REVEALING THE FUTURE THROUGH BIBLE PROPHECY

STATEMENT Of fAITH We believe that
the Bible is the inspired Word of God, that
Jesus Christ is the Savior of the world, and
that He will come again to establish a kingdomthat shall never be destroyed (Daniel 2:44).
Those who are born again (John 3:3-5) will
have eternal life and rule as kings and priests
with Christ forever.
wHAT IS endtime?In 1968, Irvin BaxterJr. discovered the United States and other
modern nations in the Bible. He also found
the Berlin Wall in the Bible and that one day
it was to be torn down, re-uniting Germany,
and that event would be the catalyst to spark
an international movement called the New
World Order. These things have now come to
pass. Irvin Baxter Jr., a Pentecostal minister,
began Endtie ministries in 1986 when he
wrote A Message For The President, a book
explaining the major prophecies of the Bible
which he had been teaching since 1968. After
the fall of the Berlin Wall, prophetic fulfillment
accelerated rapidly. The decision was made
to launch Endtimemagazine. The purpose of
the magazine is to explain the prophecies of
the Bible and to show that they are now being
fulfilled in intricate detail. Articles focus on
the soon return of Jesus Christ, the truth of
the Bible, and the need for salvation. Endtime
does not deal with doctrinal controversies, as
valid as they may be. This will be left to other

The speeches from the worlds heads of state went on continuously for three solid
days. After it was over, I found myself assessing what really took place. How was
the world different after September 16th than before September 14th? Months
had been poured into negotiating the Outcome Document that would be adopted by
the nations of the world at the Summit. The goals set for the meeting by Ko Annan

Though some observers painted WorldSummit 2005 as a failure, the fact is, all
of the above goals were agreed to, ex-cept for two.
Annan described as most preciousthe clear acceptance by all UN membersof collective responsibility to protectcivilian populations against genocide,
war crimes and crimes against humanitythrough the Security Council when localauthorities are failing. (Editors note: Thisopens the door for violation of nationalsovereignty in other instances as well.)
No progress was made toward haltingnuclear proliferation, and the terms ofUN reform could not be agreed upon.
Annan was especially disappointed bythe failure to reach agreement on thesubject of nuclear non-proliferation.He warned, this summit may cometo be remembered only for its failure tohalt the unraveling of the non-prolifera-tion regimeand its other real successes

Rep| It will actually be a revived
Holy Roman Empire. The Holy Roman Em-
pire was born in 800 AD when Pope LeoIII placed a crown on the head of Char-
lemagne, pronouncing him the Emperor of
the Holy Roman Empire. For the next 1,000
years, the Holy Roman Empire ruled in Eu-
rope. During that time, it was always led by
Europes strongest political leader and its
strongest religious leaderthe Pope. The
Holy Roman Empire is being recreated
right now in the European Union. Present-
ly, 25 nations are in the EU. The Antichrist
and the False Prophet will soon arise in at
least part of Europe. This will be the revival
of the Holy Roman Empire.

Also, when the Lord returns to the earth
and reigns for one thousand years, are
people going to be able to repent and be
saved during this thousand years? This
does not seem fair. (Could it be that) peo-
ple will take a chance, and wait, and still
be able to be saved during the Lords thou-sand-year reign?

Rep| The Bible does not specically
say that the Antichrist will make a deal for
the rebuilding of the temple. It says that
the Antichrist will conrm a covenant with
Israel. This covenant will afrm Israels
right to exist as a nation in the land of Is-
rael. Whether this conrming includes any-
thing about the building of Israels Third
Temple is only a matter of speculation.
Concerning salvation in the millennium,
the Bible is not clear. We know there will be
some form of salvation because there will
be people born throughout the thousand
years. What salvation will be like when Sa-
tan is bound during this time is not explic-
itly described in the Bible. We can be sure
of one thing: However it works, it will be
fair. We know this because God is just and
fair in all of His ways.
* THE ROADMAP COvENANT?
Daniel said that the Antichrist will con-rm a covenant with many for one week.
To my knowledge, there is no mention of
the Roadmap for Peace being a seven-
year treaty. On the other hand, there are
two covenants set to be conrmed in 2007
between the EU and Israel that are, in fact,
seven-year treaties.
If the Roadmap is not a seven-year trea-
ty, it does not t the scripture. I read that
the last attempt at the Roadmap was a
three-year plan. I cant nd any information
as to the timeline on the current attempt to
implement the Roadmap.
If it is not a 7-year treaty, then it is not
the one spoken of by Daniel. If you con-
vince your audience that this is it and you
turn out to be wrong, then, when the real
conrmation of the covenant takes place
in a couple of years, no one will believe
you. Please check it out and, if it is not a
seven-year covenant, then say so on your
program. Its so important.

covenant will be conrmed for seven years.
It does not say that it will be labeled as
a seven-year agreement. In my opinion, if
the Roadmap for Peace becomes the
basis for policy between Israel and the
world community, and this continues for
seven years, then it would qualify as the
conrmation of the covenant.
At the same time, let me emphasize
that I do not yet know whether the Road-
map is the prophesied conrmation of the
covenant. It contains all of the required el-
ements, from all I can see, but I am not yet
willing to say absolutely that the Roadmap
is the conrmation.
* THE NEw ROMAN EMPIREIs there any follow up info regarding the
article about Charlemagne and the new
Roman Empire? I thought it was interest-
ing that the article was written in 2000. It
talked about the possibility that the next
pope might be corrupt, or involved with
the new Roman Empire that one Germanofcial wants as a new German Holy Ro-
man Empire. What are some thoughts
about the new pope being German? I had
reservations and an uneasy feeling about
him when he was put in. I chalked it up
to unfamiliarity and that he is newnot to

Rep| The new pope, Benedict XVI, is
German, as you pointed out. Germany has
been the center of the Holy Roman Empire
since 800 AD. Benedict XVI is emphasizing
in many of his speeches the need for a Eu-
ropean spiritual reawakening. St. Benedict,
whose name the new pope chose to reign
under, was declared the patron saint of all
of Europe by Pope Paul VI.
All of this is very interesting, since the
Bible prophesies that the Holy Roman
Empire will soon be revived in Europe. The
Antichrist will rise to power there. This will
be accomplished through an alliance with
the pope who reigns at the time. Since we
are very close to the rise of the Antichrist,
the possibility of the new pope being the
religious partner to the Antichrist, as
prophesied in scripture, is very interesting.Because Pope Benedict XVI is 78 years of
age, it appears unlikely that he will fulll
the prophesied role of the False Prophet,
although it is not impossible. The next pope
would seem to be a more likely candidate.
* TwO-HORNED bEASTWhat if the two-horned beast of Revelation
13 is the coalition of Great Britain and the
United States? Horns represent kings or
kingdoms. Both countries are supposed to
be Christian, but we know how corrupt they
have become. It looked like a lamb and
spoke like a dragon. If we participate with
the national ID act coming up in the U.S.,
are we taking the number of his name?
Could this number be the number of the
nation or a national ID? If so, we could be
closer than even you all think. Thanks.

Rep| The two-horned beast of Revela-
tion 13 is not Great Britain and/or the Unit-
ed States. It is the False Prophet. We know
this because Revelation 13:13-14 says
that the two-horned beast will do great mir-
acles and wonders and that he will deceive
those who dwell on the earth by the means
of those miracles which he had the power
to do. Revelation 19:20 tells us that it was
the False Prophet that performed miracles
before the Antichrist and deceived the peo-
ple on earth by those miracles that he had
the power to do.

and Religion. Thank you for making those
programs available for download. I am as-
suming that I can put them on a CD and use
it for ministry purposes. There was a caller
who asked if the Antichrist was at the UN
World Summit. Your response was basicallythat he would either be there, or be fully
aware of what was discussed. My question
is this: Does the Antichrist know who he is,
or will there be a particular time when Sa-
tan will possess the individual? How does

Rep| The Antichrist will probably not
see himself as the Antichrist. He is more
likely to entertain fantasies of being the real
Christ. He will at least come to see himself
as a messianic gure to some degree. The
Antichrist will be revealed at the time of
the abomination of desolation, according
to II Thessalonians 2:34. This coincides
perfectly with Satan being banished from
heaven and being conned to the earth,
(Revelation 12:914). This occurs three
and one-half years before Armageddon.
There are reasons to believe that Satan
will personally possess the Antichrist at the
time of his casting down. This will then trig-
ger the 3.5 years of the great tribulation.

predicted a basic time of a Chinese war.
Yet time passed and a Chinese war never
happened. What do you have to say about
that? What if China is not the country of the
200 million man army? The Bible does not
say exactly what nation it is, does it?

mean when you say we predicted a basic
time for a Chinese war. We have never said
that a Chinese war will happen at a par-
ticular time. We have never even said for
sure that the 200 million man army will be
Chinese. It is true that war with China hasseemed imminent a few times because of
statements the Chinese government itself
has made. It is also true that the 200 mil-
lion man army certainly appears to come
from China, since China specically boast-
ed she could eld an army of 200 million.
There are two other potential 200 million
man armies on earth today. One of them is
India. It does not seem likely that India will
fulll the prophecy. The other is the Muslim
world. Islam claims the same population as
China1.3 billion. Since Islam is the princi-
pal force behind international terrorism, it
cannot be totally disregarded. However, the
Muslims are not unied and do not appear
to have the military wherewithal to ght a
war that will kill two billion human beings.
Because of these factors, I think China will
probably be the source of the 200 million
man army, but I am not positive.

Security was locked downtight. Without a pre-ap-proved security clear-ance, you could not get
within two blocks ofthe United Nations building in New
York. No wonder! Imagine one hun-dred fty-three heads of state allunder one roof. It was a terroristsdream! A Coast Guard responseboat was anchored in the East Riverguarding the eastern side of the UNbuilding. Every possible access route
was heavily guarded. 4,000 armed po-lice were on duty. A no-y zone wasstrictly enforced in the skies abovethe UN headquarters. Even withUN-approved journalistic creden-tials, we were subjugated to securitycheckpoint after security checkpoint.
SO, wHAT wAS IT All AbOUT?World leaders had come together veyears ago at the Millennium Summit.
Their stated purpose was to insurethat the world would live in peaceand security as it entered the twenty-rst century. At World Summit 2000,
world leaders adopted the Millen-nium Declaration. It consisted of aset of eight goals called MillenniumDevelopment Goals (MDGs). It wasbelieved that, if these goals could beachieved by the world community,
world peace and harmony could berealized.
World Summit 2005 was a follow-up to the Millennium Summit 2000and was designed to measure theachieved progress toward the Mil-lennium Development Goals, as wellas inspire new impetus toward theirfulllment.
wHy wAS IT SO IMPORTANT?
What urgent business could inu-ence 153 national leaders out of191 nations on earth to leave theirdemanding schedules to convergeupon the UN for three days?
It was all about global governance.How is the world going to be run inthe turbulent times just ahead, and
who is going to run it?When we say global governance,

we must have a World Court. Interna-tional solutions to international prob-lems all require nancing; consequent-
ly, this necessitates the World Bank andthe International Monetary Fund. Thefear of international epidemics man-dates the need for the World HealthOrganization.
By now you get the picture. Blockby block, we have been witnessing thebuilding of a complete new level of gov-ernmentinternational government.
Functions that have, until now, beenresponsibilities of national leadershipare quietly being shifted to the globallevel. This revolution presently under-
way is called globalization.
wHATS wRONg wITH THIS PROCESS?
Once governmental structures are setup at the global level, internationalpoliticians inevitably start believing it istheir responsibility to resolve conictsamong nations. The rst method ofconict resolution is diplomacy, whichmost people do not object to. Howev-er, when diplomacy fails, the next op-tion is economic sanctions, which can
dramatically impact the well-being of anation. When all else fails, military ac-tion is the choice of last resort.
Economic sanctions and militaryforce are both methods of coercionused to force nations to submit toglobal government structures. The UNcharter provides for these courses ofaction. Obviously, the United Nations
was designed from the beginning to bea world government.
Until recently, however, the worldgovernmental functions of the UN
were limited to settling disputes be-tween nations. Within the last ten
years, the UN has been expanding itsauthority to intervene in the internalaffairs of nations, knowing all the timethat these violations of national sover-eignty were beyond the authorizationsof the UN charter. The rationale forthis expansion of powers has been to
accuse nations, sometimes legitimately,of genocide, crimes against humanityor war crimes.
wORlD SUMMIT 2005 STRENgTHENED
wORlD gOvERNMENT
Although it was reported that some ofthe goals of the 2005 Summit were notachieved, a huge leap into world gov-ernment was made. Ko Annan wasecstatic that the nations enshrined intothe ofcial document of the Summitthe right to intervene in the internal af-fairs of nations. The right was clearlydeclared in the Outcome Documentthat was adopted by the Summit. Theexact text of the alarming Section 139of the document follows:
139. The international community, throughthe United Nations, also has the respon-sibility to use appropriate diplomatic, hu-manitarian and other peaceful means, in ac-cordance with Chapter VI and VIII of theCharter, to help protect populations from
genocide, war crimes, ethnic cleansing andcrimes against humanity. In this context, weare prepared to take collective action, in atimely and decisive manner, through the Se-curity Council, in accordance with the UNCharter, including Chapter VII, on a caseby case basis and in cooperation with rele-vant regional organizations as appropriate,should peaceful means be inadequate andnational authorities manifestly failing to
protect their populations from genocide, warcrimes, ethnic cleansing and crimes againsthumanity. (Chapter VII of the UN Char-ter is the chapter that authorizes the useof force against nations by the UN.)
Being able to use the charge of geno-cide to threaten national rulers is sureto keep them bowing to the whimsof the world community. Since the
charge of genocide is being broadenedto include any supposed discrimina-tion against homosexuals, it is easy tosee where this is heading. The UN hasnow created the International CriminalCourt to try individuals, even heads ofstate, for these categories of crimes.
So why did 153 heads of state maketheir ways to the UN for World Sum-mit 2005? Because they understand weare moving further and further into
world government, and they wanted tohave a voice.

he speeches droned on forthree solid days. Every headof state from 153 nationswas allotted ve minutes in
the UN podium. Most exceeded thatlimit. Delegates typically wanderedaround on the General Assemblyoor as the speeches were made,
and whispered conversationsbetrayed the insinuated pomp andcircumstances. Many of the speecheswere clearly being ignored.
Five minutes before he was tostep to the podium, Ariel Sharonrose up quietly from his seat beside
his Deputy Prime Minister ShimonPerez and his Foreign Minister
Silvan Shalom and slowly traipsedhis way behind the stage with whatappeared to be an arthritic limp.
As the preceding speakerstepped away, the crowd grewconspicuously quiet. Those moving
and standing quickly went to theirseats. Suddenly, the entire GeneralAssembly hall was transformed intoa huge listening ear.
Sharon slowly and deliberately tookhis place in the podium, shufinghis notes for a moment. I arrived
here from Jerusalem, the capital ofthe Jewish people for over 3,000years and the undivided and eternal
capital of the State of Israel.He could have stopped there, and
gone home. That single statementrumbled through the audience like

I arrived here from Jerusalem, the capi-tal of the Jewish people for over 3,000years and the undivided and eternal cap-ital of the State of Israel.
At the outset, I would like to expressthe profound feelings of empathy ofthe people of Israel for the Americannation, and our sincere condolences to
the families who lost their loved ones. Iwish to encourage my friend, PresidentGeorge Bush, and the American people,in their determined efforts to assist the
victims of the hurricane and rebuild theruins after the destruction. The State ofIsrael, which the United States stood be-side at times of trial, is ready to extendany assistance at its disposal in this im-mense humanitarian mission.
I stand before you at the gate of nationsas a Jew and as a citizen of the demo-cratic, free, and sovereign State of Isra-el, a proud representative of an ancientpeople, whose numbers are few, but
whose contribution to civilization andto the values of ethics, justice, and faith,surrounds the world and encompasseshistory. The Jewish people has a longmemory, the memory which united theexiles of Israel for thousands of years:a memory which has its origin in Gods
commandment to our forefather Abra-ham: Go forth! and continued withthe receiving of the Torah at the foot ofMount Sinai and the wanderings of thechildren of Israel in the desert, led byMoses on their journey to the promisedland, the Land of Israel.

If the circumstances had not demandedit, I would not have become a soldier,but rather a farmer and agriculturist.My rst love was, and remains, manuallabor; sowing and harvesting, the pas-tures, the ock and the cattle.
I, as someone whose path of life ledhim to be a ghter and commander inall Israels wars, reach out today to ourPalestinian neighbors in a call for rec-onciliation and compromise to end thebloody conict, and embark on the path
which leads to peace and understandingbetween our peoples. I view this as mycalling and my primary mission for thecoming years.
The Land of Israel is precious tome, precious to us, the Jewish people,more than anything. Relinquishing anypart of our forefathers legacy is heart-breaking, as difcult as the parting ofthe Red Sea. Every inch of land, everyhill and valley, every stream and rock,is saturated with Jewish history, replete
with memories. The continuity of Jew-ish presence in the Land of Israel neverceased. Even those of us who were ex-iled from our land, against their will, tothe ends of the earththeir souls, forall generations, remained connected totheir homeland, by thousands of hiddenthreads of yearning and love, expressedthree times a day in prayer and songs oflonging.
The Land of Israel is the open Bible,
the written testimony, the identity andright of the Jewish people. Under itsskies, the prophets of Israel expressedtheir claims for social justice, and theireternal vision for alliances between peo-ples, in a world which would know nomore war. Its cities, villages, vistas, ridges,deserts, and plains preserve as loyal wit-nesses its ancient Hebrew names. of Israel to the Land of Israel. How-ever, I say this here also to emphasizethe immensity of the pain I feel deepin my heart at the recognition that wehave to make concessions for the sakeof peace between us and our Palestinianneighbors.
The right of the Jewish people tothe Land of Israel does not mean dis-regarding the rights of others in theland. The Palestinians will always be ourneighbors. We respect them, and haveno aspirations to rule over them. They
are also entitled to freedom and to a na-tional, sovereign existence in a state oftheir own.
This week, the last Israeli soldier leftthe Gaza Strip, and military law there wasended. The State of Israel proved thatit is ready to make painful concessionsin order to resolve the conict with thePalestinians. The decision to disengage
was very difcult for me, and involves aheavy personal price. However, it is theabsolute recognition that it is the right
path for the future of Israel that guidedme. Israeli society is undergoing a dif-cult crisis as a result of the Disengage-ment, and now needs to heal the rifts.
Now it is the Palestinians turn toprove their desire for peace. The end ofIsraeli control over and responsibility forthe Gaza Strip allows the Palestinians, ifthey so wish, to develop their economyand build a peace-seeking society, whichis developed, free, law-abiding, andtransparent, and which adheres to dem-ocratic principles. The most important
test the Palestinian leadership will face isin fullling their commitment to put anend to terrorism and its infrastructures,eliminate the anarchic regime of armedgangs, and cease the incitement and in-doctrination of hatred towards Israeland the Jews.
Until they do so, Israel will know howto defend itself from the horrors of ter-rorism. This is why we built the securityfence, and we will continue to build ituntil it is completed, as would any other
country defending its citizens. The secu-rity fence prevents terrorists and mur-derers from arriving in city centers on
a daily basis and targeting citizens ontheir way to work, children on their wayto school, and families sitting togetherin restaurants. This fence is vitally indis-pensable. This fence saves lives!
The successful implementation of theDisengagement Planopens up a windowof opportunity for advancing towardpeace, in accordance with the sequenceof the Roadmap. The State of Israel iscommitted to the Roadmap and to theimplementation of the Sharm e-Sheikhunderstandings. And I hope that it will
be possible, through them, to renew thepolitical process.
I am among those who believe that itis possible to reach a fair compromiseand coexistence in good neighborly rela-tions between Jews and Arabs. However,I must emphasize one fact: There will beno compromise on the right of the Stateof Israel to exist as a Jewish state, withdefensible borders, in full security and
without threats and terrorism.I call on the Palestinian leadership to
show determination and leadership, andto eliminate terrorism, violence, and theculture of hatred from our relations. Iam certain that it is in our power to pres-ent our peoples with a new and promis-ing horizon, a horizon of hope.
As I mentioned, the Jewish people hasa long memory. We remember eventsthat took place thousands of years ago,and certainly remember events that tookplace in this hall during the last 60 years.
The Jewish people remembers the dra-matic vote in the UN General Assemblyon November 29, 1947, when represen-tatives of the nations recognized ourright to national revival in our historichomeland. However, we also rememberdozens of harsh and unjust decisionsmade by the United Nations over theyears. And we know that, even today,there are those who sit here as represen-tatives of a country whose leadershipcalls to wipe Israel off the face of the
earthand no one speaks out.The attempts of that country to armitself with nuclear weapons must dis-
turb the sleep of anyone who desirespeace and stability in the Middle Eastand the entire world. The combinationof murky fundamentalism and supportof terrorist organizations creates a seri-ous threat that every member nation inthe UN must stand against.
I hope that the comprehensive re-forms which the United Nations isundergoing in its 60th anniversary year
will include a fundamental change andimprovement in the approach of theUnited Nations, its organizations and
institutions, toward the State of Israel.
Peace is a supreme value in the Jewishlegacy, and is the desired goal of ourpolicy. After the long journey of wan-derings and the hardships of the Jew-ish people; after the Holocaust whichobliterated one third of our people;after the long and arduous struggle forrevival; after more than 57 consecutive
years of war and terrorism which didnot stop the development of the Stateof Israel; after all this, our hearts desire
was and remains to achieve peace withour neighbors. Our desire for peace isstrong enough to ensure that we willachieve it, only if our neighbors aregenuine partners in this longed-for goal.If we succeed in working together, wecan transform our plot of land, whichis dear to both peoples, from a land ofcontention to a land of peacefor ourchildren and grandchildren.
In a few days time on the Hebrewcalendar, the New Year will begin, the5,766th year since the Creation. Accord-ing to Jewish belief, the fates of peopleand nations are determined at the New
Year by the Creatorto be spared or tobe doomed. May the Holy One, blessedbe He, determine that this year, our fateand the fate of our neighbors is peace,mutual respect, and good neighborly re-lations.

ne of the most importantdocuments of moderntimes is the initiative
to bring about peace inthe Middle East. The
document called TheRoadmap for Peace is a
two-state solution to the Israeli-Palestinian conict. The Roadmap,
if enacted in full detail, will domore to strip Israel of its lands, theintegrity of its political sovereignty
and its biblical identity, than any
other modern event. At the sametime, it will establish the State
of Palestine, enforce one of thegreatest concessions to terrorism inmodern history and nalize one ofIsraels greatest compromises ever.In the global push for Middle East
peace, even Christians and Jews tendto forget that the formation of a
Palestinian state is an abdication ofIsraels divine claim to the Promised
Land. Israel is duty-bound to fend
for the territory God appointed herthrough covenants with Abrahamand his descendants Isaac and
Jacob. Her failure to do so is certainto elicit a divine retort.

SO, wHO IS bEHIND THE ROADMAP?
Who instigated this formal, interna-tional manhandling of Israel called theRoadmap? According to a PBS videodocumentary entitled, Elusive Peace:Israel and the Arabs, Jordans King
Abdullah was the driving force behindThe Roadmap for Peace.
King Abdullah is the 43rd generationdirect descendant of the ProphetMuhammad, of the Islamic faith. He
was educated in Britain and the U.S.,and received Middle Eastern studiesat Oxford University and a Mastersin Foreign Service at GeorgetownUniversity. He is very popular in the
West, and perhaps the most famousMuslim on earth (as opposed toinfamous Osama bin Laden).
According to King Abdullahs web-site, the Roadmap is based on thebreakthrough peace initiatives by
Arab nations at the Beirut Summit of2002. That summit held in Lebanonon March 28, 2002, was a meeting ofthe kings, presidents and emirs of the
Arab states. The ofcial statement of
the Beirut Summit greeted with prideand honor the valiant martyrs of the in-tifada, and expressed solidarity withSyria, among other things. (Intifada, inthis case, refers to the uprisings of hos-tilities against Israel. Syria, of course, isone of the most notable state-sponsorsof terrorism.).
The Beirut Declaration listed theArabs three principal expectationsfrom Israel:
1. Withdraw from the Gaza Strip, theWest Bank, and the Golan Heights,back to 1967 borders.2. Resolve the Palestinian refugee prob-
lem according to UN Resolution 194.3. Accept a Palestinian state with East
Jerusalem as its capital.
In return for Israels compliance, theArab states agreed to sign a peaceagreement with Israel, and achievepeace for all states in the region.
Since the Roadmap for Peace wasconstructed from The Beirut Dec-laration, and since the Roadmap has
Arab leaders meet with US President Bush at Sharm El-Sheik, Egypt inJune, 2005, to press for progress in Palestinian issues. There is no historical nation called
Palestine. The Ottoman Turks ruled
the region for four centuries before the
British General Allenby took the city
of Jerusalem on December 9, 1917.
Ottoman rule ended at that time.
On November 2, 1917, Britain
issued the Balfour Declaration that
said, His Majestys Government
views with favor the establishment in
Palestine of a national home for the
Jewish people, and will use their best
endeavors to facilitate the achieve-
ment of this object, it being clearly
understood that nothing shall be
done which may prejudice the civiland religious rights of existing non-
Jewish communities in Palestine,
or the rights and political status en-
joyed by Jews in any other country.
At the end of World War I, it was
determined that the peoples of that
region were incapable of governing
themselves and the Allied Powers
gave Britain a Mandate to adminis-
trate Palestine (Paris Peace Confer-
ence of 1919, Treaty of Versailles).
The concept of a National Jewish
Home in Palestine as set forth in the
Balfour Declaration was approved
by the League of Nations Council on
July 24, 1922, and endorsed by a
joint resolution of the United States
Congress on June 30, 1922. The
World Zionist Organization was au-
thorized to form the Jewish Agency
in 1929, and Jewish immigration be-
gan in earnest. The late King Abdul-
lah was appointed by the British to
govern Trans-Jordan, the eastern ter-
ritory. The Churchill White Paper of1922 forbade Jewish settlement in
Transjordan.
The same British mandate that
acknowledged Israels right to exist
also acknowledged Palestines exis-
tence as a legal entity. Subsequently,
a Palestinian National Council was
formed as a parliament in exile of
the people forced out of their homes

Abdullah traveled to 10 Downing Streetin London on April 22, 2002, and talk-ed with Prime Minister Tony Blair. Thatsame day, the King called on the UnitedStates to assume its responsibilities andexert pressure on Israel to withdraw.The Roadmap for Peace would never
have evolved into its present role if Jor-dans King had not effectively twistedthe arms of the West via Tony Blair andGeorge Bush on April 22nd. Interest-ingly, King Abdullah had just met withSaudi Crown Prince Abdullah the pre-
vious day in Casablanca, Morocco.Three days later, on April 25th,
President George Bush received SaudiCrown Prince Abdullah at his ranch inCrawford, Texas. At that meeting, Bushstated his hopes that our efforts canhelp return us to the path of peace.
In less than sixty days, Bush deliv-ered a speech in the White House RoseGarden that set forth his vision fortwo states, living side by side in peaceand security. He announced that theUnited States and the European Unionplanned to work with the Arab statesand Palestinian leaders to implementchanges.
On August 1, Jordans King Abdul-lah came to Washington and met withPresident Bush. Coincidentally, the
president met the same day with Shi-mon Peres, Foreign Minister of Israel.
American policy has since reected asignicant shift in favor of the Palestin-ian state.
On September 17, 2002, at the annu-al UN General Assembly, members ofthe diplomatic Quartet on the MiddleEast outlined a three-phase roadmapto achieving two states, living side byside in peace and security the exact
words Bush used almost ve monthsearlier. Javier Solana represented theEU, Colin Powell the US, Ko Annanthe UN, and Igor Ivanov the RussianFederation.
On April 30, 2003, almost one yearexactly after the King of Jordan andthe Crown Prince of Saudi met withPresident Bush, the U.S. Departmentof State ofcially published the Road-map.

TO CHAMPION THIS CAUSE?
King Abdullah could have had severalmotives, not the least of which wastwo million Palestinian refugees that his
relatively small state has been forced tosupport over the past fty years. Jordanhas absorbed more Palestinian refugeesthan any other locale except Gaza. Healso faces enormous pressure from his
Arabic and Islamic brothers to pleadthe Palestinian cause to the West, due inlarge part to the high favor he enjoys inthe Western world.
At this writing, Israel and the Pales-tinian Authority are being coerced intocompliance to the Roadmap by thefour major powers in the Quartet: theUnited Nations, the United States, theEuropean Union, and Russia.
In a nutshell, the Roadmap is a strat-egy to dene the borders of Israel,resolve the right of return for Pales-tinians, settle the Jerusalem issue, anddetermine who will control the TempleMount. If the Roadmap is fully imple-mented, Israel will have given awaymore territory than anyone in the Westever expected. While many considerthis to be one of the absolute prerequi-
sites to peace in the region, all Jews andChristians are aware that Israel will havegiven away almost half of the PromisedLand. That is an ominous prospect. Ifand when such a settlement occurs, the
world will have to contend with GodAlmightys displeasure over the matter.Israels head has never been on such achopping block as this one. Its implica-tions are vast.

The PNC proposed a constitution
in October of 1948, but it was never
approved, and Palestinian political
identity was mostly lost. In 1952,
Jordan put forward a constitution for
the West Bank. In 1955 and again in
1962, Egypt attempted to put forth
constitutional documents for the
Gaza Strip. Although neither consti-
tution was ratied, Jordan held de
facto rule over the West Bank, and
Egypt controlled Gaza.
A 422-member PNC parliamentmet in 1964, adopting a national
charter, which denied Israels right
to exist. The Palestine Liberation
Organization (PLO) was formed that
year. There was no formal Palestin-
ian identity until 1988 when the Pal-
estinian National Council declared
independence, pledging to form a
democratic government and draft
a constitution. Little progress was
made until Israel and the Palestine
Liberation Organization entered
into the Oslo agreement, signed by
Yitzak Rabin and Yasser Arafat with
U.S. President Bill Clinton on Sep-
tember 13, 1993. The Oslo Accords
eventually failed. Clinton tried again
with the Wye River Accords signed
by Benjamin Netanyahu and Yasser
Arafat. This also collapsed when Ariel
Sharon visited the Temple Mount in
September, 2000, sparking another
round of intifada.
Clinton took another major initia-
tive at a summit with Ehud Barakand Yasser Arafat at Camp David in
2000. Despite numerous conces-
sions offered by Israel, Arafat walked
away and was perceived as the spoil-
er in those negotiations.
Since that time, the Quartet and
its Roadmap have taken precedence
over all other venues for negotiating
Middle East peace.
