HSI DefinitionHSI Definition

• A Hispanic-Serving Institution (HSI) is defined as a non-profit institution that has at least 25% Hispanic full-time equivalent (FTE) enrollment, and of the Hispanic student enrollment at least 50% are low income. Low income is defined as 150% of the poverty level as determined by the Bureau of the Census at http://www.census.gov/hhes/poverty/povdef.html. The Title V Program does not pre-certify institutions as Hispanic-Serving Institutions. Institutions that meet these eligibility requirements and want to apply to the Title V Program, simply must submit an assurance with their Title V application with the necessary student enrollment data.*
