FELCA
What is Felca?
Felca is the forum of national language and education travel associations from all over the world. Its members include the national associations of Brazil, Europe, France, Hong Kong, Italy, Japan, Korea, Mexico, Nepal, Russia, Spain, Taiwan Thailand, Turkey, and Vietnam. The members of the national associations are individual businesses whose role it is to advise and counsel students who want to travel overseas to study at a language school, high school or university.
Aims and Purposes
• To strengthen and permanise the links between existing national language and education consultant associations by providing a forum for discussion.
• To encourage and assist in the establishment of new national language and education consultant associations.
• To promote the image and credibility of language and education consultants with government departments and education bodies worldwide via lobbying, meetings and correspondence.
• To enhance cross-cultural understanding by promoting the importance of international travel for language and educational study.
• To consider the provision of a suite of services and products which would be available to all members.
• To discourage unfair and illegal cross-border practices in the language and education travel industry.
• To create a Code of Practice to establish guidelines for language and education consultants and school associations worldwide and hence facilitate harmonious and successful business relations.
• To assist the language and education consultant associations in ensuring that the interests of their student consumers are protected.

1. Comply with all applicable national laws and regulations 2. Act in the main interest of students and clients and
provide objective, ethical advice. 3. Ensure that brochures and websites published by all the
Felca members with the purpose of promoting their services are accurate
4. Give ongoing service and assistance to students throughout their stay abroad
5. Be financially responsible; and have open and transparent terms of business, so that all parties understand what has been promised. When a student or school has a complaint, these are mediated by the national association.
6. Agencies undergo regular audits of brochures and websites, carried out by the national Felca member associations.

Mrs. Maura de Araujo Leão
FELCA represents the most qualified study travel agencies
from every continent. The study travel agencies that are
affiliated to FELCA via their national associations are amongst
the best in the international education market. There are 687
agencies affiliated with FELCA, from 17 national associations,
and these agencies adhere to the Felca Accreditation Code.
This is because FELCA wants to make sure that students and
the schools they attend, receive top professional service and
advice from study travel agencies that really know what they
are doing. Feel free to contact any of the FELCA board
members if you would like to know more about us. We would
be pleased to share our experience and the advantage of
being a part of FELCA. If your school is interested in recruiting
international students, or if you are an international student, a
FELCA agency will ensure that your study travel investment
will be everything it should be.
History of Felca FELCA, a worldwide association of national associations of
language and education consultant providers, was established
in 2000. Its founding concept was that agents and industry
leaders from all countries should meet to discuss their
businesses, agent to agent - an idea first conceived by several
representatives of national associations of study abroad
organizations from Brazil, France, Germany, Spain, and Japan
in the mid 1990's. By the late 1990's, FELCA's member
associations comprised the education and language travel
agents that spanned the regions of Asia Pacific, Europe, and
Pan America, with founding members in the countries of
Brazil, France, Italy, Spain, Japan, Thailand, Taiwan, and
Korea. Vietnam and Turkey joined later. (Masaru Yamada,

France: L’OFFICE
L'Office national de garantie des séjours linguistiques et éducatifs
Created in 1997, L’Office national de garantie des séjours linguistiques et éducatifs (L’Office) gathers 40 organizations committed to offering high standards quality language programs. Members of L’Office are companies or voluntary associations selected on the basis of a number of strict criteria which they are bound to respect. They regularly work together on different issues as L’Office acts for the development and the improvement of the profession by defending its interests and staying in touch with all the actors of the educational and touristic field.
L’Office’s members offer short and long time language placements, language schools, educational school trips, jobs and internships placement, au pair stays, cultural tours.
L’Office is supported by the French Ministry of Youth, by parents and consumer’s associations and works closely with them to make sure the necessary quality requirements are met by members offering linguistic trips. This can be achieved thanks to a quality charter named “Contrat Qualité” as well as through a set of controls applied to linguistic programs that can be controlled every year through various aspects.

Hong Kong International Education Consultants’ Association
As international education has continued to grow and become a major industry for many countries, the need for quality control has also become an increasingly obvious issue. The establishment of the Hong Kong International Education Consultants’ Association (HKIECA) as a self-regulating body is most important to education providers, parents, and students. Education plays an important part in the development of our future generations, and all players in the field have a moral responsibility to maintain quality and integrity.
Meanwhile overseas governments and institutions have introduced increasingly complex procedures to ensure the welfare, safety and success of overseas students in their countries. Governments and institutions now take more security-conscious and outcome-focused approaches to accepting international students and education consultants and education counselors need specialist knowledge and skills, and on-going training.
Our vision is to create an association of self-disciplined education counsellors and consulting professionals whose members adhere to the highest ethical and business standards. As with many professional bodies, HKIECA now require its members to take the training and tests for each the countries of their overseas education providers, Australia, UK, USA, Canada, and New Zealand.

Italy: IALCA
Italian Association of Language Consultants and Agents
IALCA – Italian Association of language Consultants and Agents is a non-profit association founded in 1997.
Language consultants and travel agencies specialized in language courses abroad are the members of Ialca.
The goals of IALCA are:
− to promote the image and credibility of language and education consultants with the students and the Italian government;
− to improve the quality of services offered to the students;
− to be a contact point between its members and schools abroad;
− to organize familiarization trip for its member to build a solid knowledge of the industry;
− to be a link between agents and schools for any issue the students may have during their programs abroad.
Ialca members agree to follow a Code of Practise to make the best effort to guarantee to the students the best, most efficient and safest experience studying abroad.

Japan: JAOS
Japan Association of Overseas Studies
JAOS, Japan Association of Overseas Studies, was established in 1991. In 2008, JAOS was granted General Incorporated Association status from Japanese government. As of 2017, JAOS membership consists of 39 study–abroad agencies, and 11 public organizations such as British Council, Australian Embassy, as well as various trade related associations.
JAOS promotes to establish and maintain high standards in ethical practice, safety assurance for students and healthy financial status of members by setting membership criteria and periodical membership renewal process.

Kazakhstan: KAEA
Kazakhstan Association of Educational Agents
In 2005 the oldest agencies in foreign education united to form
Kazakhstan Association of Educational Agents.
Today, the KAEA is proud to represent the following eight
leading agencies in educational consultancy: "Anglo-Kazakh
Center", "Global Link" "Globus Education”, "Euroschool",
"Intellect", “InterTavel”, “OK Study” and «A&T Smart Study» -
each has its own history of success and professional
reputation.
The Association has been operating for 13 years. These were
the years of improvement in professional standards
recognized by foreign partners - schools, colleges,
universities, language centers.
We implemented rebranding in which we devised and adopted
the Code of practice that corresponds to our mission:
"Professionalism. Reliability. Ethics". All members of the KAEA
support professionalism in the provision of consulting services
of customers in the field of foreign education, reliability in
working with partners and high culture of business.
We have a lot of interesting work ahead, aiming to improve

Korea: KOSA
Korea Overseas Study Association
Founded in 1981, the KOSA, the Korea Overseas Study
Association, is serving the international education community
as the most representative association for education agencies
in Korea, which is consisted of about 130 member agencies.
The KOSA has been taking an active role in upholding the
highest quality standards for the industry in Korea. Its
member agencies are required to abide by its own industry
standards though training and education.
In order to further the depth of self-quality control, the KOSA
and the Korean National Assembly together is about to
introduce a new bill that requires even a higher level of quality
checks, transparency, work ethics and professionalism for
education agencies in Korea.
The new bill would require all education agencies in Korea to
be evaluated and approved by government. To help agencies
comply with such legal measures, the KOSA is implementing a
training and certification process to produce professional
international education counselors.
With such painstaking measures, the KOSA strives to better
serve our student clients and educational institute partners

abroad; therefore, the KOSA is further gaining public trust and
support.

Taiwan: IECA
International Education Consultants Association
IECA was officially established in 2005. It built on, and took over, all of the previous work done by TOSA, and today IECA is the sole, government-recognized voice for agents in Taiwan.
IECA has been working with the Taiwan education authorities to better structure and regulate the study abroad consulting industry. Major accomplishments include the introduction of a standard contract that agents must use when contracting with students, and the establishment of professional liability insurance for agencies wanting to conduct study tour groups.
In addition, IECA assists consumers with dispute resolution with overseas schools or IECA members. IECA has also successfully hosted multi-national and agent education fairs since 1994, making its events one of the longest-running and most effective promotional events in Taiwan.

The Thai International Education Consultants Association
The Thai International Education Consultants Association (TIECA) was first formed as a club on May 10, 1990 representing 12 services provides of counselling and education consulting assistance for students and professionals who wish to pursue and education abroad. TIECA was officially inaugurated as an Association on September 11, 1997. There are currently 76 members (October 2014).
2006 - The Winner of the Trade Association Award for Excellence in Administration and Management.
2008 – The Winner of the LTM Star Award in the category of Agency Association.
On 26th August, 2014 TIECA has won the award for Excellence in Administration and Trustworthy study abroad management under category "Highest Level of Mission Complete" organized by the Department of Business Development, Ministry of Commerce and the Trade Association, Board of Trade of Thailand. This is the second time around in 8 years.

Vietnam: VIECA
Vietnam International Education Consultants Association
Vietnam International Education Consultants Association (VIECA), a Vietnamese not-for-profit association which represents 20 professional organizations specializing in consulting services for Vietnamese students, seeking to pursue overseas studies, was founded in August 2000 under the auspices of the Vietnam Association for Promoting and Supporting Educational Development in accordance to Decree number 132/QD/HKHVN dated 11 June 2001. VIECA also is an official member of the Federation of Education and Language Consultant Associations (FELCA).
VIECA’s Purpose
To promote the mutual understanding, trust and cooperation among international educational providers and Vietnam ‘s overseas study consultants in order ensure the excellent quality of the Vietnamese educational consulting services, strengthening cultural exchanges and the integration into the world of Vietnam in its process of industrialization and modernization.
VIECA’s Objectives
• To provide accurate, useful information and assistance to students and others who are interested in studying abroad through education forums.
• To cooperate with education providers inside and outside the country to set up overseas study resources.

• To organize annually international education exhibitions introducing international educational institutions, countries, areas of training, tuition fee and well-reputated consulting agents in Vietnam to maximize the opportunities of obtaining overseas education.
• To set up overseas study scholarship programmes to support Vietnamese students.
• To take part in activities and programmes held by Federation of Education and language Consultant Association – FELCA.
With the expectation to contribute to realization of the State policy in developing international education, with the hope to provide useful consultants, practical and precise services in order to protect proper benefit of whom wishing to study abroad, Vietnam International Education Consultants Association, short name in English for foreign affairs is VIECA, was established.
VIECA is the official member of Federation for Education and Language Consultants Association (FELCA).
With the wish to cooperate and assist consulting units, set up a strong and effective, disciplined group in doing the international education enrollment mission, etc. VIECA welcomes and is willing to greet those want to participate the organization on the basis of willingness, satisfaction of all requirement and conditions for entering VIECA and also have membership application.
