The Victorian Government is proud to support the 2014 Australasian Police and Emergency Services Games. Events like these are a great opportunity to showcase Melbourne and Victoria‟s outstanding sports facilities and talent to even more people around the world. Victoria is very proud of its reputation of conducting a wide variety of quality sporting events that attract large numbers of visitors to our State, provide a stimulus for the economy, boost sports participation at a local level and reinforce Victoria‟s reputation as a sporting destination. That‟s why the Victorian Government is proud to have provided support to the Victorian Police Games Federation through the Significant Sporting Events Program to stage this event. I am delighted to welcome the Australasian Police and Emergency Services Games back to Melbourne. As
the host city, we are honoured to continue the proud tradition of friendly competition and camaraderie
between police and emergency services.
The games also promote health and wellbeing and provide the opportunity for competition across a range of
age and skill levels. Importantly, they recognise the outstanding work that our police and emergency services
workers and volunteers perform every day.
Melbourne is blessed with outstanding sporting facilities that you will experience first-hand during the games.
I would like to thank the organising committee for their hard work and dedication in bringing the Melbourne
2014 Australasian Police and Emergency Services Games to our city.
While you are here you will be lucky enough to experience Melbourne in autumn. It is a wonderful time of the
year as the heat of summer fades and clear days and cool nights appear. I hope you find the time to explore
the city in all its autumnal glory.

Official Welcome Message from the Melbourne 2014 Games
Chairman
As the Chairman of the Organising Committee and as a member of the Advisory Board, I am delighted to be able to welcome competitors from throughout Australasia to the Melbourne 2014 Games. The Victoria Police Games Federation instigated the conduct of the National Police Games back in 1984 which have evolved over the years to become the Australasian Police & Emergency Services Games. We are proud to welcome these Games back to Melbourne and trust that competitors and their accompanying persons will enjoy all that this wonderful city has to offer. We have enjoyed a great level of co-operation and support from our fellow Emergency Services Agencies and from our Community Leaders who comprise the Advisory Board. We have also engendered excellent support from a range of sponsors to whom we are eternally grateful. We have accessed the best available sporting facilities and have linked our Opening Ceremony to the Royal Children‟s Hospital Good Friday Appeal. Message from the Chairman of the Australia and New Zealand Police Games Federation
On behalf of the Australia and New Zealand Police Games Federation (ANZPGF) and all competitors from eligible Police and Emergency Service Agencies throughout Australasia I would like to express my appreciation to the Victoria Police Force and the Victoria Police Games Federation for hosting the 2014 Australasian Police & Emergency Services Games. It is with great pleasure that we welcome competitors from an ever expanding group of Police & Emergency Services Agencies throughout Australasia as we gather together once again in a spirit of friendly competition and rivalry. The Games provide a wonderful opportunity to help promote improved physical health and well-being as well as fostering participation, competition, fellowship and camaraderie between our competitors and competing agencies. The Games also provide an opportunity for the public to show their appreciation and support for our emergency services agencies during the week of competition. Our thanks go to the City of Melbourne, corporate sponsors and volunteers who have fully embraced our Games and have worked cooperatively with the Games Organising Committee to ensure their success. I encourage you to not only enter the Games yourself, but use whatever means possible to encourage other eligible competitors to come and “Live the Games” in Melbourne 19-24 April 2014. Message from the Games Manager
I am delighted to invite competitors from all eligible Police and Emergency Service agencies from throughout Australasia to the Melbourne 2014 Australasian Police & Emergency Services Games to be conducted between 19-24 April, 2014.
It is our mission to utilise the best available sporting venues for the 50 plus sporting disciplines on offer and to provide a social environment to perpetuate the tradition of friendly competition and inter-agency camaraderie.
The Melbourne Sports and Aquatic Centre will provide international standard facilities for swimming, badminton, basketball, volleyball, squash and table tennis. The new Lakeside Athletics Stadium will host track & field with the picturesque parklands around Albert Park and the nearby bay beaches becoming home to an array of other sports. Some sports such as surfing, angling, mountain bikes and shooting disciplines due to their very nature will be held in regional centres. Competition is in open and age graded categories catering for all levels of ability.
We are excited about the opportunity to provide competitors and their accompanying family members and friends with not only an excellent sporting experience but also an outstanding cultural, social and tourism experience taking in all that the City of Melbourne and Regional Victoria have on offer. We want the MELBOURNE2014 Games to be an experience NOT TO BE MISSED.

Australia and New Zealand Police Games Trophy The original trophy was initiated by the Victoria Police in 1984 as the National Games Trophy and was a large cup. In 1985, when New Zealand was admitted into the Federation, the trophy was re-designed to include the original cup, on a wooden base with carved maps of Australia and New Zealand. Today the trophy has the representative badges of all state and territory police services as well as that of the New Zealand police service. Only these services are eligible to win this trophy. Emergency Services Trophy The Australia and New Zealand Police Games Federation initiated this trophy in 2003. ALL EMERGENCY SERVICE TEAMS are eligible for the Emergency Services Trophy, embracing the spirit of police and emergency service competitors. This trophy is determined by the following events: 100m swimming (pool), 100m track 10km road race and the triathlon in the male and female competition. This is in any age group. Five points are awarded for the fastest time, three points for the second fastest and one point for the third fastest in all events. The service with the highest aggregate wins the trophy. Eligibility
Eligible agencies include police and other Government agencies with a law enforcement role or investigative function; fire services (both full-time and volunteer); ambulance and other volunteer emergency services agencies. Eligibility to participate in the AP&ES Games is at the discretion of the Australia & New Zealand Police Games Federation (ANZPGF). Other Emergency Service agencies can make application to the ANZPGF Eligibility Sub-Committee for consideration of their eligibility. The ANZPGF reserves the right to refuse entries from any individual or agency. Eligible competitors are full-time and part-time employees (sworn and unsworn); registered volunteers or retired personnel from eligible agencies from Australia, New Zealand, Papua New Guinea and the Pacific Islands. Competitors must be 18 years or over at the time of the Games.

Invitation to Compete
The Melbourne 2014 Australasian Police and Emergency Service Games welcomes all police and emergency service personnel from eligible agencies regardless of their religion, sporting ability, sex or politics. It seeks to promote a positive sporting, cultural, social and tourism experience for all competitors and
accompanying persons.
Eligible agencies include police and other Government agencies with a law enforcement role, fire services (both full-time and volunteer), ambulance and other volunteer emergency service personnel. Eligibility to participate in the 2014 Melbourne Games is at the discretion of the Australia and New Zealand Police
Games Federation.

Conditions of Entry
Entries close by the close of business on Friday 7th March 2014. Some sports may accept late
entries however this will be at the discretion of the Melbourne 2014 Games Management in
consultation with the Sport Coordinator for the respective sport.
The Melbourne 2014 Games Management reserves the right to refuse entries from any individual or
agency.
Age / Sex categories apply to some individual events.
Competitors can only compete in one age group or grading, except for Tennis and Badminton, where
there is an Open knockout category as well as age categories.
Doubles and Teams MUST firstly come from within the same agency.
Where a person wishes to compete in a team or a doubles event, and is unable to locate sufficient
numbers to make up an agency team, or a composite team from within their jurisdiction, or is unable
to find a partner for a doubles event, that person‟s entry will be set aside until after the closing date
for entries. A draw will then be conducted from those individual entries with the view to making a
composite team and that entrant will be able to compete. COMPETITORS MAY ONLY COMPETE
IN ONE TEAM PER SPORT. Team members MUST play in the preliminaries to be eligible for the
finals.
The Australia and New Zealand Police Games Federation may by resolution, caution, counsel or
reprimand a competitor or may expel or suspend a competitor from involvement in the Melbourne
2014 Games. This includes members who:
(a) have refused or neglected to comply with the rules of the Games; or
(b) have been found guilty of conduct prejudicial to the interests of the Games.
The Games will be conducted at various venues throughout Victoria between 19th April and 24
th April
2014 inclusive. The Schedule of Events can be found via the home page of this website.
NOTE: The Opening Ceremony for the Melbourne 2014 Games will be
conducted at 3pm on Friday 18th April, 2014 at Melbourne Convention and
Exhibition Centre, in conjunction with the Royal Children’s Hospital Good
Friday Appeal.
All Victoria Police competitors are required to participate in their own time and at their own expense.
Victoria Police employees will be afforded Personal Accident and Public Liability protection.
Any person employed by Victoria Police who competes in the Games while on sick leave WILL NOT
be eligible for the Personal Accident and Public Liability protection, and competes at their own risk.
Victoria Police Employees on sick leave who wish to compete will need to provide medical clearance
first.

How to Register and Enter
Entries Close on Friday 7
th March 2014. Some sports may accept late entries, however this will be at the
discretion of Games Management in consultation with the respective Sports Coordinator. To register, there are two main steps:
1. Account registration and payment, and 2. Sport selection and payment.
To start the process, click the REGISTER HERE button. Choose the Registration Category and relevant fee:-
- Games Participant including $5 Royal Children‟s Hospital Donation - Games Participant - Accompanying Person including $5 Royal Children‟s Hospital Donation - Accompanying Person - Non-playing Official including $5 Royal Children‟s Hospital Donation - Non-playing Official
Click the NEXT button, and then SUBMIT button. Click the WAIVER box after having read the relevant Information. Complete your relevant personal details (including the creation of your user name and password), click the NEXT button, then the SUBMIT button. This completes your account creation. To make your sport selection immediately, click the CONTINUE button, or if you choose to complete your entry at a later time, return to the site and log in with your username and password (created by you in the process of registering for these Games). Then select the ADD EVENT button to add the relevant events / sports. The Registration System log in page allows you to update your personal profile, pay your account, remove sport selections that haven‟t been paid, add sports and register a team. The TEAMS button allows you to add a team, see which team you are a member of, and review the team(s) that you captain and the entrants that have registered in your team. All events that are not individual entries will require either the registration of a team or the entry of a team code. Payment for online registration is by credit card only – Mastercard and Visa.
Competitors wishing to enter a team or doubles event but do not have a partner or team mates, should email the Games Office on [email protected], with their name, sport and contact details. Your name will be placed on a list on the website, where all unmatched competitors can then make contact.

Registration Whilst all registrations will occur online, all competitors entering in the 2014 Melbourne Games MUST
PRESENT THEMSELVES IN PERSON AT THE REGISTRATION DESK to complete the Registration / Accreditation process for the Games. ALL PERSONS MUST PRODUCE PROOF OF AGENCY IDENTIFICATION AT THE TIME OF REGISTRATION / ACCREDITATION. Any person who fails to register will be unable to participate in the Games. Competitors will be provided with their Games Accreditation, which will be required for access to the Games Hub after 1700hrs each day and required to be presented for check-in at sports venues.
Registration Desk The REGISTRATION DESK will be located at the Games Hub, Albert by the Lake, Lakeside, Albert Park. The Games Hub will be in operation during the following times: Thursday 17

Entry Fees Registration Fee The Registration fee is payable only once and is separate to the sports fee.
Sports Fee Competitors are required to pay a sport fee applicable to each event in each sport and may compete in as many sports as they wish, paying the appropriate fee for each event.
All entries for the Melbourne 2014 Games will be made online. Information and instructions can be found on the website at www.apandesgames.com.au Online entries open on 1
st July 2013 and close on 7
th March 2014, some sports may take late entries post to
this date and details will be made available on the website. Enquiries relating to individual sporting events can be directed to the generic games email address at [email protected] and will be directed to the respective Sports Coordinators.
Competitors The Competitors Registration Fee has been established as follows;

Accompanying Persons and Non-playing Officials Accompanying Persons (friends and extended family of registered competitors over 18 years of age) as well as Non-playing Officials will be able to be Officially Registered. The Registration Fee will provide both Accompanying Persons and Non-playing Officials with:

The Registration Fee for Accompanying Persons and Non-playing Officials will be $40 per person.
Additional Information for Registered Accompanying Persons and Non-playing Officials It should be noted that The Games Hub entertainment, food and beverages areas (Albert by the Lake) will have the following restrictions which further reiterates the importance of Accompanying Persons and Non-playing Officials being registered:
General Public access to The Games Hub will only be available up until 1700hrs daily.
Accredited / Registered persons only will have access to The Games Hub after 1700hrs daily.
Accredited / Registered persons only will have access to the Opening Ceremony Welcome Party and the Closing Function.

General Information
Accommodation The official accommodation provider for the Games is Event Travel Office. All competitors may deal directly with Event Travel Office for their travel and accommodation needs. Details at Games website
www.apandesgames.com.au, under Travel.
Accompanying Persons and Non-playing Officials Accompanying persons (friends and extended family of registered competitors over 18 years of age), as well as non-playing officials will be able to be registered. This will be at a reduced cost compared to competitors. These persons are not eligible to compete in the games.
Accreditation Upon registration all competitors will receive their Games accreditation. The accreditation is the official identification for the Games. The accreditation must be worn for identification at the sporting venues, at the Games Hub and access to functions.
Age Categories Age is determined as of the first day of the Games (19
th April 2014). Some sports will have an age category
and some events are Open events only, which means that age groups do not apply. It is the competitors‟ responsibility to check which age categories apply to the sport they are entering. Unless otherwise stated, competitors may only enter into one age category. The standard age categories are: 00 = open 18 = 18-29 30 = 30-34 M = Male 35 = 35-39 F = Female 40 = 40-44 O = Open 45 = 45-49 U = Unisex 50 = 50-54 X = Mixed 55 = 55-59 60 = 60-64 65 = 65-69 70+ = 70 and over Some sports have specific age categories different to the standard categories listed here.
Alcohol and Drugs Competitors are prohibited from consuming alcoholic beverages during competition and alcoholic beverages are prohibited from any area of competition. Sport Coordinators may prohibit any person from competing in any event or competition, if in their opinion that person is displaying signs of drunkenness or appears to be affected by alcohol. Controlled substances are prohibited from being used unlawfully by any competitor. The use of any illegal or performance enhancing drugs by any competitor is strictly prohibited. Volunteers are prohibited from consuming alcoholic beverages during competition and controlled substances are prohibited from being used unlawfully.

Appeals and Protests 1. In the first instance all protests / disputes are to be made to the head official at the time of the protest
/ dispute.
2. If the head official cannot resolve the matter, the Sport Coordinator is to be advised. The Sport
Coordinator will seek to resolve the matter at the venue.
3. If the protest / dispute cannot be resolved by the Sport Coordinator, the competition will be allowed
to proceed under protest / dispute.
4. If a competitor wishes to lodge a written protest / dispute a $50 fee will apply.
5. The protest / dispute is to be submitted in writing to the Games Manager Melbourne 2014 Games,
within 8 hours of the initial protest / dispute.
6. The Games Manager Melbourne 2014 Games, will convene the Protest / Dispute Committee at the
earliest possible opportunity.
7. If the presentation of medals is affected by the possible results of the protest / dispute, the awards
shall be withheld pending the Protest / Dispute Committee decision.
8. The Protest / Dispute Committee decision shall be final.
Blood and Infectious Disease Policy All sports coordinators will be briefed on this issue. All open cuts and abrasions must be reported to the Sport Coordinator or Games medical personnel immediately. If bleeding cannot be controlled and the wound securely covered, the competitor will not be allowed to continue in the competition until medical personnel have provided a clearance to the Sport Coordinator. Sport Coordinators have discretion as to whether any contaminated clothing or equipment will need to be replaced prior to the competitor being allowed to continue in the competition. Any person with an infectious disease must advise the Sport Coordinator prior to the start of any competition. After consultation with the medical personnel, the Sport Coordinator
shall advise the competitor whether or not they are able to take their place in the competition. The Infectious Disease Policy can be found at www.apandesgames.com.au.
Cancellation Policy Any sport or event may be cancelled by mutual agreement between the Games Manager, Melbourne 2014 Games and the sporting body responsible for organising the games. The Melbourne 2014 Games shall initiate steps to notify all affected entrants and return appropriate fees. If an event is cancelled by the Melbourne 2014 Games, and an alternative event is not available, entrants will be notified at least two weeks prior to any competition and the entry fees refunded. COMPETITOR RESPONSIBILITY – It is ultimately the entrant‟s responsibility to notify the Melbourne 2014 Games in writing if the refund has not been received. Such written notification must be received by the Melbourne 2014 Games within 30 days of the end of the Melbourne 2014 Games. After the official Games commencement date of 19
th April 2014, if a competitor withdraws from any competition, that competitor will
not be eligible for a refund. If a competitor withdraws prior to the 7th March 2014, sports fees will be refunded
however the administration fee will be retained by the Melbourne 2014 Games. Some sports may set a maximum number of participants due to competition and / or venue restrictions. If an application is received after the maximum has been reached, or an event is cancelled, the competitor is entitled to a full refund of the sport fee for that event. If a competitor is unable to secure a place in any other sport and does not attend the Melbourne 2014 Games, the competitor is entitled to a full refund of any other fees paid, less $20 administration fees. To be eligible for a refund of any nature, an application for a refund must be submitted in writing to the Games Manager Melbourne 2014 Games, no later than 25
th May 2014

Changes to Events Policy The organising committee and the Melbourne 2014 Games reserves the rights to alter or make changes to the times, dates, locations and event programming wherever and whenever necessary. Notification of any changes will be supplied to an affected competitor and placed on the website.
Conduct All persons associated with the Melbourne 2014 Games are reminded to conduct themselves in the
appropriate manner. Breaches of misconduct could result in expulsion from the games.
The Sport Coordinator will immediately investigate any allegation of impropriety by any Games Officials, Competitors or Volunteers and report directly to the Games Manager.
Firearms Licensing and Regulations If you plan to visit Australia to participate in an approved shooting activity in Victoria, you must have
an „International Visitors Permit‟. You will not be able to participate until your „International Visitors Permit application (PDF) has been approved. If you want to bring your own firearm, ammunition, parts or accessories with you to participate in approved Victorian shooting activity, you must also have the relevant Import Permit. You should submit both applications four weeks before your visit.
To apply for an Import Permit for long arms and their compatible ammunition, parts and accessories you need to submit a completed Application for Police Confirmation for Importation of the Firearms and Parts. http://www.police.vic.gov.au/retrievemedia.asp?media id=30730 If you wish to export any of your own firearms, ammunition, parts or accessories you will need to apply to Customs for a „Restricted Goods Permit‟.
To apply for an Import Permit for handguns and compatible ammunition, parts and accessories you will need to submit a completed Application for Police Confirmation for the Importation of Firearms and Parts B709D (PDF).
Firearm Transportation Policy Competitors shall adhere to all applicable state and national laws for the transportation and security of firearms. Common carriers such as airlines and trains have their own rules of transport for firearms and ammunition. Check with your carrier or travel representative for specific information.
Identification Competitors will be provided with accreditation cards. All Officials, Coordinators and Volunteers will be identifiable by their official Games accreditation and Melbourne 2014 Games uniform.
Injury and Illness In the event of injury or illness sustained as a result of competing in the Melbourne 2014 Games, the Sport Coordinator must be notified as soon as practicable. The Sport Coordinator will record ALL injuries on an Incident / Accident form. All competitors should be sufficiently fit and ready for competition to maximise enjoyment and to minimise personal injury. If unsure, or competing in a strenuous competition, please consult with your physician before commencing competition.
Insurance It is recommended that all competitors are covered by personal medical insurance or are covered by
appropriate health cover prior to competing in the Games.
Public Liability Insurance will be held by the 2014 AP&ES Games.
Victoria Police employees competing in the Melbourne 2014 Games are to refer to
www.emergencyservicegames.org.au for relevant personal public liability protection.

Photographer An official Games photographer has been arranged. The photographer will attend various sporting events throughout the Games. The photographs will be available for viewing at the Games Hub and for purchase online.
Security All Venue Managers and Sport Coordinators are responsible for securing their venues and equipment against damage and theft. Competitors are responsible for their own property.
Spectator Policy Spectators will not be permitted onto the playing fields at any venue. Spectators are encouraged to attend all events, however assistance is requested from all parents to supervise their children in the vicinity of all sporting areas.
Team Managers There will be one Team Manager meeting for the Games. All participating agencies are requested to appoint a team manager to represent the agency.
Transportation Melbourne has an extensive Public Transport System, consisting of trains, trams and buses. Visit www.ptv.vic.gov.au for details and timetables. The team at Melbourne 2014 Games have negotiated a special travel package for competitors and accompanying persons with Public Transport Victoria (PTV). The travel package will allow unlimited travel on all Metropolitan Public Transport in Zones 1 and 2 for the duration of the Games. PTV have offered a special integrated ticketing of $21 ($3 x 7 days), which is a saving of over $60. This package can be purchased online through the registration system. Competitors who purchase the travel package will need to collect their travel ticket from the Games Hub at Albert Park whilst collecting their Games accreditation. PTV have agreed to ONE free travel voucher to the
Games Hub to collect the travel pass. Please print the travel receipt and present to a transport controller for your ONE free journey to the Games Hub. NOTE: Competitors who purchase this travel package will NOT need to purchase a MYKI card or MYKI visitor pack.

Volunteers Volunteers are integral to the Melbourne 2014 Games and their assistance is crucial. Please treat all volunteers with the utmost courtesy at all times. Volunteers will be identifiable by the Melbourne 2014 Games accreditation and red volunteer shirt.
Waiver An online waiver will be required to be read and acknowledged by every competitor. No competitor will be permitted to participate in the Melbourne 2014 Games without having completed this process.
Weather Policy All AP&ES Games sports are governed by the rules of each respective sport. The individual rules will outline any hot weather and inclement weather guidelines.

Sport Information
Competitor Limits Some sports may have limited entry numbers due to the interest of competitors in that sport. To avoid possible disappointment, competitors are advised to enter early.
Event Entries on the day Entry into events on the day of competition, at the event venue, will not be permitted. Competitors must have entered and paid online prior to the commencement of the event.
Minimum Numbers Every sport has a minimum number required for the competition to proceed. If the minimum number for a particular sport is not reached then the sport will be cancelled. If an event is cancelled by the 2014 AP&ES Games and an alternative event is not available, entrants will be notified at least two weeks prior and returned the appropriate fees.

Each team must designate one person as their team captain (including doubles teams). The team captain must submit the team form to register the team. Team Members
Each team member must be fully registered and be entered in the event. Non-playing coaches (who meet eligibility criteria) are only eligible to win medals if they register and enter the relevant sport. Team Name
For administration purposes, each team must have a team name. This is to be the Surname of the Team Captain. The Captain must assume this responsibility for the Team Name being registered. Melbourne 2014 Games WILL NOT ACCEPT A TEAM ENTRY UNLESS FULL REGISTRATION DETAILS OF ALL MEMBERS OF THE TEAM HAS BEEN RECEIVED, AND FULL PAYMENT HAS BEEN MADE.

allowed.

Time The check in and briefing will commence at 0830 hours.
The event will commence at 0900 hours.
Description The event consists of a 750m swim and a 5km run.
Swim Leg -
The swim is a distance of 750m as measured by the Sandridge LSC. The
course will commence from a beach start and all competitors will swim in a
triangular loop (anti clockwise) back to the start point. Competitors will then
make their way to the transition area.
Run Leg -
The run leg is a 5km (2 x 2.5km out and back looped) course towards St
Kilda (east from the Sandridge LSC) along the paved bike paths. The
course will be well marked and closed to cyclists during the event. Marshalls
be at the turnaround points. The finish line will be clearly marked and is next
to the transition area at the Sandridge LSC.
Facilities Parking is available at Life Saving Victoria and at the Sandridge Life Saving
Club.
Change facilities are available at Life Saving Victoria.
Special Instructions Rules -
Competitors will be allocated a race number and be marked on their arm/leg
or hand by the race officials pre- race.
Competitors will be directed to the race start point by the race director.
The race will commence with a mass start from the water‟s edge. All
competitors/teams commence at the same time.
Wetsuits may be worn but they cannot measure more than 5mm thick.
Wetsuits will be permitted if the water temperature is below 24.5 degrees
Celsius. The average bay temperature in April is 18 degrees Celsius.
Full wetsuits are permitted (arms and legs covered).
Competitors are required to change out of their wetsuit at the transition point.
All competitors competing in the run leg must wear running shoes and
suitable clothing covering top and bottom. (eg. Tri suit or run top/singlet
and shorts/skins)
The race director reserves the right to make adjustments to the race

Transition Area -
Competitors will have access pre-race to set up their transition area. Please
be mindful of keeping your items together so that they do not interfere
with other competitors.
Competitors must change from swim attire to run attire before departing the
transition area.
Other Information 'Open' medals will be awarded for the 3 fastest times overall in both the
individual male and female events for the Aquathon.
Competitors enter their own age group and become eligible to be awarded
'Open' medals.

Description Criterium
The Criterium will be held at South Melbourne. The race duration will vary
between 30 minutes to 50 minutes plus 3 laps depending on the age
divisions.
A full road closure is to be provided for this event.
Individual Time Trial
The time trial distance has been designed to suit the time frame of the day
and to allow suitable recovery for riders who will also compete in the road
race. The time trial will commence at Batters Lane, Kyneton and continue
along Pipers Creek Road for approximately 8km.
Please note - At the conclusion of the time trial and return journey to the Golf
Course, riders are asked to be mindful of oncoming competitors and the
traffic that travels on the roads in the area. Rider courtesy and common
sense is requested (no more than 2 abreast; single out for oncoming traffic).
Road Race
The road race will depart Kyneton Golf Course under controlled conditions to
Batters Lane at 1230hrs. This start time may be extended pending
completion of the time trial. The road race will continue along Pipers Creek
Rd, left onto Bayton Road and continue back to Pipers Creek Road. Senior
riders (those 60years and above) will complete two laps (approx 42km) and
younger riders will complete three laps (approx 63km).

Special Instructions Bicycle time trial equipment is only permitted in the time trial.
If only one entry received per age group, that division may be deleted and
the competitor offered a position in the next younger age group.

Novice: for those who have some understanding of competitive riding.

Open: for those who compete on a regular basis or are experienced riders.

The Organising Committee reserve the right to regrade horses and/or riders,
to ensure "fairness", if it is considered the combination are entered in the
incorrect category.
Competitors may only enter and compete on one (1) horse per event.
Entrants must state the name of their horse, beside each event entered.
It may be possible that the same horse is entered in a higher or lower category,
for a different equestrian discipline. It is not possible for any rider to enter or be
awarded more than 1 medal in a single event.
Grading
Competitors are to record the Graded/Level of Horse and/or Rider
combination for every discipline, on every horse entered. It may be:-

Adult riding club;
Pony club association; and/or
Local riding club classification.
Riding Attire
The only mandatory riding attire is an approved riding helmet, to be worn at
ALL TIMES whilst riding at the National Equestrian Centre and short or long
riding boots. Agency patched polo shirts are permissible in Novelty and
Show Jumping disciplines.
Service/Agency Attire
Competitors are strongly encouraged to enter into the spirit of the
Australasian Police and Emergency Services Games by improvisation of
their service/agency identity through their riding and horses attire. Agency
patches, uniforms and colour co-ordination greatly add to the spectacle and
the uniqueness of this competition. The "Smartest on Parade" event judges
will be influenced by quality, originality and the innovation of agency entrants
in these events.
Facilities The National Equestrian Facility provides a unique opportunity for a variety
of Equestrian Disciplines to be conducted together.

Other Information The Organising Committee have incorporated the horse Facility Fee (a fee
which is required by WPNEC per horse per day) into the venue costs.
Participants are not required to pay this fee. However competitors will still
need to book and pay their accommodation and stabling needs directly with

Hire/Loan Horses For remote interstate and international competitors, please contact either of
the Equestrian Co-Ordinators who will assist with contact details of individuals
&/or organisations where they may be able to arrange the hire of a horse for the
competition.
Interstate/International competitors will be responsible for dealing directly
with horse owners and negotiating the reimbursements (payment) and
insurance cover (where required). Competitors will be responsible for the
feeding and maintenance costs and payments.
The Equestrian Co-Ordinators and Management Committee will provide
referral information only and have no further involvement in
negotiations or payments to any horse providers.

Each Lap of the Lake is approximately 4.7km's.
The distance of the 'Half Marathon' is 21.1km.
The distance of the 'Quarter Marathon' is 10.55km.
Competitors may only enter either the Half OR the Quarter Marathon, not

Facilities Lakeside Stadium has been developed to host international, national, state
and local events.
The facility included an IAAF approved synthetic eight- lane running track,
a warm up area, jumps facilities and throws area.

Description The Mountain Bike event will be run as a challenging cross country enduro
event lasting 3 hours.
The track is approximately 7 km long.
Teams will race in relay format.
All age groups, team and solo competitors will race concurrently starting at
1030 hours.
Competitors will have exclusive use of the track for the Games.
Facilities Toilets, showers and car parking available.
GWS Scout Camp is 4 km from the Officer Railway Station, which is an
easy 10 to 15 min ride.
Officer Railway Station is on the Pakenham line and travel time is
approximately 1hr 15mins from Melbourne.
BBQ and coffee will be available at the venue.
Special Instructions Each competitor must provide their own all terrain bicycle. This bicycle must
be well maintained and have 2 working brakes. Competitors may ride single
speed bikes but not with a fixed gear.
Australian competitors must wear an Australian approved helmet.
International competitors must wear a UCI approved helmet.

committee's intention to split the teams into A and B grade. Minimum

Facilities Competition will be played on both indoor and outdoor courts. SNHC
facilities include 5 indoor courts and 4 outdoor courts with a durable rebound
ace surface.
The centre also includes a Café and retail outlet.
On-site car parking is available. The venue is well serviced by public
transport, with tram route 55 running along the rear of the complex.
Toilets and showers are available.
Special Instructions All players must be in correct uniform.
Female teams consist of matching skirts and top, matching shorts and top,
dresses or bodysuits.
Mixed teams consist of matching skirts or shorts for females and appropriate
shorts for males (shorts above the knee with no large pockets or zips).
Gloves may be worn.
Teams must provide their own bibs.

Description Petanque is also known as boule or bocce and is basically the fore runner of
lawn bowls. The game is played on a hard packed clay or gravel surface
where metal balls (boule) are thrown into the air or along the ground with the
aim of landing closest to the jack (cochinet).
Singles and Skills Competition -
The Day 1 schedule will easily enable competitors to play in both the Singles
and Skills events if they wish to do so.
Singles -
The medal play off for each event will be decided by the best scores after 6
games. The top two players will play one further game to decide the Gold
and Silver medals. Third and fourth top scoring players will play one further
game to decide the Bronze medal.
Skills -
Competitors in the Skills comp throw 20 boules over distances of 6, 7 and 8
metres to show accuracy and skill by hitting a target or landing the boule in a
designated area. Highest possible score is 100 points.
Medals awarded to the top three scores of the day.
Team events - Doubles and Triples -
The doubles and triples teams can be all male, all female, or a combination
of each.
Due to the large number of entries expected in the team events, the Doubles and
Triples will have the following format:

In the morning there will be 3 qualifying games after which the field will be
split into 2 categories - with the highest scoring half of the field going into the
Principale (A Grade) and the lower half of the field going into the Consolante
(B Grade).
In the afternoon, the teams in the Principale group will play four games. At
the end of which the two top scoring teams will play one further game to
decide the A Grade Gold and Silver medal. The third and fourth top scoring
team will play one further game to decide the A Grade Bronze medal.
In the afternoon, the teams in the Consolante group will play four games. At
the end of which the two top scoring teams will play one further game to
decide the B Grade Gold and Silver medal. The third and fourth top scoring
team will play one further game to decide the B Grade Bronze medal.
Please note: If in either of the team events there is less than 12 teams, then the
event will revert to the same format as in the singles events - meaning one set
only of Gold, Silver and Bronze medals.
Competitor Limits Please be aware that competition numbers may be limited - especially in the
team events which may be restricted to 24 teams only. As entry may be
closed off once the maximum number of competitors is reached, it is
suggested that entry to the Petanque events are submitted as soon as soon
as possible.
Facilities There is a licenced bar at the St Kilda Sports Club. No BYO alcohol is
permitted under any circumstances.
Numerous restaurants and cafes nearby.
A sausage sizzle will be available each day of competition for a small fee.
There are several multi-level car parks in Fitzroy Street. There is also limited
parking next to the St Kilda Sports Club.
The location is serviced by public transport. The tram route number is #96.
Special Instructions Boules and cochinets - For any competitors who do not have their own
equipment, a limited supply of extra boules will be available from the
co-ordinators. Please advise the Co-ordinators at least 1 week prior to
competition if you require equipment. Jacks (cochinets) must be supplied by
each player, however there will be a limited amount for sale at the ground.
Footwear - Footwear should cover/protect the toes, such as sneakers,
shoes, boots or similar. Thongs, open toed sandals or similar shoes are not
to be worn.
Other Information Play will comply with the rules of Petanque Australia and the Federation
Internationale de Petanque et Jeu Provincial. Social boules permitted.

Facilities Wellsford Range is located just 2 hours‟ drive from Melbourne in the Central

The range has a 1200 yard capability and was the venue for the 2006
Commonwealth Games Large Bore Rifle Competitions
The Victorian Rifle Association Shooters Shop will be open for the duration
of the event.
Food and beverages will be available to purchase if required.
Shower and toilet facilities are available.
Special Instructions Firearms, ammunition and equipment will be available, but must be
requested prior to the competition day.
Tyro will be a supervised event for 1st and 2nd time shooters only.
Competitors who currently hold a grading from a rifle association are
ineligible to compete in Tyro.
F Standard shooters are restricted to .308 and .223 calibres, as per NRAA
rules.
F Open shooters are restricted to any calibre and projectile up to and
including 8mm.
Both F Standard and F Open will use a bi-pod or rest, as per NRAA rules.
Competitors may enter F Standard and/or F Open, along with their normal
competition, providing their firearms and calibres comply with NRAA rules
for that event.
A current Firearms licence is required for all competitors bringing their own
firearms.
Firearms storage for competitors can be organised by arrangement with the

Description Day 1 description
The practical competition will be shot under modified ICORE rules with the
following modifications. Semi auto firearms will be permitted to compete and
will have their own division.
The event will be held in the following classes, however competitors may
enter ONE class only -
Law Enforcement - Serving members of Police including P.S.O's, (firearms,
ammunition and magazine/speed loaders will be supplied to Victoria Police only),
members of Victorian Prisons (with an issued firearm). All members in this
Division must bring their own Equipment Belt.
Eligible firearms are those identical to a currently issued General Duties firearm,
Of a type issued in a state of Australia and carried in a holster of a type currently
issued in Australia as a General Duties holster. For international / interstate
Sworn police competitors only, a firearm and holster can be supplied for this
division. It will consist of the current Victoria Police weapon (S & W M & P in .40
S & W) and duty holster.

Description Touch Rugby (AKA Touch Football) is a very popular sport in the Northern
States of Australia and is further growing in popularity.
Competition to be played on full sized fields with 6 per side on the field.
Maximum of 12 people per team.
Competition will be a Round Robin format depending on the number of
teams entered.
All games will be played in 10 minute halves.
After close of entries and dependant on the amount of teams entered, the
organising committee reserves the right to reduce/alter game time in the
Preliminary rounds.
Facilities The Cox-McKenzie Pavilion toilets and changerooms will be available.
This venue is a short walk from MSAC and the Games Hub. Food and drink
is available from MSAC.

Time The event will commence at 0930 hours sharp.
Briefing and registration from 0830 hours.
Description The Dash Triathlon will consist of a 250m open water swim, a 10km cycle
and a 2.5 km run.
The Sprint Distance Triathlon will start immediately after the Dash Triathlon.
The Sprint Distance Triathlon will consist of a 750m open water swim,
a 20km cycle and a 5 km run.
Facilities Male and Female toilets and changerooms are in the Eastern Beach
Reserve near the swimming enclosure about 500 metres east of the
transition registration area.
There will be presentations after the event at the Royal Geelong Yacht
Club, Eastern Beach Road. Showers, changing rooms and toilet facilities
are available.
There will be a BBQ at a reasonable cost.
Special Instructions The Dash Triathlon will commence at 0930 hours sharp.
There is parking available for competitors in Ritchie Boulevard.
NOTE: The entrance to the parking area will be closed for the running of the
triathlon at 0900 hours.
Swim caps will be provided and are required to be worn during the swim.
Other Information Swim to bike and also bike to run transition will be conducted in the transition
area at the bike racks provided.
Separate legs teams will only be eligible to enter Sprint Distance event only.
'Open' medals will be awarded for the 3 fastest times overall in both the
Individual Male and Female Sprint Distance Triathlon events.
Competitors enter their own age group and become eligible to be awarded
'Open' medals.
A timing device will be provided and utilised for each competitor in this event.

Time The event will commence at 0900 hours each day.
Day 1 - Unisex competition
Day 2 - Mixed competition
Description Competition will be played in a Round Robin format depending on the
number of teams entered.
6 players on court, maximum 10 players to a team.
Unisex teams have no limitations of gender mix.
Mixed teams must have 2 of each gender on court at all times.
If a sufficient amount of teams enter this event, it is the organising
committee's intention to split the teams into A and B grade. Minimum of 8
teams must enter for this to occur.
Facilities MSAC is conveniently located in Albert Park, less than 3km from Melbourne
CBD close to public transport.
Tram routes 96 and 112 stop beside the MSAC venue.
Situated beside Albert Park Lake, MSAC is only a short walk from shopping
precincts.
MSAC cafés offer a great selection of gourmet and health foods, quality
fresh food, coffee and a premium bar. Menus also cater for people with
specific dietary requirements.
MSAC is located only a 5 minute walk from the Melbourne 2014 Games
Sporting Hub.
Also located within the complex is the MSAC shop. It has a huge range of
sporting wear, swimwear and equipment available for purchase.
Toilets, changerooms and showers are available.
There are several large car parks in the vicinity.

Referees will be provided for all games.
The competition will be a Round Robin format.
Beach Fours Mixed teams must have 1 male and 1 female on the court
throughout the game as a minimum.
Beach fours have a maximum of 6 players per team
Facilities Games will be played on outdoor sand courts.
Players tent on the beach for storage use and shelter.
Food and drink available in nearby Victoria Avenue.
Public transport available via Tram Route 1 to South Melbourne Beach.
Special Instructions Beach volleyball is played in all weather, except lightning.
Players should bring appropriate clothing for the weather.

Competition Date and Tuesday the 22nd of April, 2014
Time Registration commences at 0900 hours.
The event commences at 1000 hours.
Description An exciting event combining strategy, navigation and the challenge of
mountain biking and trail running through the picturesque Lysterfield Park.
Competitors alternate between different Running Legs (6 locations) and
Mountain Biking Legs (6 locations). There are a mix of longer technical
legs and shorter novice legs.
At the end of each leg there is a 'points card' which competitors must
then return to the marshalls at transition, making each leg effectively an
'out n back'route. The longer the leg the greater the points value with running
being weighted to even out speed differences compared to the bike.
The event runs for 90 mins with the winner being the competitor securing
the most points before the siren sounds.
Facilities Lysterfield Park has excellent public toilet, BBQ, bush walking and swimming
facilities.
Special Instructions Competitors to supply their own mountain bike and suitable helmet for the
event.
Some basic navigation skills are required.
Run and Ride Leg Checkpoints will be revealed at the event.
In the Doubles event athletes compete in pairs. Team- mates choose which
of the legs, bike or run, they begin with. One team member remains in
transition, then 'tags' before heading out on their chosen leg.
