In March 2018 the Government and Health Education England announced that a joint bid by Canterbury Christ Church University and the University of Kent to establish a medical school was successful. The medical school opened its doors in September 2020, offering 100 undergraduate medical places on a yearly basis. The five year programme will be taught at the Canterbury campuses of both universities with medical placements within Primary, Community and Secondary Care across Kent and Medway. The Kent & Medway Medical School (KMMS) will be Kent and Medway’s first ever medical school, bringing together the existing centres of excellence in health and medical education provided by the two universities, and local healthcare organisations such as East Kent Hospitals University Foundation Trust. It will offer a new model of patient-focused medical education.

The department provides a comprehensive clinical and laboratory service for patients across East Kent. Inpatients for haematology and haemophilia are centralised at Kent and Canterbury Hospital. Clinical Haematology

The main departments are at the Kent and Canterbury Hospital, Canterbury, the Queen Elizabeth the Queen Mother Hospital at Margate and the William Harvey Hospital, Ashford. The Clinical Lead for Clinical Haematology is Dr Moya Young. Nineteen outpatient clinics are held per week and delivered on all four sites (this includes a non-malignant clinic at the Royal Victoria Hospital Folkestone). All our clinics are subspecialised, i.e. Non-malignant, Myeloproliferative disorders, Myeloid, Lymphoma & Myeloma. In the last calendar year we provided 1800 new patient and 8000 follow up appointments.

BCSH Level 2b care is centralized on the K&C site in a recently refurbished facility, Brabourne ward, with 7 en-suite single rooms. These beds are purely used for treatment of acute leukaemia’s, delivery of salvage chemotherapy and management of life threating complications in patients with newly detected haematological disorders as well as management of complex bleeding disorders. In the last calendar year we had 138 elective and 97 non elective admissions. Patients with uncomplicated chemotherapy related complaints are admitted under general medicine with haematology input; management of such conditions is strictly protocol driven. BCSH Level 2a services are provided at Kent and Canterbury Hospital (Cathedral Day Unit which is adjacent to Brabourne ward) and also on the WHH and QEQMH sites. The outpatient chemotherapy units deliver treatment to both haematology and solid tumour patients. Patients with solid tumours are managed by West Kent Oncology. There are well established weekly Multi-Disciplinary Meetings; one for Lymphoma and Myeloma and the other for Leukaemia and other myeloid malignancies. Management of patients is in keeping with the NICE improving Guidance on Haematological Cancers recommendations and technological appraisals. Participation in clinical studies is strongly encouraged; we have an extensive portfolio of clinical trials run at our site as well as within the network. The tumour site specific group for Kent and Medway meets regularly twice a year.

There is close liaison with University College London Hospital and King’s College Hospitals, London, where patients are referred for autologous and allogeneic transplantation. Adult patients with Acute Lymphoblastic Leukaemia are referred to tertiary centres in London. Younger patients with severe aplastic anaemia are referred to King’s.

Children with haematological malignancy are referred to the Royal Marsden Hospital and cared for by shared care arrangements with paediatrics at East Kent Hospitals. Teenage and Young adult patients are referred to Royal Marsden Hospital. There is a flourishing clinical trials unit entering patients into National Cancer Research Institute (NCRI) and commercial studies. We are one of the leading Trusts in the country with respect

to entry into lymphoma, myeloma and leukaemia studies largely due to excellent support from dedicated clinical trials practitioners and administrators. Clinical Haemophilia and thrombosis

The Haemophilia centre is based at Kent and Canterbury Hospital. Dr Gillian Evans is the Haemophilia Centre Director appointed on a permanent basis and is the budget holder for

haemophilia. The department is supported by clinical nurse specialists in haemophilia and thrombosis. There are 2 physiotherapists providing 1.0 WTE cover for the centre. The Centre is also supported by a clinical trials administrator. Registrars are attached to the department on a rotational basis from Kings College Hospital. There is a dedicated Business Manager, two secretaries and a data manager. The Centre provides specialist services for adults and children with disorders of thrombosis and haemostasis. It is recognised as a Comprehensive Care Centre for Haemophilia, providing care for adults and children. It provides specialist coagulation advice to primary care and specialist services across the trust including renal medicine, obstetrics and trauma. There are close working relationships with smaller centres in Medway, Maidstone, Tunbridge Wells, Eastbourne and Hastings. A weekly multidisciplinary meeting is held in the haemophilia centre. Joint clinics are held with the department of HIV medicine and with the haematology department at Medway Maritime Hospital. Patients requiring admission are admitted under the haemophilia consultants to the haematology inpatient unit. The Centre has an active clinical trials programme including investigator led research, commercial trials and gene therapy trials. Specialist thrombosis clinics are held in the haemophilia centre. Anticoagulant clinics are provided by specialist anticoagulant nurses on all acute sites and at the Royal Victoria Hospital Folkestone. The Trust has a Trust Thrombosis Committee which is chaired by the haemophilia centre director and reports directly to patient safety board. The department has an anticoagulant service for initiating anticoagulant treatment and monitoring complex patients. The clinics are run by specialist nurses using Point of care INR testing and supported by DAWN computerised dosing system. The haemophilia centre director has overall clinical responsibility for the anticoagulant service. The quality committee has accountability for quality assurance of results. There is a point of care committee who are responsible for POCT trust wide. Workload

The clinical department carried out 1700 thrombophilia, 1600 haemophilia and over 7000 anticoagulant monitoring appointments last year. Department of Pathology

The department of pathology comprises the specialities of Cellular Pathology, Clinical

Biochemistry, Haematology and Blood Transfusion, Haemophilia and thrombosis and

Microbiology.

The Clinical Director of pathology is Dr Edmund Lamb. Governance, Professional and Managerial/Financial responsibility for services are devolved through the Head of Service for each Pathology discipline and the Pathology General Manager. Each of these senior staff, together with the Head Biomedical Scientist for each discipline, the Operations Managers and the Quality Manager, comprises the Pathology Management and Governance Committee, which meets monthly. The Health and Safety Committee for Pathology and the quality committee report directly to the Pathology Management and Governance Committee. Budget responsibility for haematology and blood transfusion and haemophilia is held by the relevant head of service and head BMS The main pathology laboratory is based at the William Harvey Hospital in Ashford where the majority of GP samples are processed. Haematology and Blood Transfusion services remain at the Kent and Canterbury Hospital and Queen Elizabeth the Queen Mother Hospital sites. Specialised coagulation services are centralised at the Kent and Canterbury Hospital. The blood transfusion team consists of biomedical scientists within the laboratory and a team of transfusion practitioners who work as an interface between the laboratory and clinical area to ensure that the clinical service is safe, auditable, and meeting the needs of

the users in a timely fashion. The Hospital Transfusion Committee meets three monthly and reports directly to Patient Safety Board. The department participates in appropriate external quality assessment schemes and formally reviews performance on a regular basis. The laboratory service has full CPA ISO 15189 accreditation and is recognized for HPC training.

Duties of the post

Clinical: This post is a fulltime substantive role replacing a retiring team member

Provide inpatient and outpatient care as appropriate. Undertaking two haemato-oncology clinics at William Harvey Hospital and one at Kent and Canterbury hospital each week. In addition there is a 1 in 5 attendance for Lymphadenopathy ?cause clinic. Attending weekly multidisciplinary team ward rounds as well as participating in a 1 in 5 ward attending rota and on call rota. There are separate on call rotas for Haem-onc/general and coagulation teams. There is a full middle grade oncall rota in addition to whom we provide support.

Continuing responsibility for the care of patients in their charge, including all administrative duties associated with patient care.

Provide clinical interpretation of haematological laboratory tests and provide advice to clinical colleagues

Conduct clinical practice in accordance with the highest ethical and clinical governance standards.

Provide support to other clinical specialities Participation in clinical audit and other departmental clinical governance

activities, and activities to support appraisal and revalidation Regularly attending multidisciplinary team and clinical governance meetings The post-holder may be required to undertake other duties appropriate for a

We are looking to form closer working links with the palliative care team who have expanded their service. An interest in this area would be desirable.

Teaching and Research:

There are two specialist registrars on rotation from King’s College Hospital. Training is approved by the Joint Royal Colleges of Physicians Training Board (JRCPTB). All specialty registrar posts in the department are recognised for higher medical training in haematology JRCPTB through the Specialty Advisory Committee on Haematology.

Participation in appropriate Clinical Trials within the Trust Contribute to education and training of undergraduates, post graduates and

staff members, including nursing, biomedical and paramedical staff Educational Programmes for patients and families

General: Ensure that the Trust’s standards of clinical effectiveness are monitored and where necessary, improved so that the quality of patient care provided by the Trust is consistent with the Trust’s aims and values and with its service level agreements.

There is designated office space with secretarial support and a computer.

- Communication with General Practitioners will include telephone discussion, use of e-Referrals including advice and guidance of problems and writing of letters about cases seen in the department

- Communication with other hospitals and special departments in other hospitals

Teaching: Junior doctors and medical students, nurses and other paramedical staff

in the team in speciality and special interest. Non-Emergency Work in Premium Time: The Trust will require you, in line with

service needs to undertake non-emergency work during premium time.

On Call Arrangements: The on call rota is 1 in 5 currently covering Haemato-

Oncology, General Haematology, Laboratory and Transfusion. There is a separate rota for Haemostasis. On call cover is across 3 acute sites with inpatients based only

at K&CH. The post holder is expected to cover for colleagues on annual or study leave. The duties and responsibilities in this job description may need further discussion in the future to ensure that they continue to meet the needs of the service, future service developments and the post holder.

Patient Safety, Clinical Governance, Education and Training

The Trust is fully committed to improving patient safety and experience. Consultants are expected to comply with GMC guidance and all Clinical Risk Management processes. They must audit their own clinical outcomes, report clinical incidents, alert the trust to risk, and participate in annual appraisal and work to foster good team relationships. It is expected that the appointee will plan a programme of personal development and continuing medical education and through the appraisal process ensure that adequate training is undertaken both to maintain their skills, knowledge and expertise and to ensure revalidation. There is extensive local support and the Trust provides reasonable costs for formal study leave. An annual review of the job plan will take place between the Clinical Director/Clinical Lead and the Consultant in accordance with the arrangements in the new contract. This will include discussions regarding the needs of the service, with agreement of objectives for clinical standards, goals and workload. Each of the three main hospital sites has a well-equipped multi-disciplinary Education Centre, including internet facilities and a library. Each runs full programmes of educational meetings. The Trust is designated as an Associate University Provider NHS Trust for undergraduate education. Doctors in Training are recruited to the Trust from London medical schools on matching schemes. All Consultants have responsibilities for teaching doctors, students and non-medical healthcare professionals, and should ensure they use the time allowed in their working week for duties of teaching and supervision. New Consultants are required to enrol on the Deanery Certificate of Teaching programme within the first 12 months of appointment. All Consultants should include some element of educational development within their personal development plan, using at least one half day per year of their external study leave to this end.

Research and Innovation

The Trust wishes to “make a difference to the experience and outcomes of health care to the people of Kent, the NHS and internationally through Research, Enquiry and Innovation" and we have an ambitious strategy to deliver this vision from 2016 to 2020. We are one of the most research-active acute Trusts in the Kent, Surrey and Sussex region, with over 120 NIHR CRN Portfolio studies open to recruitment across more than 20 specialty areas, with at least 15 new industry funded/sponsored studies opening each year. All newly appointed Consultants are encouraged to take on the role of Principal Investigator and considerable training and support is available. Trust clinicians are also actively supported in developing their own research ideas and participate in local, regional & international academic collaborations. We have been awarded research funding (£100k to £2m) by NIHR (RfPB and HTA), MRC, Pfizer and other major funding bodies in recent years. The Trust also has internal funding schemes to assist researchers, including those without previous experience,

to gain pump-priming monies for individual projects, or to support individual sessional research time. We have a strategic alliance with University of Kent’s KentHealth, and have active collaborations between the Trust and all our local universities (UoK, Canterbury Christ Church University (CCCU) and Medway School of Pharmacy) as well as many other UK and international partners. A number of staff hold joint University-Trust appointments, including Centre for Health Services Studies at UoK, and the England Centre for Practice Development at CCCU with its expertise in sustainable transformation and development. Infection Control

In accordance with the Health Act (2006) all staff are expected to comply with National and local Infection Control policies and procedures, and any other related infection prevention policies or procedures. In addition, all staff whose normal duties are directly or indirectly concerned with patient care should ensure they have received annual mandatory training (including hand hygiene). It is expected that all Consultants will lead by example in this area which receives maximum attention.

Summary Terms and Conditions of Appointment

The post will be appointed to under the Terms and Conditions of Service for Hospital Medical and Dental Staff as amended from time to time. The post-holder is required to hold full and specialist registration with a licence to practise with the General Medical Council or eligible for registration within six months of the date of interview. The appointee will be required to reside not more than 30 minutes away from their main base, unless specific approval is given by the Chief Executive and Medical Director. The post-holder's private residence shall be maintained in contact with the public telephone service. The passing of a medical examination is a condition of employment. Every Consultant must adhere to the Trust policies and procedures including documentation of all activity both in outpatients and theatre. Any Consultant, who for personal reasons is unable to work full-time will be eligible to be considered for this post; if such a person is appointed modification of the job content will be discussed on a personal basis in consultation with the Clinical Director. Salary

The Consultant salary scale is currently £82,096 - £110,683 per annum (pro rata where applicable).

Annual leave

The annual leave entitlement is six weeks and two days and applications are subject to approval by the Clinical Director. A minimum of eight weeks’ notice of leave arrangements is requested so that adequate cover arrangements can be made. Annual leave entitlements increased for consultants with seven or more years of completed service with effect from 1 April 2005 by an additional 2 days. Study leave

Study leave is available according to local agreements. All clinical staff are required to give eight weeks’ notice. Removal Expenses

Where a practitioner intends to claim reimbursement of removal or associated expenses, it is important that the post holder first obtains a copy of the Trust's policy on removal expenses and should discuss the proposals with the Personnel department prior to taking up duty.

The post holder, for the purposes of the Data Protection Act 1998, consents to the processing of all or any personal data including sensitive personal data as defined under the Data Protection Act 1998 (in manual, electronic or any other form) relevant to their employment, by the Trust and/or any public body or any other third party as nominated by the Trust for the purposes of audit and bound by a duty of confidentiality.

Risk Management

The post holder will ensure compliance with the Trust’s risk management policies and procedures. These describe the Trust’s commitment to risk management, the recognition that our aim is to protect patients, staff and visitors from harm, and stress that all staff have a responsibility to minimise risk.

Infection Control

In accordance with the Health Act (2006) all staff are expected to comply with National and local Infection Control policies and procedures and any other related infection prevention policies or procedures. In addition all staff who‘s normal duties are directly or indirectly concerned with patient care should ensure they have received annual mandatory training (including hand hygiene).

Health and Safety

All staff must be aware of the responsibilities placed on them by the Health & Safety at Work Act (1974) to ensure that the agreed safety procedures are carried out to maintain a safe condition for employees, patients and visitors.

Professional and NHS Codes of Conduct

You are required to act at all times in accordance with the relevant professional Codes of Conduct and Accountability (including, where applicable, those for Board Members). In addition, all management staff must comply with the ‘Code of Conduct for NHS Managers’ and ‘Standards of Business Conduct for NHS staff’.

Financial Management

and Control of Resources

All staff are responsible for the security and the property of the Trust, avoiding loss or damage, and being economical and efficient in the use of resources. Staff are required to act in accordance with the rules and regulations as described in the Trust’s ‘Policy Relating to the Financial Management and Control of Resources’.

Mandatory Training

All staff are required to attend mandatory training as designated by the Trust.

Proposed Job Plan Please see attached job programme. The programme is open to negotiation following a period of induction and thereafter will be reviewed on annual basis within the job planning cycle. The 10 PAs contract will include both direct clinical care (DCC) and supporting activity (SPA). Extra PAs may be available to applicants for personal or professional reasons to work more than 40 hours per week.
