2. Uuringu tutvustus
Käesoleva projekti eesmärkLuua plaan Eesti e-riigi maine tõstmiseks nii välismaal kui Eestis pidevalt ja pika aja jooksul.
Leida viisid ühendamaks e-riigi müüt ja tegelikkus.

Riiklus on muutumisesI think that there is an increasing pressure on the way that most of our countries now are structured around institutions and centralized things. Jätkub...There is a theory in this firm that if you have an electronic government then may be the geography is also an unimportant thing with e-residencies and so forth. Network is the Leviathan as opposed to the state. The new state would be a network, not a geography. When you have a potential to opt into the country that you wanna be part of as opposed to it being the function of where you live. (Horowitz)
You could actually wield a pretty reasonable army today without being a nation state. In a way that would not have been viable at any time in the past, but twenty years in the future you might be able to. (Horowitz)

Jätkub...I just think that most people already find that their governments are too far away. Their national governments are far away, Brussels is far away. The tendency is actually in the opposite direction – people want to have some kind of controls over their lives. ...most policies are basically gut feelings and then you pick out bits of information and data that will support your feelings. So, these are the two main stressors. Data will show more easily whether the policies are failing or not and we need to find a new way for institutions to be agile enough and flexible enough to be able to still represent us as a population. Jätkub...I think, if you look at the recent Scottish referendum, and if you look at how the focus was distributed, that the younger generation were in majority for the independence, /---/ they were completely disconnected from the system or political structures as they are, they don't recognize anything in that. And say: “okay, why would these people get to decide about us?” So it is not just disappointment that was feeding this referendum, it was also the notion that all these structures, they don't just represent me any more. These are not structures I feel part of. (Zijlstra)
I would definitely encourage any open platform for political competition. We definitely want more transparency and just to recognize the resources behind certain political forces. So, that is why ideally you would like to see political parties, political groups competing in the most open, transparent fashion, not to abuse their special position as googles of this world. Läbipaistvus
Jätkub ...One of the things Estonia could do, is to say: we have seen the outcry behind the certain reports and we realized that there need to be some rules and there need to be some solid foundations, so, in Estonia, anybody who is connected to Estonia and to the greater Estonia, the e-residents, we will respect your data. Estonian police will not have access to it, except through this very well defined way and we are going to create and Estonian data oversight committee which is a group of people with very strong investigative power to investigate the police themselves. And they will report directly to the Estonia and to the world. They can go in and look into the logs. (Berners-Lee)

Jätkub...Per capita, yeah. (Estonia) is small. It is a city state! It registers in a way like Singapore registers. It is kind of a leading edge example. It does not prove scale, but I think the ideas are pretty interesting. When I spoke to David Cameron when I was in UK, he mentioned Estonia as a model for what they are trying to do there. At least on the political level it is not lost on people. It is not like widely understood or anything though. (Horowitz)
I think that (Estonia becomes a frontrunner) if the exporting of that technology actually occurs and there is like the Estonian standard. Here is the Estonian standard for e-democracy, then I think that it would be the result that people can say that what Estonia did take the world into the future, they took the governments into the future. Jätkub...In a way (in e-Estonia) the government and the public sector is serving you and you are on the driver's seat. Or more so than in other societies. The citizen is a subject and not an object of government. That change of philosophy, I think that you are the only country where this is being implemented. (Kosonen)

Eesti brändLook, I think that in the end one thing that becomes important is the brand. In a bizarre way. So, it is like all these questions about data security. In the end you've got to trust somebody.. (Wolfram)
But I have this general feeling about Estonia, that it is where stuff happens first, people are smart, there is kind of a low threshold of admin to get things done. And I sometimes describe Estonia: you've got Scandinavian level of organization with entrepreneurial zeal that perhaps is lacking from some of the Scandinavian countries and some British irreverence. Skeptikute kaasamineI am close to couple of people who actually torpedoed the electronic voting and that was for very good reasons because there simply was no viable audit trail to detect whether anything was going wrong. … So we were back to paper and pencil. We just had a new advisory group to the ministry of the interior, but they included the people who torpedoed it the last time… (Zijlstra)
In my work I use a workform which is called “ritual dissent”. If somebody comes up with a plan, the entire group does nothing but shout objections. Everybody tries to take it down. And we balance that with an exercise called “ritual ascent” in which we think of all the ways in which we could improve it. That way you also take down the entire tension of being a critic. (Zijlstra)
4. Järeldused
Küsitletud kinnitavad üldiselt, et- täna pole riiki, mis oleks üheselt tunnustatud mõtteliider e-valitsemise alal- Eesti on e-valitsemise valdkonnas siiski usutav teenäitaja- väikestel riikidel/piirkondadel on võimalik saavutada mõju - Põhjamaad on usaldusväärsemad e-riigi lahendustes (vs. Iraan, Venemaa)- Eestist on tulnud kaks mõjukat ideed (Skype, e-residentsus)- firmadel on suurenev mõju, kuid firmad ei ole piisavalt läbipaistvad
kogukondade korraldamisel- on tarvis uusi riigi/kogukonna mudeleid, mis lahendaksid tänaseid muresid- on tarvis kaasata uusi põlvkondi- on tarvis e-riigi lahendusi, mis oleksid läbipaistvad ja mõistetavad- avaandmeid tuleb rakendada ühiskonna hüvanguks

6. Füüsilise ja virtuaalse ühendusedKõike, mis füüsilises keskkonnas on, ei pea üle kandma virtuaalsesse. Samas, e-riik ei tohi tähendada füüsilise Eesti riigi haihtumist. Seosed mõttelise, virtuaalse ja füüsilise vahel tuleks joonistada välja lihtsalt uuel moel.
Näide 1: Eesti ei vähenda saatkondade arvu, vaid suurendab seda. Selleks, et teenendada e-residente. Näide 2: Eesti loob andmesaatkondi, mis asuvad füüsiliselt turvatud keskkondades kogu maailmas.
“Teeme ära” on näide sellest, kuidas IT oskustega inimesed (geotagging, logistika) muutsid koos kodanikuühiskonnaga füüsilist keskkonda paremaks. (Kuvatõmmis: http://www.teemeara.ee/)

7. SihtrühmadRääkida lisaks poliitikutele ja IT-meestele suurema hulga elitaarsete sihtrühmadega kogu maailmas (sest massipubliku jaoks pole meil raha).

12. Kogukond on suurem kui riikEesti kogukond saab olema oluliselt suurem, kui riik ja selle rahvused. See tähendab, et mõnedes küsimustes peab Eesti olema valmis selle kogukonna huvide eest rahvusvaheliselt seisma.Näide: EL presidentuur 2018, mitte ainult Eesti ja mitte ainult Euroopa agenda?

kultuuriblogid- Riigiametnike ja mõtlejate loeng/seminar/klubi iga kuu- Infokiri diasporaale (opt-in põhimõte)- Infokiri e-residentidele- Juhised hangete korraldamiseks väärtuspõhiselt- Igakuine ametkondade töögrupp promovõimaluste jälgimiseks
