Levy Court is your County Government. Kent County Levy Court is comprised of seven elected Commissioners-six who are elected from the districts in which they reside – and the seventh elected at-large to represent the entire County. The Commissioners serve at the will of the electorate and answer solely to their constituents. Since the Commissioners are elected officials it is customary to refer to them with the designation of Honorable.

Levy Court responsibilities include enacting planning and land use ordinances, providing parks and recreation facilities, establishing fees, providing emergency medical services, 911 communications, emergency management, approving sewer system construction, establishing the yearly tax rate, appointing department heads and overseeing the County departments that support the mission of the Levy Court. The Commissioners appoint a County Administrator who is responsible for managing the day- to-day operations of County Government.

Kent County Levy Court Dedicates Children’s Library in Honor of Librarian Richard L. Krueger Sr.

dedication ceremony in honor of former Kent County Librarian, the late Richard L. Krueger, Sr.

The newly named Richard L. Krueger Sr. Children’s Room located in the Kent County Public Library in Camden, houses the county’s entire selection of children’s books, which includes easy reader through juvenile fiction.

Hilary Weliver, County Librarian, said, “For a lot of people, when they think of the Kent County Public Library, they think of Mr. Krueger. He was passionate about libraries in general, and in many ways; the driving force behind establishing the Kent County Library. I’m honored to have had the pleasure

and graduate of the former Kent Vocational and Technical School (which is now PolyTech High School) Commercial Arts program.

After graduating from Kent Vo-Tech, John continued his studies at the University of the Arts in Philadelphia on a four year scholarship, and in 1976 upon the completion of his degree, embarked on a career as a designer and illustrator in Philadelphia.

of working with and for him. I know he would be humbly proud to learn this library has bestowed his name upon the children’s reading room in his honor.”

Rebecca Monaham-Martin, daughter of the late Richard L. Krueger Sr., who spoke at the unveiling said, “I have fond childhood memories of going to the library with my father to help out. And I can saw with certainty, that he loved the library. He was always thinking about how he could make it better for the children in our community. ”

The Kent County Public Library is open Monday through Friday 8 am – 8 pm., and 1 pm – 5 pm Saturday and Sunday.

Presently, John operates a part-time home based art business in Dover, rendering realistic pet illustrations, spiritual artwork, and historical drawings all by freehand. His choice of mediums includes oils, color pencil, Sanguine Conte (red

chalk) and watercolor. John recently exhibited selections from his collection

at the Smyrna Opera House Annual Art Show in Smyrna, Delaware.

John is an award winning artist with well over 20 years of professional drawing and painting experience.

Milford Housing Development Corporation: Building to Help Others

For the past 35 years the non-profit Milford Housing Development Corporation (MHDC), has been quietly going about their mission of providing decent, safe and affordable housing solutions to people of modest means.

With a myriad of programs available to assist those in need of quality housing, MHDC is poised to become a statewide leader in providing inexpensive housing solutions to Delawareans.

MHDC Executive Assistant, Michelle Webb, says “Our programs are free to those who qualify, and the process to determine if you are eligible can be done over the phone or by completing an application.”

One such program is the Home Repair Project, which provides free emergency related, health and safety home repairs to qualified Delaware homeowners. Once a homeowner is considered eligible to participate, volunteers are then provided by MHDC to assist, at no cost to the homeowner, in performing the necessary work on a home. Such repairs can range from minor house fixes, to the installation of a wheelchair ramp.

“Most of the work performed within the Home Repair Projects program is on older mobile homes. But we also do repairs on stick built homes as well.

Since we are a non-profit organization, the ability to do certain repairs depends on the amount of funding provided for specific projects,” Webb said.

“We have a long history of working with the MHDC Home Repair Project,” said Albert Biddle, Housing and Community Development Supervisor for Kent County. “Our collaboration may be as simple as a referral in helping to get a household’s health and safety issues resolved or involve helping qualified homeowners leverage their funds with our housing rehabilitation funding to resolve substandard condi-tions. MHDC is an efficient means of improving the quality of life for the citizens of Kent County,” said Biddle.

Additionally, the MHDC Self-Help Housing Program serves as an alternative path to homeowner-ship.

MHDC also offers homeownership counseling services, which seeks to empower individuals with the skills, tools and relevant knowledge that enables them to make calculated and informed financial decisions. Participants in the program learn from established financial experts, yet also have the ability to earn a certificate of completion.

Working in groups, future homeowners build their own homes and average about $32,000 in sweat equity per house. MHDC prides itself in providing future homeowners “a hand up, not a hand out”, through the Self-Help Housing Program.

Other services offered by MHDC include: transitional housing, multi-family rental housing, single family housing, preservation & rehabilitation, land development and engineering, financial literacy training and construction based job training.

On June 24, 2013, MHDC President/CEO David W. Moore, donned his very own hardhat and tool belt, and recognized National Homeownership Month, by extending an invitation to the community to join the building process on two newly approved self-help homes. “It’s always a pleasure to see the community

and a new homeowner constructing their own home, and later return to the program to help others build,” says Moore.

Currently, MHDC is offering site locations for the Self-Help Housing program in the Harmony Hill neighborhood located in Star Hill, which is just outside Camden, Delaware. Harmony Hill is owned by MHDC and will consist of 31 single- family lots. At present, 3 homes are completed and 8 are under construction with 2 more still in the works.

MHDC says Harmony Hill represents Kent County’s first truly affordable, singly-family, new construction development in 20 years.

July 19, 1937 – May 29, 2013Kent County Levy Court fondly re-

members Conlyn L. “Connie” Hart, who was appointed as a member of the Parks & Recreation Commissioner in 1999.

Mr. Hart’s devotion to public service spanned well over three decades, and included time spent as a public school teacher, and Principal for the Caesar Rodney School District.

His time and service to the com-munity was extended too many profes-sional and community organizations throughout Kent County.

Mr. Hart was an integral part of the Parks & Recreational Team and was al-

ways willing and prepared to investi-gate new ideas, offer his knowledgeable perspective and work to promote the expansion of the County’s parks and recreational offerings.

He had a particular fondness for Tidbury Park, and enthusiastically en-dorsed plans for the creation of an in-door recreational facility in Kent County.

Kent County Levy Court will miss Mr. Hart’s genuine manner and ap-proach to public service, which he al-ways handled with the community’s best interest at heart.

May he rest in Eternal Peace.

SAFE SUMMER DAY 2013,HIGHLIGHTED IN PHOTOS

Kent County recently celebrated its 15th Safe Summer Day event, held annually at Brecknock County Park in Camden, Delaware. This year’s activities attracted well over 1,200 visitors and included displays

from multiple State agencies, fire departments and other safety related organizations.

Technology Office. His primary duties include troubleshooting, computer hardware, software and/or network operating problems; responding to telephone calls to the IT Helpdesk; installing new computer hardware and updating software, and assisting County employees with various computer related glitches. Ken was instrumental in the design of a new and improved Kent County website, which was officially launched on July 8, 2013. Danielle, a Kent County employee since December 2002, is a Geographic Information Specialist in the Geographic Information Systems Division and serves as the primary public contact person in the office. Danielle was nominated for her work over the past year to transition the County’s Geographic Information System (GIS) data to a new web-based server.
