Two alternatives to calculate GPRA 1 measure dependent upon if the project over-served or not Option a is for grantees who actually SERVE LESS

than the number funded to be served or SERVE EXACLY the total number funded to be served

Option b is for grantees who actually serve MORE than the number funded to be served
