PRESIDENT’S CORNER

What a great month (and year) for Hicks Airfield. We are on the final leg of 2013 with nu-

merous accomplishments behind us and more opportuni#es ahead to make improvements

to our airfield. The weather has finally cooled off and probably everyone has a big “to do”

list that has stalled with the summer heat. Thanks to everyone for maintaining your proper-

ty – it looks great. Maybe another few grass clippings and we can winterize the lawnmower.

We s#ll need your coopera#on with projects if they involve construc#on, modifica#ons or

new construc#on. Our by-laws state, any new projects outside of your hangar must be

approved by the Architectural Control Commi0ee before work begins!! If you have any

doubts or concerns please contact any board member for details.

Our September Social was one of the best all year. Everyone had plenty of great barbeque

with friends and neighbors and visited with the Mike O’Brien family as special guests. Mr.

O’Brien presented the HAPA Board a copy of his book to pass on, The Legacy of an Airfield,

at our Board mee#ng and was greeted with many old friends at the Social. Thanks to the

volunteers that did so many things to make this happen.

Our last social of the year will be combined with the elec#on of the new board members in

December with 3 open posi#ons to fill – and if you have the #me and want to help guide

Hicks Airfield with these du#es please start working on your resume to get it published in

the next Flappings. The elec#on will be followed by a dinner that is open to all the HAPA

membership.

We need to con#nue to focus on safely sharing the taxiways with vehicles and aircra< and

observing the posted speed limit of 15mph. Recently, several property owners and guests

have been observed possibly exceeding the required speed limit. This is for the safety of

the owners, guests, and our en#re airfield.

Please remember this is your airport and our next monthly Board of Directors Mee#ng will

be held October 10 at the Beacon Café. Let your voice be heard and join us for the mee#ng.

September 12, 2013 HAPA Board Meeting Time: 7:00 PM Location: The Beacon Café

Members Present: Tom Martin, Roy Geer, Ted Kelso, Mike Reddick, Rusty Morris, Reb Stimson, Carol Moran - PMG

Not Present: Gene DeBullet

Opening Comments: President Tom Martin noted that : We have a lot of new neighbors now. Please remind them of current HAPA rules, speed limit, parking, etc. PMG reports are coming in a more timely manner now. The Board and Taxiway Committee will discuss doing more taxiway improvements this year. Septic fields are being maintained on an as-needed basis with planned servicing of all systems. The south gate has been repaired again. If you see that it’s not working, the HAPA contact is Roy Geer. His contact info can be found in Flappings or at www.t67.org, HAPA Contacts link. New gate transmitters have been received. Contact Tom Martin if you need to purchase remotes. Board elections are coming in December, if you wish to run, contact Carol Moran at PMG to get on the ballot. She must receive a bio by October 31st so your info can be sent out with the ballots.

Old Business:

1. The Board has asked DynCorp to not do helicopter operations on the ramp, safety zone at the north end of the airport, and on private property without owners consent. Most of the maintenance will be moved to Alabama soon. Further discussion was tabled.

2. Hangar 709 discussion has been tabled pending more information.

New Business

1. Issuance of debit cards for the Wells Fargo account will be pursued instead of writing checks for each petty cash transaction. Motion by Rusty Morris, 2nd by Mike Reddick Motion passed 6-0.

2. Hangar 718 variance granted for placement of air conditioner compressor units to be elevated 10 feet

over existing septic field. Motion by Ted Kelso, 2nd by Rusty Morris Motion passed 6-0. 3. Hangar 751 variance for building encroaching on septic field. Concrete slab is 4 inches over the line

due to sub-contractor error. Motion by Reb Stimson, 2nd by Ted Kelso Motion passed 5-0 (Tom Martin abstained.)

4. Elections are coming up on December 7th. If you intend to run for the 2014-2015 Board of Directors,

you must turn in your bio to Carol Moran at PMG by the end of October to be included on the ballot.

General Discussion:

1. Septic fields are still a major issue for all systems. Unauthorized items are still being disposed of in a few systems. For the “Do’s & Don’ts” for septic field users, please see list in previous issues of Flappings.

2. A discussion about having Mogas available on the field resulted in a member informing the Board that the fuel distributer said it is not available at this time.

3. With all the rework of taxiways, it was mentioned that when restriping is accomplished, the glass beads need to be added to make the lines more visible for night operations.

4. There have been several speeding incidences occur in the last few months. Tom Martin asked members opinions of how HAPA should pursue enforcement, call the Sheriff?, send a letter from PMG?, fines?

5. The HAPA Fall Social is planned for Saturday, September 14th from 5 to 8pm, on-field.
