Pre-Investigation: Pop Quiz You’ve just arrived on the data scene and it

is clear you need your resources to solve this investigation. You heard there may have been some discrepancies in your sources, but you don’t know how many at this point, but you must find out soon.

You must take your initial assessment of the scene in order to find out what you don’t know and how to use what you do know to solve this case.

Using the Pop Quiz, begin to weed out facts from fiction.

How is the APR Organized?• Introduction• Calculations for GPRA & Efficiency

Measures• 6 Sections in HEP APR & CAMP APR (A-

F)• Part 1 of APR is the Instructions

• Includes Definitions of Terms• Includes Data Checks

• Part 2 of APR is the Actual Form• Includes Data Checks

• Part 3 of the APR is the GPRA 1 Documentation

7

How is the APR Organized? Introduction:

States the purpose of the program

Provides the legislation that authorizes OME to collect annual performance data

Page 8: Data Scene Investigation (DSI) on the Annual Performance Report (APR)

8

How is the APR Organized? GPRA 1 Measure & Calculation:

HEP National Target is 69% of the no. served

How would you know if you’ve met the national target?

Use one of the two alternatives to calculate GPRA 1 measure dependent upon if your project over-served or not Alternative a is for grantees who actually SERVE LESS

than the number funded to be served or SERVE EXACLY the total number funded to be served

Alternative b is for grantees who actually serve MORE than the number funded to be served

How is the APR Organized?GPRA 1 Calculation Example #1

Q1. Project Spy is funded to serve 60 students per year. They served 52 students during the 11-12 budget period. Out of the 52 students served, 45 students attained their GED and 4 of the students became persisters.

Formula for GPRA 1 Measure =no. of GED Attainers

no. funded minus total no. of persisters

A1. GPRA Measure 1: ___45___ 60-4 or 56

= 80%9

Page 10: Data Scene Investigation (DSI) on the Annual Performance Report (APR)

How is the APR Organized?GPRA 1 Calculation Example #2

Q2. Project Nark is funded to serve 75 students per year. They served 81 students during the 11-12 budget period. Out of the 81 students served, 67 students attained their GED and 1 of the students became a persister.

Formula for GPRA 1 Measure =no. of GED Attainers

no. served minus total no. of persisters

A2. GPRA Measure 1: ___67____ 81-1 or 80

= 84%10

Page 11: Data Scene Investigation (DSI) on the Annual Performance Report (APR)

11

How is the APR Organized? GPRA 2 Measure & Calculation: HEP National Target is 80% of GED Attainers Only one way to calculate GPRA 2

Formula for GPRA 2 Measure =

No. GED Attainers Placed No. GED Attainers

Page 12: Data Scene Investigation (DSI) on the Annual Performance Report (APR)

12

How is the APR Organized?GPRA 2 Calculation ExampleQ3. Project Nark had 67 students that

attained their GED. Out of those 67 students, 64 students were placed.

A3. GPRA 2 Measure: ___64____ = 96% 67

Page 13: Data Scene Investigation (DSI) on the Annual Performance Report (APR)

13

How is the APR Organized? Efficiency Measure

The efficiency ratio is calculated as, per budget period, the total budget amount awarded for that budget period divided by the number of GED attainers.

Formula:Amount Awarded in Current Budget Pd. = Efficiency RatioNo. GED Attainers

Example: $395,000 award = 5,895 per GED67 GED Attainers

How is the APR Organized? Three Parts to APR

1. Instructions – Includes the Six Sections (A-F), Definitions, & Data Checks

2. Reporting Form – Includes the Six Sections (A-F) & Data Checks

3. GPRA 1 Documentation Appendix

Solve the DSI Case DSI Case #1

Project X is accused of not having made substantial progress in the 2010-2011 budget year. It is your job to find & record the clues in their APR and determine if that is true or not.

Use your data sources to solve the case, i.e., determine a resolution, and recommend a sentence to the OME judge.

DSI Case #2
