1.0 INTRODUCTION

1.1 Background

I Electro-Voice, Inc. (EV) is a sound equipment manufacturer. Activities at the plant includeadministration, assembly, die casting, machining, painting, electroplating, research, and development.The plant is located in southwestern Michigan at the southern limit of the City of Buchanan, BerrienCounty, approximately six miles west of Niles, Michigan (Figure 1-1). The EV property isapproximately 11.5 acres in size and is located within the northwest quarter of Section 36, T7N, R18W.

In February 1983, EV was placed on the Michigan and the National Priority Lists. An Administrative

w Order by Consent (U.S. Environmental Protection Agency [U.S. EPA] Docket No. V-W-87-C-023) toconduct a remedial investigation (RI) and feasibility study (FS) was entered into by EV and the U.S. EPAon October 8, 1987. The results of the RI were presented in a report titled, Final Remedial InvestigationReport for Electro-Voice, Inc., dated August 1990, and prepared by Fishbeck, Thompson, Carr, &Huber, Inc. (FTC&H). The results of the FS were presented in a report titled, Feasibility Study Report,Electro-Voice, Inc. Site, dated September 10, 1991, and prepared for the U.S. EPA by CH2M Hill,

A Record of Decision for the First Operable Unit (ROD) (onsite remediation) was signed by the U.S.EPA Regional Administrator on June 23, 1992. The Operable Unit Consent Decree and Statement of

\ Work for the Remedial Design and Remedial Action for the First Operable Unit at the Electro-Voice Sitewas filed with the U.S. District Court on September 20, 1993. The Consent Decree/Statement of Work

} (SOW) divided the remedial design/remedial action (RD/RA) work into two phases: Phase I addressesthe former lagoon area soils investigation, including the extent of contamination investigation, the

installation and maintenance of a hazardous waste cap, lower aquifer investigation, and off-property.• groundwater monitoring; Phase II includes the installation and operation of a groundwater remediation

system, the installation and operation of a dry-well area soils remediation system, and the associated1 performance monitoring. On October 4, 1993, EV received authorization from the U.S. EPA to proceed

with the Phase I RD/RA work, as set forth in the Consent Decree/SOW.j

The major components of the RA for the first operable unit ROD for the EV site were discussed in the

Phase I Remedial Design Work Plan for Electro-Voice, Inc., prepared by FTC&H (February 1994).Greater detail regarding each component is also provided in the Consent Decree/SOW for the first

operable unit (Appendix B of the Operable Unit Consent Decree). This report presents the results of thePhase I RD Additional Studies.

1.2 Work Plan Scope and Organization

The Consent Decree/SOW requires that two work plans be prepared as part of the Phase I work. Thefirst (SOW - Task II) was the Phase I RD Work Plan, which provided the overall management strategy

for performing the Phase I RD for the first operable unit at the EV site. The Phase I RD Work Planaddressed the additional studies for the lower aquifer investigation and the lagoon area soils - extent ofcontamination investigation, and the RD of the hazardous waste cap elements required in the ConsentDecree/SOW. Also included in the Phase I RD Work Plan, by reference, was the off-propertygroundwater monitoring program. Several additional elements were included, namely the site-specificHealth and Safety Plan, a Sampling and Analysis Plan, a site-specific Quality Assurance Project Plan(QAPP), a project schedule, a project organization plan, and a reporting summary, to complete thePhase I RD Work Plan. The Phase I RD Work Plan was prepared by FTC&H, and submitted to the U.S.EPA on November 30, 1993. The Phase I RD Work Plan was approved by the U.S. EPA on March 7,1994.

The second work plan (SOW - Task III) document to be prepared is the Phase I RA Work Plan, which

addresses the implementation of the Phase I RA. The Phase I RA Work Plan will be prepared after U.S.EPA approval of the final design submittal.

1.3 Geology and Hydrogeology

A summary of the geology and hydrogeology at the EV site follows. Further details on the geologic and

hydrogeologic setting may be found in the Electro-Voice Remedial Investigation/Feasibility Study WorkPlans (FTC&H, 1988), Phase II - Field Data, Volume I of III, Electro-Voice Rl/FS (FTC&H, 1989), andin the Final Remedial Investigation Report for Electro-Voice (FTC&H, 1990).

The local geology consists of unconsolidated glacial drift deposits underlain by the Late Devonian age

Antrim Shale Formation. The glacial drift consists of two primary units; an upper outwash sand andgravel unit, and a lower clay-rich till unit. The upper outwash unit is characterized as light-to-darkbrown, fine-to-coarse-grained, loose sand with varying gravel and pebble content. A general coarsening

downward sequence has been observed, with occasional silty sands and clayey zones in the upper horizon,

grading to discrete and alternating intervals of fine, medium, and coarse sand with depth (FTC&H,

1990). The lower portion of the outwash sand and gravel unit comprises an areally extensive unconfmedaquifer. This unconfmed aquifer ranges in thickness from approximately 50 feet at the EV site toapproximately 10 feet near McCoy Creek to the north (FTC&H, 1980).

A blue-gray to gray-brown, clay-rich till unit underlies the upper aquifer or outwash unit. The till unit

is characterized as a very stiff, blue gray to gray-brown clay with minor sand and gravel. This clay-richconfining layer was encountered in all the investigative borings at the EV site that penetrated the aquifer,and was marked by drilling refusal at these locations. However, some of the borings did penetrate intothe till as much as 25 feet. The top of the clay-rich confining layer was found at elevations ranging from630 to 670 feet mean sea level (msl). The thickness of the till unit was not determined during the RI.However, regional well logs indicate the till unit ranges from 3 to 90 feet in thickness (FTC&H, 1990).

The thickness of the unconsolidated glacial deposits overlying the bedrock in Berrien County generallyranges from 101 to 200 feet (Western Michigan University [WMU], 1981). The glacial drift depositsat the EV site are estimated to be 150 to 180 feet thick (FTC&H, 1990).

The Late Devonian age Antrim Shale Formation consists of black shale. The elevation of the top of thebedrock surface ranges from 550 to 600 feet above msl (WMU, 1981). The elevation of the easternportion of the EV site is approximately 740 feet above msl. Hence, the depth to the Antrim Shale isestimated to be 140 to 190 feet below ground level (bgl). One residential well record (Well 36-53

[FTC&H, 1989]) describes a blue shale at a depth of 173 feet bgl. Presumably, this could be the AntrimShale. However, the exact location of this well could not be determined. The thickness of the Antrim

Shale is estimated to be between 50 to 100 feet (WMU, 1981). The Antrim Shale is underlain bylimestones of the Middle Devonian age Traverse and Detroit Group, and by evaporites of the LateSilurian age Salina Group (WMU, 1981). These bedrock formations are very dense, relatively

impermeable, and have no potential for groundwater supply.

The groundwater flow direction in the upper outwash aquifer is primarily northwesterly at the EV site.The direction trends to north-northeasterly in the central portion of the study area, and trendsnorthwesterly again at the northern portion of the study area near the McCoy Creek discharge boundary

(FTC&H, 1990).

The depth to the water-table surface varies within the study area. The water-table surface isapproximately 30 feet bgl in the former lagoon area and decreases in depth to approximately 10 feet bglnear McCoy Creek. The water-table surface is as deep as 60 feet bgl in the south and central portion ofthe study area (FTC&H, 1990).

1.4 Nature and Extent of Lagoon Area Soils Contamination

The former dry well and the former plating waste lagoons were identified in the RI/FS as contaminantsource locations for the EV site. The Phase I RD Work Plan for the first operable unit addressed thecleanup/closure of the former lagoons. Information regarding other areas is provided in the Electro-VoiceRemedial Investigation/Feasibility Study Work Plans, dated July 1988, and the Final RemedialInvestigation Report for Electro-Voice, dated August 1990.

In 1952, EV constructed two bentonite-clay-lined lagoons, north and south, for disposal of liquid wastefrom the electroplating operation at the plant. The two lagoons were connected in series by an overflowpipe. EV discharged metal-plating waste to the north lagoon from 1952 to 1962. Use of these lagoonswas discontinued in 1962 after a new wastewater treatment facility was installed at the site (FTC&H,1990).

In September 1980, the north lagoon and its contents were removed. This included the removal of 9,500gallons of water, approximately 19,600 gallons of sludge, and 40 cubic yards of clay liner. Thesematerials were disposed of offsite. The area was then filled with clean soil (FTC&H, 1990). The southlagoon was not considered to be contaminated and was, therefore, filled with clean soil and contouredto match the natural surface topography of the area. Lagoon closure activity was performed inaccordance with Michigan's Hazardous Waste Management Act (Public Act 64 of 1979) and itsAdministrative Rules. The waste was listed on industrial waste disposal manifest forms, and approvedfor transportation and disposal by the Michigan Department of Natural Resources (MDNR) (FTC&H,1990).

Documentation related to the site history concluded that the soils contamination was confined primarilyto the immediate lagoon area. Subsequent surface soil sampling downslope and outside of the formerlagoon areas indicated elevated metal concentrations in the surface soils. It is believed that thesurrounding surficial soils were contaminated due to runoff and previous lagoon closure activities, suchas bulldozing contaminated soils to the edge of the lagoons, and the subsequent sediment transport ofthese soils. The horizontal and vertical extent of metals contamination in these soils were determined aspart of the Phase I RD.

2.0 ADDITIONAL STUDIES WORK

The additional studies for the Phase I work included a lower aquifer investigation and a lagoon area soils- extent of contamination investigation. The purpose and methodology for each investigation is presentedbelow. Off-property groundwater sampling is ongoing as part of the Phase I work.

2.1 Lower Aquifer Investigation

2.1.1 Purpose

The purpose of the lower aquifer investigation was to determine whether a lower aquifer was present inthe vicinity of the EV site. This was done by loci ting a deep boring near MW-9D. The originalscreened auger boring near the location of MW-9D was completed to 93.5 feet bgl. The boring for theinstallation of monitor well MW-9D was completed to 74.5 feet bgl. The intent of this investigation was

to sample below the depth of the previous borings to determine if a lower aquifer was present. If such

an aquifer did exist, a groundwater monitor well would be installed to determine if any site-related

contamination had been released to this aquifer.

The thickness of the upper aquifer at the site was estimated to be 50 feet (FTC&H, 1990). A clay-til!unit underlies this aquifer. A double-cased soil boring was to be drilled 15 feet into the clay-till unit nearonsite monitor wells MW-9S and MW-9D, an area that directly underlies groundwater contamination ofthe upper aquifer (Figure 2-1). Contaminants historically detected in MW-9S and MW-9D include thevolatile organic compounds (VOCs) 1,1-dichloroethane, 1,2-dichloroethene (total), and vinyl chloride.If clay was present below approximately 90 feet, three soil samples of the clay til!, collected at intervalsof 5, 10, and 15 feet into the clay till, were to be submitted for laboratory analysis of VOCs.

If a water-bearing unit 5 feet or more in thickness and capable of yielding a substantial quantity of

groundwater to a monitor well was encountered, one or more groundwater samples would be collectedand analyzed for VOCs in lieu of analyzing the clay sampies. If the water-bearing unit was less than 10feet thick, a groundwater monitor well would be installed at the top of the unit and sampled for VOCs

analyses. If the water-bearing unit was greater than 10 feet thick, vertical groundwater profile samplingfor VOC analysis would be performed at 10-foot intervals through the thickness of this lower water-bearing unit. The proposed methodologies for the soil boring, soil sampling, vertical groundwater profile

sampling, monitor well installation, and groundwater sampling were provided in the Phase I RD WorkPlan.

2.1.2 Soil Boring and Sampling Methodology

The soil boring, LAB-1, was performed on May 11 and 12, 1994, by Stearns Drilling Company ofDutton, Michigan using 8V4-inch inside-diameter hollow-stem augers. Drilling proceeded to 89 feet bgl,where a clay-till was encountered. A split-spoon sample collected at 89 to 91 feet bgl contained a stiff

silty clay. The drilling continued to 93 feet bgl to set the outer steel casing. However, a hard

clay/bedrock surface was encountered at 93 feet bgl. A split-spoon was collected from 92 to 92.2 feetbgl. The collected sample appeared to be predominantly "slough" from the overlying strata. However,reddish brown clay and some shale fragments were present in the tip of the spoon. The augers weresubsequently cleaned to clear the "slough" and a second spoon was driven to collect another sample from92 feet bgl. The blow counts for the second split-spoon were 200 counts for \ inch of spoon driven; the

augers were at refusal. The tip of the spoon contained a hard red-brown clay with fragments of reddish-brown shale.

It was determined that this lower reddish-brown strata was the top of the underlying bedrock shale, andthat a lower aquifer, or water-bearing zone, was not present. This conclusion was based on the extremelyhigh drilling pressure, the high blow counts (200 counts for \ inch of recovery), the presence of shale

fragments in the split-spoon and on the drill bit, and the reddish-brown color of the shale fragments whichwas indicative of the local underlying weathered shale formation. The decision was made to abandon andgrout the boring following discussions with the U.S. EPA. The boring log for LAB-1 is included inAppendix 2-A.

2.2. Quarterly Groundwater Sampling

Quarterly off-property groundwater sampling continued in accordance with the U.S. EPA approved

Electro-Voice, Inc., Groundwater Monitoring Plan for U.S. Environmental Protection Agency (FTC&H,November 1992). The first sampling event under the Phase I RD/RA was conducted in April 1994.Quarterly sampling was conducted in June and September 1994. The annual groundwater sampling wasconducted in January 1995. The sampling will continue on a quarterly basis until the second operable

unit ROD is effective or until the U.S. EPA, in conjunction with MDNR, determines that monitoring is

no longer necessary. The results of the groundwater analyses have been forwarded to the U.S. EPA and

MDNR as they are received.

2.3 Lagoon Area Soils - Extent of Contamination Investigation

2.3.1 Purpose

The purpose of the lagoon area investigation was to determine the horizontal and vertical extent of soilsthat required capping/excavation outside of the proposed former lagoons cap area. Previous limited soilsampling for specific metals downslope and outside the proposed lagoon cap area was conducted by EVprior to the preparation of the Phase I RD Work Plan. The sampling indicated that surficial soils, 1 to2 feet bgl, were contaminated and most likely would equire excavation and placement beneath the cap.

Two types of soil sampling could have been used to determine the extent of the lagoon area soils to beexcavated; cleanup verification sampling prior to excavation or post-excavation cleanup verificationsampling. The former method, sampling prior to excavation, was chosen as the more efficient way toevaluate the lateral and horizontal extent of contaminated soils. Potential consequences of performingcleanup verification sampling after excavation include:

Delays in capping the contaminated material while waiting to sample and for laboratoryturnaround of the verification samples. This would expose contaminated soil to wind andsurface water erosion.

Time and costs associated with contractor mobilization/demobilization due to failure to

determine the full extent of contamination, including multiple delays for additional rounds of

sampling and laboratory analysis.

Delays caused by cap redesign due to additional soils being placed under the cap.

The analytical results from the soil sampling were used to determine which soils had been impacted fromlagoon area contaminants. The impacted soils would then be remediated with the former lagoon areas.The soil sampling and statistical analysis of the analytical results were conducted in accordance with theMDNR Cleanup Verification Guidance Document (MDNR Guidance Document), dated November 1991.

2.3.2 Methodology

The area of investigation was initially estimated to cover approximately 97,000 square feet (Figure 2-2).

According to the MDNR Guidance Document, this acreage is considered a medium-sized site. Hence,the grid interval for stationing was calculated using the following equation:

Based on this calculation, a grid interval of 44 feet wj > required for the soil sampling. The grid layout

for 67 initial investigative soil sampling locations was surveyed and staked to establish the horizontallocation and elevation prior to soil sampling. The 44-foot grid interval used was actually a greaterdensity than could have been used. Additional soil sampling locations were added laterally beyond theoriginal area of investigation, resulting in a larger area of concern. Using the larger area in the above

formula would have resulted in a wider grid spacing. However, to maintain consistency with the originalsampling grid spacing, the 44-foot interval was used for the additional soil sampling points. Theinvestigated area of concern, with a superimposed grid interval of 44 feet, is shown in Figure 2-2. Soilsamples were initially collected at depth intervals of 0 to 1, 1 to 2, 2 to 3, 3 to 4, and 4 to 5 feet bgl ateach grid node. Background soil samples were also collected at five locations, as shown in Figure 2-2.

The background soil samples were collected from each soil horizon encountered while augering from a

depth of 0 to 5 feet bgl. The first round of soil sampling at each of the grid nodes, LSB-1 thoughLSB-72, and at each depth interval (0 to 1 foot bgl through 4 to 5 feet bgl) was conducted by FTC&H

personnel from April 25 to May 11, 1994.

The soil samples were obtained using a closed head, stainless-steel hand auger in accordance withFTC&H Standard Operating Procedure (SOP) #F6-4.1 (Appendix 2-B). The soil samples were identified

using the sample labeling criteria provided in the Phase I RD Work Plan QAPP. The soil samples were

collected in the appropriate bottles, packed in ice, and transported to the laboratory under chain-of-custody procedures (SOP #F3-2 in Appendix 2-B). The analytical methods, sample packaging, bottles,

and hold times were specified in the Phase I RD Work Plan QAPP. The hand auger was decontaminatedbetween samples by washing with a trisodium phosphate solution, rinsing with deionized water, andallowing to air dry. Decontamination fluids were containerized for later disposal. Field locations and

other pertinent notes were recorded in the field notebook per SOP #F3-1 (Appendix 2-B). Soilcharacteristics of the samples are summarized in Appendix 2-C.

The Michigan Environmental Response Act (MERA) allows soils to be remediated to background

contaminant levels, Type A Default levels, or to a level which will pass an acceptable leaching test. Thecalculation of background soil contaminant values is discussed in Section 2.3.3 Background Calculations.The Type A Default levels in soil are provided in the MDNR MERA Operational Memorandum No. 15,Default Type A Cleanup Criteria. The soil samples can also be leached by a leaching test which isapproved by MDNR MERA Operational Memorandum No. 12, Alternate Leaching Tests. The results

of the leaching tests are then compared to the appropriate groundwater criteria for evaluation purposes.

Any one, or a combination, of these criteria may be used to establish acceptable contaminant levels ata site or for individual samples.

Based on these analytical alternatives and to establish a methodical procedure, the soil samples weresubmitted for laboratory analysis using a phased approach. The phased analytical approach for theinvestigative soil samples is shown in the logic diagram in Figure 2-3. Initially, soil samples weresubmitted for laboratory analysis of the indicator analytes cyanide, cadmium, and chromium. Further

analyses were conducted based on the analytical results of these indicator analytes. If the indicatoranalyte concentrations in a soil sample were below their respective State of Michigan, Act 307 Type ADefault levels, the soil sample was analyzed for the remainder of the metals of concern. The metals ofconcern were arsenic, barium, copper, lead, nickel, and zinc. If the concentrations of the metals of

concern were below their respective Type A Default levels, the soil sample was considered clean.

If one or more of the indicator analyte concentrations was above its respective Type A Default

concentration, a leaching test for the analyte(s), the Synthetic Precipitation Leaching Procedure (SPLP),

was performed. The SPLP is approved for metals analyses per the MDNR MERA OperationalMemorandum No. 12, Alternate Leaching Tests. The soil sample was submitted for either total metalor SPLP analysis of the metals of concern (arsenic, barium, copper, lead, nickel, and zinc) if theindicator analyte concentrations from the SPLP were below their respective cleanup criteria. The soilsample was considered clean if the concentrations of the metals of concern were below the cleanupcriteria, or if the concentrations of the metals of concern from the SPLP were below the cleanup criteria.

At any point in the comparison process (i.e., at any "no" point on Figure 2-3), the sample could beconsidered contaminated if the results were above the appropriate cleanup criteria.

2.3.3 Background Calculations

The Phase I RD Work Plan was written so that the metal and cyanide concentrations in the soil samples

could be compared to either the Type A Default criteria, or the respective background concentrations inthe soil to determine if the soils were clean or contaminated. The leachate concentrations from the soilsamples could also be compared to the appropriate cleanup criteria to determine if the soil samples wereclean or contaminated. To establish background concentrations, the background soil samples, LSB-68,LSB-69, LSB-70, LSB-71, and LSB-72, were submitted for laboratory analysis of total arsenic, barium,cadmium, chromium, copper, cyanide, lead, nickel, and zinc. The background analyte concentrationswere calculated following the statistical methods presented in the MDNR Guidance Document (Table 2-1).

The mean background concentration (Xb) and background variance (Sb) were calculated for each analytewithin each soil horizon. Three soil horizons were encountered at the background soil sampling location;

a silty clay, a clayey sand to clayey silt, and a sand to silty sand. The background coefficient of variance(CV) was also calculated for each analyte and each soil horizon to evaluate the data distribution. Thebackground value or maximum allowable limit for each analyte within each soil horizon was calculatedfor each analyte with a CV less than 1.00. The background value equaled the sum of the meanbackground concentration for each analyte plus three times the standard deviation for that analyte (Xb 4-3Sb). The results of the background soil sampling analyses are presented in Table 2-1.

The background metal and cyanide values were calculated to evaluate whether the local metal and cyanideconcentrations in the soil were higher than the Type A Default values. Higher background values wouldprovide more latitude in evaluating whether a sample was clean or contaminated. In general, the localmetal and cyanide values, based on three analyzed soil samples, were lower than the referenced Type A

Default values. Hence, four soil samples (n = 4), as required by the MDNR Guidance Document, were

not analyzed for each of the soil horizons. The Type A Default cleanup criteria and the leachateconcentrations were used instead to evaluate the soils investigative data.

Background concentrations of arsenic, chromium, and lead in the silty clay horizon (n = 4) were greaterthan the Type A Default values. These data (arsenic, chromium, and lead concentrations in the silty clayhorizon) were not used to evaluate whether the investigative soil samples were clean or contaminated

because the respective soil horizons were not always comparable. Furthermore, it was easier to applythe Type A Default criteria uniformly to the investigative soil samples, rather than matching the analytes

in each investigative soil horizon with the respective analyte and comparable background soil horizon.

2.3.4 Results

Investigative soil samples, LSB-1 through LSB-67, and background soil samples, LSB-68 through

LSB-72, were collected in a single sampling event from April 25 to May 11, 1994. Based on the

analytical results of the investigative soil samples, three additional soil sampling rounds to collect soil

samples at deeper depths and at new sampling locations were performed. The rationale and background

for each additional soil sampling round are discussed below.

Soil samples from the 4- to 5-foot bgl interval from LSB-1 to LSB-67 were submitted first for the analysis

of cadmium, cyanide, and total chromium (indicator metals). The results of these analyses aresummarized in Table 2-2. Cadmium, total cyanide, and chromium concentrations above the Type ADefault soil levels were detected in some of the sample.' from the 4- to 5-foot bgl interval. These samplesincluded LSB-2, LSB-5, LSB-8, LSB-9, LSB-13, LSB-14, LSB-18, LSB-28. LSB-32, and LSB-38.

Therefore, additional samples from the 6.5- to 7.5-, and the 9- to 10-foot interval bgl were obtained atthese locations during a second round of sampling. Soil samples from the 9- to 10-foot bgl interval were

then submitted for analysis of the indicator metals.

In addition, three new soil sampling locations, LSB-73, LSB-74, and LSB-75, were located 33 feet northof LSB-1, LSB-2, and LSB-3, respectively (Figure 2-2) to funher define the lateral extent of the lagooncontaminants. The land begins to slope up near these borings. Hence, a spacing of 44 feet would haveplaced the borings too far up the hill, and beyond the impact of surface runoff from the lagoons. These

new soil sampling locations were sampled at depths of 0 to 1, 1 to 2, 2 to 3, 3 to 4, 4 to 5, 6.5 to 7.5,and 9 to 10 feet bgl. Soil samples from the 4- to 5-foot bgl interval were initially submitted for theindicator metal analyses. This second round of soil sampling was conducted between June 21 and 23,

1994.

A tentative western boundary for the lagoon cap was established based on the analytical results of the soil

samples from the 4- to 5-foot bgl interval. This tentative boundary coincided with the north-south soil

grid line beginning at LSB-81, and extending south to LSB-54, then angling southeast to LSB-66. The

samples selected for laboratory analyses were west, or outside of the tentative cap boundary. Soil

samples from the 0- to 1-foot bgl interval and west of the proposed lagoon cap extent were submitted forthe indicator analyses after receipt of the analytical results from the 4- to 5-foot bgl interval. Cadmium,total cyanide, and/or chromium concentrations above the Type A Default levels were detected in someof the soil samples from the 0- to 1-foot bgl interval. These samples included LSB-I, LSB-3, LSB-4,

LSB-7, LSB-10, LSB-19, LSB-20, LSB-22, LSB-23, LSB-44, LSB-64, LSB-65, and LSB-67. Therefore,14 new soil sampling locations, LSB-76 to LSB-89, were sampled at depths of 0 to 1, 1 to 2, 2 to 3, 3to 4, and 4 to 5 feet bgl (Figure 2-2) during the third round of soil sampling. Soil samples from the 0-

to 1-foot bgl interval were submitted for the indicator metal analyses. These new locations were used

to further define the lateral extent of the lagoon contaminants.

Cadmium, total cyanide, and/or chromium concentrations above the Type A Default soil levels weredetected in samples from the 9- to 10-foot bgl interval at locations LSB-5, LSB-8, LSB-13, LSB-28, andLSB-38. Deeper soil samples were obtained by hand augering to the 14- to 15-foot bgl interval forLSB-28 and LSB-38, and to the 16-to 17-foot bgl interval for LSB-5, LSB-8, and LSB-13. These soil

samples were submitted for the indicator metals analyses. This third round of soil sampling wasperformed July 25 though 29, 1994.

It was not possible to hand auger soil borings LSB-82 through LSB-85 north of the lagoon area, as bricks,cement blocks, and other near-surface debris were encountered. These soil borings and additional soil

borings LSB-90 through LSB-93 (Figure 2-2), were performed during the fourth round of soil samplingon November 16 and 17, 1994, using a backhoe to remove the near-surface debris. The soil sampleimmediately below the surface debris, at the native soil horizon, was submitted for total arsenic and leadanalyses, and the SPLP analyses of barium, cadmium, chromium, copper, cyanide, nickel, and zinc.

Many of the soil samples from the 4- to 5-foot bgl interval were submitted initially for laboratory SPLP

analyses of the remaining metals of concern, specifically, arsenic, barium, copper, lead, nickel, and zinc,rather than total metals analyses of the metals of concerns. Selected soil samples from the 9- to 10-footbgl interval and deeper sampling depths were also submitted for the SPLP analyses of the metals ofconcern rather than total metal analyses.

The following rationale was used for submitting the soil samples for SPLP analyses of the metals ofconcern rather than for total metals analyses. Five soil samples were submitted during the early stageof the investigation for total metals analyses of the metals of concern, specifically, arsenic, barium,

copper, lead, nickel, and zinc. Three soil samples were chosen from locations with high indicator metalconcentrations (LSB-20, LSB-32, and LSB-51), and several soil samples were chosen from locations with

indicator metal concentrations below the Type A Default concentrations (LSB-27 and LSB-58). The totalmetal concentrations for the metals of concern ranged from below the Type A Default concentrations to

above the Type A Default concentrations. Comparison of total indicator metal concentrations with SPLP

results showed the SPLP analyses to be a better measure of soils exceeding State of Michigan cleanupcriteria. Based on these analyses, the remaining soil samples were submitted for SPLP analyses of the

metals of concern rather than for total metals analyses to speed the investigative process. This revisedapproach was made in consultation with the respective regulatory agencies.

The soil analytical results are summarized in Table 2-2, and the laboratory sheets with the analytical

results are provided in Appendix 2-D. The depth and extent of contamination, based on any metal of

concern or cyanide exceeding the cleanup criteria in the soil samples, is shown in Figure 2-4. Thefollowing assumptions were used to generate Figure 2-4. First, the extent of contamination in areaswhich will be under the cap is not shown. Second, locations where contamination is not believed to bedue to the lagoons are not shown. These include soil sampling locations LSB-67 and LSB-89 on the southend of the site, and soil sampling locations LSB-4, LSB-7, LSB-73, LSB-74, LSB-75, LSB-76, LSB-78,and LSB-80 at the northwest end of the site. The rationale for not including these locations in the extent

of contamination is discussed in Section 3.2 Lagoon Area Soils - Extent of Contamination Investigation.

Third, the debris area north of the cap (soil sampling locations LSB-82 through LSB-85, and LSB-90

through LSB-93) is not included as the soils beneath the bricks and concrete were clean.

2.3.5 Holding Times

Some of the soil samples were held more than six months before laboratory analysis due to the sequential

nature of the soil sample submission and the performance of additional sampling rounds. The U.S. EPA

expressed concern over this issue and commented that analytical results from soil samples exceeding the"six months hold time" should be considered "biased low."

In general, there are no holding times for either the metals of concern or cyanide in the soil samples.

Sometimes the holding time for metals in water samples, six months, is followed for soil samples.However, the metals of concern are chemical elements which may be bound in the soil as oxides,sulfides, hydroxides, or other complexes. The complexes holding the element in the soil may breakdown

or change with time. However, the metal itself will still remain within the soil. This is different from

VOCs or other organic compounds which can volatilize from and/or breakdown into different compoundswithin the sample. In the case of organic compounds, analyses of a sample beyond its holding time,

compared to one within its holding time, can produce very different results because of these processes.However, soil samples are digested prior to metal analysis to breakdown the complexes holding the metal

elements and to release these metals into solution. Therefore, metals present in the soil sample when it

was collected will still be there when the soil is analyzed regardless of the holding time. Hence, it is notnecessary to consider metal analyses conducted beyond the "six months hold time" as "biased low."

Cyanide in the soil samples is also relatively immobile. The cyanide is believed to be tightly bonded to

copper, zinc, and nickel or other metals in the soil. Because of the relatively high metal concentrations

in the soil, any free cyanide ions would probably complex with the metals in the soils. Any free

hydrogen cyanide, which is very volatile, would have migrated from the soils vadose zone prior to samplecollection. The total cyanide analysis for soils is designed to breakdown the soils' metal - cyanidecomplexes, and to release HCN, which can be detected and measured. Therefore, as with the metals,cyanide present in the soil sample when it was collected will still be there when the soil is analyzedseveral months past the holding time. It is not necessary to consider cyanide analyses conducted severalmonths beyond a "six months hold time" as "biased k A-."

3.0 DISCUSSION AND CONCLUSIONS

3.1 Lower Aquifer Investigation

The investigation determined that a lower aquifer, or water-bearing zone, was not present at the site basedon the boring located near MW-9D. At a depth of 92 feet bgl, a hard reddish-brown strata, the top of

the underlying bedrock shale, was encountered. The boring was abandoned and grouted followingdiscussions with and approval by the U.S. EPA. No further investigation of the lower aquifer was

conducted.

3.2 Lagoon Area Soils - Extent of Contamination Investigation

The lateral and vertical extent of contamination, based on the soil sampling results, is shown in Figure2-4. The extent of the lagoon cap, excavation areas, and the excavation cross sections are detailed in the

Basis of Design for Electro-Voice, Inc., prepared by FTC&H and dated February 1995.

The horizontal distribution of metals in the soil coincide with the natural drainage pattern or slope of theland. It appears that contaminants migrated with runoff from the lagoon area and flowed downslope(west-northwest) to the elevationally lowest area. Lateral migration of contaminants appears to berestricted by the natural drainage pattern or sidewalls of the drainage pathway.

Generally, the lateral extent or perimeter of contamination (outside of the area to be capped) was defined

by the 0- to 1-foot bgl interval meeting the appropriate cleanup criteria. It was observed that if the topsoils were clean, the underlying soil layers were also clean. This observation was supported by a numberof locations, including LSB-3, LSB-10, LSB-11, LSB-16, and LSB-26. In addition, a number of

locations had a top soil sample with elevated metal/cyanide concentrations and a lower sample(s) withmetal/cyanide concentrations which met the relevant cleanup criteria. Examples include LSB-6, LSB-17,

and LSB-20.

The reason for this pattern appears to be the contaminants' mode of transport. It appears that the lagoonareas are generally the source of the elevated metal/cyanide concentrations and that these contaminants

are transported by surface water runoff from the lagoons. This would generally produce the highestlevels of contamination in the surface layer(s) of soil, and contaminant concentrations would be expected

to decrease with depth because of the affinity of metals to bind to soil. This distribution of contaminants

is observed in the area influenced by surface runoff, wherein Type A Default levels are exceeded in the0- to 1-foot bgl interval, but met at lower intervals in the soil horizon.

Relatively high levels of metal/cyanide contamination were concentrated along the axis of the drainage

pathway. These elevated metal/cyanide concentrations extended to depths of 15 feet or more. The soils

in the area of borings LSB-5, LSB-8, and LSB-13 will be excavated to the groundwater surface and theexcavated soils will be placed under the lagoon cap.

Two anomalous areas with slightly elevated lead and arsenic concentrations in the surface soils (0- to 1-foot bgl) were identified, one at the south end of the site and the other at the northwest end of the site.At the south end of the site, soil sampling locations LSB-67 and LSB-89 had elevated lead concentrationsin the 0- to 1-foot bgl interval, as determined by both the total metal and SPLP analyses. These two soil

sampling locations are topographically upgradient of the lagoons and the drainage pathway. Therefore,the lagoons are not believed to be the source of the elevated lead concentrations. However, both pointslie in a drainage pathway which leads from the adjacent road (Carrol! Street) and other offsite property.Therefore, it appears that the source of the elevated lead concentrations may be road runoff from thenearby street or runoff from the areas.

Several soil sampling locations in the northwest corner of the site had slightly elevated lead or arsenic

concentrations in the 0- to 1-foot bgl interval. Samples from locations LSB-7, LSB-73, and LSB-74 had

lead concentrations above the relevant cleanup criteria, as determined by total lead and SPLP analyses.Samples from locations LSB-4, LSB-75, LSB-76, LSB-78, and LSB-80 had arsenic concentrations abovethe relevant cleanup criteria, as determined by total arsenic and SPLP analyses.

The source of contamination in the soil samples from these anomalous areas, however, does not appearto be the lagoons. These soil samples were obtained near the low area which receives and collects surfacewater runoff from nonsite areas such as roads and backyards, in addition to surface water runoff from

the lagoons. These soil sampling locations are also the furthest from the lagoon area. Therefore,elevated arsenic and lead concentrations in the drainage pathway soils between the lagoon and the low

area would be expected if these contaminants were transported by surface water runoff from the lagoonarea. However, this distribution of arsenic and lead is not observed. For example, the highest arsenic

concentrations were detected at locations LSB-75, LSB-76, LSB-78, and LSB-80. However, the highestconcentrations of the indicator metals or contaminants of concern were not detected at these locations.Cadmium, cyanide, and chromium concentrations above the cleanup levels were detected at locations

LSB-5, LSB-8, and LSB-13 in the drainage pathway. However, arsenic concentrations at these same

locations were below the cleanup levels. Concentrations of all the indicator and contaminants of concern,

except arsenic, in the surface (0- to 1-foot bgl) sample at location LSB-20 were above the cleanup levels.Lastly, all of the indicator and contaminants of concern, except arsenic and barium, were detected at

concentrations above the cleanup levels at locations LSB-32 and LSB-51. These latter two locations are

in the former lagoon area which will be capped. Similarly, the distribution of lead does not fit the

distribution pattern of the other contaminants.

Furthermore, some of the soil sampling locations with elevated arsenic or lead concentrations are

topographically higher than the low area (approximately 3 to 5 feet higher). It is unlikely that runoff

from the lagoons would flow to these higher areas, or that water would pond to a sufficient depth in the

low area to reach these elevations. The soils in this area are permeable and no signs of such ponding

were noted in the low area. It is believed, based on the above, that the arsenic and lead contaminants

of concern are coming from an upgradient offsite source, and flowing downhill by surface water runoff

to the same lowland area in which runoff water from the lagoons collects.

3.3 Summary of Remediation Activities

The purpose of this section is to summarize the remediation activities in the area of and downgradient

of the lagoons. Greater detail and engineering drawings are provided in the Basis of Design Report for

Electro-Voice, Inc., prepared by FTC&H and dated February 1995.

The remediation activities include excavation of contaminated soils and capping of contaminated soils

(Figure 3-1). Contaminated soils downgradient of the cap will be excavated and placed in the area to be

capped. Locations LSB-5, LSB-8, and LSB-13 will be excavated to the groundwater surface. Other soil

locations will be excavated to depths as indicated in the Basis of Design report.

The cap will extend from LSB-25 west to LSB-19, turn south to LSB-58, and angle southeast from LSB-

58 along LSB-62, and LSB-65 to LSB-67. At LSB-67, the cap will extend east to the top of the bank

and will follow the edge of the bank north to LSB-25 (Figure 3-1).

Scope: The following SOP is to be used as a guideline when recording activities on any jobsiteoutside of the FTC&H offices. The primary purpose of recording data in the fieldnotebook and on the field data sheets is to create a record by which anyone canreconstruct the field activity without reliance on the recorder's memory. The fieldnotebook and field data sheets will become part of the final evidence file.

Procedure:

1. All information pertinent to the field activity or sampling event must be recorded in a fieldnotebook on field data sheets using the waterproof ink pen. If the ink pen does not function atthe time of entry, note the malfunction as reason for using some other method (i.e., pencil, etc.).At a minimum, entries in the field notes must include the following:

a. Date.b. Time of each entry (24-hour clock).c. FTC&H personnel on jobsite.d. Objective/purpose for activity.e. Name, address and telephone number of field contact.f. References, such as maps or photographs of the study site.g. Field observations.h. Weather conditions, if known, or estimate.i. Describe any field methods to be used for the site activities, reference additional SOPs, if

possible.j. Personnel and equipment decontamination procedures,k. Signatures of personnel responsible for observations.

2. For sampling efforts, specific details for each sample will be recorded on designated field datasheets within the field notebook. However, in addition to the items listed above, the followinginformation will be included in the field notes portion of the notebook.

a. Type and number of samples to be collected.b. Sample location and identification number.c. Sampling method (reference SOP numbers) particularly deviations from the work plan or the

4. The field notebook should be kept in a secure place during the field activities (i.e. in hand,within visual site, locked in field vehicle, etc,). Upon completion of the activity, the fieldnotebook should be checked for completeness. A copy of the completed notebook will then bemade. The copy of the notebook will be stored as part of the FTC&H project files. The originalfield notebook will become part of the final evidence file.

Scope: The following SOP outlines the requirements that provide the ability to trace possessionand handling of samples from time of collection through transportation to the laboratoryfor analysis and final reporting of the data.

Definition:

Samples are considered to be in a person's custody if they are:

1. In a person's physical possession.2. In view of a person after taking possession.3. Secured by that person so that no one can tamper with it, or secured by that person in an area

that is restricted to authorized personnel.

Procedure:

1. Sample tags are necessary to prevent misidentification of samples. An example of a completedsample tag is included on Page 4. Sample tags should include at least the following information:

a. Project number.b. Name of collector.c. Date and time of collection.d. Sample identification.e. Preservatives used.f. Filtration used.g. Any notes that may affect the analysis.h. Analysis to be completed.

Tags should be securely affixed to sample containers prior to or at the time of collection.

2. All sampling activity will be recorded in two places in the field notes. In the sequential portionof the field notes, the following information will be recorded:

a. Sample location and number.b. Type and number of samples.c. Reference to page number of Sample Documentation Sheet for the particular sample

location.

The second location for recording sampling activity is on the Sample Documentation Sheet.All numbers referencing chain-of-custody documents are also recorded at this location.

Upon completion of sample collection, a chain-of-custody record will be completed and willaccompany the sample-shipment container (cooler) to the laboratory. If more than onesample-shipment container is used, a separate chain-of-custody form should be completedfor each container. An example of a completed chain-of-custody form is included on Page 5.

The chain-of-custody record will include the following information:

a. Client name.b. FTC&H project name and number.c. Sampling site location.d. Sample identification or description.e. Date and time (24-hour clock) of collection.f. Type of sample; i.e., investigative, duplicate, blank, trip blank, etc.g. Signature of collector.h. Signature of persons involved in the chain of possession.

The chain-of-custody form is to be completed with a waterproof ink pen.

The completed Chain-of-Custody Record and a Sample-Analysis Request sheet (referenceSOP #F3-3) will be placed in a waterproof container (zip-lock plastic bag) and placed insidethe sample-shipment container.

Using bubble packing or styrofoam sheets, securely wrap samples and arrange in the shippingcooler in such a way as to minimize the chance for breakage during shipment. Place a layerof blue ice packs over the samples and wrap cooler securely with strapping tape if shipmentby common carrier.

A Chain-of-Custody Seal is used to seal sample-shipment containers which are ready to betransported by means other than the FTC&H sampling team. An example of a completedChain-of-Custody Seal is included on Page 6. The seals should contain the followinginformation:

a. Project name.b. Project number.c. Date sealed.d. Signature of sampler who last relinquished samples.

The seal is to be completed with a waterproof ink pen.

Samples should be delivered to the laboratory for analysis as soon as possible. The samplesmust be delivered to the person in the laboratory authorized to receive samples (samplecustodian).


10. There are three routes through which samples reach the laboratory, including:

a. FTC&H personnel who collected samples delivers them to the analytical laboratorydirectly.

b. FTC&H personnel who collected samples delivers them to the FTC&H offices and asecond FTC&H personnel delivers them to the analytical laboratory.

c. FTC&H personnel delivers samples to a common carrier; i.e., UPS, Federal Express,etc., to be shipped to the analytical laboratory. In this case, the Bill of Lading or airbillpackage tracking number becomes part of the chain-of-custody documentation.

11. The relinquish/received portion of the chain-of-custody form has been included on Page 7,illustrating the described situations. A completed sample Federal Express shipping label isincluded on Page 8, illustrating the portions of the form to be filled out by samplingpersonnel. The areas to be completed by the sampling personnel include sections I, 2, 3, 4,and 5. The airbill package tracking number is found in the upper right hand corner and isto be recorded on the Chain-of-Custody form and Sample Documentation Sheet in the fieldnotebook.

The actual chain-of-custody document contains three separate copies. These will bedistributed as follows:

Pink Copy - kept by FTC&H sampling personnel and retained in the project file.

Yellow Copy - retained by analytical laboratory for their records.

White Copy - returned to FTC&H project personnel with the analysis data package andretained in the project file.

Scope: The purpose of this SOP is to provide uniformity in the completion of a SampleAnalysis Request Sheet (Analytical Work Request). The purpose of the Sample AnalysisRequest Sheet is to clearly and accurately apprise the laboratory of all informationpertinent to the analytical work requested.

Procedure:

1. The Sample Analysis Request Sheet (Analytical Work Request) will be filled out as completelyas possible before samples are given to a laboratory for analysis. A copy of this form has beenincluded on Page 2.

2. The following lists the necessary information needed to be completed by either the ProjectManager or the Project Engineer/Scientist:

a. Who is to receive the final laboratory report?b. Who is to receive the invoice?c. Client name.d. Client address.e. Client telephone number, including area code.f. Client contact person.g. Date samples are submitted.h. Date results are needed.i. FTC&H Project number.j. FTC&H Project Manager or Project Engineer/Scientist.k. Analytical parameters requested.1. Initials of person approving request and date.

3. The FTC&H field personnel who actually collect the samples will provide the followinginformation:

Scope: The following SOP is to be used to acquire soil samples from the surface to a depthof approximately five feet.

Procedure:

Remove top layer of litter and debris from area to be sampled. With tip of the 3±-inch auger, startsmall hole in soil. Place auger tip into hole and hold auger steady. As auger moves into soil,slowly and carefully rotate the auger to keep it loose in the borehole. This will allow for easyremoval upon completion of drilling. When auger has reached a depth of 1-foot below groundlevel (bgl), stop turning. Leave auger standing in borehole unti l ready to take sample.

When ready to obtain sample, remove auger. Using a tongue depressor, scrape top 1 to 2 inchesof soil from auger and discard. Collect sample material into a disposable aluminum pan. Mix thesoil matrix completely. Place soil into appropriate sample containers.

Label the sample containers clearly and accurately. Complete chain-of-custody documents andrecord activities in field notebook. Store samples in cooler with ice during sampling andtransportation periods.

Decontaminate equipment between samples by washing with a TSP solution and rinsing withdeionized water. Dry equipment with clean paper towel or allow to air dry before further use.

Following collection of 1 -foot bgl sample, place PVC casing in hole and push down to 1 -foot bgl.Carefully remove any remaining soil cuttings from inside casing to prevent mixing of soils fromdifferent depth intervals.

Place 21-inch auger inside casing and auger to 2 feet bgl. Remove auger from borehole, leavingPVC casing in place. Scrape top 1 to 2 inches and bottom 1 to 2 inches of soil from auger anddiscard. Collect sample as previously described.

After sample collection, auger to 2 feet bgl using 3i-inch auger. At 2 feet bgl, remove 3i-inchauger and push PVC casing to depth of 2 feet bgl. Carefully remove any remaining soil cuttingsfrom inside PVC casing. Place 2i--inch auger inside PVC casing and auger to 3 feet bgl. Repeatsoil sample collection by continuing auger/casing process un t i l final depth is reached.

Prepare a boring log record of the soil types and thickness encountered for each location. Thisboring log will be used in the preparation of any reports for the site.
