This executive management position assists with the management of the Clerk of the Board of Supervisorsdepartment including coordination, organization, and administration of major program activities and performsspecial assignments and projects of a complex nature. Duties include:

• Assists in planning, directing, organizing, coordinating and evaluating departmental activities for the Clerk of theBoard of Supervisors including programs, personnel, operations, and finance.

• Develops, makes recommendations and implements County policies and procedures for a variety of Clerk of theBoard of Supervisors services.

• Oversees purchasing, records management, project management, and operational planning/reporting activitiesfor the department.

• Acts as liaison with other public and private agencies and provides information to County departments, and non-County departments and agencies, as well as the public.

• Analyzes proposed legislation and makes recommendations.• Assists with the preparation of, and monitors the budgets for the department, Board General Office and the

Board of Supervisors offices.• Provides assistance to the Clerk of the Board of Supervisors and Assistant Clerk of the Board of Supervisors with

special high profile complex projects and assignments.

Clerk of the Board of Supervisors DepartmentThe Clerk of the Board of Supervisors department provides administrative support to the Board of Supervisors, theAssessment Appeals Boards, County Hearing Officers, Special Districts, City Selection Committee and providesadministration of the Labor Relations Ordinance.

As the official repository of the Board of Supervisors’ records, the Clerk of the Board of Supervisors is committed totransparency in government and public access to documents through the online posting of Board of Supervisorsagendas, Statements of Proceedings and Minute Orders dating back to the late 1800s.

Additionally, the department provides a high volume of public-facing services such as passport applicationacceptance services, passport photo services and notary public services. The majority of the department’s functionsare defined and mandated by various California statutes, Revenue and Taxation codes, County ordinances, Boardresolutions, the Board’s Rules of Procedures and by Board of Supervisors' policies.

The department is comprised of three major divisions: Executive Office, Legislative Services and Public Services.Additionally, the department administers the Board General Office and manages over $15 million of budgets andtrust accounts.

Ideal CandidateThe ideal candidate will possess a professional history that demonstrates the following leadership competencies andattributes:

• Ability to conduct analytical studies and prepare and submit data and reports involving the evaluation of

department operations and services.

• Experience establishing and implementing departmental goals, objectives, strategic plans, direction and initiatives.

• Ability to prepare budgets and provide ongoing analysis, recommendations, and monitoring.

• Experience overseeing process improvement projects, including managing implementation of technology

systems/initiatives.

• Ability to demonstrate strong teamwork and collaboration skills and the ability to help others learn interpersonal

skills.

• Knowledge and experience related to the principles of public administration including general administration,

human resources management, and fiscal management.

• Customer focused approach to effectively meet the needs of customers and easily adjust within the diverse

populations to build productive internal and external customer relationships.

• Experience working in an office of a Clerk of the Board, City Clerk, or other government entity/department.

• Ability to interact effectively with other governmental officials, boards, internal departments, citizen groups,

special interest groups and/or members of the public in communicating a variety of department matters.

Salary and BenefitsCOMPENSATIONThe anticipated hiring salary range is $85,000-$100,000. Salary reviews are performance-based and goal oriented.

MINIMUM QUALIFCATIONS

A bachelor's degree from an accredited college or university, or certified equivalency for foreign studies AND five (5) yearsof experience that demonstrates the ability to perform the essential functions of the classification which must include two(2) years of management or supervision. OR,

A combination of experience and/or education as stated above.

Note: A master's degree or higher degree may substitute for a total of one (1) year. In order for education to substitutefor work experience as indicated above, college level coursework must demonstrate progress toward a degree and maybe substituted on a year-for-year basis.

Note: Qualifying experience will include CAO Staff Officer or Project Manager experience that involves leading projects.
