Minutes of the Meeting Held at
The Tanyard, Tongwynlais,
on Monday 28th Oct 2013.
Meeting Commenced at 7:00pm.
1.00 ATTENDANCE : Community Councillors: Chair Brian Griffiths, Chris Morgan, Mike
Griffiths, Linda Morgan, Graham Walters, Mike Jones-Pritchard, Ceri
Morgan and Julie Jones.
Clerk: Ceri Lane
County Councillors: Chris Davies and David Groves.
One member of public.
Police Representative: PCSO Natalie Evans

Cllr Graham Walters declared an interest to a business quotation discussed in Item 11.02.

CONSIDERATION AND APPROVAL OF THE MINUTES OF THE PREVIOUS
MEETING.
Cllr Mike Jones-Pritchard pointed out that item 10.02, should read, any members available instead
of all members.
The minutes of previous meetings held on 30th
September 2013 were then agreed.

POLICE MATTERS
The Chair introduced PCSO Natalie Evans to the meeting.
PCSO Natalie Evans reported the following
Police are concerned with the speed of traffic travelling through the village. Speed checks
will be carried out.
Police officers attended the recent Hindu event at the Village Hall to ensure that the event
ran smoothly. Although the Police were not aware that there had been any complaints, Cllr
Linda Morgan had received complaints regarding the noise level late at night and the
additional traffic congestion.
There had been 90 occurrences for Whitchurch and Tongwynlais over the past month. 18 of
these were in the Tongwynlais area including 11 for Longwood Drive.
There has been an increase in theft from vehicles.
85
16 arrests have been made in the Whitchurch and Tongwynlais area.
The Police are unable to give a statement at this time regarding the body found by the Canal
although they say that they are not treating it as suspicious.

MATTERS ARISING FROM THE MINUTES AND ANY REMAINING BUSINESS FROM
PREVIOUS MEETING.
Item 6.02. The Clerk is still waiting for the Allotment accounts from Cllr Peeter Tiidt.
Item 6.04. Chair Cllr Brian Griffiths has spoken to the Cardiff Volunteer Group with regards to
grant funds. He is going to arrange a meeting with Ian Giblet to discuss further.
Item 7.03. Village Survey has been delivered. Some residents say that they have not yet received a
survey.
Item 10.06. Library lights are completed.
Item 10.07. The hanging baskets have been taken down with the help of Dai Lloyd. Chair Cllr Brian
Griffiths will arrange a donation for the charity Dai Lloyd helps out with and the Clerk shall write a
letter of thanks.
Item 10.05. The Clerk has not received a response from waste Management regarding the litter
problems. The Chair will ask Tyfrion to do some litter picking. Cllr Mike Jones-Pritchard suggested
that a build-out on the corner of Hermon Hill would provide space for a bin near the Spar and also
allow easier access for vehicles entering Merthyr Road from Hermon Hill. The Clerk shall write to
Highways.

r) Cardiff County Cllrs report. There are concerns regarding further possible tree cutting back

work along Merthyr Road. Cardiff Councillors were asked to ensure that the Community
Council are consulted in plenty of time before any work is carried out. Compensatory
planting work will take place before Christmas 2013. The County Cllrs were happy to be
helping out with the Village Survey.

Planning Application 13/02017/DCO, new build 55 Queen Street. No comments.
Cllr Ceri Morgan attended the GE Healthcare meeting on Friday 25th
October
The site will be changing from nuclear during 2014.
New site at far end.
Waste to decay until 2070 or later.
Accident in March 2013, warning received. Radio activity was negligible.
New life science hub in Cardiff Bay in 2014.
Business is healthy apart from in Japan where it is dropping.
Looking for ideas for Community project work.
Meetings will now only take place once a year.
Cllr Graham Walters attended a One Voice Wales meeting on Monday 30th
September.
The meeting was mostly about the South Wales LDP
Paul Egan is leaving his position.
Discussion regarding AGM
The Clerk Ceri Lane along with other Community Council Clerks will be meeting with Cardiff
County Clerk, Marie Rosenthal on Monday 4th
November to discuss the Charter and other issues.

QUESTION TIME.
Cllr Mike Griffiths asked if the Clerk could write to Highways to request more regular drain clearing
services.
Cllr Linda Morgan informed the Council that the Christmas Fayre will take place on 12th
December
in the Village Hall. She is still waiting for confirmation on Fairground stalls.
The Clerk confirmed that Floodlighting has met the requirements set out by Cardiff Council. They
plan on erecting the lights sometime between 14th
and 28th
November.
Cllr Julie Jones has provisionally booked a table for 27th
November at 7:30pm, Lewis Arms. A £5
deposit per person is required.
Cllr Graham Walters asked if anything could be done about the parking of vehicles along Merthyr
Road near the hotel. PCSO Natalie Evans will look into it.
A local resident reported rubbish being dumped near the quarry. Cllr Mike Jones-Pritchard
explained that it was on Forestry land and therefore the Council is not liable and cannot do anything
about it.
Cllr Graham Walters has spoken to a local Landscape Gardener who has some materials available
for community use. Cllr Graham Walters will arrange a meeting with him to discuss the dimensions
of the land on Merthyr Road
The Clerk informed the Council that a hoover is needed in the Tanyard. The Council agreed that Cllr
Graham Walters could order one.

ANY OTHER URGENT BUSINESS BY PERMISSION OF THE CHAIR.
The Chair has collected the Spring bulbs. The Rotary Club will plant opposite the school and Paul
Cartwright will arrange planting outside the Village Hall.
The Community Council has received a quotation from Castle Care to replace the rest of the lights in
the hall. The Chair will request two more quotes.
