    What I was saying was that at this point we need to release only a one-two sentence initial, holding (feed-the beast) statement describing two things: the attack on the TS and our losses.

    A few day later, when we have clarified the picture to our satisfaction (something that in this moment's fog-of-war situation has not yet been done) we can issue a much fuller report.

    Let's not jump the gun. It is too early to let it all hang out.

    dear all -- difficult for me to offer a solid opinion from so far afield. my initial reaction is to agree with karen and not include any mention of the earlier incident at this time. intuitively they are linked but we cannot, of course, be certain. at the very least, however, any statement needs to include a strong reference to the fact that we are investigating the causes of the attack.

  • that said, aicha is right as well: word of the initial WILL rpt will leak. if we do not deal with it straightforwardly, it will once again appear as though we are covering up. not good for our credibility. whatever we decide, i would also beware of publicly describing the people who broke into the base as wearing gos uniforms. anyone can secure those, bona fide or not.

    martin nesirky should be briefed on the full picture, over the phone, with specific guidelines on what to include and not to include in any statements he might make. never good to blindside the sg's spokes. any leak will probably come in new york and he will be first on the firing line.

    Dear Michael,

    The Chief of Staff advises that, as far as the media is concerned, the Mission should limit the external communication to the deadly attack and drop the fact that four hours prior to to the deadly attack on UNAMID PKF, five armed men wearing GoS uniforms had broken into the Mission's team site and threatened to Kill UNAMID peacekeepers. I believe that by selecting certain facts, and providing the media including the Nesirkey's office with incomplete/somewhat inaccurate information may constitute a breach of the PI policy in the UN. Your insight on this important matter is needed and appreciated.

    I'm also copying the OiC of PAD for his assessment of the political consequences of the situation.

    Prior to any other decisions on the matter I would recommend that as far as the media is concerned, the Mission limit itself to a statement that during the night, Muhajeria TS was subjected to sustained automatic gunfire by unknown assailants resulting in the death of one peacekeeper and the wounding of another,
