I am reminded that we have a long tradition that stimulates and promotes the progress of surgery. The SWSC fulfills a unique advocacy role for surgeons in our region and is a unique collaboration of academic and community based surgeons and surgeons in training. This year we will assemble at the beautiful Terranea Resort in Rancho Palos Verdes, CA March 25-28, 2012. The Council held its annual fall meeting during the Clinical Congress of the American College of Surgeons and there are numerous developments to update the membership. The SWSC continues to represent the interests of members through established links to organizations that share common goals. SWSC has representatives on both the Board of Governors, and the Advisory Council for Surgery of the American College of Surgeons, as well as the American Board of Surgery. In their SWSC roles, our representatives argue for positions beneficial to general surgeons on matters such as national practice guidelines, managed care, physician reimbursement, Medicare payment reform, professional liability, credentialing and privileging. Dr. Edward Nelson is our representative on the ACS Board of Governors. He reported on an anticipated dues increase, the upcoming Leadership Conference and Advocacy Summit to take place in Washington DC. He also shared concerns about shifts to an employment model and away from private practice, and increasing fellow membership in the ACS Political Action Committee. The Board of Governors remains committed to an alternative to the sustainable growth rate (SGR) formula and helping the surgeon deal with the changes due to health care reform. I wish to thank Dr. Nelson for his excellent service on behalf of the SWSC. Dr. Rob Todd is taking over as our representative to the Board of Governors and we look forward to his reports in the future. Together with Dr. Alicia Mangram our member on the ACS Advisory Council on Surgery. I know we are well represented. Dr. John Potts serves as our representative to the American Board of Surgery and Chair of the Graduate Medical Education Committee of the SWSC. He reported on the changes in the CME requirements taking effect, which are intended to simplify the Part 2 requirements while providing some basic parameters as to the CME appropriate for lifelong learning and self-assessment. The current requirements are 30 hours of Category I CME and 50 CME hours overall per year. Over a three-year MOC cycle, one-third of the Category I CME (30 hours) must include a self-assessment activity. Effective January 1, 2012 the ABS will no longer require Category II CME for MOC or recertification thus reducing the overall CME hours required from 50 to 30. Effective July 1, 2012 ABS diplomats in MOC are required to complete 90 hours of Category I CME over a three-year MOC cycle. Of the 90 hours of Category I CME, 60 hours must contain self-assessment. It is an honor and pleasure to serve as the 2012 President of the Southwestern Surgical Congress. I am reminded that we have a long tradition that stimulates and promotes the progress of surgery. The SWSC fulfills a unique advocacy role for surgeons in our region and is a unique collaboration of academic and community based surgeons and surgeons in training. This year we will assemble at the beautiful Terranea Resort in Rancho Palos Verdes, CA March 25-28, 2012.

The Council held its annual fall meeting during the Clinical Congress of the American College of Surgeons and there are numerous developments to update the membership. The SWSC continues to represent the interests of members through established links to organizations that share common goals. SWSC has representatives on both the Board of Governors, and the Advisory Council for Surgery of the American College of Surgeons, as well as the American Board of Surgery. Presidential Address RecapThe Presidential address for the 2011 Annual Meeting delivered by Dr. Edward Nelson was entitled; “What I’ve Learned”. Based on the annual survey of the American College of Surgeons Board of Governors ranking the most important problems facing surgeons today, Dr. Nelson’s address included a discussion of health care reform, reimbursement, tort reform, graduate medical education and work force issues. As an introduction, he emphasized that a surgical career remains a wonderful life choice, full of challenges and rewards found in no other profession, but that surgeons must stay involved and be part of the solution to problems facing surgery today.

Dr. Nelson pointed out that health care reform and possible changes in reimbursement are really an example of the overall national financial crisis and have become a focus of national attention because of the potential for cost savings. After a historical review of previous efforts at healthcare reform, his address outlined the four major goals of the Affordable Health Care Act including improved access, coverage for the uninsured, and revision of current health care delivery and payment systems. Combined they

offer the very problematic challenge of increased access by more people to higher quality health care at lower cost, a problem yet to be solved. He then briefly reviewed the current status of tort reform pointing out that although it is not high on the agenda as part of health care reform, surgeons must continue to protect patients and themselves through open communication and a constant emphasis on safety in surgery. Finally, Dr. Nelson reviewed the status of our country’s estimated current short fall of 1300 surgeons, the trend for those completing training to sub specialize, the impending retirement of surgeons in the baby boomer generation and the impact of recent changes in graduate medical education. Despite these challenges, he concluded that the future of surgery remains bright if surgeons continue to deliver patient centered, evidence based, data driven, transparent care with a renewed emphasis on quality such as that found in the ACS National Surgical Quality Improvement Program and the current quality campaign. As the final point in his theme of the What I’ve Learned lecture, Dr. Nelson cautioned surgeons of all ages to remember the need for balance between living to work, and working to live in a surgical career.

Fellows fulfill the above CME requirements. Other business included a review of the bylaws performed by the bylaws committee spearheaded by Dr. Daniel Margulies and Dr. David Antonenko. The Council received reports from Dr. Clay Cothren Burlew, the Secretary-Treasurer, Dr. James Edney, the Executive Director, Dr. Ronald Stewart, Chair of the Publications & Research Committee, and Dr. S. Rob Todd, Chair of the Membership Committee. Dr. John Aucar, also presented a proposal for an update to the website which will be considered at the Annual Meeting. Finally, Nonie Lowry updated us on future meetings.

Dr. Walt Biffl and the Program Committee met in Denver in December to select abstracts, quick shots, case reports and posters for presentation. The committee has chosen a body of work that represents the excellence of both academic and private practice surgery. In keeping with our mission to encourage participation by surgeons in training, the program committee has chosen a number of outstanding abstracts for presentation by residents eligible for the Jack Barney Award. In addition to the original presentations, the

committee has planned a special panel on implementation of new technology and surgical practice. There will also be a special debate that is truly pertinent to the Southwest on the relationship between volume and surgical outcomes. Anees Chagpar, MD has put together an outstanding pre-congress postgraduate course on breast surgery. We will receive an update from the leadership of the American College of Surgeons with a discussion on the future of general surgery.

The SWSC remains an important, vital organization dedicated to promoting the interests of its membership. While the mission remains the same, our success and future is dependent on your participation. Make plans to attend the 64th Annual Meeting at the Terranea Resort in Rancho Palos Verdes, CA March 25-28, 2012.

2012 Congress Highlights

• SCIENTIFIC SESSIONS A total of 31 scientific papers will be presented, with plenty of time for discussion of the hot topics at hand. Scientific session topics include Breast, Endocrine, Abdominal, Gastrointestinal and Acute Care.

• QUICK SHOT PRESENTATIONS You will hear over 60 quick shot presentations that deal with issues you face in surgery every day. Topics include Minimally Invasive, Critical Care, Gastrointestinal, Hernia and Quality Care.

• POSTGRADUATE COURSE “Current Controversies in the Management of Breast Cancer” with presenters: Anees Chagpar, Yale University; Kelly McMasters, University of Louisville; Victor Zannis, Breast Care Center of the Southwest

• GRADUATE MEDICAL EDUCATION LUNCHEON will tell us “What I Didn’t Learn in Residency” moderated by John Potts III, The University of Texas Health Science Center . Presenters: Robert Stovall, University of Colorado Denver and Michael Truitt, Methodist Hospital of Dallas

• EDGAR J. POTH MEMORIAL LECTURE named after the 15th President of the Southwestern Surgical Congress will be delivered by Clay Cothren Burlew, Denver, CO and is titled “The Open Abdomen: Practical Implications for the Practicing Surgeon”

• THOMAS G. ORR MEMORIAL LECTURE named after the 2nd President of The Southwestern Surgical Congress will be delivered by David Mercer, Omaha, NE and is titled “Clostridium Difficile Associated Diarrhea: A Disease of Varying Severity”

• CLAUDE H. ORGAN, JR. MEMORIAL LECTURE which was established in 1996, and named after Dr. Claude Organ for his tireless dedication to The Southwestern Surgical Congress and the surgical profession. This year it is featuring the topic “Contemporary Management of Rectal Cancer” and will be given by Eugene Foley Madison, WI

The 2012 Meeting of the Southwestern Surgical Congress is in its final planning stages. The Program Committee poured over hundreds of abstracts to select a program of broad interest. A plenary session of the top-ranked abstracts kicks off the meeting on Sunday afternoon, and there will be something for everybody over the following three days. Original investigations cover all areas of surgical practice, and we anticipate tremendous resident, fellow, and medical student participation in the paper presentations as well as quick shot and poster presentations. Representatives from the American College of Surgeons have put together a special session, and we have planned debates, panel discussions, and more.

Message from Executive Director

I would like to thank the membership of Southwestern Surgical Congress for their continued support of our organization. In the last 5 years we have made significant strides at improving the quality of our annual meeting as well as the overall health of the organization.

We are now entering into our 4th year of partnership with the American College of Surgeons. This collaboration provides financial support from the college in return for providing a forum at our annual meeting for the college to present one of their excellent educational products. At this year’s meeting we are honored to have a presentation by the immediate past President of the American College of Surgeons, L. D. Britt, as well as the Vice President Elect, R. Phillip Burns, regarding an update on the activities of the American College of Surgeons. In conjunction with this session we will have a panel discussion on the timely topic of “The Future of General Surgery”. The moderator will be our own President, Robert C. McIntyre, Jr. Participants will be E. Christopher Ellison Chairman of the Advisory Council for Surgery as well as L. D. Britt. Past reviews from the membership regarding this session have been universally laudatory.

The membership committee under the leadership of Rob Todd continues to work on strategies to attract qualified applicants and maintain membership within the society. I would encourage all of you to reach out to any of your

associates who may be potential candidates and also notify our central offices so we can follow-up on your contacts.

At this year’s council meeting I am happy to announce that a motion will be made to bring the state of Wisconsin into the Southwestern Surgical Congress. There are already a number of Wisconsin surgeons who are members of the SWSC as a result of their prior geographic locations. The state of Wisconsin is usually well represented on our annual program with scientific papers. Shanu Kothari who is currently the President Elect of the Wisconsin Chapter of the American College of Surgeons and an active member of the SWSC has graciously agreed to champion this effort and serve as the inaugural councilor from the state of Wisconsin.

As expected, in our current economy expenses continue to escalate and we could not be as successful as we have been without the continued generous corporate support the society has received. I would once again ask that if any of you have a relationship with industry representatives to contact either myself or our central office so that we can follow-up on these opportunities and continue to solicit support to achieve our goals.

I look forward to seeing you in Rancho Palos Verdes for our 2012 Annual Meeting.

The SWSC provides your best opportunity to network and interact with vendors from numerous companies representing medical equipment, pharmaceutical companies, and other surgical suppliers. There will be a Reception in the Exhibit Hall on Sunday, March 25, during the Poster Presentations. Examine over 50 scientific posters and featured poster presentations to see what other surgeons are finding through their research. Last year this was a lively event and an opportunity to take valuable information back to your practice.
