Homeownership is important formost Americans. During 2000, theU.S. homeownership rate reached67.7%, the highest rate ever. Ahome is a financial asset and more:it’s a place to live and raise children;it’s a plan for the future; it’s aninvestment in your community.

Knowledge is said to open doors.This is literally true when it comesto buying a home. To become afirst-time homebuyer, you need toknow where and how to begin thehome buying process. The followingquestions and answers have beencarefully selected to give you a foun-dation of basic knowledge. Here area few key issues or questions toconsider when buying or building ahome.

1. How does purchasing a homecompare with renting? The two don’t really compare at all.The one advantage of renting isbeing generally free of most mainte-nance responsibilities. But by rent-ing, you lose the chance to buildequity, take advantage of tax bene-fits, and protect yourself against rentincreases. Also, you may not be freeto decorate without permission andmay be at the mercy of the landlordfor housing.

Owning a home has many benefits.When you make a mortgage pay-ment, you are building equity. Andthat’s an investment. Owning ahome also qualifies you for taxbreaks that assist you in dealingwith your new financial responsibili-ties- like insurance, real estate taxes,and upkeep- which can be substan-tial. But given the freedom, stability,and security of owning your ownhome, they are worth it.

2. How does the lender decide themaximum loan amount that I canafford? The lender considers your debt-to-income ratio, which is a comparisonof your gross (pre-tax) income tohousing and non-housing expenses.Non-housing expenses include suchlong-term debts as car or studentloan payments, alimony, or child

support. According to the FHA,monthly mortgage payments shouldbe no more than 29% of grossincome, while the mortgage pay-ment, combined with non-housingexpenses, 4 should total no morethan 41% of income. The lender alsoconsiders cash available for downpayment and closing costs, credithistory, etc. when determining yourmaximum loan amount.

3. How can I determine my housingneeds before I begin the search?Your home should fit way you live,with spaces and features that appealto the whole family. Before youbegin looking at homes, make a listof your priorities - things like loca-tion and size. Should the house beclose to certain schools? your job?to public transportation? How largeshould the house be? What type oflot do you prefer? What kinds ofamenities are you looking for?Establish a set of minimum require-ments and a ‘wish list.” Minimumrequirements are things that a housemust have for you to consider it,while a “wish list” covers things thatyou’d like to have but aren’t essen-tial.

4. What should I look for whendeciding on a community?Select a community/location that willallow you to best live your daily life.Many people choose communitiesbased on schools. Do you wantaccess to shopping and publictransportation? Is access to localfacilities like libraries and museumsimportant to you? Or do you preferthe peace and quiet of a rural com-munity? When you find places thatyou like, talk to people that livethere. They know the most about thearea and will be your future neigh-bors. More than anything, you wanta neighborhood where you feel com-fortable in.

5. How can I find out about localschools?You can get information aboutschool systems by contacting thecity or county school board or thelocal schools. Your real estate agentmay also be knowledgeable aboutschools in the area.

6. How can I find out about com-munity resources?Contact the local chamber of com-merce for promotional literature ortalk to your real estate agent aboutwelcome kits, maps, and other infor-mation. You may also want to visitthe local library. It can be an excel-lent source for information on localevents and resources, and the librar-ians will probably be able to answermany of the questions you have.

7. How can I find out how muchhomes are selling for in specificcommunities and neighborhoods?Your real estate agent can give you aballpark figure by showing you com-parable listings. If you are workingwith a real estate professional, theymay have access to comparablesales maintained on a database.

8. How can I find information onthe property tax liability?The total amount of the previousyear’s property taxes is usuallyincluded in the listing information. Ifit’s not, ask the seller for a taxreceipt or contact the local asses-sor’s off ice. Tax rates can changefrom year to year, so these figuresmay be approximate.

9. What other tax issues should Itake into consideration?Keep in mind that your mortgageinterest and real estate taxes will bedeductible. A qualified real estateprofessional can give you moredetails on other tax benefits and lia-bilities,

10. What should I look for whenwalking through a home?In addition to comparing the hometo your minimum requirement andwish lists, use the HUD HomeScorecard and consider the follow-ing:

• Is there enough room for boththe present and the future?

• Are there enough bedrooms andbathrooms?

• Is the house structurally sound? • Do the mechanical systems and

appliances work? • Is the yard big enough? • Do you like the floor plan? • Will your furniture fit in the

space? Is there enough storage

space? (Bring a tape measure tobetter answer these questions.)

• Does anything need to repairedor replaced? Will the seller repair orreplace the items? Imagine the house in good weatherand bad, and in each season. Willyou be happy with it year-round?

Take your time and think carefullyabout each house you see. Ask yourreal estate agent to point out thepros and cons of each home from aprofessional standpoint.

11. What questions should I askwhen looking at homes?Many of your questions shouldfocus on potential problems andmaintenance issues. Does anythingneed to be replaced? What thingsrequire ongoing maintenance (e.g.,paint, roof, HVAC, appliances, car-pet)? Also ask about the house andneighborhood, focusing on qualityof life issues. Be sure the seller’s orreal estate agent’s answers are clearand complete. Ask questions untilyou understand all of the informa-tion they’ve given. Making a list ofquestions ahead of time will helpyou organize your thoughts andarrange all of the information youreceive. The HUD Home Scorecardcan help you develop your questionlist.

12. What does a home inspectordo, and how does an inspectionfigure in the purchase of a home?An inspector checks the safety ofyour potential new home. HomeInspectors focus especially on thestructure, construction, andmechanical systems of the houseand will make you aware of onlyrepairs that are needed.

The Inspector does not evaluatewhether or not you’re getting goodvalue for your money. Generally, aninspector checks (and gives pricesfor repairs on): the electrical system,plumbing and waste disposal, thewater heater, insulation andVentilation, the HVAC system, watersource and quality, the potentialpresence of pests, the foundation,doors, windows, ceilings, walls,

about buying a new homefloors, and roof. Be sure to hire ahome inspector that is qualified andexperienced.

It’s a good idea to have an inspec-tion before you sign a written offersince, once the deal is closed,you’ve bought the house as is.” Or,you may want to include an inspec-tion clause in the offer when negoti-ating for a home. An inspection tclause gives you an ‘out” on buyingthe house if serious problems arefound, or gives you the ability torenegotiate the purchase price ifrepairs are needed. An inspectionclause can also specify that the sell-er must fix the problem(s) beforeyou purchase the house.

13. Do I need to be there for theinspection?It’s not required, but it’s a good idea.Following the inspection, the homeinspector will be able to answerquestions about the report and anyproblem areas. This is also anopportunity to hear an objectiveopinion on the home you’d I like topurchase and it is a good time toask general, maintenance questions.

14. Are other types of inspectionsrequired?If your home inspector discovers aserious problem a more specificInspection may be recommended.It’s a good idea to consider havingyour home inspected for the pres-ence of a variety of health-relatedrisks like radon gas asbestos orpossible problems with the water orwaste disposal system.

15. How can I protect my familyfrom lead in the home?If the house you’re considering wasbuilt before 1978 and you have chil-dren under the age of seven, youwill want to have an inspection forlead-based point. It’s important toknow that lead flakes from paint canbe present in both the home and inthe soil surrounding the house. Theproblem can be fixed temporarily byrepairing damaged paint surfaces orplanting grass over effected soil.Hiring a lead abatement contractorto remove paint chips and seal dam-

aged areas will fix the problem per-manently.

16. Are power lines a health haz-ard?There are no definitive research find-ings that indicate exposure to powerlines results in greater instances ofdisease or illness.

17. Do I need a lawyer to buy ahome?Laws vary by state. Some statesrequire a lawyer to assist in severalaspects of the home buying processwhile other states do not, as long asa qualified real estate professional isinvolved. Even if your state doesn’trequire one, you may want to hire alawyer to help with the complexpaperwork and legal contracts. Alawyer can review contracts, makeyou aware of special considerations,and assist you with the closingprocess. Your real estate agent maybe able to recommend a lawyer. Ifnot, shop around. Find out whatservices are provided for what fee,and whether the attorney is experi-enced at representing homebuyers.

18. Do I really need homeowner’sinsurance?Yes. A paid homeowner’s insurancepolicy (or a paid receipt for one) isrequired at closing, so arrangementswill have to be made prior to thatday. Plus, involving the insuranceagent early in the home buyingprocess can save you money.Insurance agents are a greatresource for information on homesafety and they can give tips on howto keep insurance premiums low.

19. What steps could I take tolower my homeowner’s insurancecosts?Be sure to shop around among sev-eral insurance companies. Also,consider the cost of insurance whenyou look at homes. Newer homesand homes constructed with materi-als like brick tend to have lower pre-miums. Think about avoiding areasprone to natural disasters, like flood-ing. Choose a home with a firehydrant or a fire department nearby.

20. Is the home located in a floodplain?Your real estate agent or lender canhelp you answer this question. Ifyou live in a flood plain, the lenderwill require that you have floodinsurance before lending any moneyto you. But if you live near a floodplain, you may choose whether ornot to get flood insurance coveragefor your home. Work with an insur-ance agent to construct a policy thatfits your needs.

21. What other issues should I con-sider before I buy a home?Always check to see if the house isin a low-lying area, in a high-riskarea for natural disasters (like earth-quakes, hurricanes, tornadoes, etc.),or in a hazardous materials area. Besure the house meets buildingcodes. Also consider local zoninglaws, which could affect remodelingor making an addition in the future.Your real estate agent should beable to help you with these ques-tions.

22. How do I make an offer?Your real estate agent will assist youin making an offer, which willinclude the following information:

• Complete legal description of theproperty

• Amount of earnest money • Down payment and financing

details • Proposed move-in date • Price you are offering • Proposed closing date • Length of time the offer is valid • Details of the deal

Remember that a sale commitmentdepends on negotiating a satisfacto-ry contract with the seller, not justmaking an offer.

Other ways to lower ins-insurancecosts include insuring your homeand car(s) with the same company,increasing home security, and seek-ing group coverage through alumnior business associations. Insurancecosts are always lowered by raisingyour deductibles, but this exposesyou to a higher out-of-pocket cost if

you have to file a claim.23. How do I determine the initialoffer?Unless you have a buyer’s agent,remember that the agent works forthe seller. Make a point of askinghim or her to keep your discussionsand information confidential. Listento your real estate agent’s advice,but follow your own instincts ondeciding a fair price. Calculatingyour offer should involve severalfactors: what homes sell for in thearea, the home’s condition, howlong it’s been on the market, financ-ing terms, and the seller’s situation.By the time you’re ready to make anoffer, you should have a good ideaof what the home is worth and whatyou can afford. And, be prepared forgive-and-take negotiation, which isvery common when buying a home.The buyer and seller may often goback and forth until they can agreeon a price.

24. What is “earnest” money?How much should I set aside?Earnest money is money put downto demonstrate your seriousnessabout buying a home. It must besubstantial enough to demonstrategood faith and is usually between 1-5% of the purchase price (thoughthe amount can vary with local cus-toms and conditions). If your offer isaccepted, the earnest moneybecomes part of your down paymentor closing costs. If the offer isrejected, your money is returned toyou. If you back out of a deal, youmay forfeit the entire amount.

25. What are the “home war-ranties”, and should I considerthem?Home warranties offer you protec-tion for a specific period of time(e.g., one year) against potentiallycostly problems, like unexpectedrepairs on appliances or home sys-tems, which are not covered byhomeowner’s insurance. Warrantiesare becoming more popular becausethey offer protection during the timeimmediately following the purchaseof a home, a time when many peo-ple find themselves cash-strapped.

An abundance of natural light washes into the Alder Springsgreat room through the self-same windows that offer great views to the rear. This home is designed for construction on a lot that slopesdown at the left and back.

While its neo-classical Geor-gian front façade gives it a tradi-tional look, the interior floor plan is totally contemporary. Outside,smooth columns frame the lofty

covered porch; raised stone bands accent the bold brick-veneer-cov-ered columns that support andhighlight the porte cochere.

The Ardella is a uniquely versa-tile and multi-faceted home. Tech-nically, it’s a single-story ranch-style plan, but the custom brick-work that covers the front façade gives it a much more traditionalappearance. What’s more, it could be viewed as either a five-bedroom home with excellent separation of space, or a three-bedroom homewith a linked mother-in-law unit behind.

Raised brick detailing highlights both the chimney and the bold col-umn that supports a gently arched entry porch. Inside, the bedroom wing is straight ahead. An arched opening on the left feeds into the vaulted living room, where a fire-place graces the exterior wall. A wide passageway at the rear flows into the dining room.

The generous use of stone veneer combines with a richly gabled front façade to give the Canyonville a dis-tinctly European look. Its lofty, gen-tly arched opening links bold col-umns that flank the entry portico. More stone veneer wraps across the front as wainscoting, and fills the entire face of the gabled extension closest to the street.

Sidelights brighten the foyer,which ends at a wide coat closet and an arched passageway leading to the family room. A hallway to the deluxe owners’ suite and a conve-nient powder room is around the corner to the left of the foyer. The wide opening on the foyer’s right feeds into what could be a hobby room, library, or whatever suits.

Windows fillmost of the rear wall of the vault-ed great room at the heart of the home. A fire-place nestles into a corner by the windows, and a home entertain-ment center lines the in-ner wall.

From the kitchen, you can watch TV or converse with family and friends in the great room or the dining room. A wrap-around counter is the only separation. The raised outer rim of the counter provides a visual barrier which hides the inevi-table clutter of an active kitchen.

The section that fronts the diningroom widens out into an eating/conversation bar.

Counters wrap around all four sides of the gourmet kitchen, which is anchored by a large cook-topwork island. Second floor stairsclimb up from a juncture on one edge of the kitchen, which also has links to a large utility room, a guest suite, and a three-car garage with ex-tra space for storage or a workbench.

A wide country-style porch wraps around most of the Freemont’sfront façade. Arched windows add a graceful touch of elegance to a home designed with family living in mind. And once the kids leave home, the owners need rarely climb the stairs. Upstairs bedrooms can be kept ready for grand-children and other visitors.

Stand in the vaulted entry and you are right in the center of the home. French doorson the left open into a living room brightened by a wide window bay. To the right,another set of French doors open into a dining room, with a smaller bay window and an arched window higher up.

Directly ahead, a polished wood-en staircase curves up to a second floor bridge that overlooks boththe entryway and the family room. This bridge offers a vantage point for observing the scenes below.
