Hello, From Your HOA President. It’s the start of another great year here in southern Richardson. As the new President of the Richland HOA, I am excited about our new board members and our plans for the coming year to make this the best neighborhood around. I am fairly new to Richland Park. We bought our home on Goodwin in August of 2003. You may see me out with my wife Ruth and my two daughters, Teresa (8 years old) and Melissa (6 years old) at the park with our dog Onyx, or at PTA meet-ings serving popcorn. Professionally I am a Licensed Realtor and Mortgage Loan Officer and have been in business for seven years. Please look at the listing of the Board Officers and Committee Chairs on this page. SCOUTING FOR FOOD DRIVE

Attached to this month’s newsletter please find a bag that is being delivered so that Pack 526 (Richland Elementary’s Charter) can collect canned food during the annual Scouting for Food drive. This is the largest door-to-door food drive in the metroplex and the food will be delivered to area food banks for distribution to those in need. Hats off to Pack 526 for their efforts!

Annual Homeowner’s Association Meeting Following a slide show from the past year’s activities, on November 17, 2004 the RHA Annual Meeting opened with a proclamation and certificates of appreciation being presented by the Richardson Police Department to the RHA Crime Watch for 10 years of outstanding service. Since the inception of the RHA Crime Watch there has been a 51% reduction in property crimes! RHA Board members, Bill Greenhaw and Bob Sherman presented possible signage options to the Association for beauti-fication of the entry ways on Walnut and Audelia. This has been a long-term goal of the association to improve the entry way signage, and progress should begin next year. The RHA was privileged to have five members of the Richardson City Council present to participate in a Question and Answer session. Members brought up the following issues for discussion: timing for the Abrams Road improvements, extension of the wall adjacent to the 400 block of Park Bend, temporary asphalt road repairs versus permanent repairs throughout the neighborhood, possible future expansion of Walnut to six lanes, parking on the correct side of the street, pet leash laws, and additional lighting at the park. The annual meeting concluded with approval of the 2005 slate of officers for the RHA Board of Directors, and a plea for interested neighbors to volunteer for RHA activities, committees or Board positions.

Richland Park Crime Watch Patrol

As the year 2004 drew to an end, it marked the 10th anniversary of the Richland Park Crime Watch Patrol. In 1993, due to numerous resi-dential burglaries, mostly from garage doors being left open, local homeowners associations asked the City for help and the Police Depart-ment soon developed a pilot program to meet the homeowners needs. Formed in 1994, the Patrol is a community based program that in-volves citizens patrolling their community, as-sisting the police in detecting and preventing crime. In mid 1994, with the guidance of Officer Mike Sandlin, Chuck Kurka and Tom Brown be-

came leaders of the patrol with 51 resident members volunteering their time, vehicles and fuel, to patrol the Richland Park neighborhood. In just six short months the crime rate was down significantly from 185 incidents in 1993 to 133 in 1994. The seven years prior to 1994 averaged 161 incidents per year. The past ten years have averaged 77 incidents per year, or a 52% improvement. On November 17th of 2004 at the Richland Homeowners Association general meeting held at Richland Ele-mentary, the Association and RPD recognized the members of the Patrol for their dedicated contribution to our neighborhood safety and certificates were awarded each member. Of the original 51 members, the following 28 people are still actively patrolling today: Tom Brown, Dave Coppedge, Ron Coyne, L.C. Craig, Rudy & Dot Hale, Alberta & Syd Hammond, Alta & Tom Holland, Larry Howell, Keith & Louise Kent, Cal Kinney, Jan Kurka, Gary Knecht, Ken Lilly, Ernie Mansfield, Charles Peavy, Vern Ruuska, Richard Steenson, Gwyne & Van Stock-ton, Harry & Jean Wood, Sandy Ylda and Carl & Nancy Wenholz. Membership of the Patrol has averaged around 60 people during the past 10 years. Today’s membership stands at 62. Leadership has alternated about equally between Tom Brown and Carl & Nancy Wenholz during the years. In 1996 the Wenholz’s formed a Patrol breakfast group which still meets once a month with our po-lice representative, averaging 18 in attendance. Your patrol does make a difference. You also can help us make a difference by closing your garage doors and making sure you do not leave items in your cars parked outside that might attract burglars. We always wel-come new members—each donating 3 hours a month to patrolling. Richland Park Crime Watch Patrol Statistics indicate that crime is down considerably in the neighborhood since the patrol was begun in 1994 and we all feel a little safer. We believe that in spite of the improvement, we can be even better. If we had a few more patrol members, we think, we can accomplish this objective. Please give careful consideration to becoming a part of the patrol. It only requires a few house of training and just 1 to 1 1/2 hours every two weeks and you can choose the time. In addition, you will become acquainted with a great group of Richland Park/Oaks neighbors. An application blank is printed below. January 2005 Teaching, learning, community building in our neighborhood

Campuswide renovations already underway, more to come Made possible by $4.9 million in Maintenance Tax Notes and $54 million in Capital Improvement Plan (CIP) bond funds, Richland College will be renovating and expanding our campus facilities to continue to serve your educational, training, and community needs with the ongoing quality you have come to expect of us as your neighbor.

Among many projects, our Maintenance Tax Note renovations will include: re-piping and updating the efficiency of the more than 30-year-old HVAC system and other physical plant systems; de-silting the lake; rein-forcing the banks and gabion-basket retaining wall along Lake Thunderduck; replacing fume hoods in science labs; re-carpeting buildings on campus; resurfacing the jogging trail, tennis courts, and many of the parking lots; replacing roofs on some buildings; repairing side-walks; and installing a card-access system to exterior entrances to our buildings.

Richland’s portion of the $450 million CIP bond package that Dallas County voters approved last May will fund seven major projects on campus: a new math/science/engineering building; an addition to our Fine Arts complex, including a multi-purpose conference space; expanded parking; a Learning Resources Center expan-sion; gymnasium expansion and upgrade; student cafeteria expansion; and demolition of a portable building to make way for an expanded physical plant.

Although the Maintenance Tax Notes projects will be completed within the next 24 months, the CIP pro-jects will be scheduled for completion over a six-year period. So, for the next six years you will see construction and construction vehicles necessary to complete these much-needed additions and improvements to our cam-pus.

However, as with all major construction on campus, we remain committed to our college mission of teaching, learning, and community building. We will continue to work with you and your neighbors to minimize interruptions in the neighborhood and continue to communicate our progress to you through your association newsletter.

This neighborhood newsletter goes to all 965 homes in the Richland Park and Richland Oaks additions. The newsletter is published 5 times a year in Febru-ary, April, June, August and October. Advertising in the newsletter is an excellent way to get your message into those homes. Sizes and rates for a one-time ad are as follows: Full page: $100 Half page: $50 Quarter page: $ 25 Business card: $ 10 There is a 10% discount for members of the RHA.
