Mona Vale Road upgrade – preferred route selected Mona Vale Road from McCarrs Creek Road, Terrey Hills to Powder Works Road, Ingleside is 3.3 kilometres in length, experiences traffic congestion in peak periods and requires upgrading to increase capacity and reduce travel times. Roads and Maritime Services (RMS) is planning for the future upgrade of this section of Mona Vale Road to a four-lane divided road. Three feasible route options were developed. Process to identify the preferred optionIdentifying the preferred option was an iterative process involving both technical and specialist input through reviews of constructability and a value management workshop.

Constructability – A comparative assessment of the three options was carried out. All three route options were compared against criteria such as managing environmental impacts, managing traffic, duration of work and staging construction work efficiently.

Option 2 stood out as the best performing option because it: provided opportunities for the work to be undertaken away from traffic; was able to minimise environmental impacts; avoided areas of geotechnical risk; and would take less time to construct.

Value management – A value management workshop was held on 13 February 2013 to review the information available and to recommend a preferred option.

Workshop participants included RMS technical experts, local community representatives, local Councils and environmental agencies.

The workshop group gained a shared understanding of which option would provide the best balance across social, environmental, economic and engineering issues while also taking into account estimated costs.

The value management workshop reached consensus in recommending Option 2 as the preferred option for the upgrade.

The preferred option – The Preferred Option Report includes the findings that led to the selection of Option 2 as the preferred route. The report is now available on the project webpage.

In summary, Option 2 was chosen as the preferred route because it:

• Ranks well with community feedback received on the three route options.

• Caters for fauna crossings and some intersection arrangements as highlighted by community feedback.

• Provides the most flexibility to design around potential constructability issues.

• Minimises the amount of national park land acquisition required.

• Allows for the old road to be revegetated and consolidated into Garigal National Park.

• Provides the best opportunities for fauna connectivity between the national parks.

• Provides room for stormwater and water quality measures.

• Provides simpler traffic staging during construction, minimising inconvenience to road users.

• Provides two lanes in each direction for motorists, as well as wider shoulders for on-road cyclists.

Meeting the urban design challengesAn urban design strategy is included in the preferred option report to guide future development stages. This strategy aims to minimise visual impacts and integrate with the surrounding bushland environment.

Technical investigationsSeasonal flora and fauna monitoring surveys, hydrological studies, geotechnical investigations and heritage studies will be part of the next stage of development to inform the concept design and environmental assessment.

Next steps Refinements to the preferred optionAs the project development process continues, RMS will further refine the design of Option 2 to align with the project’s objectives. Further refinements will be made through the concept design and environmental assessment phase, including future community involvement. Some of the design refinements include:

Fauna crossingsAn important consideration in the design process will be to identify appropriate locations for fauna crossing structures. Potential locations for underpass structures have been identified. The design of a land bridge crossing will be further investigated during the concept design stages.

Tumburra Street intersectionAs part of the design process, RMS will investigate intersection options for the Tumburra Street intersection.

Options could include:

• Traffic lights similar to McCarrs Creek Road and Mona Vale Road with an eastbound truck climbing lane.

• Grade separation with Mona Vale Road running over the top of Tumburra Street.

Impacts on propertyThe potential property impacts associated with Option 2, including on national park land, will be further investigated in the next stages of development.

Integrating public transport, cycling and walkingRMS will continue to work with Transport for NSW to integrate public transport into the design of the preferred option as it progresses.
