Family, Friend and Neighbor Care
Family, friend, and neighbor care is a name for the widely practiced form of relative and non relative child care, and describes a network of providers who are involved with parents in the care and education of young children.
- Low ratios, average 1.5:1
- Flexible hours
- In child home
- Better stability of caregivers – continuity of care
CCDF Requirements, Provider Health and Safety Training
State is required to provide pre-service training to ensure child health and safety in 10 areas
Infectious disease
SIDS and safe sleep
Allergies
Safe environment
Shaken baby syndrome
Emergency preparedness
Hazardous materials
Safe transportation
First Aid and CPR
CCDF Requirements, Health and Safety Inspections/Monitoring
Annual inspection of each license-exempt provider receiving CCDF funds
Compliance with health, safety and fire standards
States are not required to inspect license exempt providers who are relatives of the child
CCDF Requirements, FFN Background Checks
State is not required to subject relative FFNs to these requirements but has opted to for sake of health and safety alignment.
Criminal background check must include
Search of state criminal and sex offender registries in WA and each state where individual has lived in last 5 years
Search of state child abuse and neglect registries in WA and each state where individual has lived in last 5 years
Search of National Crime Information Center
FBI fingerprint check
Search of National Sex Offender Registry
CCDF Subsidy Impacts
Reauthorization says provider is ineligible to receive CCDF if they employ staff member who refuses to submit a background check, falsifies information on a check, is a registered sex offender, or has been convicted of certain crimes.
Reauthorization does not specify the subsidy impact of an FFN inspection that reveals compliance issues
December Federal rulemaking may provide guidance
Monitoring indicating compliance issues will not produce licensing action, but may impact subsidy eligibility
