Programme Announcement

The International Institute for Journalism (IIJ) of GIZ – Deutsche Gesellschaft für Internationale Entwicklung, announces a two-week training course in Jakarta, Indonesia, for journalists from print and online media based in member countries of the Association of Southeast Asian Nations (ASEAN) and Timor Leste. Following the training course the group will attend the 18th ASEAN Summit in Jakarta.

The IIJ programme will be conducted in cooperation with the ASEAN Secretariat and is part of a capacity building project that aims at strengthening the process of regional integration and the role of the ASEAN Secretariat as a coordinating institution to help facilitate effective decision-making within and amongst ASEAN bodies. The programme is sponsored by the Federal Foreign Office on behalf of the Government of the Federal Republic of Germany.

ASEAN and the Media

Regional cooperation and integration is seen as an important tool to foster peace, stability and economic prosperity. ASEAN was founded as early as 1967 first and foremost as an association of states actively engaged in nation building. Since nation building was often vulnerable to foreign intervention, the governing elite wanted to have guarantees to conduct their policies in the knowledge that neighbours would refrain from interfering in their domestic affairs. In other words, members have been committed to the principle of non-interference, non-use of force and non-confrontation. The aims of ASEAN as stated in its Charta include the acceleration of economic growth, social progress, cultural development among its members, and the promotion of regional peace. Today ASEAN is regarded as one of the major regional bodies in Asia. Still it is an organisation basically driven by the elite rather than by the majority of the people living in the member countries. Therefore, journalists carry the important task of informing the public on this organisation in a professional manner.

Programme Objective

The programme aims at enhancing journalists‘ understanding of the concept of economic and political regional integration in general and of the history, institutions and policies of ASEAN in particular and thus improving the quality of reporting on ASEAN matters within the region. In addition, the programme enables the exchange of journalists from various ASEAN member States and Timor Leste and gives the opportunity for regional and national networking. It lays the foundation for a further component of an IIJ alumni programme focusing on issues of regional integration.

Programme Outline

The programme will be divided into two parts. The first week of the course will be devoted to an introduction to the history, the institutions and the policies of ASEAN. The teaching methods used will be mainly lectures, discussions and group work aiming to identify topics needed to be covered within the ASEAN context.

The second week will be devoted to improve the participants’ jour-nalistic skills. Based upon previous discussions about newsworthy events, the participants will choose relevant topics, prepare and conduct interviews with representatives of and local experts on ASEAN, write stories out of these interviews and have these stories reviewed.

Covering the 18th ASEAN Summit

Following the training course the group will attend the 18th ASEAN Summit in Jakarta. The journalists get the possibility to cover the ASEAN Summit and to implement their newly acquired knowledge.

Certificates

Participants will be awarded a certificate of attendance at the end of the course.

Admission Requirements

The programme is open to journalists from newspapers, magazines, online publications and news agencies. Applicants are expected to: – have a minimum of four years of professional experience and a

strong interest in ASEAN– be proficient in English (the course and all exercises will be

conducted in English) – obtain visas and other relevant documents which may be

required before travelling to Indonesia

Women journalists are particularly encouraged to apply.

Applications should be submitted through the German Embassy in the resident country of the applicant.

Application deadline for the training course is:

March 15, 2011The decision about admission to the course will be taken by the International Institute for Journalism of GIZ in Berlin.

Travel and Accommodation

Employers of successful candidates are requested to take over or contribute to the international travel costs to and from Jakarta. If the employing agency is not able to contribute, GIZ is – upon request by the employing agency – in a position to provide return tickets to Jakarta from the nearest international airport in the respective home country, unless otherwise stipulated in the bilateral agreement between the Federal Republic of Germany and the home country of the proposed participant. Other expenses in the respective home country for travelling abroad will not be

covered by GIZ. Participants will be expected to arrive in Jakarta/Indonesia on the day before the course starts and to leave on the day after the course has ended. If international flight tickets are provided, GIZ will make excursion fare reservations according to the regulations of IATA-airlines. A change of such reservations may imply extra costs, which will not be covered by GIZ.

Accommodation costs as well as daily allowances to cover meals will be borne, within the limits of pertinent regulations, by the IIJ of GIZ.

The International Institute for Journalism (IIJ) of GIZ – Deutsche Gesellschaft für Internationale Zusammenarbeit was founded in 1962. It seeks to enhance the professional performance of print and online media as well as journalism training centres in develop-ing countries and countries in transition.

The IIJ capacity building programme utilises various instruments for organisational and human resource development, including advanced training, dialogue, networking activities as well as advi-sory services for media houses and media schools. The programme focuses on political and conflict sensitive reporting, economics and business journalism, environmental reporting as well as on multimedia journalism and media management.

The aim of the IIJ programme is to strengthen the freedom of expression in partner countries of German development coopera-tion and to thus improve the conditions for democratisation and economic and social development. In this capacity, the IIJ repre-sents a key pillar in the media development work of the Federal Government of Germany and in particular of the Federal ministry for Economic Cooperation and Development (BmZ).

The IIJ programme is implemented both in Germany and in the partner countries where the IIJ cooperates with regional journal-ism training institutions. A high proportion of the IIJ alumni hold senior positions in the media industry throughout the world.
