flood risk. Additionally, regeneration of the waterfront is considered

    to support policy objectives to regenerate Colwyn Bay as a desirable tourist destination. Furthermore, through enhancements to

    The protection and setting of heritage assets, the scheme is considered to have a positive impact on cultural heritage policy objectives.

    The long term effects of the scheme are also considered to support planning objectivesconcerned with nature conservation and

    environmental management. Improvederosion protection provided to transportinfrastructure would support policy objectives for developing sustainable transport links in

    North Wales.

    Option 2 was selected as the preferred option;

    not only providing an improved level of flood protection, but also facilitating regeneration of the waterfront and the wider Colwyn Bay

    area.

    The proposed schemeThe proposed works will provide coastal

    defences along Colwyn Bay between Rhos-on-Sea and Old Colwyn. Along with proposals to undertake environmental improvements to

    the promenade, the coastal defence scheme forms half of the Colwyn Bay Waterfront Project. The works are to be delivered in three discrete Phases as and when funding allows.

    Funding is currently in place to commence with the initial engineering works within the Phase 1 boundary. Each phase of works will

    include improvements of the promenade and existing defences, with localised construction of new defences, beach control structures and

    beach recharge.

    The scheme also includes future management

    actions promenade repair and maintenance of the new defences, management of the recharged beach material, windblown sand

    clearance from the promenade and reworking of structures to maintain an adequate standard of service in line with sea level rise.

  • While there may be some temporary adverse impacts conflicting with policy objectives

    during construction, these are not considered to be significant in the longer term. The overall impact of the scheme is considered to facilitate improvements to the social and

    economic stability of Colwyn Bay, with no residual major negative impacts on water or air quality, historic coastal setting, or the

    surrounding environment.

    Coastal ProcessesAn assessment of the impacts of the proposed development on coastal processes has been

    undertaken in order to minimise the impact of the scheme through mitigation measures. The only slightly negative impact which may

    occur during construction is associated with temporary and localised changes to tidal currents and wave conditions. However, once

    operational, the scheme is considered to be largely beneficial to coastal processes in the area as it would improve the local sediment transport regime, minimising erosion of the

    new beach whilst maintaining a supply of sediment to beaches to the east of Colwyn Bay.

    The raised beach levels would also reduce wave action on the defences and so minimise

    overtopping and flooding of the promenade.

    EcologyIn the short term, the scheme has potential to

    impact on ecological marine resources due to the beach recharge operation which will smother existing populations of species such as

    mussels. There is potential for maintenance beach recharge operations to have a continued slightly adverse effect on these populations although in the longer term, marine species

    would utilise new habitat created in the groyne. Long term alterations to the ecology of the area would likely be from soft substratum favouring

    species to hard substratum favouring species.

    Landscape and VisualScheme impacts on the surrounding landscape,

    seascape and townscape are generally considered to be positive due to the improved condition of the beach and increased visual connectivity between the promenade and sea.

    There may be slightly adverse visual impacts to local residents and users of the promenade, A55 road and railway during construction due to

    material deliveries and large scale construction equipment. However, these impacts are transient in nature and are not considered to be significant in the longer term.

    The coastal defence scheme will facilitate regeneration of the waterfront, which will

    include zoned areas of activity along the bay. These areas are likely to have increased levels of visitor activity and consequently the tranquillity

    of some areas of the bay may be reduced during operation. However, this is seen as a positiveimpact as part of general aims to improve theamenity and visual appearance of the

    waterfront area.

  • Socio-EconomicOverall the scheme is considered to have a significantly beneficial impact on the local

    economy and is anticipated to improve the quality of life for local residents. The improvements to the beach and promenade would create a new public amenity resource and

    increase opportunities for outdoor activities such as cycling and watersports, thus encouraging social inclusion and healthy

    lifestyles.

    Rehabilitation of the waterfront will also make

    Colwyn Bay a more desirable tourist destination and will improve the towns identity, encouraging business relocation into the area.

    While local businesses and residents may be slightly adversely impacted by access disruptions and occasional road closures during

    construction, they will subsequently benefit from increased protection from tidal flooding and general rehabilitation of the area.

    Cultural HeritageAn assessment of the potential impacts of the proposed development on heritage assets

    revealed that the scheme will, in general, provide additional protection to archaeologically important buildings and articles and improve the setting of heritage

    assets. While an overview of potential impacts of the scheme on heritage assets is included within the ES, a full impact assessment is to be

    submitted as a stand alone report following submission of the ES.

    The beach recharge operation will provide additional protection to Victoria Pier and will also improve the setting of this heritage asset.

    Archaeologically important marine deposits will be covered by the new beach material and thus better protected. New coastal defences will

    protect historic railway infrastructure, the existing masonry defence structures and archaeologically important buildings in the vicinity of the waterfront. Slightly adverse,

    temporary impacts which may occur during construction include disturbance of buried heritage assets during excavations, and a

    slightly detrimental effect on their visual setting.

    Cumulative ImpactsAs part of the ES, an assessment of potential

    cumulative effects has been made by considering the scheme in relation to other major projects in the area. The coastal defence scheme forms one half of the Colwyn Bay

    Waterfront Project, the other part of which is associated with environmental improvements along the promenade. Another key project

    which comprises rehabilitation proposals for the town centre has been considered.

    Overall cumulative impacts are considered to be positive, as new coastal defences will provide additional flood protection for the bay and also

    contain proposals to provide enabling works for the subsequent environmental improvements along the promenade. These proposals

    subsequently coordinate with rehabilitation proposals for the town centre.

    The Waterfront Project in addition to town centre regeneration proposals are considered to strongly support national, regional and local

    planning policy objectives and would greatly improve the socio-economic environment of the town. Cumulative impacts on the natural environment are generally considered to be

    beneficial in the long term, due to prevention of coastal erosion, creation and preservation of ecological habitats and improvements to the

    visual landscape. Some slightly adversecumulative impacts would be anticipated during construction on the natural environment,

    cultural heritage and socio-economic aspects due to visual intrusion, temporary disturbance of heritage assets and disruption to local businesses.

    The Waterfront Project and town centre

    regeneration would work together to improve both the natural and built environments of Colwyn Bay and would raise the towns profile as a desirable place to live and work.

    ar ddiwedd y bedwaredd ganrif ar bymtheg, yn fuan

    datblygodd i fod yn gyrchfan glan mr ffyniannus a

    pharhaodd i dyfu o ran maint a chyfoeth tan ganol yr

    ugeinfed ganrif. Ers hynny maer dref wedi dirywio a

    bu diffyg buddsoddi ynddi yn sgil y cynnydd yn y

    farchnad wyliau dramor. Mae ffordd gyflym yr A55 a

    adeiladwyd drwy ganol y dref yn y 1980au wedi

    cyfrannu at y dirywiad drwy bwysleisior rhaniad

    ffisegol rhwng y canol y dref ar glannau, a symud llif

    y traffig o ganol y dref.

    Maer rhodfa sydd mynd ar hyd y glannau ym Mae

    Colwyn ar hyn o bryd dan fygythiad gan ddifrod

    oherwydd stormydd a llifogydd llanwol.

    Maer mr yn codin uwch nar amddiffynfeydd

    arfordirol presennol yn gyson, a hynnyn achosi

    difrod ir rhodfa ar amddiffynfeydd eu hunain, gyda

    nifer ohonynt mewn risg o gael eu difrodi yn fuan

    iawn. Mae asedau isadeiledd syn rhedeg yn

    gyfochrog r glannau, fel y lein rheilffordd a ffordd

    Mae ystyried atebion eraill yn rhan allweddol or

    broses Asesiad Effaith Amgylcheddol. Yn aml gellir

    osgoi effeithiau andwyol trwy ystyried technolegau

    gwahanol, safleoedd gwahanol neu ffyrdd gwahanol

    o gyflawnir gofynion. Gwnaed astudiaeth i ystyried

    atebion eraill ir cynllun yn nhermau eu heffeithiau

    amgylcheddol er mwyn gallu gwneud dewis cyfiawn

    or cynllun terfynol. Yn yr astudiaeth gwerthuswyd

    pum opsiwn, yn amrywio o senario Gwneud Dim, i

    amddiffynfeydd arfordirol ar hyd ffryntiad Bae

    Colwyn rhwng Llandrillo-yn-rhos a Hen Golwyn.

    Ynghyd chynigion i wneud gwelliannau

    amgylcheddol ir rhodfa, maer cynllun amddiffyn

    arfordirol yn ffurfio hanner Prosiect Glannau Bae

    Colwyn. Y nod yw cyflawnir gwaith fel tri phecyn

    unigol o waith pryd a phan fo arian yn caniatu.

    Mae arian wedi ei sicrhau ar hyn o bryd i

    ddechraur gwaith peirianyddol cychwynnol o

    fewn rhan 1 or cynllun. Bydd pob rhan or gwaith

    yn cynnwys gwelliannau ir amddiffynfeydd

    presennol ar rhodfa, gan adeiladu amddiffynfeydd

    newydd yn lleol, strwythurau rheoli newydd ar y

    traeth ac ailgyflenwir traeth.

    Maer cynllun hefyd yn cynnwys camau rheoli yn y

    dyfodol syn cynnwys trwsio a chynnal yr

    effaith negyddol bychan a allai ddigwydd yn ystod

    y gwaith adeiladun gysylltiedig newidiadau dros

    dro neu leol i geryntau llanwol ac amodau tonnau.

    Fodd bynnag, unwaith y bydd y cynllun yn

    effeithio ar adnoddau morol ecolegol yn sgil

    ailgyflenwir traeth oherwydd bydd poblogaethau

    presennol o rywogaethau fel cregyn gleision yn cael

    eu mygu. Maen bosibl y bydd gwaith cynnal y

    deunydd ailgyflenwi ar y traeth yn cael effaith

    ychydig yn andwyol a pharhaol ar y poblogaethau

    hyn, er y byddai rhywogaethau morol yn yr hirdymor

    yn defnyddio cynefin newydd a grir yn y grwyn. O

    cynnydd o ran cysylltedd gweledol rhwng y rhodfa

    ar mr. Efallai bydd effeithiau gweledol ychydig yn

    andwyol i breswylwyr lleol a defnyddwyr y rhodfa,

    ffordd yr A55 ar rheilffordd yn ystod y gwaith

    adeiladu yn sgil cludo deunydd ac offer adeiladu ar

    raddfa fawr. Fodd bynnag, ni fydd yr effeithiau yn

    barhaol ac ni ystyrir eu bod yn sylweddol yn yr

    hirdymor.

    Bydd y cynllun amddiffyn arfordirol yn hwylusor

  • Economaidd-gymdeithasol

    Yn gyffredinol ystyrir y bydd y cynllun o fudd

    sylweddol ir economi lleol a rhagwelir y bydd yn

    gwella ansawdd bywyd i breswylwyr lleol. Byddair

    gwelliannau ir traeth ar rhodfan creu amwynder

    cyhoeddus newydd ac yn cynyddu cyfleoedd ar

    gyfer gweithgareddau yn yr awyr agored fel beicio a

    chwaraeon dr. Byddai hynny yn ei dron hybu

    Treftadaeth Ddiwylliannol

    Dangosodd asesiad o effeithiau posibl y datblygiad

    arfaethedig ar asedau treftadaeth y bydd y cynllun,

    yn gyffredinol, yn rhoi diogelwch ychwanegol i

    adeiladau ac eitemau sydd o bwysigrwydd

    archeolegol a bydd yn gwella lleoliad asedau

    treftadaeth. Tra bod trosolwg o effeithiau posibl y

    cynllun ar asedau treftadaeth yn cael ei gynnwys yn

    y Datganiad Amgylcheddol, bydd asesiad effaith

    traeth a thrwy hynnyn cael eu diogelun well. Bydd

    amddiffynfeydd arfordirol newydd yn diogelu

    isadeiledd y rheilffordd hanesyddol, y strwythurau

    amddiffyn presennol o waith maen ac adeiladau

    sydd o bwysigrwydd archeolegol yng nghyffiniau

    glannaur mr. Maer effeithiau ychydig yn andwyol,

    dros dro a allai ddigwydd yn ystod gwaith adeiladun

    cynnwys tarfu ar asedau treftadaeth sydd wedi eu

    claddu yn ystod gwaith cloddio, ac effaith ychydig

    yn andwyol ar eu hedrychiad gweledol.

    Effeithiau Cronnus

    Fel rhan or Datganiad Amgylcheddol, gwnaed

    asesiad or effeithiau cronnol posibl drwy ystyried y

    cynllun mewn perthynas phrif brosiectau eraill yn

    yr ardal. Maer cynllun amddiffyn arfordirol yn un

    hanner o Brosiect Glannau Bae Colwyn, maer rhan

    arall yn gysylltiedig gwelliannau amgylcheddol ar

    hyd y rhodfa. Mae prosiect allweddol arall syn

    cynnwys cynigion adfywio ar gyfer canol y dref wedi

    ei ystyried.

    Ystyrir bod yr effeithiau cronnus cyffredinol yn

    gadarnhaol, oherwydd bydd yr amddiffynfeydd

    arfordirol newydd yn rhoi diogelwch ychwanegol

    rhag llifogydd ir bae a hefyd mae'n cynnwys

    cynigion i wneud gwelliannau amgylcheddol dilynol

    ar hyd y rhodfa. Maer cynigion hyn yn cydlynu

    chynigion adfywio ar gyfer canol y dref.

    Ystyrir bod Prosiect Glannau Bae Colwyn, yn ogystal

    r cynigion i adfywio canol y dref yn cefnogin gryf

    amcanion polisi cynllunio cenedlaethol, rhanbarthol

    a lleol a bydd yn gwellan fawr amgylchedd

    economaidd-gymdeithasol y dref. Yn gyffredinol

    ystyrir bod yr effeithiau cronnus ar yr amgylchedd

    naturiol o fudd yn yr hirdymor, gan eu bod yn atal

    erydu, yn creu ac yn gwarchod cynefinoedd ecolegol

    ac yn sicrhau gwelliannau ir dirwedd weledol.

    Rhagwelir y byddai rhai effeithiau ychydig yn

    andwyol yn ystod y gwaith adeiladu ar yr

    amgylchedd naturiol, y dreftadaeth ddiwylliannol ac

    agweddau economaidd-gymdeithasol yn sgil

    ymwthiant gweledol, tarfu dros dro ar asedau

    treftadaeth a tharfu ar fusnesau lleol.

    Fodd bynnag, yn gyffredinol byddai Prosiect

    Glannau Bae Colwyn ac adfywio canol y dref yn

    gweithio gydai gilydd i wella amgylcheddau naturiol

    ac adeiledig Bae Colwyn a byddain codi proffil y dref

    fel lle dymunol i fyw a gweithio ynddi.
