Mkhize called journalists onMondayasking them to attend a media brief-ing in the municipal boardroom.
The Fever can confirm that JojoziandMkhizewere lyingwhen inform-ing journalists that the investigationreport,conductedbyprovincialTrea-sury last year, has not yet been hand-
ed to the municipality.“I am not aware that

the media.When
journalist posedmore questionsabout the reportthe mayor was re-luctant to answer.
However, pro-vincial Treasury
spokesperson NtokozoMaphisa saidto the Fever: “Indeed we conductedan investigation at Kokstad. The re-port was handed to the municipalmanager, Mr Mkhize, on 11September.”
So who, between Jojozi, MkhizeandtheprovincialTreasury, is foolingwhom?
Mkhize told the media that he ap-proached the treasury departmentasking that an investigation be con-ducted into the Kokstad municipali-ty, then said saying it is untrue thatthe final report has been handedto them.
Maphisa said their recommenda-tions of the findingswere included inthe report and further details can beobtainedfromthemayorandmunici-palmanager as they are now the cus-todians of the report.
WhiletheANCHarryGwalatopsixregionalleadershipconvenedameet-ing at Greater Kokstad Municipalitycouncil chamber on Tuesday, theleadership questioned Jojozi aboutwhether the report was tabled byTreasury and she denied that it hadalready been tabled, which mightindicate that she is misleading herorganisation and council.
While leadership was in a heateddebateabouttheinvestigationreport,corporate executive managerThandazani Makhoba tendered hisresignation to the municipal manag-er.
Therewereallegations that there-port also implicates him and high-profile politicians and managers.
Makhoba allegedly used his com-
pany, Aluta Excellent Legacy, to gettendersandtheFeveris inpossessionof invoices detailing payment to hiscompany by GKM.
Trouble isnotnewtoGKMas it ap-pears to be going in a downwardspiral as a number of key managershave left themunicipality, leaving im-portant positions vacant.
The municipality is also facingfinancial woes due to cash flowproblems.

The new vision of the campaignaimstoattractSouthAfricanstobeac-tive participants in the fight againstgender-based violence.
The premier was accompanied bymembersoftheEasternCapeLegisla-ture on 10 December to close the 16
Days ofActivismAgainstWomenandChildren Campaign.
At the build-up to the main event,political principals and governmentofficials embarked on a door-to-doorcampaign in Maluti and took part inawalk led by theMen’s Forumunderthe theme “Count Me In”.
Thedelegationhandedoverwork-ingequipment forMatatieleFarmers’Association at Stanford, the value ofwhich is more than R4 million.

Electronic billboard unveiled>> ‘The unveiling ofthis EAB was adefining moment’

IT may sound clichéd, but it wastruly a case of rags to riches forNokuphiwa Malunga-Masinyane
(37), a Kokstad woman who nowowns an electronic advertisingboard, the first of its kind in theHarryGwala district.
The board was unveiled lastThursday at the entrance toKokstad.Friends and family members ofMalunga-Masinyane were at the un-veiling.
Malunga-Masinyane, originallyfrom Umzimkhulu, started living inKokstad in 1998.
“I came to Kokstad with onlymatric, which I got at a rural school.
I started selling clothes and acces-
sories to make a living.”Shesoldproductsthatshegotfrom
Durban cheaply.“In Durban I would see these TV-
like-things that had adverts on and Iwas fascinated and became interest-
ed inthemandhaddreamsofonedayowning one as I had never seen themin Kokstad or surrounding towns.”
Years later she opened a cateringcompany.
“Mybusinessgrewbut Ididn’t for-
getmy dreamof having an electronicadvertising board,” she explained.
In 2010 she approached a friendwho knows about electronic issuesand asked her to get information onhow to get an EAB.
“We did research on the EAB anddrafted a proposal through her com-pany, Gubhela Investments, to theGreater Kokstad Municipality, re-questing a piece of land where wecould erect the EAB,” she said.
Shetriedtoget fundingfortheven-ture, but unsuccessfully.
Aftermanyprocesses,GKMfinallyissued her a letter of approval inMarch and she managed to raisefunds and bought the EAB.
Malunga-Masinyane pays amonthly fee to GKM for the land.
“The unveiling of this EAB was adefining moment.
“Mydreammanifested in frontmyeyes,” she said.
“This is evidence that it doesn’tmatterwhereyoucome,whetheryouare uneducated or you come from apoor background. If you have adream it can come true and if you arepersistent andyoubelieve in yourselfit will also come true.
“Ihope thatpeopleofHarryGwalawill support this initiative.”

The year 2014 is coming to an end.This is the time of the year where we look back to theactivities, good or bad that happened during the course of the year. During the year 2014,the Municipality can mention so many things which have positively changed the lives ofthe people. Understandably so, we also had some challenges.
During difficult times we stood together and during the good times we rejoiced together.The fire disaster, which occurred in June, is amongst the things that touched us in avery painful way. On the positive side, one can highlight the Audit Outcome for 2014 as anotable achievement, especially because the Council has a responsibility of ensuring thatpublic funds are well spent.
I want to thank the Council, Management, staff, community and all our stakeholders fortheir sterling support, in various ways, during the year 2014. Our primary gratitude goesto the community which is the reason of our existence as the Municipality.
As we end 2014, we thank God the Almighty, for having protected us thus far. Goingforward, we must work hard in improving the lives of the people of Kokstad.

AT a media briefing in themunicipality boardroom onMonday, a seemingly dis-
tressedGreaterKokstadMunicipalityMayor Nosisa Jojozi and municipalmanager ZamoMkhize criticised themediaforthebadpublicitythemunic-ipality has been receiving.
The purpose of the briefing was,according to themayor, to convey in-formation to the community regard-ing issues that have been in the newsrecently.

tadmusthave first-hand informationonmatters concerning them, besidesgetting it from the media.
ShesaidthebadpublicityGKMhasbeen receiving is of great concernnotonlytotheofficeof themayor,butalsoto council.
“Wewant to inform the communi-ty that our doors are open to the pub-lic, this is so we can clarify anythingthat they might want to know.
“We also say that there is no sub-stance to recent media reports thatsuggest therearecouncillorswhoaretrying to interfere with the privatehospital project— they are not true,”she said.
“As amayor I will never block anydevelopment for Kokstad.”
Speaking about the resignation ofThandazani Makhoba, Jojozi con-firmed that Makhoba has resignedand is now serving one month’snotice, effective from 1 December.
She also said she is unaware ofany drama surrounding his resigna-tion.
“Makhobadidn’tunpackdetailsofhis resignation, hewould like to keepit personal and that is his right to doso.”
Jojozi also revealed that GKM re-ceivedanunqualifiedauditopinioninthe 2013/2014 financial year.
“We received an unqualified auditreport despite untested speculationin the media recently.
“We areworking very hard for thepeopleofKokstadandthecommunitymust be assured that we are strivingfor the best.”
She said the financial situation atthe municipality is improving.
“Weclosed this financial yearwitha positive bank balance, unlike thepreviousyearwhenwehadanegativebalance,soourbelt-tighteningstrate-gies are bearing fruit.”

Deputy minister visits super max prisonNTUNTU DWEBA>>[email protected]
THE Ebhongweni C-Max Prison recentlyreceived praise from the deputy minis-ter of Correctional Services, ThabangMakwetla, when he visited the facilityon Wednesday.
The visit forms part of the Depart-ment of Correctional Services mandateto improve service delivery at all correc-tional centres in the country.
Acting national commissionerZachariah Modise and KZN RegionalCommissioner Mnikelwa Nxele were al-so part of the delegation that accom-panied the deputy minister.
“It is our responsibility in the depart-ment to familiarise ourselves with theinfrastructure, resources, human re-sources, capacity and best practisesand areas of excellence in our facilities,”Makwetla said.
He said the prison remains the saf-est on the continent.
“The centre prides itself with [itsrecord of] zero escapes in the past sixyears. Access to the centre is electroni-
cally controlled and monitored by cam-eras which have contributed signifi-cantly in addressing escapes.
“Other achievements by this prisoninclude building three classrooms forKokstad Public Primary and a house atVulamehlo with the use of offender la-
bour,” he added.He repeated Nxele’s vow that he
would resign as regional commissionerif any prisoner ever escaped.
“The regional commissioner’s vowserves as assurance of how secure thisfacility is,” he said.
Makwetla said one of the challeng-es noted in the prison is irregular watersupply by the Harry Gwala District Mu-nicipality.
“Water supply and some mainte-nance challenges, including air-condi-tioning, have been brought to our at-
tention and we will inform our in-frastructure maintenance
division to have the issuessorted out,” he said.

and gangsters, amongthem are Thozamile Taki,the sugarcane killer, Kwa-Zulu-Natal serial killer Ti-lili Mzimela andMozambican serial rapist,murderer and robber

EFF members kept requestingthat the door be opened as they hada meeting with the municipalmanager, but unsuccessfully.
GKM Social Services executivemanager Nyaniso Msiya said theylocked the doors because only threepeople were required for the meet-ing.
HeaskedEFFmembers tosigntheregister forenteringthemunicipality,
but they refused, with some losingtheir temper saying he is treatingthem like terrorists.
EFF regional commissar Dumisa-ni Dlamini said they all wanted to getinto themunicipality offices, but onlythree would attend the meeting.
EFFmembersheckled twosecuri-ty guardswhowere standing outsidethe municipality with pepper-sprayguns.
Last week EFF members, led byDlamini, stormed the GKM offices,saying they were there to demandanswers to the memorandum of de-mands theyhandedover threeweeksago.

JOURNALISTS from various mediahouses in KZN were treated to a braaiand fun activities at a media gathering
organised by Harry Gwala District Munici-pality.
The gathering, aimed at strengtheningthe relationship between the media andthe municipality, was held at the SisonkeDevelopment Agency on Sunday.
It was also attended by UbuhlebezweMunicipality Mayor Zamo Nxumalo, HGDMcorporate services manager Neziswa Lung-wengwe,HGDMCFOMthethunzimaMkatuand Amabhubesi Bikers members.
Mkatu said the municipality has ahealthy relationship with the media.
“Our responsibility as this municipalityis to ensure that people have water andsanitation in all corners of the district, sowe are working closely with the media sothat the community we serve knows whatwe are doing,” he said.
The gathering was a platform for themunicipality and the media to share ideas.
“We want to share ideas and be happybecause we are working hand in hand.
“Others think that the municipality istrying to suck up to the media, but that isnot the case. We are well aware of the inde-pendence of the media so we would never
try to influence their reporting,” he said.Zoliswa Mayila, Izwi Le Afrika editor,
speaking on behalf of local media, said itis encouraging for a municipality to em-brace journalists as stakeholders while it
respects the independent and objectiverole the media has in reporting news.
She also emphasised that the munici-pality must continue to support localnewspapers in terms of advertising.

“HELP us, Mr Premier.” That’s the plea from Rich-mond businesses and residents who say their townis being held to ransom by power-hungry protesters“hell-bent” on creating chaos.
Richmond businesses have suffered the brunt ofthe protests this week with many of them remainingclosed in fear of more violence. Taxis have also beenboycotted,makingitdifficultforconsumersfromsur-rounding townships to enter the town.
Numerous townsfolk yesterday called on KZNPremier Senzo Mchunu to go to Richmond and sortout their internal politics so the town could get backto normal.
A salon owner, who asked not to be named forfear of victimisation, said they had to close their shopduring the week but had opened yesterday, “stayingvigilant and careful”.
Residents in the surrounding farms have alsobeen affected. One resident, who asked not to benamed, said the barricaded roads prevented her fromseeking medical attention in the town. She allegedthat only 16 policemen were on duty on Thursdaynight when five main access roads into the town wereblocked.
SA National Civic Organisation (Sanco) membershave turned the town into something resembling awar zone. Last week, a mob faced off with police onceagain, resulting in police using rubber bullets andtear-gas.
However, according to sources, members of themob have allegedly been barging into people’shomes at Ndaleni and holding knives and guns totheir heads, demanding that they join the protest.
Violence monitor Mary de Haas said “It is part ofa protest culture that is not very organised. Suchthings were rife in the 80s”.
Worried ANC Richmond mayor Andrew Ragaval-oo alleges that the protests are as a result of a crimi-nal element that is hell-bent on burning Richmondto the ground.
“The violence in the 90s started the same way.I have developed a thick skin but I am afraid for thelives of my family,” a concerned Ragavaloo said.
“We believe in a peaceful manner of protesting,but the ones now are from criminal elements, hell-bent provocateurs who want to bring Richmond tothe ground.”
De Haas added that historically the ANC govern-ment of Richmond has been divided and Sanco is infact an ally of the ANC, which could indicate that theprotests could be a result of ANC infighting.
“The fact that the protesters are targeting specif-ic councillors means that this may well be linked tothe struggle dynamic in terms of the upcoming elec-tions … [Sanco] could be jostling for positions in thelocal government,” De Haas added.
A Richmond councillor, who asked not to benamed, said during the 2011 elections many Sancomembers supported the councillors they want re-moved now, allegedly because those councillorspromised to get them government jobs once theywere in.
“Because they didn’t fulfil their promises, theywant them out.
“My main concern is that the ANC knows the prob-lem but why don’t the ANC do anything about it?”the councillor added.
The DA in KwaZulu-Natal in a statement issuedlast week expressed concern about the recent strikeactionbySancomembersinRichmondjustdaysafterthe A-G announced that the town had achieved yetanother clean audit.
“Clearly, while Richmond may be in the A-G’s goodbooks, the municipality is failing the people. Auditopinions are a very necessary oversight tool. The dan-ger is that they do not tell a human story. Insteadthey are a reflection of the financial accounting with-in a municipality bound my certain limitations,” thestatement reads.

Applaud forstock theftunit
I WOULD like to express apprecia-tion for all the hard work done byour SAPS Stock Theft Unit andsecurity companies.
The unit, which operates inour area, has a very large regionto cover and is severely under-staffed for the mammoth task theyundertake often with little or nothanks.
Prestige Security is the companymost closely involved with our localfarmers and the assistance it pro-vides when there are cases of stock
theft is invaluable and much appre-ciated.
This Monday evening SAPSStock Theft Unit and Prestige re-trieved a stolen flock of over 100sheep within hours of the theft.They also apprehended the allegedthieves, some of whom werearmed.
A case has been opened and isunder investigation.
We would like to pay tribute tothis type of collaboration betweenthe stock theft unit, Prestige and
the farming community. This is notthe first time that the three bodieshave successfully worked togetherto apprehend criminals and I amsure the co-operation will continue.
The strong relationship whichhas developed in EG is to be ap-plauded and we take this opportu-nity to thank and praise thosewhose work is most often donequietly outside of the public eye.

Load-shedding incentiveFOR the moment load shedding is here tostay, so says Eskom, although on the newsthisweekIheardthat loadsheddinghasplayeda small part in assisting with the power situa-tion.
ThewayIunderstanditthatthereareblocks—a,b,c,d,andsoon—andtheyareonacertaingrid and every grid has its “day and/or night inthe dark” (I do stand corrected, but that’s notmy point).
Why doesn’t Eskom give each grid’s resi-dents’ incentive to switch off non-essentialor items that aren’t in use during the day, ornightforthatmatter—geysers,swimmingpool
pumps, and so on—by saying that if residentsadhere to this, the load shedding in their area(their grid) will get some light (excuse the pun)relief, in other words, everyone comes to the“electrifying party”.
I’msure thiswill givemanyresidents the in-centive to assist, but the way things are now,people are really angry and feel that EskomshouldhaveputplanB inplace longago topre-vent this situation,which I call an “early crimi-nal Christmas”.
I’m not sure if this is possible, but it is foodfor thought, Eskom.

The adoption of a new theme“Countmeinaswetogethermoveto-wardsasaferSouthAfrica”,wasear-marked to take the campaign to an-other level in its 16th anniversary.Thenewvisionofthecampaignaimsto attract SouthAfricans to be activeparticipants in the fight against gen-der-based violence. Agency (SDA), Harry Gwala DistrictMunicipality and the Department ofEducation joined forces to capacitatepupils with skills and facilities.
The event took place at the SDAoffices in Ixopo.
Deputy Minister of Higher Educa-tion Mduduzi Manana visited the Ix-opo area last week to encourage pu-pilswhoreceivedbursariesfromHar-ry Gwala District Municipality tostudy hard. He also handed over lap-
tops to pupils.The districtmayor,Mluleki Ndobe
and SDA management, led by boardchairman, Patrick Khoza and CEOZolani Cezu also encouraged pupilswho are studying in various tertiaryinstitutions around the country.
Manana said pupils should usetheir education as a weapon to fightfor the future of the country.
“If we are really serious aboutbuilding a knowledge-based econo-my, the only option is to skill the na-tion,” Manana said.
Mananaurgedpupils to representtheirdistrictwherevertheystudyandbecome ambassadors for their dis-
trict.“You should know that the devel-
opment of your district lies in yourhands,” he said.

THE first Tree of Lights was held by TLCat the Nardini Catholic Church in theiThembalabantu Centre in Shayamoya
on Friday night. Many local people and TLCsupporters joined us in celebrating this won-derful evening.
The evening was started by a prayer, takenby a six-year-old fromPastor Letsaba’s churchin Mount Frere. A cast, made up of TLC or-phaned and vulnerable children, patients andmembers from the Shayamoya community,tookpart. Thechildrenwhohavebeenpractis-ing for weeks performed a beautiful NativityPlay. The story of the birth of Jesuswasbeauti-fully portrayed in the characters of Mary andJoseph and Angel Gabriel. These were joinedby crew of shepherds and a host of angels. Allthe children who participated loved the partthey played in telling the story. Thank you somuch to Wendy Sander for the use of the HolyTrinity Anglican Church costumes. Thesemade the children feel special and made thestory very real to them.
Amusicalnumberwasthensungbyourcaregivers. These ladies practised in secret until
theywerepitchperfect.Thankyousomuch foryour effort and practise.
A dance of praise was performed by sevenlittle girls. The audiencewas enthralled by thiswonderful dance. Thank you to CharmaineSwartbooi for making this possible.
Theeveningendedwithanamazingpresentgiving time. Thank you to Mel Freeguard whoconvened the Shoebox Project this year again.We were lucky to receive enough gifts to givejustabouteverychildpresentagift.A fewof thechildren from the communitywho just came towatch didn’t receive gifts, but we made a planand theywill comeback toTLC thisweek to re-ceive a small gift each. We collected gifts fromSt Patricks, collected by the staff. Toothbrush-es, toothpaste,barsof soapand faceclothscol-lectedbyStPatrick’spupilswereaddedtogifts.
Finally we had just about enough for eachchild present. The children’s faces told anamazing story.
The evening was a great success and it canbe expanded and grown year after year. Acandle lighting ceremony took place when theaudiencewere invited and encouraged to lighta candle in honour of a loved one who hadpassed on or one who may be suffering.
Thank you so much for the generosity ofKokstad residents who made this possible.
