Seniors Week will be celebrated in August 2012 in the form of a Seniors Festival, titled "Get Educated, Energised, Entertained & Engaged".The week's activities, from August 15 to 26, are aimed at encouraging everyone aged 55+ to get active, have fun, engaged in the community and learning.Event organiser Andrea Hughes said Gladstone Regional Council was coordinating the event with the support from a range of funding sources.“This includes a grant received from the Queensland Government's Department of Communities for some parts of the 'Get Educated' component of the festival program,” Andrea said.Among the activities planned are a range of workshops including autobiography writing, arts and crafts, cooking, cycling, dancing, gardening, golf, internet, photography, self defence, tai chi and yoga workshops.See calendar page 8

Council urges residents to donate, not dump goods

Gladstone Regional Council is calling on the community to do the right thing and help local charity groups, not burden them with the dumping of useless items and rubbish.Growing concern surrounds the increasing amount of unwanted goods deemed useless and general rubbish which is being dropped off at charity bins across Gladstone region.Analogue televisions, old mattresses, furniture, carpet and appliances and soiled clothing are being dumped at charity bins which, on most occasions, are worthless.Donated items of value suitable to be sold at opportunity shops are also being spoiled and contaminated through the illegal dumping of rubbish.At a recent Council meeting, Councillors discussed ways to assist charity groups in an attempt to put a stop to the problem.It was decided Council will work with charity groups to organise the immediate relocation of a number of charity bins to higher visibility sites.In the meantime, Council is appealing for the community to do the right thing and drop off their rubbish legally at its waste management facilities rather than using charity bins as dumping grounds.Council Engineering Services Portfolio

spokesperson Councillor Rick Hansen said people should be doing the right thing by charity groups.Cr Hansen said it was unfair to burden these groups with the cost of having to dispose the excessive amount of unwanted goods.“They have to pick up, handle, reprocess and transport these items to waste facilities. It costs to do this and the community should be helping charity groups to help the needy," Cr Hansen said.While Council provides financial support to charity groups to dispose of unwanted goods, Cr Hansen is calling on the public to dispose of their unwanted items and rubbish correctly and not abuse the purpose of charity bins.A $14 disposal fee applies for a trailer load of unwanted goods to be disposed of at Council’s waste management facilities.Charges do not apply to the disposal of acceptable sorted domestic waste at all of Gladstone Regional Council’s waste management facilities. The Mayor's MessageIn advance of the handing down of Budget 2012-13 on August 6, I would like to

thank Councillors and the staff led by our Chief Executive Officer Stuart Randle for the

enormous effort that everyone put into the Budget process, which began in February

this year.

It has been a team effort that ensures our Budget aligns and supports our long-term

financial planning, which ensures Gladstone Regional Council remains a financially

sustainable local government over time.

But this process has not been without its challenges.

The State Government election in March pushed back the Queensland Local

Government Election to late April, which meant we had to postpone the handing down

of our Budget for a month.

This was necessary to allow our new Council time to settle in and complete the post-

election requirements before making Budget decisions.

But, I am now pleased to say that this process has been concluded and Council is

looking forward to handing down a responsible Budget that provides increased

services in key areas; reduces the impact of growth demand on our residents; and,

ensures valued services are maintained and key infrastructure projects are funded.

Our Budget meeting commences at 9.00am on August 6 in the Gladstone Civic Centre

boardroom and residents are welcome to attend.

BrieflyRates notices to be issued in SeptemberResidents can expect their rates notices to arrive in their mail later than usual this year.The delayed Queensland Local Government Election in April prompted Gladstone Regional Council to put back its Budget meeting a month to August 6 to allow new Councillors time to adjust to their new roles and make well considered, informed Budget decisions.Council now anticipates the rates notices will be issued to ratepayers on September 5.Mayor Gail Sellers said the Budget deliberations had been extensive and Council now looked forward to reviewing and adopting a responsible Budget on August 6.She said ratepayers who paid their rates in full before close of business on October 5, 2012 would receive a 10 per cent discount on their rates and those who paid between that date and November 5, 2012 would receive a five per cent discount.“People who face difficulty paying their rates should contact Council immediately after receiving their notices to ensure a payment agreement can be negotiated,” Cr Seller said.“People can also pay by instalment. • The rates notices will also be accompanied by an information booklet detailing important rates information including a 2012-2013 Guide to the Budget, Council expenditure and pensioner rebates.

• The rates notices will include water charges for the previous six months.

Youth try out new Nagoorin skate park

Mt Larcom youth have given the “thumbs up” to the newly installed Nagoorin Skate Park. The youth tried out the skate park using their bikes, skate boards and scooters and made the most of the trip to the Boyne Valley, organised by Gladstone Regional Council.

Benaraby Landfill has undergone a recent facelift with the creation of a new 300,000 cubic metre cell which will accommodate residential, business and industrial waste for the next four to five years.Council’s Engineering Services portfolio spokesperson Councillor Rick Hansen said a total of 43,000 cubic metres of soil was removed as part of the development.“Earth works for the sediment dam are currently under way with the extracted clay being used to line the base of the cell,” Cr Hansen said.He said Council had complied with standards to minimise the harmful impact of buried waste to groundwater and the environment.Use of the new cell is expected to occur late August or early September.

• The base liner of the new cell at Benaraby Landfill will comprise 300mm clay, a 5mm geosynthetic clay liner, a 1.5mm polyethylene geomembrane and a protection layer.• A 300mm aggregate/rock leachate collection and drainage layer will be formed above the liner surface. • To facilitate the collection of leachate, a series of drainage pipes will be placed across the base to a recovery sump.• Leachate will be recirculated back into the waste mass via a series of vertical wells. This practice will enhance organic breakdown of waste.• The waste will be placed directly over the base liner and compacted using a landfill compactor which effectively stomps the waste to achieve a high density of waste per cubic metre of airspace.

Grant pool to help communities celebrate Australia DayGladstone Regional Council proudly hosts an Australia Day Family Fun Day on January 26 each year to celebrate just what makes being an Aussie great.

Alternating between the region’s iconic Gladstone Marina and Millennium Esplanade at Tannum Sands, the Australia Day Family Fun Day highlights all the things we love about Australia and everything we, as a nation, have achieved through time.

To extend the Australia Day spirit in 2012, Gladstone Regional Council has launched an initiative that will enable small townships within the region to host an Australia Day event of their own.

The Gladstone Regional Council Australia Day 2012 Community Events Grant carry a total funding pool of more than $5000, to be shared between communities that demonstrate a willingness and ability to connect their residents by planning and staging an Australia Day event in their township.

The grants are available to not-for-profit charity groups and organisations registered and operating within Council’s local government area boundaries.

Funding will be allocated in varying amounts, depending on the quality and number of

applications received.

Council will consider favourable applications that show a whole-of-community willingness to support their Australia Day celebration and those that meet one or more of the Australia Day objectives, as outlined by the National Australia Day Council*.

Applicants must show how their event compliments Council’s major Australia Day Family Fun Day at with preference given to communities situated outside the larger urban centres of the City of Gladstone.

Applications will be assessed according to criteria outlined in the Application Package available at www.gladstone.qld.gov.au

Applications must be received by Council no later than close of business on Friday, November 9, 2012.

2. Provide five ideas for activities and events that are different to what is already offered during school holidays across the Gladstone Region. There are a few requirements: They must cost less than $500 and be drug and alcohol free;

Management and staff at the Gladstone Entertainment Centre were very busy in early July moving to their new temporary home at the marina stage area, making way for construction work on the GECPE expansion project.Construction on the project is expected to begin in the coming

months, with initial site preparation to begin shortly.The existing entertainment centre staged its last event in early July, with the team now based behind the marina stage in temporary office buildings next to their big white function marquee.The GEC team is now focused on hosting a busy schedule of events over the next 12 months at either the Marina or PCYC.The GECPE project will take approximately 12 months to complete and will involve a state-of-the-art redevelopment of the entertainment centre to include a 1000 square metre conference and event floor

space, new box office, new commercial kitchen and bar areas, lift access from the ground floor of the car park and a vibrant new public plaza on Goondoon Street. It will also provide much-needed additional car parking in the Gladstone CBD through the inclusion of three levels of car parking – taking the total number of parking levels to six – and two levels of commercial space to be occupied by Maritime Safety Queensland and Gladstone Ports Corporation.The entertainment centre and car park will need to be closed completely during construction due to the nature of the extensive works to be undertaken and safety requirements.Council and GPC are committed to minimising disruptions wherever possible and keeping the community informed throughout the project. Pool hours extendedCouncil has approved the extension of winter opening hours at the Gladstone Aquatic Centre. The centre's winter hours will now mirror those of the summer period, operating from 5.30am to 7.30pm from Monday to Friday and 9am to 1pm on public holidays and during weekends.

Airport transitionThe Gladstone Airport Corporation came into existence on July 1 and the first Gladstone Airport Board meeting took place on July 1 & 2. The Gladstone Airport Corporation is a separate corporate structure, wholly owned by Gladstone Regional Council, on behalf of the residents of the Gladstone Region.

Golding Contractors to complete $23m road restoration works

Shredded paper produced by Council's Records Management Unit is being recycled to serve a new purpose at Agnes Water. Low risk Council correspondence at the end of its life span has been providing benefits as mulch at The Cove Community Garden (TCCG) for the past 10 months. Council Environment portfolio spokesperson Councillor Col Chapman said expired Council documents were regularly shredded, bagged and freely available for community collection from Council's Miriam Vale office. “Received Council correspondence is registered and documented accordingly, is required to be housed for six months and then low risk correspondence is shredded in accordance with Queensland State Archive guidelines," Cr Chapman said. “The majority of the shredding is from Council documents dating back many, many years prior to amalgamation.” Since July 2011, Council has shredded 371 archived boxes to create 230 bags of shredded paper. “This equates to more than a tonne of shredded paper which has provided many uses within the community as compost, mulch, in worm farms, as litter box paper, for pet bedding under straw, as fire starters for wood burners and as packing material, he said.”Cr Chapman said the use of the material by TCCG helped gardens to flourish educating and encouraging members of the group, the

A contract valued at almost $23 million will be awarded to Golding Contractors to complete restoration works to Gladstone Regional Council’s road and drainage infrastructure damaged by flood events in 2010 and 2011.The works, being funded under the Federal Government’s Natural Disaster Relief and Recovery Arrangements (NDRRA) program, will commence immediately.Council’s Rural Services portfolio spokesperson Councillor Leo Neill-Ballantine said the $22.98m contract was for Stage 3 of the restoration program, which would continue until March 2013.He said the Queensland Reconstruction Authority (RTA) was in the process of reviewing the final funding application and the result of these considerations would determine the exact scope of the works.

The Stage 3 program includes sections of many regional roads, broken into four separate portions of works.

“This stage of the program will restore many of the roads in those outlying communities that were hardest hit by the flooding of 2010 and 2011,” Cr Neill-Ballantine said.

“Some of these roads are not only essential accesses for residents in locations such as the Discovery Coast, but they are vital connector and tourist routes, so we are pleased that the QRA has now given us the green light to proceed.”

If you are unsure of your rights or responsibilities when dealing with tenancy issues, help is now available through the Tenancy Advice and Advocacy Service (TAAS).TAAS provides tenants with access to information, advocacy and advice regarding their rights and responsibilities under the Residential Tenancies and Rooming Accommodation Act 2008.The program, funded from the interest on tenants' bonds lodged with the Residential Tenancies Authority and by a contribution from the Department of Housing and Public Works, also provides information and referral to people who require access to safe, secure

and affordable housing.Council’s Community Services portfolio spokesperson Councillor Maxine Brushe said the TAAS program provided a vital service in a community that was experiencing housing pressures brought about by rapid economic and population growth.“This service helps people understand their rights and responsibilities in relation to tenancies and residencies and, in doing so, helps them either establish or maintain their living arrangements,” Cr Brushe said.She urged people to make an appointment to either access the TAAS service in Gladstone or during an outreach visit.

• The Tenancy Advice and Advocacy Service commenced in Gladstone in 1991 and there are now 28 such services throughout the state.• TAAS operates from Council’s Community Advisory Service, 142 Goondoon Street, Gladstone, between 8.30am and 4.30pm Monday to Friday.• Services can be accessed by appointment, phone, or outreach based, including workshop presentations and educational programs to schools and community groups upon request.• There are currently two officers at the service in Gladstone: A Tenancy Advice and Advocacy Service Officer and a Support Officer.

Sort your waste and save

Wheelie bin collection

Residents can help care for the environment and save money simply by sorting their waste before taking it to Gladstone Regional Council waste transfer stations.Many household waste items, including unwanted white goods, domestic quantities of green waste, batteries, scrap metal, clean timber, clean fill and waste oils, can be deposited at stations free of charge.Manager Waste Services Charlie Sotiris urged residents to take advantage of Council's Sort 'n' Save program."You can save money by sorting your waste at home and using our recycling drop-off facilities, thereby reducing the amount of waste you will be charged for," Mr Sotiris said."All you have to do is explain to the transfer station gatekeeper that you have grouped your waste into various categories, particularly items separated for recycling, and you will then pay a minimal charge."Signage at the transfer stations show where to dispose of the different categories of waste and recyclable items."A Sort 'N’ Save brochure can be downloaded from www.gladstone.qld.gov.au and follow the links via "Environment & Waste", "Waste & Recycling" and "Waste Management".Please note that fees are subject to change with the 2012-13 Budget, which will be handed down this month.For more information phone Benaraby Landfill on 4975 0700 or Gladstone Waste Management Centre on 4977 6590 or the Waste Services Section on 4975 8457.

Residents can contribute to the efficiency of the region's waste collection services by ensuring their wheelie bins are on the kerb before 6.00am on the day of collection.

Manager Waste Services Charlie Sotiris is encouraging householders to have appropriate waste bins in place early to avoid the disappointment of their bin not being emptied.

"Some collection run changes have resulted in recent productivity gains for Council's contractor, JJ Richards & Sons," Mr Sotiris said.

"Residents are encouraged to adhere to the early time to ensure their collection service is not missed and to place wheelie bins face outwards on the edge of the kerb.

"To further assist collection, on days when recycling and general waste wheelie bins are emptied, the bins should be spaced at least 40cm apart."

Mr Sotiris said residents should be mindful of a few other waste collection service requirements.

He advised of the following:

• The wheelie bin lid must be closed with no overflowing rubbish to minimise the risk of littering.

• Overflowing bins or bins where extra refuse has been left on the ground may not be serviced.

• Green waste, including lawn clippings, should not be disposed of in general household wheelie bins.

• Disposal of green waste is free at all Council Waste Transfer Stations and at the Benaraby Landfill.

Friendship, Fun and Fitness ProgramGladstone region set to increase Friendship, Fun and FitnessGladstone Regional Council in partnership with Local Government Association of Queensland aims to assist our local communities to address the growing concerns around health, social wellbeing and community connectedness.

The Friendship, Fun and Fitness Program supplies a chance for local residents to come together, meet and greet new and old neighbours all wrapped up in a relaxed and safe moderate fitness session.

The activity suggestions come from your FFF group. A great place to start is a 20-30 minute walk around your local neighbourhood and this is a great way to recruit new members.

To assist the groups with ideas and to stay motivated Council will supply all FFF groups with their own fitness trainer. Working with your FFF group your fitness trainer will offer advice and guidance on everything to keep fit and staying motivated in a healthy and positive environment.

Cycling on and off road enjoying great success

Amazing Race enthralls youth of Baffle Creek

Gladstone region has enjoyed increased participation in all areas of cycling, thanks to Healthy Active Gladstone Region's Year of Cycling initiative.

Regular cycling groups that are organised through Gladstone's two cycling shops, M1 Cycles and Gladstone Cycles, have seen a 100 per cent increase in their participation on regular rides and Harbour City BMX and local children have enjoyed extra come and try days at their home track located in Sun Valley.

All areas of cycling are catered for with M1 Cycles covering mountain bike rides and medium to advanced road rides.

Gladstone Cycles caters for beginner road rides through the city and Harbour City BMX caters for BMX track racing for all ages.

Youth of Baffle Creek recently had their wishes answered when the Discovery Coast Community Health Service ran an Amazing Race, themed on the popular television series of the same name.

DCCHS Youth Worker Katie Macleod said the activity was requested by the youth to

get them engaged, interacting and working together.

“In teams, they faced many challenges and had 10 clues to solve along the way,” she said.

“Many prizes were won, including a ride with Scooteroo, a reef trip to Lady Musgrave Island

and an inaugural Amazing Trace trophy.”

Katie said the race’s success had led to the planning of a bigger and better event in summer for Baffle Creek youth.

Stage 1 –-The underground pipelines from the desalination

plant on Springs road to the intake facility at the beach have

been installed and completed.

Stage 2 – Construction activities at the desalination

plant were completed in January 2012 with the

exception of sealing the roads which is now under way.

Pre-commissioning of the desalination plant has been

done and commissioning began mid-July following the

commissioning of the intake pump station.

Stage 3 – All works at Seventeen Seventy for the water/

wastewater reticulation works and the reservoir were

completed last year. Stage 4 – Mechanical fit out of the pump station, which

comprises the pumps, pipe work, platforms and covers,

has just been completed. Electrical installation is now being

undertaken.

The nearby switch room and transformer are complete.

All off shore pipework is in place and assembly of the intake

and outfall structures on the sea bed have progressed to

a point where they can be put into operation. Some minor

work around these structures is being progressively done

as weather conditions permit.

August celebrates our beginning and the beginning of the boom.

1802 - On August 4, explorer Matthew Flinders ships Investigator and Lady Nelson, were anchored off Gatcombe Head. The next morning as they sailed north-east past Facing Island, Flinders discovered a small opening ‘not so much as a mile in width’ leading into a large expanse of land-locked water. He gave it the name Port Curtis, and the island which protects it from the sea he called Facing Island and its southern extremity Gatcombe Head. Flinders also named Mt. Larcom (after Captain Larcom of the British Navy), South Tree Point, Ship Hill and Sea Hill.

1863 - John C. Watson became Gladstone's first permanent town clerk and surveyor, on a month to month basis. In 1864 when tenders were called for this position he was successful with a tender of $104 a year plus five per cent on rates collected.

1876 - Parsons Point Provisional School was established. It was replaced by a government state school in 1913. The school was for the children of meatworkers who lived nearby. Provisional Schools were financed and built by the parents of the children who attended them.

1887 - At Boyne Island, five agricultural farms, each of sixty-five hectares, were made available through the Gladstone Land Court. They could be leased for about 11 cents a hectare or purchased for $9 per hectare.

1888 - Capricornian Newspaper supplement noted Gladstone had a population of 500.

1910 - Gatcombe Head Provisional School ‘scooped the pool’ in the essay competition at the Gladstone Show with prizes received in both senior and junior sections.

1936 - A meeting was called by the Gladstone Town Council to

consider the reclamation of land for sporting purposes in Memorial Park. The meeting was attended by Port Curtis Rugby League, Port Curtis Hockey Assn., Port Curtis Cricket Assn., Gladstone Cycling Club. Port Curtis Owners and Trainers Coursing Club and the Port Curtis Poultry and Kennel Club representatives added their support. This was put on hold because of World War II.

1945 - World War II Victory Day celebrations began in Gladstone on August 15. A thanksgiving service was held in front of the Gladstone Town Hall (now Gladstone Regional Art Gallery and Museum). Afterward, a procession of returned service men and women and the Volunteer Defence Corp. marched along Goondoon Street. On subsequent days, a basket picnic was held at Barney Point, open air concert, community singing and dancing in the streets helped celebrated this joyous event.

1946 - Matron Liddicoat established Bayview Private Hospital as a maternity home in Goondoon Street (between the railway bridge and Presbyterian Church) in 1921. On its closure in 1946, it had registered two thousand, five hundred births including 30 sets of twins and one of triplets.

1957 - A representative team of rugby league players made up from Western Suburbs, Wallabies and the Valley teams defeated Brisbanes' Western Suburbs 28 points to 6 - a red letter day for local sports.

1967 - Queensland Alumina Limited (QAL), the world’s most modern alumina plant (of this era) was opened August 4.

1975 - Alderman Swenson formally applied to have Gladstone proclaimed a city. The Town of Gladstone was proclaimed a city on March 4, 1976.

2012 Rio Tinto Alcan Martin Hanson Memorial Art AwardsArtists throughout the Gladstone Region, Australia and beyond are busy preparing their entries for the 2012 Rio Tinto Alcan Martin Hanson Memorial Art Awards.

The event, now in its 37th year, gives regional artists the opportunity to exhibit alongside works from around the nation.

Up for grabs again is the $10,000 overall Rio Tinto Alcan Award, making up part of the estimated $20,000 total prize pool for 2012, thanks to the generous support of local individuals, businesses and industry.

Council’s Community Services portfolio spokesperson Councillor Ren Lanzon said,

“As the region’s major art awards, the Rio Tinto Alcan Martin Hanson Memorial Art Award provides an important opportunity for local and interstate artists to exhibit in a nationally recognised competition.

The official submission of entries dates for the Awards are October 31 – November 3, 2012 and the exhibition of entries will be on display at the Gallery/Museum from November 10 to December 5, 2012.
