Environmental Assessment, Valley Telephone Company - MIRATEK provided a wide spectrum of Environmental Assessment Studies and provided construction management services to comply with all Environmental Compliance regulations and construction codes for a project requiring excavation, trenching and backfill to install an Advanced Fiber Optic Cable System over 395 miles of municipal, state and federal right-of-way-routes. The project boundaries began in west Texas and proceeded through New Mexico into Arizona.

• EA and Biological Survey for Pipeline Transmission Line, Farmington, New Mexico - MIRATEK (as a subcontractor to Lone Mountain Archaeological Services), prepared all documentation required to obtain a permit for the Installation of Electrical Transmission Lines to feed pump stations along a gas pipeline in Farmington, NM. The project encompassed several counties in New Mexico and included plant, animal, noxious weeds, and wetland surveys and preparation of an EA to comply with NEPA, CWA, and ESA regulations. Also prepared a Construction Mitigation and Rehabilitation Plan to prevent/minimize damages and restore land associated with construction operations. BLM was leading permitting government agency; the project also required coordination with the State of New Mexico Game and Fish, New Mexico Council of Environmental Quality/Conservation Services Division, and New Mexico’s State Historic Preservation Officer.

• Conservation Division Support Services Contract (5 Year Task Order ID/IQ Contract), Fort Bliss Department of Public Works - Environmental Division (FB DPW- ED) - MIRATEK provided a variety of critical tasks under this dynamic task order based contract vehicle.

•Services included the following: • Ongoing mission and mission support services that will support and contribute to the Fort Bliss

Supplemental Environmental Impact Statement (SEIS) and plans that provide data and/or guidance for activities associated with Army Transformation, Modularity, and BRAC actions and their subsequent land use changes. Services include environmental engineering analysis and support to assist in ensuring compliance with the full suite of NEPA environmental laws and regulations

• Environmental Engineering support to include preparation of real estate documents, records, and associated administrative and technical editing support.

• Coordinate environmental reviews for many stages of development of installation design guidance and various new military privatization initiatives such as housing, utilities, and leasing of historic properties.

• Carrying Capacity Studies to assess impact and response of vegetation and soils to military maneuvers. Report and data analysis (using GIS/SAS tools) incorporated in final EIS submitted to government.

• Soil Erosion Survey Studies: In support of the Master Plan EIS and the McGregor Withdrawal EIS, data collected from studies will support land management decisions and serve as a base of data for the Fort Bliss Land Rehabilitation and Management Program.

• Significantly improved schedules and delivery time required to acquire a variety of GIS data (including LANDSAT 5, LANDSAT 7, LIDAR and IKONOS Satellite Imagery) for key FBDOE project mission objectives/plans.

• Environmental Permitting of a Natural Gas Pipeline Relocation at the Rio Grande Canutillo Bridge, FM259, Texas Gas Service - MIRATEK prepared all documentation required to obtain from the US IBWC a permit modification for relocation of a natural gas pipeline that supplies El Paso Upper Valley, then attached to the Rio Grande Bridge on FM-259. The project involved preparing

and submitting an EA for the US IBWC; Nationwide Permits 12 and 33 for the USACE to comply with the CWA regulations; and biological and archeological surveys for the US Fish and Wildlife Service and the State of Texas Historic Commission to comply with the Endangered Species Act and the Historic Preservation Act, respectively. The project also included a Scour Analysis to determine the minimum depth at which the pipeline must be installed under the Rio Grande to prevent scouring of the riverbed, and the preparation of a Construction Mitigation and Site Rehabilitation Plan to prevent/minimize impacts from construction activities.

• Manage the Asbestos/Lead Program, FB DPW ED - Performed over 500 work order reviews and inspected over 50 asbestos and lead-based paint projects, as well as demolition projects, over the last year for Fort Bliss. The El Paso City County Health Department conducted several routine asbestos/lead program inspections over the past four years to date, and no violations were found. Analyzed, modeled, and populated an integrated database to enhance records management of thousands of Fort Bliss asbestos surveys, inspections, and analyses. When this tool is fully implemented we expect it to improve response time for timely and quality information. Our FBDOE Asbestos/Lead Program Manager received the 2006 Civilian Individual of the Year, Non-Supervisory.

• Manage the Hazardous Waste Curbside and Facility Program, FB DPW ED - Support the Curbside Service, a turnkey service for pick up and transport of hazardous waste throughout Fort Bliss. Operate the Sustainability Center, a central location for processes that recycle materials, prevent pollution, and save Fort Bliss units thousands of dollars.

In 2005 and 2006 the team processed more than 285,000 lbs. of hazardous materials, saving Fort Bliss more than $336,762 by minimizing the need to purchase virgin materials and the need to dispose of wastes.

The Curbside Hazardous Waste Program The Curbside Hazardous Waste Program expanded in CY07 to provide additional on-the spot support and response to the 4-1 BCT, a major FTX by the Canadian Army, additional units deploying through Fort Bliss and FOB Westbrook. Two inspections were conducted by the States of Texas and New Mexico with zero negative findings.

• The cost savings for Antifreeze CY07 is $19,391.68.• Curbside program cost savings/avoidance $638,139.03 for CY07.• TCEQ annual HW compliance inspection resulted in no findings. Fort Bliss is 100% compliant in Texas and New Mexico.

•Provide Natural/Cultural Resources Management Support, FB DPW ED - Provide conservation/natural resources services, a big part of sustaining the military mission. Manage, plan, and coordinate all field survey, library inventory/maintenance, and endangered species laboratory activities. Also designed, modeled, and integrated a user-friendly Microsoft-based endangered species database which led to improved interdepartmental data sharing and communication.

•Provide GIS/Environmental Records Management Support, FB DPW ED Developed numerous value-add GIS and relational database products that resulted in elimination of data duplication between divisions and departments. Migrated over 200,000 records in development of innovative Archeological Site and Historic Properties Database tools, leading to enhanced access to, and use of, previously inaccessible and significantly large and complex documents, environmental records and information. We developed a GIS overlay that depicts wash racks and grease traps, directly reducing maintenance.

•Provide Technical Support to the Petroleum-Contaminated Sites and Oil/Water Separator Installation Inventory and the Petroleum Storage Tank Operations and Maintenance and Testing, FB DPW ED - Assist in completion of the Installation’s inventory of oil/water separators for Fort Bliss. Determine whether or not there are illicit discharges from oil/water separators through field investigation, review of construction drawings, and review of storm and sanitary sewer system maps using GIS modeling/analysis and spatial data tools; have resulted in cost savings to maintenance/operations of these systems equivalent to ½ FTE. Performed a risk-based closure of the area of POL-contaminated soils at the Sanitary Landfill; includes developing all documentation for closure of the POL- and DDT-contaminated areas under the Risk Reduction Standard No 2/Closure/Remediation to Health-Based Standards.

• Perform Extensive Field Work and Support to Multimedia Compliance and Conservation Division, FB DPW ED. Recent proposals to relocate BCT at Fort Bliss require further analysis of vegetation communities in proposed and existing maneuver areas. Leveraged extensive local academic and industry relationships to provide responsive staffing support to project surge requirements.

• Provide Literature Research for FBDOE RAB, Archeology, and Herbarium, FB DPW ED. Maintain and manage the RAB Electronic Library. Implementing automation project to include converting over 95,000 scanned and formatted TIF pages into PDF format; modeled, assembled, and referenced 300 documents of varying types and updated the index for improved records management and access to this critical data.

Remote Sensing Imagery Analysis and Mapping Services, FB DPW-ED. Provide support with the application of remote sensing techniques and GIS methodology to help monitor the cumulative impacts that environmentally affect the training ranges within Fort Bliss. Tasks include the purchasing, processing, and interpretation of Landsat and IKONOS satellite imagery, as well as the generation of GIS themes and maps that form the core of the geo-database for FBDOE, resulting in improved customer service capabilities.

Conduct Sampling and Field Analysis, White Sands Missile Range. Provided Groundwater Monitoring, including well installation, sampling, and modeling to over 100 sites located throughout the 2.2M Acre White Sands Missile Range facility.

Cultural Resources Support, FB DPW - ED:With this Base Realignment Closure (BRAC) round, Fort Bliss faces the most dramatic expansion of facilities and troop strength since the Cold War when over three thousand buildings were constructed on the post. The following project summaries highlight key relative mission critical accomplishments and metrics, reinforcing our capabilities in the Cultural Resources arena.

Provide Historic Resources Compliance Monitoring, Fort Bliss. The MIRATEK Team provides on-site staff support to review, observe, and monitor construction activities that have the potential to affect Fort Bliss historic properties, report historic preservation compliance violations, provide architectural compliance solutions, provide ongoing architectural/landscape program support, and assist with other Historic Resources Team projects/assignments to ensure compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Development of a work plan to integrate additional data managed in a daily basis, and the integration among historic information and the work orders process handled by NEPA. Development of a work plan to migrate current database into SQL in compliance with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) standards and in a MS .Net Environment

Perform Re-evaluation of Select Ranch Properties, Fort Bliss. Mission change at Fort Bliss created the need to mitigate adverse effects to 35 NRHP eligible ranches in the Tularosa Basin. The MIRATEK team is re-evaluating the existing NRHP eligibility determinations by inventorying and documenting the existing condition of these historic properties on the Dona Ana and McGregor ranges. The effort will assist the FBDOEC to efficiently and economically plan mitigation activities in accordance with federal compliance and Army regulations.

Research and Develop a History of Ranching in the Tularosa Basin and the Fort Bliss Coe Home Ranch, To mitigate adverse effects to a NRHP eligible site in the Dona Ana Firing Range, the Miratek team is currently developing a historic context for ranching in the Tularosa Basin highlighting the significance of the Coe Home Ranch and the significant role of a female rancher, Mary Coe Blevins. Mitigation also includes the design and publication of a public information brochure that will be distributed to agencies, libraries, schools, and interested parties.

Perform Documentation Study for History of Army Air Defense School, Fort Bliss Building No. 2, located on the Fort Bliss main parade ground has been determined NRHP eligible under Criteria A for its association with significant events of the Cold War. The MIRATEK Team is researching and documenting the significance of the USAADS and Building No. 2’s role in that significance as mitigation of adverse effects to this property.

Mitigate Safeguard Missile Program, Fort Bliss. The FBDOEC, is responsible for NHPA Section 106 compliance at Fort Bliss. Buildings associated with the Safeguard Missile program have been determined eligible for the NRHP. The MIRATEK Team is researching and developing a history of the Safeguard Missile Program on Fort Bliss, highlighting its significance in the Cold War. Mission change at Fort Bliss requires mitigation of adverse effects to this building and will be accomplished by preparation and publication of a brochure for distribution to agencies, libraries, schools, and interested parties.

Design and Production of Integrated Cultural Resources Management Plan. Army Regulation 200-4 requires Installations to have an Integrated Cultural Resources Management Plan (ICRMP) that sets forth the Installation’s plan to manage historic properties appropriately under the various laws, regulations, and executive orders that govern cultural resources. Section 106 of the NHPA of 1966, as amended, (16 USC 470, NHPA), requires Federal agencies to appropriately manage historic properties under their management. The MIRATEK Team is assisting the FBDOEC in design and printing of the ICRMP for its implementation on Fort Bliss.

Conservation Technician (Lab Assistant) supports cultural resource management and compliance with historic preservation legislation on Fort Bliss to support the Archaeological Resources program, the FBDOEC maintains a curatorial facility for processing and storage of archaeological materials recovered and generated during field and lab studies. This facility requires continuous support as new data are obtained and old data are integrated. This support aids in the implementation and completion of cultural resources projects and management of archaeological data.

Development of historic structure report and preservation guidance for Buildings 1, 11, and 15, Fort Bliss. These historic, high profile buildings are currently used but may be affected as result of Base Realignment and Closure. A single HSR is being prepared to address each building type and establish appropriate treatments for these buildings. The report is necessary to direct current and future mitigation efforts with respect to layaway, maintenance, rehabilitation, and/or reuse in compliance with applicable federal legislation and Army regulations regarding cultural resource issues.

Scan, Copy, and Data Entry Historic Paper Documents and Provide Historic Resources Program Support This division requires continuous support as new paper materials are obtained, relocated to DOE, scanned, copied and data entered prior to inventory into the archives. The objectives of this statement of work are to provide approximately 1560 hours (30 hour/week) of on-site effort to copy and/or scan documents, link existing (previously scanned) documents, and transfer data to an existing (Microsoft Access) Database program prior to returning or filing the originals. Additional objectives include ongoing architectural program support, and appropriate treatment of damaged or frail documents.

Environmental Management System (EMS) Support, FB DPW ED. MIRATEK has assisted in the development, implementation and ongoing training required to implement a full blown Environmental Management System for Fort Bliss. During calendar year 2007, DPW ED launched three online training modules. The first module provides a basic awareness of what an environmental management system is and how it is integrated with the Fort Bliss mission. The second module provides environmental awareness for personnel that conduct missions in the range training complex. The third module is a basic awareness of how certain activities impact the environment the now to minimize those impacts.

Recycling Center Support, FB DPW ED - The Recycle center is operated by four MIRATEK employees and a prisoner detail of approximately 6/day. It processed 1,377.8 tons of cardboard, newspaper, paper, and aluminum in CY07. Including scrap metal recycled through DRMO, the total income was over $660,000. The tons processed were approximately 15% more than 2006. In 2007, 319 people received recycling training.

• Review the full suite of environmental laws and regulations included in the NEPA on a daily basis to insure compliance when performing environmental engineering analysis. Reviewed over 1200 work orders/records of consideration (REC’s) in the last year related to a variety of mission critical Fort Bliss activities (including the ongoing Fort Bliss SEIS and Desalinization Plant Programs).

• Prepare GIS mapping and analysis for the INRMP, tracking and inventory of items supporting compliance programs with particular near term focus on the EPAS program. Developed and linked an EPAS tracking database tool and a related EMS website both critical value-add tools for major DoD/Army EMS Audit.

• Coordinate environmental reviews of construction projects, maneuvers, support agreements, work orders, lease documents, roadway routes, and other projects. Support to EISs, EAs, EBSs, and other NEPA-related environmental documentation.
