Hundreds of people have contact-
ed the FBI about a teacher sus-
pected of drugging and molesting
boys during a four-decade career at
international schools on four conti-
nents, greatly expanding the poten-
tial number of suspected victims.
The FBI said last month that
William Vahey had molested at
least 90 boys, whose photos were
found on a memory drive stolen by
his maid. The bureau said Tuesday
that it has now “been contacted by
several hundred individuals from
around the globe wishing either to

reach out as potential victims or
provide information.”

said people who have information
about Vahey should call or contact
the FBI through its website.
Vahey killed himself at age 64
after evidence of molestation was
found on the memory drive.
He was said to be one of the
most beloved teachers in the world
of international schools that serve
— enough to leave the boys uncon-
scious as he touched them and
posed them for nude photographs.
There were decades of missed
opportunities to expose Vahey, start-
ing with a California sex-abuse con-
viction that didn’t prevent him tak-
ing jobs exposing him to children.
In early March, the maid who
had taken the memory drive hand-
ed it to a school director in Nicara-
gua. When Vahey was confronted,
according to an FBI affidavit, he
admitted giving the pictured boys
sleeping pills, adding: “I was molest-
ed as a boy, that is why I do this. I
have been doing this my whole life.”
The U.S. Embassy in Managua
was notified the next day, but Vahey
had already left the country. He trav-
eled to Minnesota, where he killed

up when their name is Googled.

The ruling in favor of the “right

When the hashtag #BollywoodSplit
started trending recently on Twit-
ter, people might have assumed that
it referred to the romantic woes of
India’s glamorous movie stars.
But it was a split of a different
kind that electrifi ed the Hindi movie
industry — one involving politics.
It all started with a written pub-
lic appeal issued last month by some
members of the industry, urging
Indians to vote for secular candi-
dates in national elections. The
appeal did not mention anyone by
name, but everybody knew it was

New Frontiers Frontier Airlines announced Tues-
day that it will begin nonstop ser-
vice to 14 new destinations from Dull-
es International Airport. Flights to
Atlanta; Charlotte, N.C.; Orlando,
Fla.; Minneapolis/St. Paul; Chicago;
and Tampa, Fla., will begin in August.

Lauderdale, Fla.; Las Vegas; Mem-
phis, Tenn.; Fort Myers, Fla.; St. Louis
and St. Augustine/Jacksonville, Fla.,

Can D.C. Handle Cabs, Uber, Sidecar and Lyft? The topic was legislation that would
establish rules for app-based trans-
portation services such as Uber,
Lyft and Sidecar — but it was D.C.’s
taxicab industry that took a beating
during a Monday council hearing.
The District’s taxi drivers were
criticized for being rude and unre-
sponsive, refusing to pick up cer-
tain riders and drive to certain
places. Their representatives were
scolded for wanting to shut down
the competition rather than make
improvements that would make
D.C.’s cabs more competitive. It was
a long (more than fi ve hours of tes-
timony) but spirited afternoon, with
several testy exchanges.
How to regulate these new ser-
vices that have grown exponen-
tially in D.C. and across the U.S.
has become a major issue for pol-
icymakers from Seattle to Miami.
The council chamber was
jammed with taxicab drivers car-
rying placards that read “Justice”
and “Respect,” Lyft drivers in sig-

in the middle of the room and Uber
drives in their chic black T-shirts
on another side.
The proposed council legislation
would allow UberX, Sidecar and
Lyft to continue to operate in D.C.,
but would require them to meet
certain requirements regarding
insurance and driver background
checks. The legislation essentially
makes permanent emergency reg-
ulations that were passed by the
council last year. The D.C. Taxicab
Commission also has proposed leg-
islation with similar requirements,
but places a 20-hour-per-week limit
on drivers for such services. Driv-
ers who wish to work more would
have to obtain credentials from the
taxi commission.
Many who testifi ed — drivers
and passengers alike — sang the
praises of newcomers Uber, Lyft
and Sidecar.
A small number of taxicab driv-
ers took to the mic, with many say-
ing they don’t mind the competition,
but that the rules proposed by the
council give the app-based drivers
an advantage because they don’t
face the same licensing and permit-
ting requirements as cab drivers.
This isn’t the last time we’ll
hear debate about these issues.
And we’l l see what happens
when the legislation moves to
the full council for a hearing.

Other Jurisdictions Maryland and Virginia are also moving to regulate the services. In Maryland, after nearly a year of study, the state’s chief public util-ity law judge said Uber should file an application to operate as a for-hire carrier. A final decision on that order is pending. In Virginia, officials have levied more than $35,000 in civil pen-alties against Uber and Lyft for op-erating in Northern Virginia without proper permits. Portland, Ore., New Orleans and Miami are among the cit-ies that have blocked Uber from oper-ating there altogether. (TWP)

lambasted Gansler for
proposing “a $1.6 billion tax
giveaway.”

gradually reducing the
corporate income tax
rate from 8.25 percent
to 6 percent, to match
Virginia’s rate. But under the
proposal, the corporate tax
rate would drop by a quarter
percentage point annually
— meaning it would take
nine years. At that point, the
state would collect at least
$300 million less a year.

reflects an estimate of the

The Waste Of SpaceOrbital junk zipping around the globe can be a major threat. Enter the fence. Washington
Space: so vast, so open. And yet, so littered
with junk.
Hundreds of thousands of pieces of man-
made debris are fl oating around out there, the
detritus of more than 50 years of spacefl ight.
There have been chunks of dead satellites and
spent rocket boosters — even a glove that an
astronaut dropped in 1965 and a spatula that
escaped from a space shuttle in 2006.
Because it zips along faster than a speeding
bullet, the trash poses an ever-growing threat
to the satellites that help the military commu-
nicate and gather intelligence and serve the
world’s obsession with Google Earth and on-
demand movies. Until last year, the Pentagon
used what was called a “Space Fence” to track
the junk and warn of potential collisions that
make owners scramble to move their satellites
out of the way.
But that system managed to keep up with
only a fraction of it all, and it went out of com-
mission last year. Now the Air Force is poised
to take a more modern crack at the problem
with a new Space Fence.
With a contract expected to be awarded in
the next few weeks — to either Lockheed Mar-
tin or Raytheon — the program is designed to
be mankind’s best effort yet at tracking space
pollution.
The fence isn’t really a fence, but rather a
high-frequency radar that is like a fl ashlight
beam in a dark room that illuminates the bits
of dust swirling around. All those little bits are
then cataloged and tracked as they
pass through the radar again and
again, until analysts, using mas-
sive computer databases, can pre-
dict where those pieces of debris
will be in the future and forecast
possible collisions, like the ones
dramatized in the fi lm “Gravity.”
But the objects are moving so
fast scientists say there’s no way
astronauts could see what’s coming.
And for the approximately 1,100
satellites — and the Internation-
al Space Station and the Hubble
telescope — to get out of the way,
the warnings often have to come
well in advance.
The new system is vital, offi -
cials say, because it will be able
to track more and much small-
er pieces of debris, which can
whip around the globe as fast as
17,000 miles per hour. At that veloc-
ity, even something just a half-inch
around would pack a punch like a
bowling ball traveling at 300 mph,
according to NASA.
“It’s absolutely essential,” said
Todd Harrison, a defense analyst
at the Center for Strategic and Bud-
getary Assessments. “It’s the most
basic level of defense: You can’t
defend against it, if you don’t know
what’s there. … And we don’t want
to be playing Russian roulette with
our military space systems.”
Now, the Defense Department
tracks about 20,000 items with
other sensors and radars. But the
new fence will be able to track as
much as 10 times that. It would also
be able to identify smaller items,
some the size of a golf ball.
The new Space Fence, howev-
er, still won’t provide what many
think is the ultimate solution:
cleaning up space.
Tracking the debris “is a neces-
sity, but not suffi cient,” said Joan
Johnson-Freese, a professor of
national security affairs at the
U.S. Naval War College. “We need
to move on to an active plan for
removal.”
But it’s far more diffi cult than
it might seem.
It’s in cred ibly expensive, for one
thing, and cleaning up space isn’t
exactly the kind of domestic pro-
gram that members of Congress
can rally behind. Then there are the
international tensions. Countries
continue to own the junk they’ve
launched into space, and China,
for example, wouldn’t be thrilled
if the United States decided to take
down one of its satellites.
Even though the movie “Grav-
ity” raised awareness of the space
debris problem, Johnson-Freese
doesn’t think there will be real
action on removing the rubbish
until there’s a crash that “affects
people, and the general pub-
lic says, ‘Why isn’t my cellphone

How does NASA shield itself from all of that flying debris?Knowing that the International Space Station is going
to be pelted by all sorts of garbage, it was designed to
be the “most heavily shielded spacecraft ever,” NASA
says. Astronauts wear spacesuits lined with a layer
of material used in bulletproof vests to help protect
them from flying projectiles. The space shuttle
was also designed to withstand the onslaught; its
windows were layered three deep for protection.
When did space pollution start to become a problem?Since Sputnik was launched in 1957, the debris has
grown. Spent rocket boosters have exploded. Defunct
satellites left in orbit have decomposed. Much of
the debris is attributed to two events, which added
thousands of new pieces of garbage to space: In 2007,
China blew up one of its dead weather satellites,
and two years later, an active U.S. communications
satellite crashed into a defunct Russian satellite.
What’s being done about it?Some rocket boosters are now being designed to
fall back to Earth more quickly, so that within
25 years, they hit the atmosphere and disintegrate.
Even satellite cameras are now designed in a way
to prevent space pollution. “In the old days, you’d
blow the lens cap away, and some debris would
always result from that,” said Dave Baiocchi, a
senior engineer at the Rand Corp. “Now they tether
the lens cap.” (TWP)

season began, but the bullpen has
been reliable the whole time.
Washington boasts the third-
best bullpen ERA in the majors at
2.34, making it easy for manager
Matt Williams to call on one of his
relievers when he feels the time is
right to pull a starter.
The bullpen didn’t have a great
showing last weekend when the A’s
swept the Nationals, but it bounced
back nicely Monday against Arizo-
na, giving up just three hits and no
runs in the fi nal 31⁄3 innings in a
6-5 comeback win.
“Ever since I’ve been around
this team, they’ve done such a good
job keeping us in games,” second
baseman Danny Espinosa said of
Washington’s relievers. “It’s no sur-
prise they’ve been able to come in
and do what they’ve done. They do
a great job for us.”
In the bullpen, only Ross
Detwiler has a somewhat concern-
ing ERA at 4.00, and that’s mainly
due to the eight earned runs he’s
given up in three games. The left-
hander has kept runs off of the
board in his other eight appear-
ances.
The rest of the relievers have
ERAs under 4.00, with Tyler Clip-
pard shaking off a rough April to
work his down to 2.20. Prior to

day, closer Rafael Soriano has been

“Those guys are something
special out there,” starting pitcher
Jordan Zimmermann said. “Every
time they come in it seems they are

Even the young relievers are
getting in on the action. Rookie
right-hander Aaron Barrett has

With poor starting pitching and
inconsistent hitting affecting the
club of late, the bullpen has been
one of the main reasons the Nation-
als have stayed near the top of the

ACC Hoops Alters Tourney Format
For the first time since 1981, the
ACC will hold its men’s basketball
championship game on a Saturday
night next season. The conference
announced on Tuesday that it is
putting its tournament on a Tues-
day-Saturday schedule.
Since 1982, the conference has
held its tournament semifinals on
Saturday afternoon and its champi-
onship game on Sunday afternoon,
the same day as Selection Sunday.
But after the Big East took its tour-
nament to Fox Sports starting last
season, ESPN suddenly had a few
major holes to fill on Friday and
Saturday night during Champi-
onship Week. The conference will
hold its tournament semifinals at
7 and 9 p.m. on Friday night, and
its final at 8:30 p.m. on Saturday

Tiger Woods and Lindsey Vonn are both
recovering from injuries right now.
The power couple of sports is a
rehab unit all its own.
Lindsey Vonn and Tiger Woods,
however, can take heart in know-
ing they have each other to lean on
during the arduous process.
Vonn is working her way back
from a second right knee opera-
tion that kept her from skiing at
the Sochi Olympics. Woods is recov-
ering from surgery to relieve pain
from a pinched nerve in his back
that caused him to miss the Masters.
“Rehab is not a fun thing to do
— it’s very monotonous and tedious
and a lot of the same exercises over
and over and over,” Vonn said by
rehab and train together.”
The one thing that’s off lim-
its? Treating this as a race or tour-
nament.
“We have to keep our compet-
itiveness at bay because it’s not
about that,” Vonn said. “It’s about
doing it right and taking the time
it needs to really heal properly.”
For Vonn, things are “right on
track, if not slightly ahead,” she
said. The 2010 Olympic down-
hill gold medalist hopes to return
to snow on Oct. 1, most likely in
Europe. If all goes well, she could
be racing two months later in Lake
Louise, Alberta.

“He had no issues on the track
surface at all,” Sherman said after
Tuesday’s practice run. “This horse
hasn’t had to take his track with
him. He’s won on four different
tracks now. So I don’t think that’s
an issue. I’m hoping it isn’t any-

Who doesn’t like The Black Keys?
Until recently, probably the same
people who didn’t like Jennifer Law-
rence — outliers, purists, grumps.
They were the one rock band most
everyone could agree on: hipsters
and classic rock fans, frat boys and
dad rockers. They were the rare
mainstream band that made you
feel cooler for listening to them.
The Black
Keys star ted
off in an Akron,
O h i o , b a s e -
ment with Pat-
rick Carney on
drums and Dan Auerbach on guitar
and vocals, armed with a dedication
to classic ’60s blues-rock thump that
bordered on the archival. They didn’t
get arena-famous until the release of
their 2010 album, “Brothers,” almost
a decade into their careers. Over the
years, the band has evolved from
garage rock primitivists to expert
usurpers of just about every con-
ceivable (mostly) American musi-
cal form of the late ’60s and early-to-
mid ’70s, from glam rock to power
pop to bubblegum, with everything
bolted to a sturdy blues-rock chassis.
“Turn Blue,” out now, is proba-
bly The Black Keys’ most confi dent
album, and certainly the most fas-
tidiously made. But with the excep-
tion of the remarkable opening and
closing tracks, it’s a bit of a slog.
It robs Auerbach and Carney of
some of the things they’re best at
— simple, stripped-down garage-
blues — in favor of songs that are
dark and expansive.
Opener “Weight of Love” works
a deep funk groove, with an extend-
ed guitar solo (previously unthink-
able) and a wall of female backing
vocals. Clocking in at almost seven
minutes, it’s the longest song the
band has ever done, and it’s quite a
thing. The DNA of the entire album
is contained within. The title track,
with its emphasis on organs and on
Auerbach’s wavery falsetto, is an
exercise in mid-’60s Sunset Strip
nostalgia; “Bullet in the Brain” is
great, galloping, synth-y rock.
Many of the album’s songs seem
to refer to Auerbach’s recent, very
public divorce, but other than a few
stray blog-baiting couplets (“The
house it burned/ But nothing there
was mine,” from the nervy “In Our
Prime,” is probably a reference to
that time Auerbach’s ex is alleged
to have set fi re to his house), don’t
expect much in the way of romantic
insight. “I searched far and wide,
hoping I was wrong/ But baby, all
the good women are gone,” Auer-
bach sings on “Gotta Get Away,”
the disc’s only full-tilt boogie.
“Turn Blue” is otherwise as lei-
surely as its predecessor, the hook-
a-minute street racer “El Camino,”
was fast. For the fi rst time, though,
The Black Keys fully inhabit these

from the outside in, as if they are
fully realized rock stars at last.

It always comes in handy, definitely.
It’s kind of the best of both worlds
— I get to have a great career and
play great roles and work with
great people, and I can go to Tar-
get whenever I want.

kinds of roles you’ve played over
your career?
I’ve always enjoyed the crazy
roles I’ve played. Kitty Sanchez
on “Arrested Development” real-
ly was a super fun role to play. It
was just anything goes with her.
You called one of the chapters in
your book “I Used to Be More Ugly.”
Did suffering through some awk-
ward years help you get to where
you are today?
It made me rely on personality more
than people who maybe didn’t have
an awkward phase. I kind of feel
like I had more fun by not always
worrying about how you look.
You haven’t been afraid to look
less than glamorous for a role.
I did an independent movie called
“Barry Munday” where I didn’t go
through hair and makeup at all.
That kind of thing is really fun
and really liberating.
You’ve played a lot of best
friends. Who would you
want cast as your best
friend in a movie?
I never thought about
that once in my life!

Are there any dream roles you’d
love to get?
I’ve never been in an action movie.
I would just once like to be chased
by somebody; that seems fun. I
also think it would be fun to be

I’m super excited about a TV show
I’m shooting for FX called “Mar-
ried,” which premieres in July. I’m
also very excited for “Dawn of the
Planet of the Apes.” My husband
is a huge fan of the franchise and
he begged me to get a role. And
the one left was Cornelia, Andy
Serkis’ ape wife, so I said, “I’m in,
I’ll do it.”
