    Overview

    Energy City Qatar project (ECQ) is defined to build a complete integrated smart city, equipped with fully

    integrated, state-of-the-art intelligent and interactive technical solutions, to automate most of the manual processesand services running inside the different city operation cycles.

    These solutions were defined to fulfill the city requirements to set unique city identity, and support the different

    running operation and maintenance services.

    The Smart City Integrated Solutions (SCIS) are defined and deployed to satisfy the city and city elements technical

    needs with respect to the following services:

    1. Security & Protection.2. Health, Safety, & Environment.3. Urban Traffic Management & Control.4. Building Management and Control.5. Energy Management.6. Audio Visual.7. Entertainment.8. Communication & Telecommunications.

    The smart city concept to be implemented by ECQ is fully defined and developed by Integrated Smart City

    Company of Doha Qatar (ISC). This concept will assure the citys compliance with the five main requirements of

    ISC Smart City Model, which are listed as follows:

    1. Secured CityECQ shall be equipped with all countermeasures to ensure the overall security of the city and city

    elements. These measures should enable city operators to gain complete video surveillance, access control

    of people and vehicles, and protection against illegal intrusion to the different city elements.

    2. Safe CityECQ shall be equipped with all systems and solutions to satisfy all the city requirements for human health

    and safety, and environment.

    3. Connected CityECQ different elements shall be digitally connected through a well-defined multi-layered high-bandwidth

    communication platform. This connectivity will enable any city element to exchange data, audio and video

    information with any other element, and most-of-all with the city Command & Control Center (CCC).

    4. Intelligent CityECQ shall deploy the latest state-of the-art technologies in all the city technical systems and solutions. The

    hardware and software components of these systems shall be provided by the most referenced and field-

    tested vendors in the related field worldwide.

    5. Green CityECQ is defined to be Silver LEED Green Building certified city. All systems and solutions should be

    designed, configured, and programmed to satisfy the different green city certificate requirements, such as

    energy saving, consumption monitoring, etc.

    Instructions to Developers

    1. This document is addressing the technical systems design consultants of all ECQ plot developers.2. The purpose of this document is to set the minimum requirements of technical systems and solutions design,

    with respect to the quality, quantity of components, local plot-wide integration, and central city-wide

    integration, in order to fully comply with the ECQ Integrated Smart City model and systems.

    3. At DC2 design stage, each plot developer shall submit the detailed design package of each designated system,for review and full compliance approval by ECQ in accordance with the enclosed design guidelines. The

    design package should include but not limited to all design layouts, single line diagrams, bill of quantities, and

    technical specifications, of all plot buildings and elements.

    4. The ECQ plot developer shall conform to the specified vendors list for each system, as an essential technicalcondition to achieve the complete and consistent operation with the ECQ Smart City centralized integration

    platform.

    5. At construction stage, all system components shall be submitted for compliance approval by ECQ inaccordance with the enclosed technical specifications and integration requirements.

    6. For all plot systems, connected with the ECQ Command & Control Center, the Complete Integrationcondition, between the Plot system and the respective Central Management System at ECQ Command &

    Control Center, should be valid upon fulfilling the following requirements:

    a.

    All functions of the Local Plot System should be operated by the respective Central ManagementSystem at ECQ Command & Control Center.

    b. The Central Management System should be able to operate any future upgrades of the Local PlotSystem.

    c. The Local Plot System should support and operate with any future upgrades of the respective CentralManagement System.

    City Command & Control Center (C3)

    ECQ has one centralized City Command and Control Center (C3), which is located at H01 plot building #3.

    All city-wide systems are managed and controlled centrally by C3. All plot-wide systems, located in the buildings

    LORs are connected and integrated with the central management platform at C3, to achieve central monitoring and

    control features of all elements in all ECQ plots.

    The main purposes of C3 are:

    1. Provide complete city monitoring, control and management, and data gathering services, to the ECQoperators, and facility managers.

    2. Provide a complete incident management and recovery services for city-level and multi-plot incidents.3. Provide on-demand facility operations support services to city plots in case of plot incidents.4. Act as a secondary and stand-by LOR for all the connected LORs throughout the city.

    1.2.The CCTV management system is connected to ECQ C3 through the city TCP/IP backbonenetwork.

    1.3.Continues 24hr/7dy recording of each camera, through IP Network Video Recorders (NVRs), withminimum 4 weeks playback storage.

    1.4.All CCTV Control & Management System components such as decoders/encoders, NVRs, clientand server software must support direct and complete integration ability with the ECQ City

    Security Management System at C3.

    1.5.The Approved venders for CCTV Surveillance System and its components such asdecoders/encoders, NVRs, client and server software are:

    Siemens. Any other vendor that supports direct and complete integration with C3 integration platform.

    Safety Systems

    1. Fire Alarm System (FAS)1.1.The FAS design should meet all requirements and specifications of Qatar Civil Defense

    Department and other governmental agencies.

    1.2.All FAS Control & Management System components must support direct and complete integrationability with the ECQ City Integrated Safety Management System at C3.

    1.3.The Approved venders for the FAS components such as central controller, interface modules, clientand server software are:

    Siemens. Any other vendor that supports direct and complete integration with C3 integration platform.

    2. Gas Detection System (GDS)2.1.The installation of a gas detection system in underground car parks allows an audible and visual

    alarm to indicate any area where the build up of carbon monoxide (CO) from vehicle emissions

    reaches dangerous levels.

    2.2. The system shall be connected to the BMS for alarm monitoring.2.3. Approved vendor is Siemens or any other equivalent.

    2. Building Management System (BMS)2.1.The equipment like (Air Cooled Units, Package Units A/c Units and chillers) are connected to DDC

    controllers through hard wire integration.

    2.2.The BMS I/O Points Schedule and BMS Equipment List for monitoring and controlling buildingMEP equipment and systems should be engineered based on the provided Standard I/O Points

    Schedule and BMS Equipment List enclosed with these guidelines.

    2.3.The DDC Controllers shall utilize standard protocols, BACnet over IP /LON.2.4.The Management Level shall support the model of a distributed network of multiple Operator

    Workstations.

    2.5.The function of the Operator Workstation is to provide a user-friendly operator interface and toprovide data archiving facilities. For system reliability, the workstations shall not be requiring to

    perform any of the control features.

    2.6.The Local Building Management Station (LBMS) shall be capable of the following Display of graphical representations of the plant overlaid with live data Monitor and operate / influence process devices Receiving of alarm messages from the process level and directing them to the appropriate

    reporting device e.g. printer, pager, fax, e-mail, SMS

    Monitor process devices for communication problems and other device faults. Adjusting time strategies in the process level. Long term storage of logged data from the process devices Archiving / retrieve data to/from long term data storage Display graphically the logged data Custom application programming

    2.7.The BMS shall allow supplier independent integration of third-party subsystems.2.8.The BMS must support direct and complete integration ability with the City Facility Management

    System (CFMS) at ECQ C3. This integration should enable the CFMS operator to communicate with

    the BMS through BACnet/IP protocol, and to perform remotely complete monitoring, and control

    operations to the designated building, exactly at the same level can be performed by the BMS.

    2.9.The Approved venders for the LCS System components are: Siemens. Any other vendor that supports direct and complete integration with C3 integration platform.

    2.10. The BMS equipment list and I/O data points should be in full conformance with the enclosedStandard BMS Equipment Schedule.

    Audio Visual Systems

    1. Public Address System (PAS)1.1.The public address system shall be deployed in the public areas to provide public address

    announcement and emergency evacuation messages.

    1.2.Each Office building shall be equipped with stand-alone PA systems, and then all the PA officebuilding systems to be connected through IP to a central PA command system at ECQ C3.

    1.3.The approved vendor for PAS system component are: ATEIS. Any other vendor that supports direct and complete integration with C3 integration platform.

    2. Digital Signage2.1. Digital Signage shall provide the following:

    Visual public address Evacuation Guidelines Event information Schedules Advertisement.
