Protocol Issues

CAGE falls under the European Programme for Reconstruction and Development (EPRD): Good Governance

CAGE is a partnership between the EU and SA – government, responsibility given to National Treasury (Implementing Agency)

EU – is a donor agency , National Treasury is responsible for the project outcomes

The Secretariat headed up by a Programme Co-ordinator manages the day to day activities of the programme

Locating CAGE within EPRD

Areas of co-operation between EU and SA are fighting poverty through Supporting policies and programme aimed at

integration of the SA economy into world economy and trade for employment creation

Incorporating private sector development and regional co-operation and integration

Support to democratization and protection of human rights – “CAGE”

Support to sound public management, strengthening local government and involving civil society in the development process

What is CAGE?

CAGE is a grant funding facility to fund research and studies on conflict and governance to influence policy development and implementation

CAGE is a three year programme with a funding of 4 million EURO The final date for commitments will be 1 August 2007 with project

closure by 1 February 2008 Only 15% will be used for administration costs, whilst 75% will be

used for programme funding (3 260 000 Euro) Programme Funding is allocated per Work Plan CAGE is running with Work Plan 1: Considered an Inception Work

Plan: bulk of funding will be in Work Plan 2 (2005/6) and Work Plan 3 (2006/7)

Grant Funding will be committed from January 2005 onwards

CAGE objectives

Overall Objective: to improve national policy, decision –making and implementation on issues related to foreign and domestic policy that mitigate or cause conflict

Purpose: to promote informed decisions on issues related to conflict and governance based on research and studies through participation of research and other appropriate organisations

Improved policy analysis as a basis for better informed policy making and implementation

Capacity of research institutions strengthened: incentives for joint research between established and emerging institutions, thereby promoting transfer of knowledge and skills

Policy debate strengthened: Participation in policy is enlarged. Quality of discussion and dialogue enriched

CAGE Governance structures Programme Steering Committee (Board) provides

oversight, guidance and approves PSC comprises of representative from

Government and Civil Society with the EU having an observer status

Government departments are Foreign Affairs, National Treasury and the Presidency

Programme Management Unit: The Secretariat– Programme Co-ordinator, Operations Officer, Programme Administrator and Financial and Procurement specialist

Within EU Practical Rules and Guidelines (PRAG) and PFMA

Stakeholders

There are three sets of stakeholders for CAGE: Primary: are those who directly benefit

from CAGE resources Secondary: those who indirectly benefit

from CAGE resources Tactical: are those used to promote a

particular agenda

POLICY FRAMEWORK:

Constitution of South Africa Specific Legislation and Government Policy: Cluster

Priorities State of the Nation, Lekgotla’s and Budget Speech Vision/Mission and Strategic Plans of Partners Codes ratified by SA around Conflict: AU/EU/UN/SADC etc Overall objectives and purpose of CAGE…..Lead to “joint” Product as funded by CAGE which, in turn,

should enter a feedback loop to top of policy framework….

An Example of a research “problem” that CAGE could consider

Issues:Land redistribution and restitution Money and resources are not adequate or

available

Potential for conflict: Process of land restitutions/redistribution is slow and this could lead to conflict and lack of investor confidence>>>Research to address this.

Funding principles

Partnership between government department and NGOs or research institution: to conduct quality research to inform all aspects of policy Government priorities trigger research but for oversight/checks and

balances, government researchers would not conduct it to disseminate the researched material so as to contribute to policy

dialogue and implementation (service delivery)>>>Feedback Loop to Policy Units

Co-ordinate events: seminars, roundtables, conferences and workshops

Produce publications Ability to produce quality research with adequate human resource

capacity

Funding Criteria What should be funded? Important Principle: South African-based organisations! (twin or

collaborate beyond borders) Who? How? Where? South Africa, SADC and beyond border What? Research, dialogues, workshops, etc Dissemination mechanism

What should not be funded? For e.g…. Conflict resolution exercises with no bearings on policy inputs “Events- people” with no content

CfPs:

CfP approach: Based on the identified research gaps – CAGE has established broad objectives, the scope of project it is willing to fund, application and assessment procedures and a set of eligibility criteria for applicants (Eligibility includes CAGE Results)

These will be published and float for a particular period of time (for 60 days) Estimated publication is late October 2004

The responsibility for identifying, formulation and implementation of projects is passed on to those who apply for funding

Role of the applicant

Respond to the CfP Follow instructions as outlined – formats,

etc. Compliance requirements Project activities - assessment grid Project budget will be advised upfront Floating dates adequate for response

Evaluation Committee for CfP’s Voting x 3 and non-voting members x 3 Chairperson, secretary and EU Observer are non-

voting members The PSC appoints the evaluation committee, who are

expected to sign a Declaration of Impartiality and Confidentiality

The secretary supervises the opening session – writes a minute on: date, time and place of session, the persons present, the names of applicants who submitted proposal within the deadline and names of those who submitted after the deadline.

CAGE will then acknowledge – letter will state received within the deadline or not?

Assessment of proposals

Two types of assessment Administrative and eligibility criteria – set out in the

guidelines for applicants Administrative: is the dossier complete Eligibility: are applicants, partners eligible? Criteria is set

out in the guidelines for applicants. Ineligible proposals will not be considered further

Assessment may be carried out by the members of the evaluation committee or assessors appointed

Committee has the responsibility to review results

Quality must be assessed by at least two people – on the basis of the evaluation grid

Each sub-heading has a score and these are added up

Evaluation committee will use the assessments grids with comments from the assessors to make recommendations

Secretary will put together an evaluation report – signed off by the committee

The PMU will then proceed with the awards
