Speaker Pro Temp, Representative Matt Hudson, was presented with a Behavioral Health Champions Award during our annual conference. Both The Council and FADAA honored him jointly for “His Leadership, Dedication and Service to Floridians with Behavioral Health Needs While Serving In Florida’s House of Representatives 2007-2016”.
Biggest and Best Annual Conference Yet!Mike Hansen President and CEO
As you know, the 2016 Annual Behavioral Health Conference broke a record both in terms of the number of participants and the quality of the presenters. Although there were many outstanding events at the conference, the attendance by Governor Rick Scott was particularly exciting.
Governor Scott joined us Thursday afternoon for a round table discussion with a small group of our CEOs. He asked us to convene the meeting in order to get information from us regarding recent successes and challenges in the behavioral health field. This gave our members the opportunity to share with the governor some of their concerns going forward and to thank him for approving our numerous member projects. Governor Scott was very gracious to our members and shared with us some of the issues he has been focusing on lately, including the mass shooting at Pulse, Zika, and his most important priority of ensuring that every Floridian has a job or an affordable educational opportunity.
Governor Scott later addressed the entire conference at the afternoon plenary. He talked about the challenges people and their families face when a loved
one has a mental illness and/or substance use disorder, and the governor mentioned that these issues have touched his family personally. Governor Scott shared his experiences in meeting with the families of the Pulse tragedy and how impressed he was with the support provided by the Orlando community. The governor did a special recognition for community providers involved in the Pulse shooting which included:

The fact that Governor Scott was willing to attend our annual conference signals a positive shift in the attitude towards behavioral health in Florida. This positive shift was also expressed by the legislature through the passage of SB 12 and the significant new funding they invested in behavioral health programs. Clearly, we are not where we need to be yet in terms of public perception and more importantly funding, but we are definitely headed in the right direction.

Cover Story: 2016 Annual Conference - August 10–12, 2016
The 2016 Premier Behavioral Health Conference hosted by the Florida Council for Community Mental Health and the Florida Alcohol and Drug Abuse Association proved to be another successful event for both associations. The 2016 conference theme, Providing Value in Challenging Times, spoke to the ever changing behavioral health marketplace. New science, new medicine, new technology, and new opportunities are juxtaposed against the pressures of accountability, expectations for patient care, and financing challenges.
The conference had just over 1,300 individuals who participated; 87 different workshops/plenary sessions; 3 pre-conference sessions; 131 Speakers and 110 different vendors/sponsors. Every year the event continues to grow to new heights. It is our hope that participants use the conference as an opportunity to step away from work and use it as a time to learn, network, rejuvenate, relax, and unwind.

The Council Recognizes the 2016 Fellows Awards Inductees at the 2016 Annual Conference
Dr. Linda DePianoLinda DePiano, Ph.D. is the CEO of the Jerome Golden Center for Behavioral Health in Palm Beach County, Florida. Before being named the CEO at Jerome Golden Center, Dr. DePiano served as the COO for 20 years. She earned a Ph.D. in Clinical/Community Psychology from the University of South Carolina and is a Licensed Psychologist and certified Healthcare Risk Manager in the State of Florida. She currently Chairs the Florida Council for Behavioral Health and serves on the Executive Committee of the Board of Directors of Florida Council for Community Mental Health and as a Board Member of the Mental Health Corporation of America (MHCA). She is the MHCA Representative to the Joint Commission’s Behavioral Health Care Professional and Technical Advisory Committee and has recently been selected to become Chairwoman of that group. She also serves on the Board of Directors of the Mental Health Risk Retention Group (MHRRG). She is Chairperson of the Human Services Coalition of Palm Beach County; an active Board member of the Southeast Florida Behavioral Health Network, the ME for the region which includes Palm Beach County.
Mr. Mario JardonMario is the founding President and CEO of Citrus Health Network, Inc., a Federally Qualified Health Center based in Hialeah, Florida. Citrus Health Network was founded in 1979 as a community mental health center dedicated to serving mentally ill individuals and their families. In 2004, Citrus received a Section 330(e) grant from the HRSA and began offering primary care in addition to mental and behavioral health services. Mario has served as Chairman of the Health Council of South Florida, and as Co-Chairman of the Eleventh Judicial Circuit of Miami-Dade County’s Jail Diversion Task Force. In 2009 AHCA approved the creation of Prestige Health Choice, a PSN owned by FQHCs and affiliated with HCN. Mr. Jardon was elected by his peers to serve on the Prestige Health Choice Audit Committee, and it’s Board of Governors. He currently serves on the Board of Directors of Health Choice Network. Mario also serves on the Board of Managers of Community Care of Florida and is a founding member of the Florida Council for Community Mental Health.

The Area Health Education Center (AHEC) at the FSU College of Medicine was established as part of the authorizing legislation which created our 21st century medical school. Located in the Department of Behavioral Sciences and Social Medicine, the AHEC program supports the College’s mission and has a focus on developing clinical training opportunities for students in rural and medically underserved areas and supporting the College’s wide-ranging youth mentoring programs. Alkermes Announces New Competitive Grant ProgramGail Cordial Alkermes
Alkermes is pleased to announce a new competitive grant program. ALKERMES INSPIRATION GRANTS™ were developed to underscore our ongoing commitment to support the comprehensive needs of people affected by mental health and substance use disorders.
Through this initiative, Alkermes will award up to $1 million in grants for the development or expansion of innovative programs to support the mental health and addiction communities in two key areas:
❖ Improving or enhancing systems of care
❖ Integrating the perspective of people affected by mental illness or addiction into drug development or care delivery

The submission period will be open from September 12 to October 7 and grants will be awarded to selected organizations in November 2016. Eligible non-profit organizations may apply for grants of up to $25,000 (Emergence Grant) or up to $100,000 (Innovation Grant). Multiple submissions are permitted.
Winning programs will be selected by Alkermes in partnership with a group of external reviewers who represent the perspectives of the community. These reviewers include a patient advocate, a represen-tative from the criminal justice system, a person in recovery and a caregiver. Proposals will be evaluated based on a standard set of review criteria, which will include the quality of the application, creativity of the solution and the organization’s infrastructure and past program success. Funding will be distributed at the end of 2016.

Six community providers were presented with the Orlando Strong Governor’s Medal of Unity by Governor Rick Scott during the 2016 Annual Conference.

The Florida Department of Children and Families, Office of Substance Abuse and Mental Health, has developed an online training course titled “Overdose Prevention and Naloxone in Florida”. The purpose of this webinar is to examine the use of naloxone, a well-known and long used medication to reverse effects of opiates in the event of overdose. Step-by-step instructions for recognizing and responding to an opioid overdose will be presented. This session will also provide detailed information regarding Florida’s 911 Good Samaritan and Naloxone Access laws. At the conclusion of this training, participants will be able to 1) identify opioid overdose problems both statewide and nationally; 2) learn how to recognize and respond to opioid overdoses; and 3) understand Florida laws related to overdose prevention. This training is relevant to a variety of health and human service professionals and paraprofessionals, such as health care professionals (physicians, pharmacists, nurses, emergency medical personnel, etc.), law enforcement, mental health and addiction professionals, behavioral health technicians, recovery support personnel, and even family members of persons who use opioids. The course is taught by Amanda Muller, the Department’s Overdose Prevention Coordinator. Her primary goals include developing and implementing a statewide overdose prevention program and increasing awareness and utilization of the state’s Naloxone Access law. Prior to her role at DCF, Ms. Muller worked for the North Carolina Harm Reduction Coalition and provided overdose prevention training to first responders, medical professionals, and community members at risk of witnessing or experiencing an opioid overdose. She engaged in community-based naloxone distribution to help save lives and provide critical harm reduc-tion education. Amanda has also worked in infectious disease prevention at the Florida Department of Health, increasing access to statewide HIV counseling and testing services.

SummaryThe August Board meeting was held on August 9th at our 2016 Behavioral Health Conference at the Rosen Centre Hotel in Orlando Florida.
Meeting Highlights:1. The Board approved the membership of Florida State University as a new corporate partner.
2. Members discussed Revenue Maximization and agreed to work with FAME, FADAA and a consultant to draft a plan for Florida.
3. 2017 Legislative Priorities were discussed and voted on for the upcoming legislative session.
4. Members discussed the merging of FCCMH and FADAA. A motion was passed for the Council and FADAA to continue to have discussions on merging organizations and bring back details to the October board meeting.
5. The board congratulated Mario Jardon and Linda DePiano on becoming a FCCMH Fellow.
