Q: If I decide to bring my dependents anyway without them being approved on my orders, what happens?

A: From the Traffic Management standpoint, your dependents will not be funded to travel. If they choose to fly, the Air Force member will have to pay out of pocket and will not be reimbursed. Passenger travel will not book any flights unless your dependents are on approved orders. If you try to just drive, through Canada, there is a chance your dependents would be denied entry due to them not being authorized on your orders. The house hold weight entitlement is affected as well. If you are dependents are not authorized, then the Air Force member will be capped at the single weight limit and anything over that limit will have to be paid by the Air Force member. The Traffic Management Office (TMO) will only process on what is on the Air Force members orders.

Dependents who travel without authorization to do so are going to forfeit travel and transportation allowances as they have traveled before the effective date of orders. These entitlements cannot be paid retroactively. Additionally, dependents must be command sponsored for the member to receive OCONUS COLA and Temporary Lodging Allowance (DODFMR 7A 680202) so these will not be approved until the dependents are authorized to travel to the Permanent Duty Station (PDS).

Q: Will a permissive TDY for house hunting be funded?

A: No, if an Air Force member is approved by their current commander to travel to Eielson on a permissive TDY, the Air Force member is responsible for all expenses and will not be reimbursed since it is not an Air Force funded TDY.

Frequently Asked QuestionsQ: Will the individual be able to get a paid ticket back to their previous duty station and permissive TDY to help move the rest ofthe family up to Eielson upon finding suitable housing? If not a paid ticket, will it be standard procedure to get permissive TDYto help move the family?

A: This is referred to as escort travel which is outlined in 050410 of the Joint Travel Regulation. The Approving Official must determine thatdependent travel is necessary and that the dependent is incapable of traveling alone due to age, physical or mental incapacity, or otherextraordinary circumstance.

For sole parents or service members married to another service member, then round-trip travel and transportation is authorized for theservice member who serves as an escort for the dependent once command-sponsorship is granted.

For Permissive-TDY (PTDY), currently no authorization exists under AFI 36-3003 for this to be approved as PTDY. This would need to beadded to table 3-6 and added as an option within LeaveWeb as well. If members are approved for escort travel, they are given travel timeNot-To-Exceed (NTE) standard TDY travel time (2 days) and anything in excess of that is considered chargeable leave. If members are notauthorized escort travel, all time is considered chargeable leave.

Frequently Asked QuestionsQ: While the individual is at Eielson without their family, what does BAH look like for their family that is staying at a previousduty station? Do they get BAH for both locations? Just one?

A: This is outlined in the DODFMR Volume 7A table 26-34. When reviewing this chart, it is important to ensure individuals are utilizing thecorrect scenario as it is going to drastically change their housing entitlements. FSH-B is what applies to individuals assigned to Alaska orHawaii which is a complicated way of saying BAH away from the duty station.

Members may be eligible for dual housing entitlements (keeping BAH for previous duty location and housing entitlements at Eielson). Thisis going to vary based on a variety of factors such as if the delay is expected for more/less than 20 weeks, are the dependents relocating atgovernment expense, and if government quarters are being provided at either location.

If all members are going to be assigned single type government quarters upon arrival, they will not receive BAH for Eielson, however theywill continue to receive a housing entitlement to continue supporting their dependents.

Q: When it comes to the finance world, what am I authorized?

A: It is important that each person understands that what they want to do may not be authorized. It is vital to where each Air Forcemember stays in contact with the local finance office to ensure that they are making decisions that are approved. This communication willeliminate any financial strain on the Air Force member or concerns about what is reimbursable. Frequently Asked QuestionsQ: What if I am currently stationed overseas with my dependents, what happens now that they do not have automatic concurrent travel?

A: Essentially if the dependents will be delayed more than 20 weeks, then they can receive travel entitlements to a designated place. Members will require 12 months remaining Time on Station (TOS) when their family joins them for them to receive additional transportation allowances.

Any families that identify that they intend to have their dependents from an overseas location in less than 20 weeks should consult their local MPF, TMO, housing, and First Sergeants for how this will impact them specifically. A lot may vary based on individual circumstances and the country they are residing in.

It is important to read DAFI 36-2110, specifically paragraph 7.11.1.4, 7.11.1.4.1, 7.11.1.4.2, and Joint Travel Regulation section 050806 “Ordered to a PDS OCONUS and Dependents Authorized to Travel”.

Q: What does “command sponsor” mean and what is the impact if my dependents are not command sponsored?

A: Command sponsor means that dependents are or have been medically cleared to the new overseas permanent duty station. Command sponsorship is started with the currently assigned medical group by the Exceptional Family Member Program coordinator (EFMP) via the Air Force Form 1466. Command sponsorship can be accomplished no earlier than 180 days of the projected departure date. If medical clearance exceeds the 180 days and the dependents have not been moved to the new permanent duty station then the medical clearance process will need to be re-accomplished. If dependent medical clearance has not been accomplished then the dependents are not authorized travel to the new overseas permanent duty station and the member is not authorized entitlements for the dependents at the new location.

Frequently Asked QuestionsQ: What is the process to get dependents added to my orders if I acquire dependents in transit to Eielson (ex. Married in route,become a parent)?

A: If dependents are acquired in transit, members should report to the nearest Active Duty Military Personnel Flight for dependent updatesin Defense Enrollment Eligibility Reporting System or the Eielson AFB Military Personnel Flight customer service section for update insystem. Upon arrival to Eielson AFB members should report to the 354 Medical Group, Exception Family Member Program (EFMP)coordinator, to start the medical clearance process if not already started. If the medical clearance was approved prior to arrival then anamendment to the orders will be accomplished. If the medical clearance was approved after arrival then the member must report to theMilitary Personnel Flight customer support section receive a command sponsorship memorandum which is to be used for the finance officeand the housing office entitlement updates.

Q: What is an AF Form 965 and how important is it for my PCS?

A: This form is known as the Overseas Tour Election. The IMT 965 allows members to identify what their intent is regarding when thedependents are anticipated to depart the previous location or selected location to the new Permanent Duty Station. Members are affordedthree options. The first option, “Accompanied-by-Dependents Tour (20 weeks or more)”, allows dependents to travel to the overseaslocation but there was something that prevents or delays dependent travel for more than 20 weeks from reporting month. The secondoption, “Accompanied-by-Dependents Tour (20 weeks or less)”, allows dependents to travel to the overseas location due to approvedconcurrent travel or anticipated delay for less than 20 weeks from reporting month. The third and final option, “Unaccompanied tour”, is avoluntary selection where the member does not want to be accompanied or joined by dependents in the overseas area. If members wantto change this decision after arrival there will be no government funded expenses dependent entitlements (tickets or Household Goods) forthe dependents until members serve an In-place Consecutive Overseas Tour (IPCOT) or orders to a new permanent duty station has beenissued.

Frequently Asked QuestionsQ: If I want to live on base and I am offered a house, but turn it down, will I continue to receive Temporary Lodging Allowance(TLA)?

A: No, once you decline an on base house your TLA will stop and the Air Force member will be responsible for the difference betweenBAH and lodging costs. This will most likely create a financial hardship so it is very important that the Air Force member understands theTLA entitlement. The Air Force member can contact their MHOC and read DoD 7000.14-R and AFI 32-6000 for a better understanding ofthe TLA process.

Q: Can I store my personal property at Eielson so that I can be delivered as soon as I move into my residence?

A: Depends, if you ship your house hold goods within 20 weeks of arriving, then your shipment will be allowed to be stored in the localarea. If you shipment is after 20 weeks of arriving, then your shipment will be placed in Non-Temp Storage.

Q: What is the Traffic Management Office (TMO) process?

A: Due to each PCS being unique, you will need to speak with your local TMO to ensure that you properly plan for what you are authorizedbased your situation.

Q: If my house hold goods are delayed and I have secured housing, is there loaner furniture that can be issued out until myshipment arrives?

A: Yes, the Military Housing Office has furniture that can be loaned out for 90 days with an extension option due to delays of any personalproperty. Your Military Housing Office Counselor will be your point of contact for any furniture that is needed.

Frequently Asked QuestionsQ: I have an RV or camper, can my family and I just live in Fam Camp until a house is available?

A: Depends on when you PCS. Due to extreme cold temperatures, the water lines are winterized starting in mid-September and the areais closed until temperatures remain above freezing, which is around the beginning of May. If you PCS during the warmer months, yourdependent travel could be approved based on your projected travel plans. It is important to communicate with your Military Housing OfficeCounselor. Please note that there are NO reservations that can be made for this location.

Q: Why is filling out the Housing Early Assistance Tool (HEAT) so important?

A: Process is for both on and off base residents. It creates an account that your MHOC can track your situation and is the first step togetting approval for your dependents to travel. Q: If base housing or off base residence cannot be secured within 60 days of arriving what happens?

A: The Air Force member will PCS unaccompanied and resided in temporary unaccompanied facilities. Once the Air Force member isable to secure housing, then they will coordinate with the MHOC to get approval for their dependents to PCS. Due to these facilitieshaving shared bathrooms, mix genders will not be authorized in the living quarters.

Q: What are my off base options if I’m not able to secure on or off base housing prior to my PCS?

A: There are options in the local community to rent month to month. This will be accepted as a suitable housing option to wheredependent travel will be approved.

Q: If I cannot secure housing, can I request a change in my Report No Later Than Date (RNLTD)?

A: Yes, if you losing and gaining commanders approve, this can be an option to line up with your housing situation. RNLTD will not be approved to by-pass the 1 Apr 22 start date for non-concurrent travel.

Q: What is the best way for me to securing housing and get approval for my dependents to travel?

A: You must be proactive when looking for a housing unit off base, or follow the on base process. More importantly it is vital that you over communicate with your MHOC. Your case will be reviewed on a weekly basis and your MHOC will be advising the local MPF who isresponsible for approving your dependents travel. The more that you, the Air Force member, is engaged with your process the quicker your dependents can get approved.

Q: I filled out my housing application with CORVIAS 6 months ago, does that mean I was added to the waiting list?A: No, you are not added to the waiting list with CORVIAS until a referral is completed with you and your MHOC. A referral from the MHOC will be submitted once you have completed your final out from your losing installation.

Q: What is the difference between “eligible” and “available” date when it comes to the on base waiting list?

A: Your eligible date is the date that you completed your final out of your previous duty location. Your available date is the no kidding date that you arrive at Eielson and are “available” to move into a housing unit if one is offered.

Frequently Asked QuestionsQ: How do I check my current position on the on base waiting list?

A: CORVIAS maintains the waiting list and will be providing the MHOC and MPF with updates based on eligibility and available dates.They will do their best project if a housing unit will be available within 60 days of arrival.

Q: Do I really need to talk with my Military Housing Office Counselor (MHOC)?

A: Yes, it is very important that you inform your MHOC with what you are doing to find housing for your family to ensure that they haveapproval to PCS. Your MHOC will advise the MPF on your specific status, to where if you do not properly communicate, then you will haveto PCS without your family members.

Q: How can I speak directly with the Military Housing Office?

A: The housing office hours are Monday – Friday 0730-1600, except for Wednesdays and the hours are 1300-1600. The phone number isDSN 94-317-377-1840 or commercial 907-377-1840.
