PERMIT REQUIREMENTS (Water Quality)

The DENR requires owners or operators of facilities that discharge regulated effluents to secure a discharge permit (DP).

The DP specifies among others the quantity and quality of effluent that said facilities are allowed to discharge in a particular water body, compliance schedule and monitoring requirements.

The DENR-EMB requires industrial and manufacturing establishments to install and operate efficient pollution control facilities/devices.

INDUSTRIAL EFFLUENT AND COMPLIANCE MONITORING

Series of industrial plants surveys, investigations and follow-up inspections are conducted by personnel of the Department of Environment and Natural Resources (DENR) Environmental Management Bureau (EMB) Regional offices.

Compliance of industrial wastewater discharge is based on DENR Adminstrative Order O 35. A specific set of effluent standards is set for every classification of the receiving body of water.

PERMIT REQUIREMENTS (Air Quality)

The DENR requires owners or operators of facilities that has Air Pollution Source Equipment (APSE) and Air Pollution Control devices (APCD) to secure a Permit to Operate (PtO)

Department of Environment and Natural Resources (DENR)- primary government agency responsible for environmental implementation and enforcement. i.e. Philippine Clean Air Act of 1999 and the Clean Water Act of 2004

Environmental Management Bureau (EMB)– one of the twoline bureaus of DENR. Among the bureaus, it has the authority over stationary emissions sources. Function is to design policies, set standards, and serve as advisory unit.
