Sri Lanka rupee weakens amid excess liquidity: Sri Lanka's rupee weakened below 127.00 to the US dollar inthe spot market Tuesday following a prolonged period of excess liquidity in money markets, dealers said
though authorities have begun to permanently sterilize some excess rupees. The spot US dollar was quoted
around 127.00/10 Tuesday though a state name was selling dollars to selected banks at around 126.95dealers said. Sri Lanka's Central Bank can intervene in forex markets without negative effects through

Lankan hotels energy and water conservation measures in stark contrast: he Switch-Asia Greening SriLanka Hotels Project has published the first of its research findings on energy and water usage amongst 78%
of registered tourist hotels in the country. Notable amongst the research reports findings was a significantly
higher adoption of energy conservation measures, in stark contrast to water conservation measures, whichhave seen a much lower adoption in comparison, according to Senior Environmental Engineer to the project,
Professor Niranjanie Ratnayake. She noted that lower adoption of water conservation measures was likely
due to the availability of water at a relatively low cost in most areas of the country, where energy costs
remain an issue for all industries. Initiated in November 2009, the European Union funded project was
initiated with a view to enhancing the environmental performance of Sri Lankan hotels through
improvements of energy, water and waste management systems. Green initiatives are gathering
momentum and we are finding that there is a stronger business case to be made for going green, both in
terms of cost saving and even more importantly to the tourism industry, marketing. This is the final year of
the project but we are looking at options to continue the project as it has grown to become a central point for
green initiatives in the tourist sector, Project Director Srilal Mithapala said. It is vital, particularly in light of
the huge developments taking place in tourism, now that we look after this pristine environment, if for noother reason, that we risk killing the goose that is laying the golden egg. The European Union is already
taking the lessons that we have learned and implementing similar programmes across the world and while
our funding reaches its end this year, we hope to continue this initiative on some level. The report is the first
of a series to be issued by the project which entered its final year last November, having exceeded its

Sri Lanka begins re-building Hamilton canal as tourist attraction: Sri Lanka has begun re-building a colonialera canal north of the capital Colombo as an eco-tourism attraction due to its access to nearby wetlands, the
island's economic development ministry said. A LKR600 mn project to rebuild the canal banks, clear silt andspruce up the surroundings had been inaugurated on Sunday February 17 by economic development
minister Basil Rajapaksa. The Canal in its present form had been completed in 1802 by the then British
Revenue and Commerce Agent Garvin Hamilton. The project covers 22 kilometers from Ma Oya to the
mouth of the Kelani River, which is part of a plan drawn by Sri Lanka's Moratuwa University to develop
tourism in the negambo. The Dutch improved upon it and is presently called the Dutch canal, linking Kelani
River with the Negombo lagoon to the east of Muturajawela. "The canal and its vicinity is of much
environmental importance since the area is home to different species of fish, birds and plants and rich in bio-
diversity, making it ideal for eco-tourism.," the economic development ministry said. "In view of this,
embankments will be built to protect the canal banks and either side of the waterway will be beautified.

Sweden Teaches Bank Crisis Prevention to Top Basel Rules: Sweden, home to Europes safest banks, saysthe key to avoiding the next financial crisis is to ignore calls for harmonized capital rules and apply individual
regulatory standards to match national risks. The Financial Supervisory Authority in Stockholm, which
requires Swedish lenders to adopt more rigorous capital rules than those set by the Basel Committee on
Banking Supervision, says industry demands to target uniform requirements dont take into account the
lessons of the most recent financial crisis. It would be silly, and negative, to have exactly the same rules in
all countries, FSA Director General Martin Andersson said in an interview. While we should have minimum
levels in all countries, different nations should be able to go above those minimum levels otherwise we delete
the experience we have made in the past few years that we sometimes have to do more to remove
imbalances in individual countries. Banks in Sweden, a AAA rated nation struggling to contain record
household debt face a different set of risks than their peers elsewhere in Europe. Rules guiding the industry
need to reflect that, Andersson said. Its a viewpoint that has won support from the financial regulator in the
UK, home to Europes biggest banking hub.

German Investor Confidence Rose More Than Forecast in February: German investor confidence jumpedmore than economists forecast in February to the highest in almost three years, adding to signs that
Europes largest economy is rebounding from its slump. The ZEW Center for European Economic Research in
Mannheim said its index of investor and analyst expectations, which aims to predict economic developments
six months in advance, climbed to 48.2 from 31.5 in January. Thats the highest since April 2010. Economistsforecast a gain to 35, according to the median of 38 estimates in a Bloomberg News survey. The Bundesbank
said yesterday it expects the German economy to return to growth in the current quarter as confidence
improves and the global economy gains strength. Gross domestic product fell 0.6% in the fourth quarter,

more than economists forecast, as exports declined and companies postponed investment amid Europes
sovereign debt crisis. Data from Germany continue to be good and the euros appreciation hasnt had a very
big effect yet, said Juergen Michels, chief euro-area economist at Citigroup Inc. in London. Data from the
rest of the region are rather mixed as underlying problems in private and public budgets persist. The
Bundesbank in December lowered its 2013 growth prediction for Germany to 0.4%. Thats still better than
the 0.3% contraction forecast by the European Central Bank for the euro region as a whole.

Sweden Averts Deflation in Sign Economy Weathers Euro Recession: Sweden escaped deflation and thejobless rate was unchanged in January, showing the biggest Nordic economy may be weathering the demand
slump in Europe, its main trade partner. Consumer prices were unchanged in the year after falling 0.1% the
previous month, Statistics Sweden said today. Economists estimated prices to remain unchanged, according
to a Bloomberg survey with 11 responses. Prices fell 0.8% on the month. Adjusted for mortgage costs, the
inflation rate was unchanged at an annual 1% and prices fell 0.7% on the month compared with an 0.3%
increase in the prior period. Swedens USD500 bn economy is vulnerable to the debt crisis in Europe where
countries are cutting spending to reduce debt. Its exports, which account for about half of its output, are
primarily sold in Europe. The unemployment rate, adjusted for seasonal variations, was unchanged at 8%
last month. Starting in January, Statistics Sweden has changed the way it calculates the jobless rate toimprove accuracy and assure compatibility over time, it said on Feb. 14. Swedens Central Bank last week
said it will keep its main lending rate at 1% for about a year to speed up inflation subdued by weak demand
for the countrys sales abroad. The Riksbank, after cutting rates in December for a fourth time in a year,
predicted underlying inflation will accelerate gradually to close to 2% by the middle of next year.

China Services Job Gains Key for Shift to Consumption: Seven years ago, Cheng Shuangping quit herassembly job at an electronics company in central China to move to Beijing to work as a waitress and a
clothing saleswoman before managing a foot-massage spa. The assembly work was boring and the pay was
meager, Cheng, 34, said in an interview at Oriental Foot Massage near the Olympics stadium. Now, she
earns about 6,000 yuan (USD960) a month, or four times her pay in her home city of Hefei, which has aboutone-third the capitals population. Services employment has climbed for four years, according to surveys by
HSBC Holdings Plc and Markit Economics, while official data show manufacturing jobs shrinking for the past
eight months. Creating more jobs like Chengs will be key to limiting unemployment and meeting the
Communist Partys goal of an economy driven more by consumer demand and less by exports and
investment. The country estimated its proportion of workers in services industries at 35.7% in 2011, less
than Japans level in 1955, according to International Monetary Fund data. Authorities should take
measures including liberalizing the financial sector and tackling monopolies in some key industries such as
telecom to boost services job creation and consumption, said Joy Yang, chief Greater China economist at
Mirae Asset Financial Group in Hong Kong, who formerly worked for the IMF. This should help economic
rebalancing but the process could be long.
