To address the M&E challenges, development partners have agreed with countries on …

- One common definition - agreed to by everyone - of what needs to be in a national multisectoral HIV M&E system and when is such a system functional (so that we all know and agree when the national HIV M&E system is successful)

- One assessment tool with which to assess the status of the M&E system (so that we know which parts are weak, and how to support them)

- One national costed HIV M&E work plan to which government and all partners contribute (so that we all work together to make the weak parts of the system strong)

1. What is TOMSHA?• TOMSHA is the Government’s approved system for

collecting and reporting data about some HIV servicesdelivered and money spent– Mandatory system– Minimum requirement for all organisations, regions and districts to

comply with– ONLY data about non-medical HIV services – From ALL organisations that implement non-medical HIV services (civil

society, private sector and MDAs)

• TOMSHA follows existing government mechanisms

• Managed by TACAIDS, District Councils, and Regional Secretariats

2. There are 3 parts to TOMSHA

• Part 1: Quarterly reporting on HIV services delivered using the TOMSHA form

• Part 2: Annual reporting on HIV money spent using the Annual Resource Tracking Form

• Part 3: Quarterly Supervision and Data auditing

3. How does TOMSHA data flow?

• All organisations need to record a minimum amount of HIV data, and tally(add it up) every 3 months

• All organisations submit ONE TOMSHA Form per district where they have worked

• Districts capture the data into an existing local government database

5. How does TOMSHA improve accountability for the HIV response?

• Organisations become accountable to government in terms of WHICH HIV services they deliver and HOW they have spent their money

• Districts and regions become accountable in terms of HOW they coordinate HIV service delivery

• TACAIDS becomes accountable in terms of whether the objectives of the NMSF are being met

• The Government becomes accountable to beneficiaries of HIV services, e.g. PLHIV

6. For TOMSHA to work……all organisations implementing non-medical HIV

services need to report…districts need to have an inventory of all organisations

providing HIV services…districts need to capture TOMSHA data into LGMD…districts need to report data back to HIV implementers

– through feedback workshops…TACAIDS, regions and districts need to do supervision…TACAIDS need to prepare reports on time… all stakeholders need to use TOMSHA data when

planning
