INTRODUCTION

As per PRADHAN MANTRI KRISHI SINCHAYEE YOJANA (PMKSY) operational Guidelines, District Irrigation Plans (DIPs) shall be cornerstone for planning and implementation of PMKSY. DIPs will identify the gaps in irrigation infrastructure after taking into consideration the District Agriculture Plans (DAPs) already prepared for Rashtriya Krishi Vikas Yojana (RKVY) vis-a-vis irrigation infrastructure currently available and resources that would be added during XII plan from other ongoing schemes (both State and Central), like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Rashtriya Krishi Vikas Yojana (RKVY), Rural Infrastructure Development Fund (RIDF), Member of Parliament Local Area Development (MPLAD) Scheme, Member of Legislative Assembly Local Area Development (MLALAD) Scheme, Local body funds etc. The gaps indentified under Strategic Research & Extension Plan (SREGP) will be made use in preparation of DIP. DIPs will present holistic irrigation development perspective of the district outlining medium to long term development plans integrating three components viz. water sources, distribution network and water use applications incorporating all usage of water like drinking & domestic use, irrigation and industry. Preparation of DIP will be taken up as joint exercise of all participating departments. DIP will form the compendium of all existing and proposed water resource network system in the District.

Recently a meeting at District level was taken by DM NANDED on 11.02.2016 wherein District Superintendent Agriculture Officer, NANDED have been nominated as the Nodal officer for DIP and various departments have been requested to provide the requisite information by 20.02.2016 to the Nodal officer. In absence of the required data, an attempt has been made with the data available on line on various central as well as state government website and mother information available with CWC. The scheme will ensure the completion of long pending irrigation projects on priority and launch the ‘Pradhan Mantri Krishi Sinchayee Yojana’ with the motto of ‘Har Khet ko Paani’. By harnessing rain water through ‘Jal Sanchay’ and ‘Jal Sinchan’, nuture water conservation and ground water recharge. Micro irrigation will be popularised to ensure ‘Per drop-More crop’. Creation of new water sources; repair, restoration and renovation of defunct water sources; construction of water harvesting structures, secondary & micro storage, groundwater development, enhancing potentials of traditional water bodies at village level will be taken on priority.

Objectivies : The broad objectives of PMKSY will be :-

a) Enhance the physical access of water on the farm and expand cultivable area under assured irrigation (Har Khet ko pani),

b) Integration of water source, distribution and its efficient use, to make best use of water through appropriate technologies and practices.

c) Improve on-farm water use efficiency to reduce wastage and increase availability both in duration and extent.

d) Enhance the adoption of precision – irrigation and other water saving technologies (More crop per drop)

CHAPTER – I GENERAL DESCRIPTION OF THE

NANDED DISTRICT

Location And Geographical Area :

Nanded district formed from part of former Hyderabad State (Nizam’s Rule), till 1948. It is one of the historical towns of the Marathwada Region. It is located in the Eastern part of Marathwada, between 18.150 to 19.550 North latitude and 77.070 to 78.150 East longitudes. It is located about 382.42 meters above the mean sea-level. It is bounded by Latur and Bidar district to South, Hingoli and Yavatmal district to the North, Parbhani district to West and Nizamabad, Adilabad District to East Side.

The total geographical area of Nanded district is 1049651 ha i.e. 7512.4 sq. km of the

total geographical area 241.4 sq.kms area is urban and 7271.00 sq. kms. area is rural, indicating the dominance of the rural sector (i.e.97%).

1.2 Demographic Profile :

Population : According to the Census of 2011, Nanded district has a total population of 33.76 lakh of which 17.37 lakhs are males while 16.39 lakhs are females. The sex ratio is 937 females per thousand of males as against the state average of 925 females. Out of this total population, 6.41 lakhs are from SC category and 2.85 lakhs are from ST category.

1.2.2 – Administrative Setup :

For administrative convenience, the district is divided into 16 Tahsils, Viz. – Nanded, Ardhapur, Mudkhed, Kandhar, Loha, Degloor, Naigaon, Mukhed, Dharmabad, Biloli, Kinwat, Mahoor, Bhokar, Hadgaon, H’Nager, Umri. There are eight revenue Sub-divisions, at Nanded, Degloor, Kinwat, Kandhar, Hadgaon, Bhokar, Dharmabad, Naigaon. The District Collector’s office is located in Nanded Town.

There are 16 Panchayat Samities in the district, at each tahsil level. The Zilla Parishad office, under the Panchayat Raj System is located in Nanded town. The Chief Executive Officer is the administrative Chief of the Zilla Parishad Administration. There are 1575 villages (2011); and by 31 March 2011, there were 1309 Gram panchayats in the district ( Table 1.2).

Total number of towns in the district are 17, of which Nanded town has ‘C’ category of municipal corporation while the remaining 12 towns have ‘C’ category of municipalities and 4 Nagar Panchayats.

1.3 – Biomass and livestock :

The Total number of livestock in the district is 18,38,825. The share of large animals (8,34,827), Small animals (6,58,566) and draft animals (3,46,132) is 45.40 percent, 35.81 per cent and 18.82 per cent, respectively. ( Table No. 1.3)

1.4 – Agro Ecology, Climate, Hydrology and Topography of the District:

Agro ecological situation prevailing in the district is a major consideration for studying the different farming systems being followed by farmers. This is important from the perspective of identification of different gaps, problems and issues with respect to different crops, enterprises and commodities for preparation of location specific strategies. Nanded district is divided into three prominent agro ecological situations on the basis of the soil types, rainfall, topography and irrigation. The description of each agro ecological situation, its coverage in different blocks and the representative villages selected for each agro ecological situation for formation of strategies on participatory management practices are given below. The characteristic features of the agro ecological situations are described below.

SR2. I – Scarcity Rainfall zone :

This situation is prevailing in Kandhar, Loha, Mukhed and parts of Degloor blocks of the district comprising 25.23 percent of the total area of district. Representative village identified for studying this situation is “Mangrul” in Loha block. Here the average rainfall in this situation is more than – 750 mm and the soils are sandy to sandy loam and at some places light medium black soils with undulating terrain. The important food grain crops grown are Kharif Jowar, cotton, soybean, Tur, Niger, Sesamum and Tur, Udid, Gram are the major crops.

MR3. II – Moderate Rainfall Zone :

This agro ecological situation is extended in Ardhapur, Nanded, Mudkhed, Biloli, Naigaon, Dharmabad, Umri, parts of Degloor, Bhokhar, Hadagaon and Himayatnager blocks of district covering 37.88 percent area of district. The representative village identified is “Bolegaon” in Degloor Tahsil. The average rainfall in this zone ranges from 750 – 897 mm. This zone covers major parts of the district comprising medium to deep black cotton soils on the bank of river side. Some parts of this zone characterizes undulating terrain having light and shallow soils. The crop production is good and Satisfactory. Major crops grown are kharif jawar, soybean, cotton, Tur, Udid, Wheat, Gram etc.

MR3. III – Moderately High Rainfall Zone : This agro ecological situation is found in Mahur, Kinwat parts of Hadgaon, Bhokar, Himaytnager Tahsils covering 36.88 percent area of district. The average rainfall in this situation is 950 to 1250 mm. The soils are deep and fertile having good water holding capacity. Wide range of crops is grown in Kharif and Rabi season. The major crops grown are Soybean, Cotton, Tur, Jowar, Wheat, Sugarcane, Udid and Gram. The representative village identified is “Niwgha” in taluka Hadgaon.

Geology and Hydrogeology:

Mainly two types of geological formations are found in the district with patches of local alluvium along the Manjara River. About two third portion of the district is covered by Deccan Trap formation of Upper cretaceous to Lower Eocene age and rest is occupied by Igneous rocks of Archean age and local alluvium of recent to sub-recent age. The succession of geological formation in the district is as follows.

Groundwater in Archean rocks:

These are the oldest rock formations are represented in the district by granites and

gneisses, with numerous small bands of banded hematite, quartzite and epidiorites.

These rocks have negligible primary porosity. However joints, fractures and fissures due to weathering and faulting of the formation develop secondary porosity. The thickness of weathering of these rocks in the district varies from place to place and ranges between 6 to 29m depths as observed in Deglur and Biloli tahsils. The joints and fracture porosity reduces with depth. Based on ground water exploration the ground water storage and circulation is usually limited to about 177m depth.

Deccan Traps:

Deccan Trap comprises of series of basaltic lava flows nearly horizontal in nature resting

on granite basement. Individual lava flows are separated by red, black, or green bole or intertrappean beds. Each flow comprises 40 to 70% massive basalt in the lower zones and 30 to 60% vesicular basalt in the upper zones and has a limited primary porosity. The water bearing capacity of vesicular basalts largely depends upon the size and percentage of vesicles, density and degree of interconnection. The vesicular basalt has moderate water bearing capacity, which is susceptible to weathering.

Massive basalts are hard and compact in nature and as such are basically devoid of any primary porosity and permeability. However the process of weathering and presence of joints, fractures and shearing have developed secondary porosity and permeability. These two types of flow govern the movement and distribution of groundwater in Deccan Traps.

It is observed that groundwater in Deccan Traps occurs under confined condition, however features like joints and fractures piercing through lava flows give rise to confined and semi confined conditions. Aquifer system in Deccan traps is multiple kind of Aquifer system.

Hydro geological data , collected in the district shows that the dug well tapping single

aquifer are capable to yield about 54.50 to 72.60KLPD . However it is observed that, the bore well of 150mm piercing two to three lava flows are also yielding about 36.30 to 54.50 KLPD. The higher yield of the bore well is attributed to the confined aquifers.

CLIMATE OF NANDED DISTRICT:

i) General Description: The climate of Nanded district is dry except during monsoon. The winter season starts from October and continues up to February, followed by summer, which lasts up to end of May. The monsoon starts from mid of June and prevails up to October. The mean annual minimum temperature of the district is 9.380 C and mean maximum temperature is 40.180 C.

ii) Rainfall : The average annual rainfall in the district is 955 mm. The rainfall in the district in general increases from the south-west towards the north-east. About 84 per cent of the annual rainfall is received during the south-west monsoon season, the rainiest month being July. The variation in the annual rainfall from year to year is large in the district i.e. 436.5 mm in 2014 and 1334.6 mm in 2005.

On an average there are about 50 rainy days in a year in the district. The heaviest rainfall

in 24 hours recorded at any station in the district was 160.30 mm on dated 06.06.2006 at Nanded

iii) Temperature : The cold weather commences towards the end of November when temperatures begin to decrease rapidly. December is generally the coldest month with the mean daily maximum temperature is about 34.710 C and the mean daily minimum is about 6.570 C. On some occasions the minimum temperature drops down to about 4 or 5 C. Rise in temperature starts from mid February and summer season lasts up to onset of south west monsoon. May is generally the hottest month with the mean daily maximum temperature at about 43.600 C and the mean daily minimum at about 10.710 C. The heat during summer is intense and, the maximum temperature sometimes goes up to about 450 C. With the onset of the south-west monsoon in the district early in June, there is appreciable drop in temperature. With the withdrawal of the monsoon early in October, there is a slight increase in day temperature. Nights however progressively become colder.

iv) Humidity : The air is very humid during the south-west monsoon season and mostly dry in the rest of the year. The dryest part of the year is the summer season when the afternoon relative humidifies are less than 25 per cent.

v) Cloudiness : In the south-west monsoon season, the sky is generally heavily clouded. During the rest of the year sky is mostly clear or lightly clouded. Increase in cloudiness in afternoon is observed during late summer.

vi) Winds : Winds are generally light with some increase in force during the latter half of the summer and in the south-west monsoon seasons. Winds blow mostly between south-west and north-west direction during the monsoon season. In the period from October to December, winds blow from directions between north-east and south-east. In the next four months directions of the winds are liable to variation. In May winds are mostly from directions between west and north.

vii) Special Weather Phenomena : Thunderstorms occur in the summer and monsoon months. Their incidence being higher during the monsoon season. Dust-raising winds occur during the summer season. Hail storms are observed o hit occasionally.

viii) Evaporation : Evaporation is one of the important hydro meteorological parameters. The average rate of evaporation of the district is 5.3 mm from Oct. to Feb. and 11.8 mm from March to May.

2.1 - Area Wise Cropwise Irrigation Status : Gross cultivated area is 840587 ha. Out of total geographical area under kharif crops is 707510 ha, out of which 67900 ha area is under irrigated and 639610 ha area is under rainfed cultivation. Similarly, area under rabi crops is 93124 ha, out of which irrigated and rainfed crops are grown on 30167 ha and 62957 ha, respectively. The summer rainfed and irrigated area sums up to 9397 ha. and area under horticultural crops is 11774 ha. (Table No. 2.1)

2.2 - Production and Productivity of Major Crops : In production and productivity of Major crops under crop sown area 98197 ha under cereals, 0 ha area under coarse cereals, 154363 ha area under pulses, oilseeds contributed 277403 ha area. 267937 ha area under fiber crops. In this 706425 ha area under rainfed crops and 320 kg/ha is productivity gain from rainfed crops. Rainfed cropping is the predominant cropping pattern with oilseeds (277403 ha), fibre crops (267937 ha) are majorly cultivated followed by pulses (154363 ha) and cereals (98197 ha) ( Table 2.2)

Taluka – wise average yield of crops when it is compared with average yield obtained in frontline demonstration, the yield gaps in percentage was very low. This is only because of poor management, which can be improved. It is possible to increase yield by improved management practices. Yield gaps are maximum in Kh. Jowar, Wheat, Tur, Udid and Cotton and comparatively minimum in soybean. i) There is need to increase the irrigated area, ii) watershed development work should also be completed as early as possible on all area iii) it is essential to improve the agricultural input supply services (Availability of inputs, Seed, Fertilizers, insecticides, growth regulators, Water, Electricity, Training to the Farmers, Research & Extension activities, Marketing, Transport, Storage, Processing etc.). Restoring soil health is considered as prerequisite. 2.3 - Irrigation Based Classification : In irrigation based classification of area, there is 252364 ha area under gross irrigated area and 134172 ha area under net irrigation. 22425 ha area is partially irrigated and 76442 ha area is totally rainfed or unirrigated area. In Nanded Block 48741 ha area is highest in gross irrigated area and 1388 ha. irrigated area is lowest in Mahur block. ( Table No. 2.3)

3.1 - Status of Water Avaliability : Water availability in Nanded district is 0.19406984 BCM The total water availability from different sources is 0.19406984 BCM. The irrigation from major projects has share of 63.45% (0.1231 BCM) followed by Minor irrigation from canals 0.04412364 BCM (22.74%). The ground water irrigation has potential of 0.0000672 BCM. Water availability in kharif 0.012566 BCM. An in Rabbi season have 0.127594 BCM water availability. Ground water availability available from open well, Deep tube well, Medium tube well and Shallow tube well sources in 3 seasons. The area comprises two main formations, the Peninsular granite complex and the

Deccan trap. The granites are seen to have decomposed from a few metres to 15 metres from ground surface. Water table varies from 2 to 15 metres. depending upon the extent of decomposition of the granites and underground solid rock barriers. The water table in Bhaisa area varies from 10 to 15 metres deep from surface. The Deccan Traps being massive and tine grained arc unsuitable for groundwater storage. It is through joints and fissures in them that the rain water finds its way down and also the groundwater storage is small being limited to available spaces along these joints.

The area presents undulating topography with uneven hills, plateau, gentle slopes and

valley planes. Physiographically, the district can be divided in to 2 major parts, the hilly region on the south west, North, North East and low lying area on the banks of the rivers Godavari, Manjra, Manyad, Penganga etc.

The Vishnupuri dam built on the Godavari river provides the water for drinking as

well as for irrigation purpose. The Limboti Dam constructed on Manyad river of the district provides good ground water potential, as well as water for irrigation and drinking for that locality. Recently built high level bandhar’s on Godavari river has increased ground water potential along both side of the Godavari river. North East and South Central Part of the district has poor ground water potential as it is prevailed by hills and undulating terrains.

3.3 - Status of Command Area : Total command area in Nanded is 2,01,038.21 ha. Out of which 1,50,660.79 area under developed command and 50,377.42 ha. area under Undeveloped command area. (Table No. 3.3)

4.1 – Domestic Water Demand : According population census, Nanded district population is 39,58,726 lakh, and growth rate of Nanded population is 16.70 % then, according to this rate population in 2015 is 38,19,872 lakh. And projected population in 2020 will 46,15,375 lakh. For this population, domestic water requirement up to 2020 is 1.3068357 BCM.
