    The essence of program outcomeevaluation is comparison (i.e. multiple data collectionpoints to compare). Assessment of change over

    time. Done through utilization of: Control group

    The data collected is most oftenquantitative but may be qualitative giventhe nature of the program or project.

    The Standards of Evaluation

    No one right

    evaluation. Instead, best choice ateach step is options that maximize:

    Utility: Who needs the info from this evaluation and whatinfo do they need?

    Feasibility: How much money, time, and effort can we putinto this?

    Propriety: Who needs to be involved in the evaluation to beethical?

    Accuracy: What design will lead to accurate information?
