1. Principal consultant for the specialist studies for the Environmental Impact Assessments of proposed dune mining on the Eastern Shores of Lake St Lucia.

2. Overall responsibility as EIA project manager for all environmental aspects of Billiton’s TiGen mineral sand mining operations in Mozambique, to produce an EIA that meets international standards.

3. EIA project manager for the Corridor Sands mineral sand mining project in southern Mozambique, to produce four EIAs to World Bank standards for the project’s bankable feasibility study. EIAs produced for the mine site and smelter, the 400Kv power line, the 87km rail route and a bulk cargo facility at Matola Port. All these EIAs included the preparation of Environmental Management Plans.

4. EIA project manager for Tiomin Resources Inc (Toronto, Canada) for their Kwale mineral sands project in southern Kenya. Responsible for producing all six volumes of the EIA, regarded as the most comprehensive in Kenya to date.

5. EIA project manager for the EIA to support the rezoning of land to special purposes for the establishment of the Coega Industrial Development Zone (IDZ).

6. EIA project manager for the EIA to support the rezoning of land to special purposes for the establishment of the East London IDZ.

BIOGRAPHICAL SKETCH

I carried out postgraduate studies in education at the University of Natal (Pietermaritzburg) (UED) and in environmental science at the University of Cape Town (MSc). Subsequent to this, I was employed by the Transvaal Department of Nature Conservation for a year and then the Department of Environmental Affairs oceans and coasts division of government. During this period (1980 – 1990) I was responsible for promoting the adoption of integrated environmental management in the private and public sectors in the coastal zone of South Africa. My responsibilities included reviewing environmental evaluations and management programmes for all activities in marine and coastal areas of the country; developing environmental legislation and resource use policy; advising on the allocation of funds for natural research institute programmes, and on legal and administrative procedures for environmental conservation measures in the coastal zone. During this period I also successfully completed the course work component of a post graduate diploma in Marine Law at the University of Cape Town. After leaving government I was employed for six years as a senior environmental consultant at, and during 1994 and 1995 as co-manager of, the Environmental Evaluation Unit at the University of Cape Town. I made specialist contributions to and /or managed Environmental Evaluations and audits from the project to policy levels. Responsibilities also included contributing to the development of the Integrated Environmental Management procedure, and undertaking some teaching. Since 1996 I have been running an independent environmental consultancy called Sue Lane & Associates Environmental Services cc. and providing a range of professional services in environmental planning and management. My focus has been on marine and coastal environments, and also on fresh water systems. Work has been undertaken for private companies, governments and environmental and international agencies. The project consists of a tidal pool, and the upgrading or construction of ablution facilities, parking areas, a market area and lifeguard facilities at Port St Johns Second Beach. The primary goal of this development is to provide safe swimming facilities (offering protection from shark attacks and to reduce drownings), recreational amenities and a platform for social upliftment through tourism. The proposed project triggers listed activities contained in Government Notice R.983, R.984 and R.985 of the EIA Regulations and therefore requires a full Scoping and EIA process. The Eastern Cape Department of Economic Development, Environmental Affairs and Tourism (DEDEAT) is the decision-making authority.
