Request for Quotation - RFQ
CRS Liberia and Sierra Leone are working together to implement a multi-country 6 months OFDA/HESCA Covid- 19 response intervention. The project is focus on 2 key activities, 1. Multi-Purpose Cash Transfer (to vulnerable families affected by the impacted of covid-19) and 2. WASH activities with focus on hand hygiene/handwashing.
I. We are considering quotations from two (2) vendors to Supply 270 sets of Hand Washing Stations in Small, Medium and Large sizes for Our HESCA Project please refer to Annex 1 for CRS’s technical specifications, delivery, and quantity requirements. All bidders should submit their offer(s) using Annex 2 at the end of this document. Bidders shall complete Annex 3 “quotation submission form” when responding to this RFQ.
II. III. Quotation’s due date and submission manner
All quotations must be received by email address stated below no later than:

IV. Clarification of Solicitation Documents:
Suppliers/vendors requiring any clarification on the Request for quotation or a pre-bid conference may notify CRS in writing. The response will be made in writing to any request for clarification of the RFQ that it receives earlier than one week prior to the Deadline for the Submission of Quote. Written copies of CRS’s response (including an explanation of the query but without identifying the source of inquiry) will be published in the same manner as the present tender. Clarification may be sought in writing to:

Instructions to bidding Suppliers:
1) Language for RFQ Responses: English
2) All prices should be quoted in: US Dollars

3) The offers shall be complete in all aspects, signed, stamped and dated clearly.
4) Suppliers should attach either one of following documents
a) Registration of Business Certificate
b) Tax Clearance
5) Quotations will be rejected under following:
a) Submitted in improperly sealed envelopes or previously opened. (as required)
b) Unsolicited
c) Incomplete in aspects
d) Do not meet the required specifications
e) Request for quotes received after closing date.
6) Payment terms: CRS request payment terms of net 30 days
The payment will be made upon verification that the goods/ works are received as per specifications
and Acceptance report/certificate issued by the Purchaser.
7) Catholic Relief Services’ Terms and Conditions:
Catholic Relief Services’ Standard Terms and Conditions can be found at http://crs.org/vendor-
terms/vendor-terms.pdf, or obtained from CRS upon request, and are binding as applicable under local
law.
8) Termination:
Either party may terminate this contract for cause, in whole or part upon twenty (20) days’ notice, in
writing to the other party.
9) Quote Validity Period:
Quotation should remain valid and upon acceptance for a period of at least ninety (90) days from the
closing date of Friday August 28, 2020 indicated above for receipt of quotation. Indicate in your
quotation that it will remain valid for this period.
10) No Bid Response:
In the case of inability to quote, a “No Bid” letter or email should be addressed to Office of CRS
Liberia Note: this requirement does not apply to open/public tenders, but to restricted tenders.
11) Evaluation criteria:

Quotations shall be evaluated to determine the lowest priced (best value) most technically
acceptable offer that meets CRS’s delivery schedule requirements:
a. Compliance with specifications/technical requirements
b. Capacity to supply the item/service when required
c. Quality of the item quoted
d. Estimated time of delivery/effectiveness
e. Lowest price offered
f. Warranty offered
g. Discounts offered
h. Past performance (if information is available)
12) Purchaser’s Right to Vary Requirements at Time of Award:
CRS reserves the right at the time of making the award of contract to increase or decrease by up to 20
% the quantity of goods specified in the Request for Quotation without any change in unit price or
other terms and conditions.
13) Eligibility: Offerors must not be associated or have been associated in the past directly or indirectly
with a firm or any of its affiliates which have been engaged by CRS to provide services for the
preparation of the design, specifications and other documents to be used for the procurement of the
goods under this request for quotation.
Offerors shall not be eligible to submit an offer and to be awarded a contract when, at the time of
quotation submission:
Offerors are already suspended by CRS or by United Nations, the World Bank or other
public international entities
Offerors name are associated with terrorism and appear in the list that the European
Union, the U.S. Government and the United Nations Security Council have published
identifying individuals and organizations considered to be associated with terrorism.
Furthermore, as a condition to doing business with CRS, it is necessary that the supplier, their
subsidiaries, agents, intermediaries and principals cooperate with the CRS or its agent in the conduct
of evaluation, review, audit, inspection, assurance validation, counter-fraud activities, investigations or
other action.
Failure to fully cooperate with investigations will be considered sufficient grounds to allow CRS to
repudiate and terminate the contract, and to include the supplier on CRS list of suspended suppliers.

The following document forms part of this RFQ and must be completed and returned with your offer
Quotations must be made in accordance with the instructions contained in this request.
Quotation must be completed in English, signed and returned to CRS prior the indicated closing date/time.
14) Payment terms offered by bidder: CRS request payment terms of net 30 days
The payment will be made upon verification that the goods/ works are received as per specifications and Acceptance report/certificate issued by the Purchaser
CRS Terms and conditions for goods/services will apply to any resulting purchase order/Contract. A copy of CRS Terms and conditions for goods/services are provided in clause 7, above.
The undersigned having read the Terms and conditions for goods/services of quotation Number CRS- HESCA/7/01 set out in the attached document, thereby offers to supply the goods/services specified in this RFQ at the price or at the prices quoted in accordance with any specifications stated and subject to the Terms and conditions for goods/services set out or specified in the document
I, the undersigned, declare that: A) Our firm and our personnel have no conflict of interest in any activity that would put it if selected for
this assignment in a conflict of interest with CRS B) Our firm confirms that the offeror or sub-contractors have not been associated, or had been involved
in any way, directly or indirectly with the preparation of the design, terms of reference and/or other documents used as part of this solicitation
C) Our firm, its affiliates or subsidiaries – including any sub-contractors or suppliers for any part of the contract – has not been declared ineligible by CRS in accordance with clause 13 – Eligibility
D) We have not offered and will not offer gifts and/or favors of kind in exchange for this RFQ and will not engage in any such activity during the performance of any contract awarded

Annex 4: Manufacturer’s authorization form

We hereby extend our full guarantee and warranty as per XXXX of the General Conditions of Contract for the goods offered for supply by the above firm against this Request for Quotation.

Note: This letter of authority should be on the letter head of the Manufacturer and should be signed by a person competent and having the power of attorney to bind the Manufacturer. It should be included by the offeror in its quotation.
