IN THE NEW ROCKFORD-SHEYENNE SCHOOL LIBRARY Members present: Alyson Myhre, Todd Duchscherer, Mary Kay Price, and Mike Jacobson. Absent: John Grann, David Holz- warth, and Patti Larson. Also present were Jill Louters, Su- perintendent; and Janet Heskin, Business Manager. Vice President Alyson Myhre called the meeting to order. Negotiation Proposal The proposed changes to the Master Contract for the 2019-20 year were reviewed which includ- ed an $1100 increase to returning full time teachers for the 2019-20 school year, an $1100 increase on the base salary for new full time teachers employed by the District, raising the percentage of base to 110% of Schedule B for Secondary Music, and in- creasing the golf coach salary to $1500.00. Members present: John Grann, Alyson Myhre, Todd Duch- scherer, Mary Kay Price, Mike Ja- cobson, Patti Larson, and David Holzwarth. Others present: Jill Louters, Superintendent; Avolt Baumbach, Secondary Principal; Natalie Becker, Elementary Prin- cipal; and Janet Heskin, Business Manager. Approval of Agenda It was moved by Jacobson and seconded by Larson to approve the agenda. Motion carried unan- imously. Approval of the Consent Agen- da It was moved by Jacobson and seconded by Holzwarth to approve the consent agenda as presented. Motion carried unan- imously. The consent agenda consists of the May 13, 2019 regular meeting minutes, the business manager report, and the bills for the general fund of $60,621.73, food service fund of $9,561.96, and the activity fund of $6,585.36. Board Committee Meetings The building committee met regarding flooring, Interstate En- gineering proposal, and exterior doors. The negotiations com- mittee had three meetings with NRSEA negotiators and are still in the process of negotiating. Principals’ Reports Elementary Principal Beck- er reported that the elementary awards program was held on May 24, 2019; end of year activity in- cluded teacher teams meeting to plan for priority standards STARS reports; completing quotes/ap- proval for 2019-20 materials, and updating curriculum guide, schedules, and meeting agendas; summer school will run June 3-27 for four days per week; and she attended PowerSchool End of Year on June 6, 2019. Secondary Principal Baumbach reported that graduation went well; he completed end of school year reporting along with end of term grades, student Accuplacer testing, and PLA student inter- views; and planning for next year which included updating student handbook and curriculum guide, parent meeting for PLA, sched- ules for middle school model for grades 5-8 and Flex-Mod sched- ule for 9-12. He demonstrated the Rocket Flex scheduling tool for the board. Superintendent Report Superintendent Louters re- ported on her activity during the month, which included East Central Special Education ne- gotiations session, NR-S nego- tiation planning and meetings, budget development, elementary position interviews, preparation of staff recognition breakfast/ awards, and graduation. CTE Presentation Christa Brodina from Lake Area Technical Center presented infor- mation on their course offerings. There are two NR-S students interested in attending the Cen- ter for a class. It was moved by Duchscherer and seconded by Myhre to approve an agreement that would allow NR-S junior and senior students to attend a class at Lake Area Technical Center. Motion carried unanimously. Executive Session It was moved by Myhre and seconded by Price to adjourn to executive session to discuss ne- gotiation strategy as per NDCC 44-04-10-2. Motion carried unanimously. The executive ses- sion began at 7:45 p.m. It was moved by Holzwarth and sec- onded by Larson to resume the open board meeting at 8:50 p.m. Motion carried unanimously. 2019-20 Preliminary Budget Re- view Louters reviewed budget plan- ning considerations for 2019-20 along with a review of preliminary revenue and expenditures. The preliminary budget will be revised as more information is received and presented at the August board meeting for approval. Canvass School Board Election Janet Heskin presented the results of the school board elec- tion held on June 4, 2019. It was moved by Holzwarth and second- ed by Larson to declare the re- sults of the school board election official with Alyson Myhre reelect- ed, Mike Jacobson elected to a three-year term and Mike Schae- fer elected for a one-year term. Motion carried unanimously. Bus Contracts Mrs. Louters reported that she had met with the four contracted bus route drivers and present- ed the recommendation that the contracted bus route base be increased by 2 cents per mile for a rate of $1.60 per mile for Linus Allmaras; $1.60 per mile for Jim Fleming; $1.61 per mile for Rob- ert Hanson; and $1.62 per mile for Jeff Labrensz. It was moved by Larson and seconded by Holz- warth to approve an increase of the contracted bus mileage rate as presented to Linus Allmaras, Jim Fleming, Robert Hanson, and Jeff Labrensz for the 2019- 20 school year. Motion carried unanimously. Recommendation to Hire It was moved by Jacobson and seconded by Myhre to ap- prove the recommendation to hire Amanda Koepplin for the open elementary position. Motion car- ried unanimously. Student Engagement Specialist Position Louters reported that the school district received a three- year $150,000 grant for a Student Engagement Specialist posi- tion through the Lindsay Unified School District. It was moved by Holzwarth and seconded by Price to approve the Student Engage- ment Specialist Position. Motion carried unanimously. Contract Adjustment It was moved by Holzwarth and seconded by Larson to approve an adjustment of $700 per year for the 2017-18 school year and the 2018-19 school year for Tara Seward due to an error on the contract. Motion carried unani- mously. Resignation It was moved by Jacobson and seconded by Larson to accept the resignation of Connie Soderholm from her teaching position at New Rockford-Sheyenne School. Mo- tion carried unanimously. Out of State Travel It was moved by Larson and seconded by Duchscherer to approve out of state travel for a team to attend the Minnesota Summit for Learning and Leading on August 13 and 14, 2019. Building Committee Recom- mendations It was moved by Holzarth and seconded by Price to approve the building Ccreplace the car- pet in Hallway C and Classroom C-1 with Gravity Tile at a cost of $5,628.00. Motion carried unan- imously. Early Dismissals It was moved by Holzwarth and seconded by Myhre to add an additional five early dismissals to the school calendar for the 2019- 20 school year. Secondary Principal Baumbach reported that graduation went well; he completed end of school year reporting along with end of term grades, student Accuplacer testing, and PLA student inter-views; and planning for next year which included updating student handbook and curriculum guide, parent meeting for PLA, sched-ules for middle school model for grades 5-8 and Flex-Mod sched-ule for 9-12. He demonstrated the Rocket Flex scheduling tool for the board.Superintendent Report Superintendent Louters re-ported on her activity during the month, which included East Central Special Education ne-gotiations session, NR-S nego-tiation planning and meetings, budget development, elementary position interviews, preparation of staff recognition breakfast/awards, and graduation. CTE Presentation Christa Brodina from Lake Area Technical Center presented infor-mation on their course offerings. There are two NR-S students interested in attending the Cen-ter for a class. It was moved by Duchscherer and seconded by Myhre to approve an agreement that would allow NR-S junior and senior students to attend a class at Lake Area Technical Center. Motion carried unanimously.Executive Session It was moved by Myhre and seconded by Price to adjourn to executive session to discuss ne-gotiation strategy as per NDCC 44-04-10-2. Motion carried unanimously. The executive ses-sion began at 7:45 p.m. It was moved by Holzwarth and sec-onded by Larson to resume the open board meeting at 8:50 p.m. Motion carried unanimously.2019-20 Preliminary Budget Re-view Louters reviewed budget plan-ning considerations for 2019-20 along with a review of preliminary revenue and expenditures. The preliminary budget will be revised as more information is received and presented at the August board meeting for approval.Canvass School Board Election Janet Heskin presented the results of the school board elec-tion held on June 4, 2019. It was moved by Holzwarth and second-ed by Larson to declare the re-sults of the school board election official with Alyson Myhre reelect-ed, Mike Jacobson elected to a three-year term and Mike Schae-fer elected for a one-year term. Motion carried unanimously. Bus Contracts Mrs. Louters reported that she had met with the four contracted bus route drivers and present-ed the recommendation that the contracted bus route base be increased by 2 cents per mile for a rate of $1.60 per mile for Linus Allmaras; $1.60 per mile for Jim Fleming; $1.61 per mile for Rob-ert Hanson; and $1.62 per mile for Jeff Labrensz. It was moved by Larson and seconded by Holz-warth to approve an increase of the contracted bus mileage rate as presented to Linus Allmaras, Jim Fleming, Robert Hanson, and Jeff Labrensz for the 2019-20 school year. Motion carried unanimously. Recommendation to Hire It was moved by Jacobson and seconded by Myhre to ap-prove the recommendation to hire Amanda Koepplin for the open elementary position. Motion car-ried unanimously. Student Engagement Specialist Position Louters reported that the school district received a three-year $150,000 grant for a Student Engagement Specialist posi-tion through the Lindsay Unified School District. It was moved by Holzwarth and seconded by Price

to approve the Student Engage-ment Specialist Position. Motion carried unanimously. Contract Adjustment It was moved by Holzwarth and seconded by Larson to approve an adjustment of $700 per year for the 2017-18 school year and the 2018-19 school year for Tara Seward due to an error on the contract. Motion carried unani-mously.Resignation It was moved by Jacobson and seconded by Larson to accept the resignation of Connie Soderholm from her teaching position at New Rockford-Sheyenne School. Mo-tion carried unanimously.Out of State Travel It was moved by Larson and seconded by Duchscherer to approve out of state travel for a team to attend the Minnesota Summit for Learning and Leading on August 13 and 14, 2019.Building Committee Recom-mendations It was moved by Holzarth and seconded by Price to approve the building Ccreplace the car-pet in Hallway C and Classroom C-1 with Gravity Tile at a cost of $5,628.00. Motion carried unan-imously.Early Dismissals It was moved by Holzwarth and seconded by Myhre to add an additional five early dismissals to the school calendar for the 2019-20 school year.
