NEW DELHI: The rise of Chinaand the need for global rebalan-cing have contributed to the cur-rent focus on the Indo-Pacific, aregion through which 90% ofIndia’s international trade trav-els, foreign secretary HarshShringla said on Tuesday.

Speaking at the think tankPolicy Exchange in London onthe theme “India’s vision of theIndo-Pacific”, Shringla outlinedNew Delhi’s plans to work withother countries across the regionto ensure a rules-based order,maritime security and stability.

“The Indo-Pacific ocean sys-tem carries an estimated 65% ofworld trade and contributes 60%of global GDP. Ninety per cent ofIndia’s international trade trav-els on its waters, he said, notingthat the shift in the economictrajectory from the Atlantic to

all states”. Shringla, who is inthe UK as part of a three-nationtour that also took him to Franceand Germany, focused on thegrowing cooperation betweenIndia and its neighbours as wellas countries such as the US, Aus-tralia and Japan across the Indo-Pacific, both to protect freedomof navigation and to boost trade.

“We have sought tostrengthen security and freedomof navigation in the Indo-Pacificby becoming a net security pro-vider – for instance in peace-keeping efforts or anti-piracyoperations in the Gulf of Aden,”he said. In the past six years,India has provided coastal sur-veillance radar systems to Mau-ritius, Seychelles, Sri Lanka, theMaldives, Myanmar and Bangla-desh, and all these countries aswell as Mozambique and Tanza-nia use Indian-made patrolboats, he said. Mobile defencetraining teams have been

deputed to 11 countries, fromVietnam to South Africa andMyanmar, and the Indian Navy’sInformation Fusion Centre forthe Indian Ocean Region hasenhanced maritime domainawareness among partners.

India has also developedcapacities for humanitarianassistance and disaster relief(HADR), and notable missions inthe Indo-Pacific included “Oper-ation Rahat” in Yemen in 2015,when India evacuated 6,710 peo-ple, including 1,947 citizens ofmore than 40 countries. Amidthe pandemic, India sent rapidresponse medical teams to coun-tries as far apart as Kuwait andthe Maldives, and maintainedfood supply lines for Gulfnations and smaller island statessuch as Seychelles and Comoros.

In a tacit reference to China’sBelt and Road Initiative, Shringlasaid India has promoted infra-structure, connectivity, eco-

nomic projects and supplychains while “prioritising theneeds of the host communityand the ethic of equity, environ-mental sustainability and socialviability”. Like Germany, Indiatoo believes in fair competition,avoiding over-indebtedness onthe part of recipient countriesand ensuring transparency andsustainability while developingconnectivity, he added.

For India, the Indo-Pacificstretches from the western coastof North America to the easternshores of Africa, and the coun-try’s strategy for the region wasspelt out by PM Narendra Modiin a speech in Singapore in 2018as the “SAGAR” or “security andgrowth for all in the region” doc-trine, Shringla said. Thisincludes securing supply chains,“no disproportionate depend-ence on a single country” andensuring prosperity for all stake-holder nations,” he said.

LONDON: Citing the December2018 judgement on the extradi-tion of businessman Vijay Mal-lya, the Westminster MagistratesCourt on Tuesday rejected objec-tions by diamantaire NiravModi’s defence team on admit-ting evidence submitted by theIndian government in the latter’sextradition case.

District judge Samuel Goozeesaid he was bound by the Mallyajudgement delivered by EmmaArbuthnot, who also dealt withthe issue of admissibility ofIndia’s evidence and decided toaccept them. He said he wouldadopt the “approach taken inMallya”. Nirav Modi’s lawyerClaire Montgomery, who alsoappeared for Mallya, raisedobjections on the admissibility ofwitness statements made undersection 161 of the IPC, amongothers. She also referred toremarks on the admissibilityissue by legal expert Martin Lau,who was a witness presented by

Modi’s team. Modi, who is lodged in the

Wandsworth jail, is the subjectof two extradition requests; oneprocessed by CBI and the otherby the Enforcement Directorate.

Charges against Modi involvea Mumbai branch of the PunjabNational Bank (PNB) thatextended his companies loansworth over ₹11,300 crore. TheCBI case relates to large-scalefraud upon PNB, through thefraudulent obtaining of Lettersof Understanding (LOUs/loanagreements); the ED case relatesto the laundering of the proceedsof that fraud.

The second extraditionrequest was made on the basis oftwo additional offences as part ofthe CBI case, relating to allega-tions that Modi interfered withthe CBI investigation by “causingdisappearance of evidence” andintimidating witnesses (”crimi-nal intimidation to causedeath”). Further hearings arescheduled in early Decemberand on January 7, 8 for final sub-missions.

NEW DELHI: Indian Army chiefGeneral Manoj Mukund Nara-vane will head for Kathmanduon Wednesday on a three-dayvisit that is expected tosmoothen bilateral ties withNepal after a bitter border row,especially by building on thetraditionally strong militaryrelationship between the twocountries, officials familiar withdevelopments said on Tuesday.

Naravane will be in Nepalduring November 4-6, when hewill meet his Nepalese counter-part General Purna ChandraThapa and top civilian leaders.Nepal’s President Vidya DeviBhandari will confer the honor-ary rank of general of the NepaliArmy to Naravane at an investi-ture ceremony on November 6,the officials said.

Bilateral ties were hit in Mayafter defence minister RajnathSingh inaugurated a key borderroad to Lipulekh region, which

is claimed by Nepal. Kath-mandu responded by issuing anew map that showed Kalapani,Lipulekh and Limpiyadhura, allcontrolled by India, as part ofNepalese territory, exacerbatingthe row. Naravane’s visit isexpected to lay the ground workfor much anticipated talksbetween the two sides on theborder issue, the officials said.

“I am delighted to be visitingNepal and to meet my counter-part General Purna ChandraThapa. I am sure that this visit

will go a long way in strength-ening the bonds and friendshipsthat the two armies cherish,”Naravane said on the eve of hisNepal visit.

He said he would be callingon the Nepali PM and it was agreat honour for him to be con-ferred with the honorary rankof general of the Nepali Army byPresident Bhandari. Naravane’svisit comes days after Researchand Analysis Wing (RAW) chiefSamant Kumar Goel made alow-key visit to Kathmandu dur-ing which he met Prime Minis-ter KP Sharma Oli.

The spokesperson of theIndian embassy in Kathmandu,Naveen Kumar, said on Tuesdaythat the army chief’s visit woulddeepen the long-standing andcustomary bonds of friendshipbetween the two armies. “Hisvisit will provide an opportunityfor both sides to discuss thebilateral defence partnershipand explore avenues to furtherstrengthen it for mutual bene-fit,” the Indian embassy in Kath-mandu tweeted.
