Summary Report on Regional FSAC

Flood Preparedness and Livelihoods Workshops

A: Objectives of the workshop From March to May 2012, the Food Security and Agriculture Cluster (FSAC) conducted three (3) regional flood preparedness

workshops to develop livelihood based flood preparedness plans and develop a common understanding of livelihoods zoning and

response capacity of FSAC partners across Afghanistan. Beforehand, an initial national meeting was held in Kabul in early March with

heads of agencies and emergency coordinators of key FSAC partners to present the plan and request input into the process. The

objective of the workshops was to reinforce the capacity of the FSA community to provide improved responses to flood events within

Northern, Western and Eastern regions. Expected results encompassed the identification of the lost potentially flooded areas within

each region, the better understanding of both the local livelihoods and coping capacities to flood events. Outputs gathered

provincial maps targeting the potentially most flooded areas, the list of priority responses - including emergency, rehabilitation and

mitigation options- , a 3Ws excel file providing data about the local capacity of humanitarian actors, as well as regional maps of gaps

in response planning

Other sources of information

The FSAC initiative did not duplicate with other flood preparedness initiatives. At the provincial level, ANDMA has the responsibility

to coordinate emergency responses to rapid on-set hazards such as floods. At the regional level, OCHA develops a contingency

planning that encompasses food security. The latter provides an operational plan, including main contacts. Although most flood-

prone areas could be identified in each province, the workshop has not as an objective to provide figures about the population that

might most likely be affected by floods. We would recommend therefore the reader to refer to available information. iMMAP and

WFP have developed flood models and maps, using the same sources of information (NATO), while OCHA has produced a flood map

based on the experience of the past years.

B: Workshops process and methodology The selection of the regions was based on several criteria as the FSAC capacity to conduct workshops in the region (existence of a

FSAC regional cluster and plan to roll-out the cluster at the regional level), the likelihood of major flood events, and the security

conditions. FSAC was aware that needs are also acute in the South Eastern and North Eastern regions. The methodology gave high

consideration to working groups, so that FSAC was capable to capture local knowledge. Participants gathered representatives from

different type of agencies, including government authorities (ANDMA, DAIL), local NGOs, International NGOs, UN agencies, IFRC and

ARCS. Almost all participants were afghans, employed as fieldworkers as well as coordinators at the provincial and regional levels.

Each workshop lasted 1.5 day, and covered the below mentioned areas of investigation. For further information, please refer to the

detailed agenda as well as facilitating tools in appendices.

Session 1 - Presentation of the flood specific 3Ws tool: Each participating agency was sent the flood specific 3Ws tool and asked to provide their contribution by a few days before the starting date of the workshop. The objective was to provide the participants with a map that clearly shows the capacity and the geographical gaps to respond to a flood event at provincial level. A database has been elaborated on the basis of available information (3Ws map is attached in appendix 2. The map also displays information about accessibility at the district level. Areas qualified as inaccessible may have very restricted accessibility to district capital. A second map in appendix 3 provides information about the current locations of key staffs from agencies.

Session 2 – Identification of most flood prone areas: The second session was dedicated to the identification of flood prone areas. Provincial working groups divided each province in three (3) different zones, namely most flood prone, medium and less prone areas to flood. Their practical knowledge of the terrain has been key to split up provinces in areas. Output of the workshop is attached in appendix 4.

Session 3 – Identification of livelihood main patterns: For each single flood prone area, the participants were requested to provide, within provincial working groups, the main features of the local livelihoods. FSAC provided regional maps with livelihood zoning, that was produced thanks to the 2011 FEWSNET report. Main outputs of this session is attached in appendix 5.

Session 4 – Identification of potential impacts on livelihoods:

The analysis of the impact on livelihoods has been coupled with the identification of the response planning. FSAC, more particularly the RAF officer, had therefore prepared a facilitation tools providing examples on potential impacts on livelihoods. Outputs are attached in appendix 6.

Session 5 & 6 – Identification of potential responses (emergency, rehabilitation, mitigation):

During these two sessions, working groups were requested to list and rank the priority response options according to the livelihoods and the risks on the latter. For more details about the output of this session, please refer to appendix 7.

Session 7 – Presentation of existing disaster plans and gap analysis:

OCHA or ANDMA had different levels of preparations in the three workshops ; disaster plans were not always ready by the time of the events ; and therefore no gap analysis could be carried out.

Session 8 – Developing priority response plans:

Working groups were requested to develop the responses they identified as a priority. They could provide details about the expected number of beneficiaries, modalities of implementation, timeliness, list the experienced agencies. Appendix 8 provides extra information.

C: FSAC Response Capacity (summary of 3 Ws, narrative of main players and capacities, summary of gaps….) On the basis of the answers provided by the workshop participants, a database has been elaborated and provide a large range of

information. Its accuracy depends upon the number of quality of the responses received. A few significant NGOs did not participate

to the event, and data from missing NGOs has not been collected so far. FSAC is therefore aware there might be some discrepancies,

and will try refining information through regular communications with FSAC members. The database is posted to FSAC webpage to

facilitate the access to data to the most important number of FSAC partners. The latter will be able as well to contact FSAC

monitoring officer to ask for specific requests.

Who Works Where? Just a few questions were asked about the NGO’s presence at the district level: locations of the offices, districts covered by present

operations, districts covered by past operations. The below tables summarize main results for the north region. More information,

including for other eastern and Western regions are accessible through the flood-specific 3Ws.

Table: Example for the north region - Distribution of offices

The table is self explanatory. The province of Balkh is very well covered as most NGOs reporting having activities in the northern

province, have an office in Mazar-e-Sharif, province of Balkh. On the contrary, the remote provinces of Sari Pul and Faryab have a

lower NGO presence. ADEO, CoAR, Save the Children and ZOA reported having offices in three different provinces or more.

Save The Children has a massive presence in the northern region, having current operations in 17 districts. People in Need, Solidarités International and ZOA reported intervening in at least 7 different districts. Considering the fact that WFP reports working in all provinces and all districts, there is no gap concerning emergency food distributions.

Who does what in terms of emergency preparedness? Data concerning the capacity of emergency preparedness has also been assessed throughout the flood specific 3Ws tool for the three

(3) regions. FSAC members were asked to report on their activities about contingency planning, disaster-risk reduction and early

warning. They were also kindly requested to provide data about staffs that received training in emergency assessments and

responses. As a contribution to an improved emergency preparedness mechanism, FSAC will build upon the data collected and

organize upcoming events at the regional level, to upgrade capacities of FSAC partners. An operational plan will soon be developed to

this regard.

Who does what in terms of emergency response? In the event of a major rapid-on set disaster that goes beyond provincial capacities, information collected through the flood specific

tool will be supportive to mobilize relevant agencies so that they can upscale their activities and provide support if they agree to do

so. Data about the coverage area for each single agency has been collected and mapped (see in appendix) in the three (3) regions. As

an example, in the tables below are summarized a few information about office locations and interventions areas.

Only six agencies plus WFP reported being capable to respond to emergencies, in the five days following a hazard. Considering the

geographical coverage, Save the Children is key in all related activities, as reported it could intervene where others do not have a

presence. Please refer to maps in appendices for more detailed information.

The database provide refined information district by district, as well as data concerning the access to areas, the capacity of available

warehouses. In appendices, the reader will find maps about emergency preparedness and response. They encompass the coverage

per district in terms of contingency planning, early warning and DRR for preparedness; as well as distributions for response.

D: Emergency preparedness plan outline The outputs of the workshops provides answers to different types of needs. As mentioned earlier, some districts are just covered by

WFP and not by any other agency. Despite the capacity of the latter to respond anywhere to emergency food needs, many necessary

activities related to contingency planning, disaster risk reduction and early warning cannot be therefore addressed as properly as if

there were a continuous presence. In addition, needs for mitigation and early warning interventions have been suggested by the

provincial working groups during the workshop.

The workshop is a first stage of the process, that will go on with actions to remedy identify gaps at the district level. A refined analysis

of the situation should now be carried out to this regard, to understand the gaps between the identified needed response options

and the current capacity of existing NGOs to cover them, in terms of expertise and funding. Main conclusions from this refined

analysis will support the drafting of a advocacy document, a useful tool to link with longer-term options and early recovery.

Response options depend upon the livelihoods in each single district. In the appendices, a map summarizes the main findings to this

regards. Please refer to appendices 6, 7 and 8.

Conclusion This workshop provided the opportunity for officers from different provinces and agencies to share their views about flood

preparedness and response, and get a comprehensive picture about the current situation. Yet, the information produced is valuable

and is definitely supportive towards its mission of supporting emergency preparedness and response.
