In late 2015, the Division of Mineral Resources Management began work developing a comprehensive
web based electronic processing system to manage all business and record keeping aspects of
Abandoned Mine Land (AML) reclamation construction projects. This system will allow construction
contractors to view all of our upcoming construction opportunities online without having to purchase
construction plan sets. This document will guide you through the process of logging on to the system,
viewing and printing documents related to reclamation construction projects. Please contact Mike
Bowden at 614-265-6790 if you need further assistance.
1. The first step is to Sign In to the system using Internet Explorer at the website address
eps.ohiodnr.gov. The box below will appear:
Click on the drop-down arrow and select Forms Authentication.

2. Enter your User name and Password and click the Sign In button. If you do not have a user
name and password, use the guest combination:
User name: guest
Password: guest@1
The screen below will appear:
3. Click on one of the which appear in black text in the upper left of
the screen, red text in the middle of the screen or the picture that says “Abandoned Mine Land”.

4. Click on the to view available projects to bid on.

5. Click on the to view all available projects currently accepting bid
proposals. Select the project you would like more information about.

In the example below, the project available to view is JF-Wr-33 Jug Run 4 Landslide Emergency. Links to
five project documents will appear on the left side of the screen. These are in Adobe PDF Format and
can be viewed with Adobe Reader installed on your computer. This reader is available at no cost from
Adobe at get.adobe.com/reader
The five Bid Document links are:
01-BidDocuments.pdf - BID DOCUMENTS
This PDF includes all bid related documents including the Notice to Bidders, Instructions and General Conditions, Detailed Conditions, Detailed Specifications, Form of Proposal and Bond, and any other items necessary for you to understand the project and submit a proper bid.
Click on the 01- BidDocuments.pdf link to open a new window (shown below) showing the complete bid package except for the construction plan sets which can be found in a separate pdf file (02-PlanSet.pdf).
To save, print or scroll through the pages of the document, hover your cursor near the bottom of the document and the option bar will appear toward the bottom of the window.

02-PlanSet.pdf – CONSTRUCTION PLAN SET: This PDF includes the construction plan drawing set for the project. This document can be viewed, downloaded and/or printed using Adobe Reader. You will not be able to print full size plan sheets unless you have a large scale printer connected to your computer. Third party vendors such as Key Blueprints, Staples or Office Depot can print hard copies of these documents for you. This can be done by saving the file on a portable “thumb” drive or submit(upload) the file online using the company website. Staples and Office Depot offer this service online.

03-BidProposalPackage.pdf – BID PROPOSAL PACKAGE: This PDF includes all the forms and documents required to be completed and submitted with your bid. Click on the 03-BidProposalPackage.pdf link to open a new window displaying the required Bid Proposal Documents as shown below:
These documents also appear as part of the “01- BidDocuments.pdf - BID DOCUMENTS”, but these documents are also saved in this separate document to aid you in preparing your bid submission. The bid forms in this document include:
Form of Proposal
Time of Completion Form
Bid Schedule
Substitution Sheet
Bid Guaranty and Contract Bond Form
EDGE Forms (EDGE Commitment and Proposed Participation)
Executive Order 2011-12K (Offshore Services) Form To save, print or scroll through the pages of the document, hover your cursor near the bottom of the document. The option bar will appear toward the bottom of the window as shown in the previous examples.
04-MailingLabel.pdf – MAILING LABEL: Bids shall be placed into an envelope with this label affixed to the outside. This is important so we know the envelope contains a bid, who the bid is from and what project the bid is for. This mailing label shall be affixed to the envelope, regardless of delivery method including hand delivery, US Postal Service or commercial overnight (UPS, FedEx, etc.)
Click on the 04-MailingLabel.pdf link to open a new window displaying the mailing label which shall be printed out and affixed to the envelope containing your bid documents. Failure to affix this label may result in the bid being rejected. It will also ensure our mail room staff knows this is a time sensitive bid not to be opened until the bid opening date and time.
05-Notice to Bidders.pdf - NOTICE TO BIDDERS: This PDF document is the Notice to Bidders with information on project, bidding procedures, and dates and times of pre-bid meeting and bid opening. Click on the 05-Notice to Bidders.pdf link to view a new window with the Notice to Bidders.
