Cycling Victoria // Annual Report 2013 - 20142
2014 has been an exciting year for cycling
Cycling Victoria has seen a number of great highlights including:
�Victorian Male Athlete of the Year awarded to Simon Gerrans
�Victorian Masters Athlete of the Year awarded to Jess Laws
�The Melbourne Cup on Wheels was awarded UCI Category 1 status which will also be awarded to the Austral Wheelrace this year
�An expanded Summer of Cycling will see the new Cadel Evans Road Race as part of the UCI Calendar
�The launch of the new Victorian Interschools Cycling Series
�Victoria being the home of three current world champions and over 40 national champions

RECREATION � Recreation is a work-in-progress
for CV. It remains a profitable part of CV’s business but has not, to date, realised the grow-ing market potential. The 2013 Cycling Participation Survey found that 16% of Victorians (say, 877,000 people) ride a bike in any given week and 2 million residents ride at least once a year (35% of residents). There is a huge gap between our end of September figure of 1,300 Silver Members and the above numbers.
� CV promoted the scheduled four Challenge Rides at Mt Mac-edon, Marysville, Whittlesea and Baw Baw during the year. There will be further development of recreation rides next year.
� CV initiated an upgrade of the CA recreation insurance offer and working with CA, MTBA and other states to develop a comprehensive and competitive recreation offer. This program will be launched in 2015.
� The “Leading Rider” program will be launched in November. This initiative is a safety and skills program designed to offer recreation riders a safer group riding environment. The rides will be “branded” and be a core part of CV’s recreation rider program.
� The Breeze program, that pro-vides organised group rides for women, continues to be a great success offering 50+ group ride opportunities per month throughout the state to mostly women recreation riders.
� Club participation and support in the recreation segment is critical for successful implemen-tation of the recreation strategy.
SPORT � CV hosted 5 national champion-
ships in the last year; Madison, Omnium, Track Para-cycling, Masters Track and Masters Road.
� National Road Championships saw Felicity Wardlaw win ITT and Simon Gerrans win the Road Race.
� Simon Clarke won the Herald Sun Tour.
� Simon Gerrans won Leige-Bas-ton-Leige, the Tour Down Under and took sliver at the UCI World Road Championships.
� Victorian Cyclist of the Year for 2014 was Carol Cook; Road Female was Felicity Wardlaw; Road Male was Jack Haig; Track Woman was Caitlin Ward and Track Male was Alex Morgan.
� Lisa Jacobs retained her national Cyclocross title.
� Victoria also dominated at the National Para-cycling Champi-onships with 25 medals.
� The Victorian Junior Track team won the Ray Godkin award as top state. The team also set 3 new team national records in the process (JM17 Sprint & Pur-suit and JW17 Pursuit).
� Courtney Field was awarded Champion of Champions at the National Track Championships.
� Victoria was hugely success-ful at both the Road and Track Masters National Champion-ships with over 30 medallists at each event.
� Courtney Field, Braeden Dean and Jay Castles were medallists at the Junior World Track Cham-pionships.
� Carol Cooke and Alistair Dono-hue won gold medals at the Paracycling World Road Cham-pionships.
� CV hosted three NRS events in 2014; Tour of Goldfields, Tour of Murray and Tour of Great South Coast.
� 2 rounds of the National Cyclo-Cross Series were held in Victoria.
� Victorian Road Series going well and new event Tour of East Gippsland a success.
� CV will be running The Austral and Women and Men’s Madison Championships at Hisense on 20 December 2014. This will be the first time Hisense is used as a velodrome since World Track Champs in April 2012. The run-ning of this event at Hisense has been made possible with sup-port from MOPT, SRV and TAC sponsorship. It is also included in the “Summer of Cycling” pro-motion along with the Bay Crits, Road Nationals, Cadel Evans Road Race and Herald Sun Tour.

INTEGRATION OF CYCLING DISCIPLINES
� Last year, the President sug-gested CA would integrate the cycling disciplines in the next 12 months. The depth of CA’s fi-nancial troubles meant that the process has been delayed a year. ASC will be keen for the new CA board to implement integra-tion. MTBA was one of the loan contributors and is supportive of integration.
� BMXV continues to operate ef-fectively with support from CV including revamping the BMXV board structure to include two professional skill-based appoint-ments.
COMMERCIALISATION � CV has made some advances
with commercial outcomes dur-ing the year. Sponsorship has been achieved for the Breeze program and The Austral/ Aus-tralian Madison Championships at Hisense Arena on 20 Decem-ber 2014.
� Discussions are near completion with a well-known consumer brand entity that will represent a major step forward for CV in terms of sponsorship. The next 12 months should see further sponsorship inroads.
CV HISTORY & HERITAGE � The History & Heritage group
continues to work hard to pre-serve our cycling history. I wish to thank Stuart Campbell who served as Chair of the commit-tee for the last few years and resigned recently.
� There are now six oral history interviews available on the CV website. Additional interviews will be added over the next few years.
� Historical Results website should be launched prior to Christmas.
GOVERNANCE � Undoubtedly, the most sig-
nificant governance issue of the year related to CA. The CA commercial joint-venture wind up resulted in a funding shortfall of $2m. The ASC were prepared to loan CA $1.5m on the basis that the state bodies loaned CA $0.5m. After much deliberation, including with the other state bodies, the CV board resolved that members’ interests would be best preserved by CV sup-porting CA and therefore loaned CA $150,000. This loan is for a 5 year term.
� The board election marks the first year of moving the CV board to 6 elected members (2 per year) and up to 4 appointed board members. This initiative will bring the CV board in line with ASC governance policy.
� CV will be launching a Audit and Risk Management committee in the coming year.
MEMBERSHIP � Member numbers in the Gold
licence category and 3 Race Per-mit numbers are down on last year. It is about a 3% reduction for Gold and 40% for the 3 Race Permits. This is a concern to all. Recreation is up 4% on last year. At this stage an estimate of member numbers at end of cal-endar year will be about 7,000 compared with 7,219 last year.
� Women currently represent 18% of CV’s membership. This continues to grow as indicated by the fact that 53% of “new to CV members” last calendar year were women.

I wish to thank outgoing CV board member Harry Hart who chose not to seek to extend his current board term. Harry made a great contribution to the board and will, I hope, continue to play a significant role in the sport. John Fox resigned from the board early in the year. John was Chair of CRM and an enthusiastic and active board member. David Code resigned as an appointed Board Member during the year. David also contributed in a major way to the board in the role of Finance Director and sharing his significant sporting administration experiences.
I also thank current board members; Laurie Noonan, Monique Hanley, Lisa Byrne, David Tennant, Judy Barnsby, Matt Fletcher, Doug Armstrong, Heather Park, Harry Hart and David Grant for their support and hard work during the year.

FINANCECycling Victoria reported a small loss from its operations during the year, however a surplus overall profit for the financial year has been achieved. With detailed and considered financial budgeting and planning for the 2014-2015 year, we are confident the organisation will return to a surplus position for its operating activities.

The membership fee charged by CV (in addition to that charged by CA) was held constant for the year and as such revenue generated by membership was similar to the 2012-2013 year.
Understanding and embracing the financial responsibilities and accountabilities by each CV board member is an extremely high pri-ority of the board. During the past financial year, 5 board members (Laurie Noonan, Matt Fletcher, Doug Armstrong, Glen Pearsall and I) attended an abridged two day intensive Australian Institute of Directors Course (AICD) and much of the material and con-tent focused on improving the depth of understanding of board members of financial activities and obligations within Not For Profit Sporting Organisations. In addition, Matt Fletcher completed a similar course, Sport Leadership
A change in approach to the budgeting and planning to align the annual budgeting process has also been undertaken in the past year. This change better ensures CV is allocating members’ funds and government grants towards those agreed strategic objectives which, in turn, are prioritised based on members’ requirements.
Program conducted by Leader-ship Victoria and Judy Barnesby has almost completed the full AICD qualification. The objective of this education and training is to improve the understanding and the ability of the Board to meet its financial fiduciary duties and obligations.
A change in approach to the budgeting and planning to align the annual budgeting process has also been undertaken in the past year. This change better ensures CV is allocating members’ funds and government grants towards those agreed strategic objectives which, in turn, are prioritised based on members’ requirements.
To support the duties and obliga-tions of the board the following activities are undertaken:
� The Finance Director presents
the Profit and Loss Report and Balance Sheet to the Board at each monthly Board meeting.
� Prior to each board meeting, the Finance Director meets with the General Manager and Financial Controller to review and analyse the draft Profit and Loss Report and Balance Sheet prior to their finalisation for distribution to board members.
� At each board meeting the General Manager is required to confirm that to his knowledge CV is solvent ie has the funds available to meet all known financial obligations.
� The Association’s auditor meets annually with the Board to discuss his audit process, the Audited accounts, and his Audi-tor’s Report, and, to respond to questions from board members regarding the annual accounts.

The current key financial strategies of the CV board are to:
� Budget for, and achieve, surpluses each year � Increase cash reserves to $400k at the rate of $25k per annum
� Achieve surpluses and an increase in cash reserves whilst limiting membership fee increases
� Replace obsolete assets and purchase new assets to ensure highest standards of membership servicing
Key Financial Objectives of the CV board {
Drop between May and June due to:
� Significant increase in current liabilities from $250K in May to almost $500K in June
� Also significant increase in current assets from $801K in May to almost $950K in June
� Due to change in accounting for grants and movement of $120K to Unearned Income

ASSETS � Value of Total Assets increased $243,511 (28%) dur-
ing the financial year.
� Receivables increased from $62,078 to $146,587. Since the close of the financial year a significant proportion of these receivables have been col-lected.
� Cash held in the CV current account as at June 30 was $41,078 and cash reserves held in a term de-posit increased from $290,889 in 2013 to $748,130 as at 30 June 2014.
LIABILITIES � Payables increased (18%) to $99,588.
� Other Liabilities increased significantly (125%) to $396,477 primarily due to Grants Received in ad-vance of $373,112 from the Victorian Government.
� Tax and superannuation liabilities were minimal as at year end; $3,365.
� The total liabilities of CV increased 72% with the primary driver being the liability created due to the grant monies received in advance.
Profit and Loss ReportThe Net Surplus of $13,611 was less than the surplus of $86,165 budgeted for during the financial year.
INCOME � Income generated from Recreation events was less
than expected which was the primary driver of overall decreased income for the year. There is an increased focus on recreational cycling develop-ment along with a change to the approach to the recreational event offering intended to address this shortfall during 2014-2015.
� Overall Membership dropped slightly from 6116 as at 30 June, 2013 to 6023 as at 30 June 2014, result-ing in a correlating slight decrease in revenue from Membership.
� There is a significant increase in income gener-ated by Major Events which are now hosted by CV. Costs have been incurred to run these events; however, prudent planning and financial manage-ment has resulted in an overall surplus for CV in running these events.
� Income received by CV via Grants and Sponsor-ships continues to increase, enabling CV to invest in more programs and services for Victorian members.
� Overall income increased 2.5% to 1,429,588.
EXPENDITURE � Overall expenditure increased 5.2% ($46,517) with
the main driver of this increase coming from un-budgeted wages.
� For the current financial year, CV has budgeted for a surplus (after Depreciation) of $9,000. As mentioned earlier in this report, for the current financial year, this budget has been aligned to the strategic plan for CV to ensure we are allocation budgeted funds to the areas within the Strategic Plan.
� CV has entered into an agreement with the ASC and various other state cycling bodies to lend funds to Cycling Australia. The amount loaned by CV is $150,000 repayable in January 2019.
In closing, Lisa Byrne will like to acknowledge the support, guid-ance and assistance provided by Kipp Kaufmann and Peter Quibell in addition to the outgo-ing Finance Director, David Code. David stepped down from the CV board at the end of the 2013-2014 Financial Year.

OPERATIONSIt’s an exciting time for cycling in Victoria and this year has been another great year for the sport.
Cycling Victoria measuress performance based on the Strategic Plan which was launched in 2013. Our report will focus on achievements within these key areas.

MEMBERSHIPClubs: Our annual club survey showed over 85% of clubs were satisfied or very satisfied with the CV services. To help support clubs CV have developed a number of new support documents for clubs including – ‘Road, Track and Cyclo-Cross Organisers Guides’, Cycling Club Inclusion Guidelines and a number of resources that support clubs to operate more effectively.
Integration: We continue to work with BMX Victoria to support their operation. Additionally CV have continued to work with MTBA to support the rapid development of Cyclo-Cross in Victoria.
Facilities: CV have nearly com-pleted a state venues strategy which includes key priorities and resources to support the clas-sification of venues throughout Victoria.
Additionally we have completed an online event management portal which makes the applica-tion and management of events
standard throughout the state. We are also working closely with VicRoads and Victoria Police to ensure consistency in application of legislation and policies.
Events: The Victorian Road Series continued to be the largest racing series in Australia and continues to grow year on year. This year we have implemented higher standards and consistency across
the events . We are also excited to be the first state to implement equal prize money across all of our events.
A centralized database of both road (ITT and Road Race) and Track Handicaps has been developed to help the individual and club.
Membership: CA has recently launched a member benefits package which is available to all members as a new benefit.
Recognition: A year long project to digitize the CV results. These are expected to launch shortly. We have also launched a oral history series of podcasts thanks to the great work of Ken Mansell. Finally, in partnership with LIV we hosted the second International Women’s Day Awards with over 80 par-ticipants and many worthy award recipients.

PATHWAYSParticipation: Thanks to the sup-port from Health.com.au, Physi-ohealth and Specialized we have continued to develop the Breeze Rides program which has now seen over 2000 women participate in organised rides throughout Victoria.
Coaches and Officials: We are pleased to have increased our to-tal coaches by 8% and officials by 12% over the past twelve months.
Talent: Working closely with the Victorian Institute of Sport Cycling program CV have seen the pro-gram continue as a Level 1 sport. For the first time CV also support-ed a state team at the Para-Cycling National Championships on both the road and track.
Masters: For the first time CV have supported training opportu-nities on both the road and track for masters cyclist. We will contin-ue to develop and expand these opportunities into the future.
LEADERSHIP:Governance: The Board contin-ued to undertake an annual skills audit published with the election notice. The CV board also imple-mented a Risk and Audit Commit-tee.
Drug Free Sport: CV imple-mented the ‘No-Doping Declara-tion’ across the sport with over 250 signatures to the declaration including coaches, administrators and board members.
Sponsorships: CV have become partners with a number of new corporate supporters including Specialized, Quadlock, Health.com.au, Physiohealth, Croydon Cycleworks, Independent Racking Inspectors and Audits. We also continued our relationships with Sabaru, Cancer Council Victo-ria, Vigor Training and Winning Edge. We have also increased our
government funding to include support for the Access for All Abili-ties Program through Sport and Recreation Victoria.
Events: CV assumed the manage-ment and ownership of the Tour of the Great South Coast and Tour of the Murray this year. Addition-ally we have completed a 4 year agreement to return the Austral Wheelrace to Hisense Arena.
Marketing: The CV communica-tion channels continue to grow with over 10,000 twitter follow-ers, 10,000 facebook likes. CA and CV also launched a new website this year which experience some teething issues; however, these have been rectified.

MEMBERSHIPThe 2014 membership year has
seen a mixed bag of positives and negatives. Overall the membership
is expected to stay stagnant. However, there has been an overall
decrease in racing membership and increases in recreational
membership.

Our reviews have seen that most of this decrease has been a result of the price increases experienced over the past 3 years. In order to support the membership of our clubs CV has not increased mem-bership fees in 2013 or 2014. We have also introduced the Regional Elite and Regional Masters mem-berships; and a new low cost fam-ily recreational membership which provides a great new incentive for families to join clubs.
With over 1 million Victorian’s riding each week we believe that there is still enormous oppor-tunity for growth in short term membership and recreational memberships.
EXAMINING THE MEMBERSHIPWe have also been pleased to welcome two new clubs in 2014: Melbourne Cycling League and Bike Safe. Each of these clubs bring new and unique attrib-utes to CV and we look forward to working with them moving forward.

In order to support the membership of our clubs CV has not increased membership fees in 2013 or 2014. We have also introduced the Regional Elite and Regional Masters memberships.

COMMU NICATIONSIn November 2013 CA and all of the member
state launched new websites. These sites initially had a number of functional issues
related to new layout of results and events. These have been updated since this time
to make them more functional for our membership.
Additionally we have developed a results system to provide all cur-rent and historical results which is expected to launch in December.
With the growth in the event and advocacy space CV saw a dramatic increase in media coverage on radio, newspaper and television.
CV has seen great growth in the number of followers on all social media channels in 2014. Our com-munication channels continue to grow with nearly 40,000 website hits a month, 8000+ Facebook likes and 7000+ Twitter followers.

EVENTSIt has been an exciting year for events, with Cycling Victoria’s Events Department hosting a number of key events including:

CV saw a major increase in the total participation amongst rac-ing events in 2014 linked closely with the continuation of the Victorian Road Series, growth of Cyclo-Cross, Track events and NRS events.
RacingVictoria continues to be the crown jewel of Australian cycling racing and 2013 proved to be another great year for the state. Over 13,000 entries were received in State and National events in Victoria.
The Road calendar was under-pinned by the growing Victo-rian Road Series which has run 9 rounds in 2014 with the addition of the Tour of East Gippsland and the Warbuton Road Race.
Cyclo-Cross continues to grow throughout the state – 2014 saw the National Series round visit Victoria. Additionally, Sunbury Cy-cling Club have developed a new course at Essendon Fields and have been supporting the growth of the discipline.
2013 saw the continuation of the Winter Track League which pro-vided key racing during the winter months for track cyclists.

Recreational Events2013 saw the continuation of the Seight Challenge Series which in-cluded the Marysville Lake Moun-tain Challenge, Baw Baw Chal-lenge and Whittlesea Challenge. Overall participation was slightly lower then in previous years however the overall participation through recreational events is still a key part of the CV business.

DEVELOP MENT
SCHOOLSThe Development Team has continued to work with a large number of Victorian schools to de-liver programs, including Method-ist Ladies College, who are visited 2-6 times each term, and Ivanhoe Girls Grammar, who entered 70 students in the Fairfield VSCC. In February 2014 we worked with organisers of the Jayco Herald Sun Tour and the Amy Gillett Founda-tion to run safety sessions at 15 primary schools, and we also de-livered clinics in 20 schools in the lead up to Amy’s Gran Fondo.
CV provided AustCycle Teachers to train students participating in the Happiness Cycle, a Bicycle Net-work program that provides free bikes to school students.
The current focus is on delivery of pilot programs for CA’s KidRIDE, targeting ages 5-12. There are cur-rently five programs booked in for November / December, with the aim to conduct 10 school pro-grams in term 1 2015.
Overall the Development Team has engage with over 50 schools (including though the VSCC) and trained approximately 800 stu-dents in school visits.
VICTORIAN SCHOOLS CYCLING CHAMPIONSHIPSIn 2014 the VSCC continued to at-tract strong numbers to all events. For the first time ever, the state finals for all three disciplines were held over three days in Bendigo, with over 600 students competing across the three events.
The Road series featured 5 zone events and the state final. Num-bers at the two metro events were consistent at just above 200, while the Bendigo and Ballarat events attracted 140 participants to each. The only downside was the can-cellation of the Wangaratta zone due to low numbers – around 25 with just one day left to enter.

The implementation of the AAA project, with the support of Sport and Recreation Victoria, has seen some great advances for para-cycling, and cycling for people with a disability. With the introduction of the first Victorian Para-cycling ITT series, a number of previously unavailable racing opportunities have been offered to Victoria’s para-cyclists.

The BMX Series was consistent with 150 riders per event (100 at Warrnambool). The MTB Series continues to grow, with 160 at the first event and then 200 at the next three including the state final.
BREEZEThe Breeze program has contin-ued to grow steadily in 2014 with more leaders and more weekly rides. 15 new leaders have com-pleted training, taking the total list of qualified leaders to 60. This is important, as a few leaders have dropped off the radar, however through regular communication most leaders have stayed connect-ed. Participation in Breeze Rides has increased to 1,400 riders.
CV ran a Breeze forum in Febru-ary, attended by 30 people. The event gave leaders a chance to meet and connect, and received positive feedback. An end-of-year social event is scheduled for 29 November.
With three new sponsors on board: major sponsor health.com.au, Specialized and Physio Health, the program is gaining further exposure to new markets and new channels of communication. Overall the program is generating increased interest and continu-ing to provide a platform for the engagement of women in cycling.
ACCESS ALL ABILITIESThe implementation of the AAA project, with the support of Sport and Recreation Victoria, has seen some great advances for para-cy-cling, and cycling for people with a disability. developed Multi-Class racing pro-tocol, the series has been a great success with 14 riders taking part, and the profile of cycling in the disability community increased markedly.
With the support of some out-standing coaches, CV has begun to deliver programs in some of Melbourne’s specialist schools and community groups. A combina-tion of 4 and 10 week programs have been delivered, teaching participants the skills needed to ride independently. In early 2015 the National Junior Riding Pro-gram for specialist schools will be launched, and will be delivered to schools state-wide.
CV is also engaging with clubs to create more inclusive sporting environments, through online training, resources and advice. We look forward to even more growth in the AAA space in the future.
FAIR GO, SPORT!The VEOHRC funded Fair Go Sport! project has been success-fully developed and delivered, implementing policy changes and effecting culture shifts across the
sport. For the first time, CV was represented at the Victorian Pride March and Midsumma Festival, demonstrating our commitment to the inclusion of the GLBTIQ community, while increasing the profile of cycling.
A number of policy changes were also introduced as a result of the Fair Go Sport! project, across the areas of member protection, racing and diversity. A number of CV’s guiding documents including the Strategic Plan were amended and an Inclusion Charter was adopted to reflect our commit-ment to creating a safe, welcom-ing and inclusive sport.
COACH DEVELOPMENTIn 2013/14 Cycling Victoria ran 2 NCAS Road and Track Skills courses, 2 AustCycle courses and 2 level one coaching courses.
There were 20 new NCAS Road and Track Skills coaches, 18 new AustCycle Coaches and 32 up-skilled there NCAS Road and Track Skills qualifications and began their pathway to becoming level one coaches.

Elite & J19 National Champion-shipsThe Championships were hosted in Adelaide from the 29th Janu-ary – 1st February 2014. Victoria sent a team of 25 athletes, with 9 support staff.
The team completed the cham-pionships with a medal haul of 7 gold medals, 6 silver medals, and 6 bronze medals. Additionally Courtney Field was the recipient of the J19 Champion of Champi-ons jersey.

Athlete Development Program: Track Endurance & Sprint Squads
In partnership with the VIS, CV has been working to develop the next generation of track superstars.
Hilton Clarke has been coach-ing both a sprint and separate endurance squad. The VIS has increased the number of athletes it supports on scholarship and for the first time in a number of years has allowed J17 athletes into the program.

Athlete Development Program: Road
A thorough athlete development program (road) focused on a range of different areas including skills and technique. The program started with a five day camp com-mencing in Eildon, which led to the 2013 Canberra Junior Tour.
Following the camp, a number of weekend camps were hosted by CV focused on skill sets used for racing. These skill sets included:
� Hill climbing – A weekend at Woodend where the partici-pants learnt how to climb a hill and tactics to use the hill to their advantage in racing.
� Descending – A weekend at the one-in-twenty in Dandenong, participants learnt different techniques in descending and how to descend safely in a bunch.
� Time trialling – A weekend back at Woodend, participants learnt how to use the time trial ramp and different techniques for the turnaround point. They also learnt about team time trialling.
Each camp had an average of 24 participants, with camps be-ing hosted at a range of venues around the state.
CV ran 4 school holiday junior track programs during each of the schools breaks. The program consisted of 2 beginner programs aimed at anyone between the age of 6 and 12 who are look-ing to learn about track racing. 2 intermediate programs were also delivered aimed at junior riders wanting to improve their bike skills and learn more about racing.
Each holiday program averaged 55 participants.

The last 12 months has been an extremely busy
and rewarding period for BMX Victoria, with
the Australian National Championships and the
World Championships in New Zealand.

MEMBERSHIP GROWTHBMX Victoria membership con-tinued to grow in 2013 from 1,079 members to 1,243 members in 2014. This is an overall growth of 14.1%. BMX Victoria welcomes Mildura BMX Club in Victoria. The BMX Victoria state officiating director performed a track inspec-tion and delivered Level 2 Officials course. We look forward to sup-porting the growth of the club.
STATE EVENTSParticipation in the BMX Victoria Junior State Series has grown significantly. The 2013 State Titles was a great success with close to 1,000 entries. 2014 brought a “windfall” opportunity, the BMX Victoria Welcome to Victoria event. This event showcased BMX Victoria as a professional organisation to interstate riders, developed relationships with a sponsor which gave an additional revenue stream. BMX Victoria thanks all members that volunteered supporting the Welcome to Victoria event.
NATIONAL EVENTSThe National Championships had the same number of entries as the event at the Sleeman Centre in Brisbane, even though Queens-land has three times the number of members.
It was fantastic to see such high participation by BMX Victoria members. There were 352 riders from Victoria which represented 29% of the membership base; the highest number of riders and (by far) the highest percentage of all states/territories.
BMX Victoria members were very successful at the Nationals with 18 National Champions, nearly double the number of second place New South Wales. In total 89 National plates stay in Victoria. 2014 was the best year for our Dy-namite Teams; with several teams having all riders make the final. The inaugural Crackerjacks set a high bar with great results.

GOVERNANCE / STRATEGIC PLANVic Health has extended funding for a further 12 months to ensure the implementation of the objec-tives of the Strategic Plan.
OFFICIALSSeveral Level 2 Officials courses have been delivered by the BMX Victoria State Officiating Direc-tor both in Metro and Regional Victoria. Additionally, several of our members took part in Level 3 Officials courses at Shepparton.
We extend our congratulations to Paul Cockayne on becoming BMX Australia Official of the Year. This award recognises the contribution Paul has made to delivering com-petent Level 2 officials through presenting theory courses and mentoring trainees through prac-tical assessments.
COACHING / STATE TEAMSThe Coaching Review initiated before the last AGM resulted in a restructure of the State Teams alignment with the BMXA HPP. This provides clear pathways for development. Additionally, a regional coach has been imple-mented and BMXA has introduced as a program in Regional Institutes of Sport. Congratulations to Josh Callan on becoming BMX Australia Coach of the Year. This award recognises the contribution of Josh in implementing the State Team restructure and excellence in coaching delivery.
ADMINISTRATIONTo support our sports administra-tion BMX Victoria employed a new Manager, Shannon Ryan, looks after the Vichealth & Sport and Recreation Victoria (SRV) Programs along with other administrative tasks required to support the Board of BMX Victoria.
PARTICIPATIONTo add value to members, BMX Victoria is seeking to introduce a “Personal Best” initiative. The intent is riders can race against themselves to improve their times, recognition will be provided for achieving PB.
This initiative will be implemented by clubs providing regular time
trials (through MyLaps timing systems) on each straight. Access to personal data will be supported by a new database. BMX Victoria has brought in additional decod-ers and transponders to achieve this objective.
VICTORIAN SCHOOLS CYCLING CHAMPIONSHIPS (VSCC)Cycling Victoria in conjunction with BMX Victoria hosted the Vic-torian School Cycling Champion-ships. The events saw a record 400 entries with events hosted in Park Orchards BMX Club, Ballarat – Se-bastopol BMX Club, Warrnambool BMX Club and State Final will be hosted at the Bendigo BMX Club.
