    PROJECT DESCRIPTION

    Rotary Wing Parking Apron AASF #2 Dane County Regional Airport Madison, Wisconsin Project No. 550139 OVERVIEW The present Rotary Wing Parking Apron at the AASF at the Dane County Regional Airport is insufficient to accommodate the authorized (15) – UH-60 and (2) UH-72A helicopters. See Attached DD 1390. Additionally, the Dane County Regional Airport has begun to expand Taxiway “B” to the north, which has eliminated the present Helipad used by the ARNG, forcing the ARNG to construct a new permanent Helipad at a new location. In the interim, while the Taxiway project and this project are being constructed, a temporary Helipad has been assigned to ARNG by the Dane County Regional Airport. It is the intent of this project to create outdoor Rotary Wing Aircraft parking for seven (7) UH-60 helicopters and one (1) transient aircraft that includes tie downs, security fencing, security lighting, and new grounding pins. The new Helipad will be constructed to meet all FAA and ARNG design standards including, beacons, windsock, lighting, security fencing, and anti-terrorism force protection. SCOPE The present outdoor facilities for rotary wing parking and tie downs is drastically undersized and in need of major repair. The existing rigid and flexible pavements (totaling 16,386 S.Y) has numerous potholes and cracks, resulting in an annual OSHA report that has rated these facilities as substandard. The present flexible pavement facility is capable of parking four (4) of the seventeen (17) authorized Rotary Wing Aircraft. Additionally, the Dane County Regional Airport will be extending Taxiway “B” during the summer of 2009. This extension will require the removal and relocation of the present Helipad used by the AASF #2. The scope of this project involves the removal of 16,386 S.Y. of existing rigid and flexible pavement located east of the Hangar POD’s and north of the AASF #2 Building. New work consists of the construction of 39,802 S.Y. of new outside supporting facilities which are rigid and flexible paving for aircraft parking/tie down pads, hoverlanes, landing pad, taxiways, access roads, hangar aprons, airfield lighting, exterior security lighting, pavement markings, and utilities for the Rotary Wing Aircraft and 1112 S.Y. of rigid pavement for a new Helipad. The specific areas of work are depicted on the “Site Plan” drawing included under Tab “B”. Existing rigid pavement east of the present storage Hangar POD’s will be removed and replaced with new 8” thick reinforced rigid pavement. This is necessary to replace the existing rigid pavement that is in substandard condition. North of the present AASF #2 facility, the present flexible pavement that has parking spaces for four (4) Rotary Wing Aircraft will be removed and replaced with new 8” thick reinforced rigid pavement. There will be parking spaces for two (2) Rotary Wing Aircraft on this new rigid pavement along with the required tie down anchors, grounding pins, and security lighting. South of the present storage hangar POD’s, there is a large open grass field that is bounded on the west by the Airport Security Road, on the east by Starkweather Creek, and on the south by the Airport Security Fence and Anderson Road; a public roadway. It is in this grass field area that the new parking apron, Hoverlanes and Taxiways for seven (7) UH60 helicopters and one (1) transient helicopter is to be located.

    stormwater management will be necessary for the new paved parking area as well as new exterior fire protection systems. During the summer of 2009, the Dane County Regional Airport has started to extent Taxiway “B” to the north. This work will eliminate the present Helipad, requiring the relocation of a new Helipad. The permanent location of the new Helipad is intended to be located just south of the new Rotary Wing Parking Area. This new 1112 S.Y. of Helipad is to be constructed of 8 thick reinforced rigid pavement. Included in the Helipad will be the required beacons, windsock, security lighting, and pavement markings. MAXIMUM CONSTRUCTION COST The maximum “Construction Cost” for this project is $3,827,305. A 5% contingency and a 3% Supervision, Inspection and Overhead Cost bring the maximum “Project Cost” to $4,139,230. See the following approved DD 1391. Attached is the Conceptual Design Cost Estimate based on the present design concepts.     PROJECT SITE DESCRIPTION

    GENERAL DESCRIPTIVE The new Rotary Wing Parking Apron and Helipad project is intended to be sited on ARNG owned lease-hold property located south of the present AASF #2 facility. The ARNG land is located in the southeast quadrant of the Dane County Regional Airport in Madison, Wisconsin. The new parking apron is to be located as far to the south of the AASF as possible so as to accommodate future expansion of the AASF #2. VICINITY MAP See the following Vicinity Map depicting adjacent communities within 5 miles of the project site. LOCATION MAP See the following Location Map depicting adjacent features within 1 mile of the project site. SITE PLAN See the following Site Plan depicting features in the immediate area of the project site. The project site is located on a portion of ARNG owned, leased-hold property that presently houses the AASF #2 facility, eight (8) Hanger POD’s for cold storage, Hangar Aprons and Taxiways. The specific intended location of the new Rotary Wing Parking Apron is the open land south of the AASF #2 Building and the Hangar POD’s. Immediately to the west of this site is the airport perimeter service road. Immediately to the east of this site are Starkweather Creek and the airport perimeter security fence. East of this security fence is the MATC Fire Training Facility. Immediately to the south of this site is the perimeter security fence for the airport and Anderson Street, a public roadway Dane County Regional Airport is constructing a new Taxiway “B” located northwest of the AASF and the Hangar POD’s. This new Taxiway has required that the present Helipad be temporarily relocated until this project is undertaken. The “temporary” relocation of the present Helipad is NOT part of this project. Included in this project is a new permanent location for the Helipad. With the future expansion of the present AASF #2 intending to be to the south, the flight control center is intended to be oriented to the south so that it is able to oversee the new Helipad location. Presently there are four (4) Rotary Wing Aircraft Parking Areas and a Taxiway north of the present AASF #2 Building located on flexible pavement. As a part of this project, two (2) of the parking areas will be eliminated, and the entire flexible pavement area will be replaced with rigid pavement, tie downs, and grounding pins. UTILITY PLAN One of the utilities that will be necessary are electrical services for the new security lighting around the Rotary Wing Aircraft Parking Area, and the new airport lighting required for the new Helipad. It is anticipated that the necessary electrical power will be extended from the present AASF #2 Building. No other utilities are expected to be required. It is anticipated that stormwater run off will be surface drained to a management basin and then discharged to Starkweather Creek.

    SITE IMPROVEMENTS Improvements to this site will involve a small amount of rerouting of the present airport service road located west of the new Rotary Wing Aircraft Parking Area. New security lighting around the new Rotary Wing Parking Area will be required and new airport lighting, beacons, and a windsock will be required around the new Helipad. ATFP standoff distances from public roadways or public lands will be adhered to, however, alternate means of protection will be provided when standoff distances cannot be met. It is anticipated that a small amount of perimeter fencing along the east boundary of the parking area will need to be relocated. Since the AASF performs a significant amount of night operations, the new Helipad and Parking Area will need to be lighted. ENVIRONMENTAL REQUIREMENTS The present site location is not located in a flood plain or wet land. Some of the stormwater for the airport is discharged into the Starkweather Creek located along the east side of the proposed Rotary Wing Aircraft Parking Area. This creek is an open water way that the State of Wisconsin, Department of Natural Resources, has deemed to be a navigatible body of water. Stormwater discharge from the new Aircraft Parking Area will have to be conducted to a holding / treatment basin where it can be discharged to Starkweather Creek in a controlled manner. No other environmental requirements will impact this project.

    DESIGN CRITERIA SOURCES

    The final design documents will be developed in conformance with the contracting requirements of the National Guard Bureau (NGB) and the State of Wisconsin Division of State Facilities (DSF). It is the intent of the Wisconsin Army National Guard office to use a design-bid-build methodology in securing and awarding of a contract for this project using the State of Wisconsin contracting procedures. Due to the nature of this project, it is not anticipated that the requirements of the Accessibility Codes (ANSI 117.1) or Americans with Disabilities Act (ADA) will apply to this project. However, if the site conditions and design dictate otherwise, the architect / engineering firm will provide designs in compliance to these requirements.
