and warn the inhabitants of the Town of Bucksport, qualified by law to vote in town affairs, to assemble at the Town House, in the Village of Bucksport, on Monday, the seventh day of Marcii, next, at ten o’clock in the forenoon, to act upon the following articles, to wit:

1. To choose a Moderator to preside at said meeting.

2. To see if'the town will vote to accept the report of the Select­men, Assessors, and Overseers of the Poor and Auditor.

3. To choose a Clerk for the ensuing year.

4. To choose three or more Selectmen, Assessors, and Overseers of the Poor.

5. To choose a Treasurer of the town, and all other necessary town officers for the ensuing year, excepting Collector of Taxes.

Report of the Superintendent of Schools.

In accordance with the requirements of the statute the following report upon school matters for the past year is submitted to the citi­zens of the town.

T E A C H E R S .In the village the same teachers with a single exception have been

employed as during the preceding year. A t the East Primary Miss McCaulder was obliged on account of ill health to resign her position as assistant, and Miss Josephine Hancock took her place. Outside of the village, Mill vale and N. Bucksport have each had only one teacher, but in all the other schools au unusual number of changes have been made. In two cases, new teachers who have failed to give good satisfaction were not re-employed, and four others accept­ed better situations elsewhere. W e can not reasonably expect our small ungraded schools to retain long even young teachers qualified for the work and ambitious to succeed.

During the year twenty-seven different teachers have been em- ployed, of whom eight were non-residents. Nine of the number luive had more or less professional training. The fact that so many were employed from out of town shows the difference between the conditions now and those prevailing here a few years ago. Then our home supply was so large that frequently schools could not be furnished to all that applied. Λ similar falling off in the supply of teachers is reported in different sections of the country, and is doubtless owing to the demand for better trained instructors, and also to the fact that so many young people nowadays are preparing for a business life at commercial schools.

R E P A IR S .The most important repaiis made have been at the live following

places : A t Hancock Pond the house has been painted on the out­side, the roof of that in N. Bucksport has been re-shingled, the room at No. 2 newly papered, and both rooms of the village building on Pond street kalsomiued. The school lot at Bucks Mills, which was

formerly only three rods square, has been enlarged to forty square rods by the purchase of additional land and inclosed with a sub­stantial wire fence.

We have now in use twelve schoolhouses containing sixteen rooms, and the best interests of the town demand that they should be kept in excellent condition without and within. Any owner of a dwelling- house who knows from experience the cost of keeping it repaired can easily judge how far a hundred dollars will go when expended upon

teen to fifty school children. While our annual appropriations have been liberal and sufficient to make the rooms comfortable and fairly attractive, they have not been large enough to cover some needed repairs and improvements. For instance, every school building in town was in urgent need of painting last spring, but only one could be attended to for lack of means. A t Mill vale, too, the building needs a thorough overhauling. Our largest rural school deserves better quarters than are found in this old structure, which ought to be replaced by an up-to-date new building. As that is not to be thought of in the present state of our finances, a liberal sum should be spent the coming season in transforming the old house into some­thing better adapted to modern requirements.

From the above table it will be seen that considerably more than half of the pupils of the town are in the village schools. Deducting

those in attendance from other places t.lie numbers average respect­ively 245 and 160.

The general vaccination of the scholars during the fall term inter- fered with the regular work of the schools, as absentees on account of sore arms were numerous at times. This winter the exceptionally cold weather has made it, difficult for children in the rural districts to attend regularly, and I have been surprised on my visits to find so many present, even on extremely cold days.

BO O KS.The expenditure under this head has been simply to replace worn

out books with newr copies, no changes having been made except the placing of Roddy’s new geography on trial in twro of the village schools. Our greatest need now is for new reading matter in all butthe lowest grades. Children sufficiently advanced to read intelli- gently find no more pleasure or profit than older people in re-reading selections that have grown stale by repetition. While continuing as a basis the use of the Readers introduced in 1901, 1 recommend the

purchase this year of a variety of supplementary books which by successive transfer from school to school will afford fresh reading matter for a longer time than if the same amount weie spent upon a new series of the common kind.

An examination of the discarded books at the Seminary a while4/

ago showed that most of them had seen too much service to haveany market value. A selection of those in the best condition was

sent to a New York dealer, and the amount received in payment, §9.11, has been credited to the book account.

G R A M M A R S C A ^ . , .The attendance at the Grammar School continues to increase and

has now reached the present seating capacity of the room. It is certainly gratifying to see the desire manifested by bright scholars in remote parts of die town to attend this school, and to find their parents willing to incur the necessary trouble and expense of having them do so.

been present here in addition to thirteen from Verona and five from•

Orland. Tuition to the amount of $.140.00 has been paid by the scholars from these two towns.

T R U A N C Y .Under our law children between the a2.es of seven and fifteen are

required to attend school regularly unless excused for good cause by the school officials, and parents who neglect, to have them do it are liable to a fine of twenty-five dollars or to .imprisonment for thirty days. It seems strange that such a law should be needed, for every man who forces or permits his child to lose his school privileges must know he is doing what he can to spoil that child's future life by crippling him in advance. The frequent plea made by the poor of inability to clothe their children suitably for school, does not apply with us. We are fortunate in having a fund to draw upon for this purpose, and 1 know that every reasonable request for assistance of this kind will be granted by the officers of the town.

The services of the truant officer have been required only twice the past year. In most of the other instances of irregular attendance that have come to my notice a note to the parents has been all that was needed. Two or three cases, however, show an indifference to the requirements of the statute that would justify a resort to severer measures. AVe should not be satisfied to have a single child depriv­ed of his right to enjoy all the school advantages in his vicinity.

F R E E H IG H SCHOOL.I fear we fail to appreciate fully our good fortune in having such

an institution as the E. M. C. Seminai y at hand to take charge of the graduates from our grammar grade. In default of it we shouldprobably be supporting a so-called high school under one teacher and possibly an assistant. Now our scholars are free to choose any one of half a dozen courses at a school hav ing a faculty of eight teachers and thoroughly equipped with the apparatus and appliances essential for good work in its various departments. And all these advantages we have at an annual cost of less than seven hundred dollars.

It is to be hoped that the complete renovation of the building last year will give increased prosperity to the school, and that it may al­ways be in as efficient bands as at present.

CONCLUSION.To put my estimate of the last year’s work into a brief statement

I will say that out of the forty-five terms of school in the town during that time only two or three could be called unsatisfactory when

judged by any reasonable standard. Not a large number, but still too many by just two or three, and in explanation J will only say that written recommendations are not always unfailing guarantees ofan applicant’s efficiency.
