My interest in research has recently focused on deployment of Intelligent Transportation Systems (ITS) technologies to enhance safety and efficiency of the transportation systems including the use of driving simulators. Transportation evacuation under hurricanes’ threats has gotten my attention in the last two years. I also conducted research in numerous transportation applications including electronic toll collection, work zone management and safety, red-light running characteristics, computer simulation of traffic flow and operations, transportation of hazardous materials and hazardous wastes including nuclear spent fuels, and regional freight transportation modeling.

ADMINISTRATIVE EXPERIENCE As the Associate Dean for Research in the College of Engineering and Computer Science The CECS is one of nine colleges at the University of Central Florida with an annual academic budget of $26 and an annual research expenditure of $22 million. The college enrolls 5,000 undergraduate students and more than 1,000 graduate students and occupies 200,000 square foot space spread over three buildings. There are more than 150 tenured or tenure track faculty members in the college. My daily duties in this position include:

• Coordinating and initiating research opportunities for faculty • Working with the graduate college on policies, procedures, and graduate studies affairs

for the college • Administering the hiring of faculty and staff • Approving memorandum of understanding with different international universities for

joint academic initiatives with UCF • Streamlining copyright and patent initiatives • Organizing new faculty orientations • Developing continuing education initiatives • Coordinating physical plan and property issues

As a Civil and Envitonmental Engineering Department Chair Administrative duties at UCF included the department accreditation by the ABET board, the accreditation by the Southern Accreditation of Colleges and Schools, the accreditation by the State University System, hiring faculty, management of an annual budget in excess of $ 4.0 million which includes salaries, operation, capital, and sponsored research, interacting with the CEE advisory board for the purpose of raising funds and reviewing the undergraduate and graduate curricula in both programs (Civil and Environmental engineering), and developing a department strategic plan. The department currently has twenty-two faculty, five staff members, and four Research Associates. The undergraduate enrollment amounts to 430 and the graduate enrollment is at 145 students. The following are highlights of major accomplishments during my administrative tenure at UCF:

Successfully completed two five-year terms as a chair including an extensive review process I have worked with the Florida Congressional Delegation in Washington to establish the Center for Advanced Transportation Systems Simulation (CATSS) at UCF. I currently serve as the center “Executive Director”. Established a Construction Engineering option within the Civil Engineering program, and a new faculty was hired in spring 1999 to lead this effort. The enrollment in this program has grown to become 30 students. Interacted with the Dean to complete plans for the second phase of the Engineering Building. The CEE Department is sharing this building with the Industrial Engineering Department. Secured a six-year accreditation period in 1991, and 1997. Completed ABET 2000 visit in fall 2003.

Assisted with SACS and SUS accreditation activities in 1994 Hired 14 new faculty tenure track members, two of which are African/Americans

of which one male and one female. One of those faculty members is a “Provost Professor” in Water Resources.

Worked with eleven CEE faculty members to successfully achieve tenure and

promotion to Associate Professor, and three promotions from the rank of Associate Professor to the rank of Professor

Completed a department strategic plan in 1991, updated this plan in early 1994,

and developed a new plan in 1998.

Hired six new staff members Interfaced with the Curriculum sub-committee of the CE advisory board to

evaluate both program curricula. Proposed changes were voted on by the faculty and included in the '94-'95 catalog.

Worked with the Dean of Engineering and the fund raising sub-committee of the

CE advisory board to establish the “Alex Alexander professorship” for Environmental restoration. This task was completed in October 1996. The level of endowment is $ 150,000.

Established and successfully completed an undergraduate scholarship “The

Yousef Yousef Scholarship” in July 1997 and the Paul Hartman Scholarship in 2002.

Worked with the CEE Faculty to increase the research funding in the CEE

Department to over $200,000 per faculty Managed student enrollment growth during the period 1993-1996 (from 420 to

650) Worked with the local consultant firms to establish student scholarships including

Greiner, ASCE, and FES scholarships Attempted to increase the department exposure locally and nationally by

developing a promotional videotape, the "Surveyor" newsletter, short courses and workshops, and Executive Conferences to attract international delegations, and an Internet web-site

Interacted with the executive officer and the CEE faculty to improve advisement

especially for the undergraduate program. The outcome is a significant increase in the size of the graduating class and improved retention.

Attracted an Executive Conference series on Motor Vehicle and the Environment

to UCF, which is sponsored by the International Road Federation Offered several workshops at UCF and encouraged other CEE faculty to develop

similar activities.

As the Executive Director of The Center for Advanced Transportation Systems Simulation The Center for Advanced Transportation Systems Simulation, known as CATSS, was created in 1998 as one of several “University Transportation Centers” (UTC) approved by congress under the TEA 21 transportation bill. The TEA 21 authorized the federal Department of Transportation to support CATSS to the tune of $1.6 million over the period 1998-2002. The Florida Department of Transportation signed a contract with UCF to provide CATSS with the Dollar-for-Dollar match dictated by the federal sponsor. The four-year funding from the federal source matched by non-federal sources amounted to a total of $4.0 Million. In 2002, a limited competition among the seventeen UTC centers was conducted and CATSS was selected to receive funding for years 5 and 6. The $1 Million funding per year matched by an equal amount resulted in another $4.0 Million of funding to bring the total CATSS funding level to date to $8.0 Million. The total internal and external funding that CATSS managed over its ten-year life is over $15 Million. The mission of CATSS is to educate the next generation of transportation engineers who will apply computer simulation, driving simulators, virtual reality, wireless communication and other advance technologies to enhance the planning, design, operation, management, and safety of transportation systems. It is envisioned that researchers in this center we will develop the capability to test/evaluate advanced transportation systems from the conceptual design to the feasibility and implementation stages using simulation and simulators, with human-in-the-loop when applicable. • Engineers Week Award of “Outstanding Public Agency of the year” for Central Florida, sponsored by FES, January, 2002

• Double external funding sources from federal, state, and industry sources • Expand the center’s faculty affiliates pool (20 faculty) to include disciplines from three

colleges and two centers • Hire a full time associate director for program development and office manager • Create an annual scholarship program to support undergraduate and graduate students • Establish two very successful partnerships with Orlando Orange County Expressway

Authority and the American Automobile Association • Two of CATSS faculty affiliates received the UCF Research of the Year Award • The Executive Director received the College of Engineering and Computer Science

“University Excellence in Professional Service” Award. • Became a member of the University Center for Intermodal Transportation Safety and

Security (UCITSS) funded by the Federal Transit Administration. UCITSS funded at the level of $7 million for year 1 and $3 million in year 2. CATSS share is $1.8 million.

• Expand the mission of the center to incorporate the FAA “Air Transportation Center of Excellence” for highway traffic noise and mobile source emissions

• Became a member of the National Center for Transportation Systems Productivity and Management (NCTSPM) of the UTC program under RITA’s support for AYs 2012 and 2013. Other members of the center include Georgia Tech (lead), FIU, and UAB. Total Funding for both years including non-federal match is close to $2.4 Million.

• Joined the Southeast Transportation Center (STC) headed by University of Tennessee as part of the UTC program for AYs 2013 and 2014.This UTC represents Region 4 of the UTC program. The theme of the center is transportation safety and level of funding reaching $300,000 per year.

• Became a member of Tier 1 UTC center headed by University of Iowa for AYs 2013 and 2014. The theme of the center is traffic simulation, operations, and safety. The anticipated funding including match amounts to $ 750,000.
