Speed Limit Increase North of Shoshone Following reconstruction of a six-mile section of Ida- ho 75 in 2013, the average speed of traffic increased as a result of an improved roadway and safer condi- tions. A follow-up engi- neering study of traffic ac- tivities on the new roadway has prompted an increase to the highway’s speed limit beginning Friday (May 2), the Idaho Transportation Department announced. Historically, the speed limit of Idaho 75 was 55 mph for much of the six- mile stretch between Sho- shone and near the Mam- moth Cave turnoff. The reconstructed highway improved safety by add- ing wider shoulders, left- and right-turn bays, wider bridge crossings and a flat- ter roadway. The speed lim- it remained the same until a new engineering study was completed to verify safe travel speeds. As a result of the study, the speed limit will increase Lincoln County Lawsuit In February of 2012, Jim McNall from the Idaho Counties Risk Manage- ment Program (ICRMP) presented a workshop at the Lincoln County Court- house on harassment in the workplace. The Lincoln County Commissioners had asked for this workshop in an ef- fort to prevent a lawsuit. At issue was an interpersonal conflict that was getting out of hand between an elected official and an employee. The main piece of advice Jim McNall had for this sit- uation was that, if you don’t like someone, at least pre- tend you do. And... DON’T gossip about it. His point was that gossip is a form of harassment that can led to legal repercussions. Five months later on July 18, 2012, a civil suit was filed by Rayburn McClure against the County Clerk, Suzanne McConnell, and the Lincoln County Com- missioners. Mr. McClure is the P&Z Administrator for Lincoln County, but the suit was mainly in regards to his janitorial service to the county. Rodeo Hall of Fame Idaho is home to some of the greatest Ro- deo Cowboys in the world, and the folks at the Idaho Rodeo Hall of Fame are looking to create a permanent place to honor our Idaho cowboys - past, present and future. To that end, a fundraising project was started earlier this year involving a herd of well dressed wooden long horn steers in Gooding. Local businesses have paid an en- try fee of $150 and are competing in a con- test for the best dressed steer. The winner will receive their entry fee back. This is a great opportunity to have fun decorating the steers, to advertise a business, and to raise funds for the Idaho Rodeo Hall of Fame. The steers will be displayed through- out Gooding from June during the Western Heritage Days through August during the Gooding County Fair and Pro Rodeo. On August 16th, the Idaho Rodeo Hall of Fame will hold their annual Induction Din- ner and Live Auction at the Gooding Fair- ground Commercial Building. This event will raise funds for a new hall, as well as help fund youth awards that are currently in the process of being implemented. This year’s inductees into the Hall of Fame are Governor Butch Otter - Boise, ID; Dr. Robert Monroe, DVM – Kim- berly, ID; Dennis Manning – Wilder, ID; Bill and Mary Aller – Chubbuck, ID; Cur- tis Cutler – Pocatello, ID; and the Edmo Brothers Posthumously – Bill, Frank, La- mose & Kesley Edmo - Fort Hall, ID. The suit alleged thatMrs.McConnelldid,onnumer-ousoccasionsandwithmaliciousintent,saythingswhichwereuntrueinordertodefamethereputationofMr.Mc-Clure.Accordingtosworndepositionsfromotherelectedofficials,thederogatorystatementsseemedtohavebegunin2009whenMcConnellConstructionfailedtowinabidforjanitorialservicetothecounty. The incident which ultimately led to the filing of thelawsuitwasavisitbyMrs.McConnell(asthecountyclerk)toalocalbusinesswhere(accordinganothersworndepo-sition)sheaccusedMr.McClureofusingacountychargeaccounttopurchasea$12tapemeasureforpersonaluse.ThiseventtookplaceinFebruaryof2012. This case (CV-12-157) had been scheduled for a jurytrial,butinNovemberof2013thedefendants’askedforsummaryjudgment(arulingbythejudgewithoutatrial).As a result of that motion and the testemony that hadbeengiven,itbecameevidentthatthecasewouldnotberesolvedinfavorofthedefendants,andasettlementwasreachedbetweenthecountyandMr.McClure. On January 16, 2014, Judge Elgee dismissed the case“withprejudice”infavoroftheplaintiff,Mr.McClure.

When this happens,commonsenseandcivilityarethrownoutthewindow.Apoliticianmightsay,“Idon’tcareifhe/sheisright,I’mnotgoingtodoit,”nomatterwhat“it”is. Thissortofattitudeleadstobaddecisions,“Ihateson’so,andthatmakesallhis ideasbad.”Thiscanalsoleadtocorruptionwhereitisnolonger“Ihateson’so,”butbecomes“Iwanteveryoneelsetohateson’sotoo!”Thetruth is twisted intohalf truths, andhalf truthsbecomeoutrightlies. Whilewemightbetemptedtopointafingeratourna-tionalgovernmentasanexampleofthis,ourlocalelectedofficialsarefarmorelikelytohavenon-politicalinterper-sonal conflicts. In fact, it is inevitable that people whodon’tlikeeachotherwillbebroughttogethertoserveonschoolboards,atcityhall,andinourcountyoffices. Ihave seenandheardmany things in the last twentyyearsofcoveringlocalpolitics.Someofitwassilly,someofitwasspiteful,andsomeofitwasclearlyaviolationofthelaworethicalstandards.Thatsaid,thediscussionataLincolnCountyCommissionermeetinginearly2012wassomethingIhadnotseenbefore. Thecountyclerkutteredalonglistofcomplaintsagainstacountyemployeewhile the restof theelectedofficialssatuncomfortably.Accordingtooneoftheotherelectedofficialsitwas,“themostembarrassingmeetingthatI’veeverbeentoin28years.”Byallrights,theCommissionersshouldhaveaskedmetoleave-thisinformationwasnotforpublicdiscloser-buttheydidn’t. Ratherthanwritingaboutthisinternalconflict,Iwroteabout what the Commissioners did to try and solve theproblem-namely,theICRMPworkshoponharassmentintheworkplace.Unfortunately,theproblemwasnotsolvedandalawsuitwasfiled.

It appears that the level of involvement from Idaho teachers hasbeentohelpdeveloptheSmarterBalancedAssessment(SBAC)testfor Idahoandnot toaid in thedevelopmentofcommoncore stan-

dards.(www.sde.idaho.gov/site/ICS) TheSDEwebsitetimelineliststhatinJune7-17of2010andSep-tember2010-October2010,theSDEhostedmeetingsinabout10dif-ferent towns inIdahotogather input fromeducatorsandparents. Iamnotsurewhatlevelofparticipationresultedwiththesemeetings,especiallywithsummermeetings.Keep inmindalso that thiswasatimewhentherewaslimitedinformationaboutcommoncore.Is Common Core rigorous and does it promote college/career readi-ness?Answer:No(where’stheevidence?) ThetwoleadwritersoftheEnglishLanguageCommonCorestan-dards (David Coleman and Susan Pimental) are reported to NOThave experience teaching English either in K-12 or at the collegelevel(www.uaedreform.org).Infact,DavidColemanjokesaboutthishimselfinavideoyoucanwatchonline.(truthinamericaneducation.com) Amongtheleadwritersofcommoncoremath(JasonZimba,PhilDaro, and William McCallum) only McCallum had ever developedmathstandards.Dr.JamesMilgram(EmeritusProfessoratStanfordUniversity,ade-veloperofsuccessfulmathstandards,andtheonlymathematicianontheValidationCommittee)mentionedinateleconferencethatCom-monCoremathwillleave8thgraders3yearsbehindinmath. Dr.Stotsky,whowastheonlynationallyrecognizedexpertonEng-lishLanguageArtsstandardsonthevalidationcommittee,hadseveralweaknessestopointoutwithcommoncoreEnglishstandards.Thereisahigheremphasisonwritingoverreading.Therewillbelesswritingbasedonopinion.Therewillbelesscriticalthinkingasliteraturewillbemorefactuallybasedandlessuptointerpretationandanalysis. Ihaveonlytouchedthesurfaceoftheproblemswithcommoncore.Ihavenotapproachedtheissueofhowthe10thAmendmentisbe-ingviolatedwithCommonCore.Ihavenotapproachedtheissueofdatacollectiononstudents.Myconclusionisthatthisisatop-downeducationalpolicywithfederaloverreachthatwasneveraskedforbythemajorityofAmericanparentsandeducators. Idahoparentsandeducatorshavebeenunderrepresented. Ifyoufeelthesameafterresearchingthisissuemore,thereissome-thingyoucandoaboutit.OnMay20th,youwillhaveachoicetovoteforcandidatesthatopposethislegislation,andwantlocalcontroltoreturntoparentsandeducators.Idahoansforlocaleducation.comandIdahoansagainstcommoncore.comhaveinformationaboutthesecan-didates.PleasemakeaninformeddecisiononMay20th. MaryDavidsonisanamazingwoman.Sheisaleader.Shehasextensiveexperiencewith runningabusinessandmanagingpeople.For example,whenMaryand IworkedtogethershewastheCustomerServiceManag-erforIdaho.Shewasresponsiblefordispatchingloadsfrom our mills to the customer and to the local coopbranches. She coordinated with the sales representa-tives, the mills, the Commodity Merchandisers, thecustomersandthetruckingcompanies.Inaddition,shemanaged/supervisedthecustomerservicecenterwhichconsistedofacallcenterthatreceivedinboundcustom-ercalls,processedcustomerorders,andfollowedthoseordersthroughthebillingprocesssothatthecustomerwasinvoicedinatimelymanner.Shecoordinatedwiththe Credit Department, sales representatives and thecustomer to insure we were paid in a timely manner.Basically, she supervised accounts payable, invoicinganddeliveryfortheIdahooperationsforLandO’LakesPurinaFeed. She has taken my flyers along withhersas shegoesdoor todoorand Idohersaswell.IappreciatethisbecauseIworkinKetchumanddonothavetheadvantageofbeingabletocampaignincloseproximitytomyjobasmyopponentdoes.Thiskind of cooperation, with autonomy in stating ourownviewsandpositions,isjustthekindofworketh-icsweneedinourcourthouse. Abarnwouldofferanicesoftplacetosleepaswellasa largebuildingthatcouldcoveraplane(22’longby16’wide)duringastorm.Ausuallayoverwasonetotwodaysunlessabarnstormerwasattendingacountyfair.Familycookingservedasthebestcafesonecouldget.Thebarnstormerflewfromspringthroughharvestinthefall,thusavoidingtheworstofweatherandthunderstorms. The barnstormers were called flying circuses. Stuntmen wereregularattractionstoruralareasaswellascityfunctions.Moneywasmadebyridesandpeoplehavingtheirpicturestakenbytheairplanes.Manyofthespotters(spokesmen)weresoldiershoppingfromoneplacetoanother.Toadvertiseonthegroundtheyweregivenfreerides. Thepriceofgasolinein1920was18centspergallon.Afewridesadaycouldsupplymorethanamplemoneyforfueltogettothenextcounty fair,orgatheringofpeople.Theaverageprice foraridewas$5.00in1930whichwastheequivalentof$199oftoday’sprices.Barnstormingwaspopularupuntil1941whentheoutbreakofWWIIsentthepilotsandthesoldiersintoactiveservice. Todaythebarnstormersaregone,andsorrytosay,someofthelegendaryfiguresthatmadebarnstormingarethemselvesfallingbythewayside.Thesearethebarnsthatmadebarnstormingagreatlife.Manybarnswerebuiltbeforethe1920’s.Theiruseasfamilydwellings,livestockdwellings,cropand/orequipmentprotection,alldecreasedasfamilyfarmsweredisbanded.Barnshavebeenlessandlessanecessarycenterpieceoffarming. ThereisabarninMeridian,Idaho,Ihavewatchedforyears.It isatapresentstateofcollapse.Asmall leaksuchasa looseshinglehasstartedarollercoastereffect.Theupperbeamshavegottenwetandhavebeguntorot.Theirsupportivestrengthhasgivenwaytooutofboundsstretching.Soonthesideswillunabletokeepthemiddleinboundsandthebarnwillfallintoitself,orover.Toobadwe couldn’t displaybarns again to create anewgroupofbarnstormers Thisismy“CupofTee”ontheoutside.
