[; 1 ~.GENERAL DESCRIPTION
1. I Purpose. The purpose of this cOInInand Inanual is to provide personnel of the
Phung Hoang Directorate (PHD) with the inforInation necessary for efficient use of the Phung ~.
Hoang ManageInent InforInation SysteIn (PHMIS). A glossary of acronytns, abbreviations, and
terInS with special Ineanings used within the text of this docUInent is included in appendix A. ~":~:~::;~:: ;,t " ,
; " 1. 2 SysteIn Application. A Inajor goal of the Pacification progratn is the cOInplete eliInination of the Viet Cong Infrastructure (VCI). This goal, due to the scope and cOInplexity of its undertaking, is a priInary Inission of Inost of the political and Inilitary agencies of the Governtnent of VietnaIn (GVN).
The efforts to neutralize the IneInbers of the VCI are coordinated and Inonitored by the Phung Hoang COInInittee (PHC). The United States advisory effort to this progratn is provided by the Phung Hoang Directorate (PHD). PHMIS has been developed under the guidance of the PHD in cooperation with the PHC.
1. 2. 1 SysteIn Objectives. The systeIn objectives of PHMIS are to:
o - .Maintain files containing biographic data on identified IneInbers of the Viet Cong Infrastructure. Each cadre is further identified by his job or p~osition in the infrastructure. The inforInation is reported in the forIn of an org~anizational profile for each VC geopolitical echelon down to district level. Standard blockand-line charts of each province have also been developed.
- Provide accurate statistical inforInation on the neutralization of VCI. The PHMIS includes sensitive edit/update criteria that IniniInize the probleIns of dual reporting, incoInplete reporting, and erroneous reporting.
- Provide Phung Hoang with the capability to respond to inquiries by interrogating the data base, thus eliIninating the need for Inanual extraction and aggregation of data.
1. 2. 2 SysteIn DevelopInent. The original concept of the systeIn was relatively siInple. MiniInal inforInation on a neutralized VCI IneInber would be reported and the systeIn would produce several statistical reports reflecting the counts and types of neutralizing actions for each GVN district and province. This was done through the VCI Neutralization InforInation SysteIn (VCINIS) which was the forerunner of PHMIS.
Although the "functional flow of inforInation into VCINIS reInained relatively stable, there were several policy changes during 1970 that required systeIn Inodifications. One such change was that a captured individual would not be considered neutralized until his final disposition could be deterInined. Thus, it becatne evident that a siInple statistical gathering concept was evolving into a systeIn that would perforIn certain tracking functions. Another change was the requireInent that neutralization locations should be reported in terInS of both GVN and VC geopolitical areas since these do not always coincide. It was also decided that field per

sonnel would not limit themselves to reporting neutralizations, but would also report bio_ graphical information on VCI cadre who had been identified but was still "at large".
It became apparent that VCINIS could not follow an "at large" cadre through his capture and final dispos ition. This led directly to the development of the Phung Hoang Management Information System.
In July 1968, the President of the Republic of Vietnam decreed that Phung Hoang Committees be set up at province and district levels to direct intelligence /security agencies to identify and neutralize the VCI (Decree No. 280-a/TT/SL, dated 1 July 1968). In 1970, EDP cells were trained in each of the committees to report PHMIS information. The current PHMIS did not become fully operational till July 1971.
1. 3 System Operations. Figur~ 1-1 depicts the flow of information required by the system through the organizations responsible for the preparation and process ing of data. The figure illustrates the relationship between these organizations and briefly notes the activities of each.
As a VCI cadre is identified, the Phung Hoang Committee assigns him a VCI number and sends all available information to PHD. The VCI numbering system for each province is described in appendix B. Information on the VCI need not be complete for his entry into PHMIS files. Additional biographic information about him can be sent in later as it becomes available. (Standard input formats for the system are shown in appendix C.) The VCI code number is unique. It is never repeated and, once a cadre has been assigned a VCI number, all reports concerning him must include this number. In actual operations the logical sequence of identification, capture, and disposition may not always be followed. There are instances when a VCI is identified after final disposition has already taken place. This information is entered into the system for statistical purposes by submitting only the neutralization report, i. e., biographic information need not be submitted on dead VCI.
The reporting cycle for PHMIS is :from the 26th through the 25th day of the Ifext month. The volume of reports from each district depends on the number of VCI identified and neutralization actions taken during the reporting period. An ample supply of reporting forms is kept at each district and province intelligence cente r (DIOCC and PIOCC). Complete instructions for, and samples of,. PHMIS input reports are given in appendix C.
After these reports are received at PHD, they are reviewed for legibility and reasonability. The reports are then sent to National Police Command Data Management Center (NPC/DMC) for keypunching. The keypunched' cards are sent to the MAC Data Management Agency (DMA) for processing. The first step in the system is processing by an edit program

I criteria and the associated messages are listed in appendix D.) The error report is sent to PHD. PHD corrects these errors either by a visual review of the data or, when necessary,
1 The correctionsby direct contact with the rep-orting district. are keypunched at NPC/DMC-I and sent to DMA for another ~dit run. The edit/correction cycle is repeated until all errors are corrected. At this time, the PHMIS master file is updated and all reports for the month produced.
PHMIS has the capability to produce one-time reports in response to queries with minimal programming effort. This is done through a subsystem called the Phung Hoang Inquiry Response Module (PHIRM). PHIRM is described in detail in appendix E'.
1. 4 System Hardware Configur~tion. PHMIS is processed by the DMA on an IBM 360 model 501 computer. Supporting equipment includes standard punch and card verifier equipment, a card sorter, a card reader/punch, an IBM 2314 disk unit, five IBM 2400-3 tape drives, line printer, and a CalComp plotter.
The system operates within standard IBM 360 Operating System (OS) with all source programs written in ANSI COBOL. .~

1. 5 Performance. It has been estimated that Phung Hoang personnel at the district level spend eight hours per month on PHMIS input reports. In Saigon, a team of four people devotes full time to PHMIS review and communication with field personnel.
There is no standard amount of input to the system. The volume of input varies with the amount of Phung Hoang activity in the country.
Outputs from the system are limited to short statistical reports, except for the line and block charts, and a VCI Organizational Profile Report. These reports are described in appendix F.
Total computer processing time (CPU time) used by the system is under 60 minutes per month.
1. 5 Response Time. Cut off date for the system is the 25th of each month. The source documents must be received by PHD by the 15th of the following month and keypunching completed by NPC/DMC by the 20th of the month. Ten days are allowed for multiple edit/correction cycles. Final reports must be produced by the 30th of each month.
1. 5. 2 Accuracy. Certain fields of the input are checked for required ranges of numeric values. All village and district identification numbers are validated by matching them with the Hamlet Evaluation System (HES) files. Similarly, VC job codes are validated by using the GVN breakout of Viet Cong Infrastructure jobs (also known as the "Green Book"). All records that do not meet the edit requirements are printed on an edit/error list. Complete edit rules for the input forms are given in appendix D.
Mathematical calculations are rounded off to the nearest whole number except for percentage figures which are shown rounded to two. decimal places.
1. 6 System Organization. The Phung Hoang Cemmittees (PHC) at district level are the lowest echelon in the Phung Hoang plan. They are composed of National Policemen detached to the Phung Hoang Block (PHB). One or two members of the committee in each district have been trained in reporting PIUv1IS. During the month, the PHC spends full time in trying to identify or capture VCI cadre. On the 25th of each month, results of PHC activity are transcribed on PHMIS input sheets and sent to the Phung Hoang Directorate (PHD) in Saigon. PHD is composed of U. S. advisors to PHB and is the actual manager of PHMIS. PHD reviews the input sheets and has them keypunched at NPC/DMC. The keypunched cards are sent to MACV DMA, where PHMIS files are updated and output reports produced. The output reports are sent back to PHD fer distribution to each province and district.
1. 7 Data Base. The PHMIS data base contains biographic information about identified and "at large" VCl. After an at-large VCI is captured or neutralized, this information is added to his record in the data base. 1'he format and content of the PHMIS data base are described in appendix G.
General Description of Input, Processing, and Outputs.
1. 8. I Inputs. There are two types of input to PHMIS. One input contains biographic information about a VCI cadre and can be sent in repeatedly as more information about a VCI is obtained. The other type of input is neutralization information and is entered when a VCI. is killed, captured, or rallies to the GVN. For captured VCI, additional neutralization information is entered when his final disposition is learned (sentenced, died, escaped, etc.). Input formats are detailed in appendix C.
1. 8.2 Processing. The input forms are reviewed, edited and validated through HES and the VCI Green Book. All errors are corrected and a simple inventory-type master updated.

1. 8.3 Outputs. A list of identified VCI is produced and used by the district committees for targetting. There are eight monthly summary reports of Phung Hoang activities in the country, and they are used by Phung Hoang Block Management. Line and block charts are produced by province showing those' identified VCI who are known to hold key positions in the VC province government.
A tape containing total monthly transactions is extracted from the PHMIS master and sent to the Data Processing Branch, NMCSSC, J-3, OJCS, Washington, D. C. 20310.
Sample formats of output reports are given in appendix F.
2 STAFF FUNCTIONS RELATED TO TECHNICAL OPERATIONS
2. 1 Staff Input Requirements. The inputs to PHMIS consist of biographic and neutralization source documents, HES gazetteer, VCI breakout of jobs file, and the PHMIS master ~:t:?~~!r,:
file. All inputs, except the source documents, are maintained at the DMA library and con r.', ',:.'trolled by means of job number assignments and log book entries. Source documents are collected from each district and province by PHD.
2.1.1 Source Documents. Two types of source documents are used in PHMIS; those containing neutralization data, and those containing biographic data. An additional input, whose use is limited to the processing cycle, is a correction card. When input data is rejected by the edit program, it is assigned a card sequence number. Using this card sequence number, any data field in the original source card can be replaced with new data and, thus, corrections can easily be made.
All input documents are described in appendix C.
2. 1. 2 Cbntrol Cards. There are several control cards used by PHMIS programs to
J limit reports to specific data (specific month, specific area, etc.). These cards are not entered by the user, but are prepared by the RAD production control section when a request for a specific type of report is received from PHD. These cards are described in the PHMIS Operations Manual.
2.2 Composition Rules. The language, grammatical rules, and conventions that must be observed in preparing input to the system are given in the booklet entitled PHMIS Field Reporting Instructions which is attached as appendix C.
2.3 Vocabulary. Legal character combinations or codes used in the system are described in appendix C.
2.4 Input Formats. Input formats are described in appendix C.
2.5 Sample Inputs. Sample inputs are given in appendix C.

Vietnamese. Special one-time reports can be produced through the Phung Hoang Inquiry
Response Module (PHIRM). This module is described in appendix E.
2.7 Output Formats. There are eight reports produced by PHMIS. Seven of these
reports are simple statistical summaries and are self-explanatory. These reports are listed
below. The VCI Organization Profile Report is described in paragraph 2. 7. 1. All reports
can be produced in English or Vietnamese. Sample formats of the reports are contained in
appendix F.

2.7. I VCl Organizational Profile Report. The VCl Organizational Profile Report is the bas ic operational suppoh document of the PHMlS. This report displays each', VCl level from COSVN to hamlet in same order as listed in the Green Book. GVN field reporting on biographic and neutralization worksheets requires VCl Green Book position and the VCl geographic area of operation. Since the GVN reporting area is known, the entire VCl structure as identified can be displayed on a computer printout by GVN area and completely cross referenced with the VCl area in which the individual is operating. This is an extremely valuable operational tool, as the VC administrative boundaries in SVN are not the same as the GVN administrative boundaries. The computer automatically examines VCl cadre who have been identified as operating within specific VC administrative boundaries and compares this data with the related GVN administrative boundaries that are encompassed within the VC area. The computer then displays this YCl name in all the GVN areas that have a piece of real estate within the VC area. It is intended that this type of display and cross referencing will be used by mid-level management to detect such things as double reporting or reporting of the same VCl by two different DlOCC's or PlOCC's even if the VCl is using an alias. This report is also expected to be used at Province Interrogation and Chieu Hoi Centers as a useful aid in preparing for interrogations and interviews and in cross checking information received. As an aid to specific targeting for use in Phung Hoang Centers, the report will point up gaps that exist in the pres,ent holdings both from the individual and VCl organizational standpoint. In summary, the Organizational Profile Report promises to bring a semblance of order to the VCl data holdings which in many centers are poorly managed and of questionable value. The report is designed to get GVN mid-level management involved in coordinating activities and to insure that coordination is accomplished. Hopefully, it will promote orderly and professional tasking of intelligence collection organizations and effective specific targeting. In addition, it will aid in the exploitation of the human intelligence sources at the Chieu Hoi Centers and PIC's. This Organizational Profile Report will be distributed in both English and Vietnamese. An explanation of the data elements contained in this report is given below.

PHUNG HOANG MANAGEMENT INFORMATION SYSTEM (PHMIS) REPORTING AND COORDINATING PROCEDURES
The enclosed documents are provided to aid you in
assisting your PHUNG HOANG counterpart in the preparation and
submission of the Biographic "at large" Report and Neutraliza
tion Report worksheets.

It is essential to the success of the reporting program
that American advisors maintain close liaison with their
PHUNG HOANG counterparts. This is especially so with r~gard
to the proper assignment of VCI code numbers. Moreover,
American advisors must remind their counterparts that the
transmission of information must be on a continuing basis.
Follow up information must also be on a continuing basis and
-be made at all times. In the case of biographic reports, it
is necessary to submit all follow up information as it is

discovered. Do not be hesitant in urging your counterpart
to submit all information gained on an individual. In
regards to the neutralization reports, it is necessary to
submit a report at the time the individual is captured. All
available information is submitted at this time. When the
individual is sentenced, another report is submitted on him,
reporting all previous information on the individual plus ; .
any new data available.
Transmission of the Biographic and Neutralization reports
will be through Vietnamese channels unless otherwise
requested by the Vietnamese. The reports are to arrive in
Saigon no later than the 5t.h day of the month follO'o\'i.ng
the month reported. The reporting period will be from the
26th of the previous month to the 25th of the reportin~
month.

DEFINITIONS
1. VCI:
a. The VCI is the political and administrative
organization through which the Vietnamese Communists seek
control of the people of the Republic of Vietnam. It
embodies the Communist Party control. structure and the
leadership and administration of front organizations from
national through hamlet levels.
b. The vcr includes individuals who are members, or
probationary members of the Vietnamese Communist Party
(known as the People's Revolutionary Party) and those non
communist members who perform an enemy cadre function
described in the "Current Breakout of vcr Executive and
Significant Cadre", which is also known as the "Green Book" ..J and published by the GVN.
c. Enemy military personnel who qualify as VCI are
those who function in positions described in the "Current
Breakout of vcr Executive and Significant Cadre"; e.g., Mil i tary Affairs Committee. These mi 11 tary VCI are to be
reported when neutralized.
d. Class A VCI - includes:
(1) Full or probationary members of the Communist
Party (People's Revolutionary Party) at any echelon from
national through hamlet level.

(2) All elements who occupy control positions and
assume functions from central through hamlet level:
(a) In the Communist Party (PRP) organization and
affiliated organizations: secretaries, deputy secretaries,
secretaries general, deputy secretaries general, committee
members, section chiefs, deputy section chiefs, subsection
chiefs, and deputy subsection chiefs.
(b) In the Communist puppet government system:
chairmen, vice-cnairmen, secretaries general. committee
members, deputy-section chiefs, subsection chiefs, and
deputy subsection chiefs.
(3) The command echelon, which includes all committee
members, even committee members of sections and subsections
in the Communist puppet government system, or committee
members in the National Front for Liberation of South Vietnam o and all affiliated organizations such as People's Liberation Committees, Liberation Women's Associations, Liberation
Farmers' Associations, and Liberation Workers' Associations.

e. Class B VCI - Class B includes those elements who
do not exercise any command function of a significant
position in the Communist ranks. but are VCl cadres at any
level from central to hamlet level.

A cadre is defined as a trained individual capable of
assuming command and training others. A cadre is also
defined as a voluntary member of any section or subsection,
or an element of the Communist Infrastructure, or of any
Communist affiliated organization, who performs his function
or activity regularly as a part of the advisory organization,
or performs the duties assigned by them.
For the above reasons, Class B includes all members of
the NFLSVN and of all other affiliated organizations such as:
The Alliance of National, DemocratiC, and Peace Front,
People's Liberation Committee, etc., which the Communists
have already, or will establish as a parallel government
structure in opposition to the Government of the Republic of
South Vietnam.
f. Identified VCI: An "identified VCI" is one whose :'J full name and position in the infrastructure has been
identified and this information is current within one year,
or on whom there is sufficient circumstantial evidence to believe
that the individual still functions as a VCI.
g. Confirmed VCI: A confirmed VCI is one whose name
and position in the infrastructure are known and who has been
identified by at least three different sources of information
within a one year period or on whom there is eVidence from
irrefutable sources that that person is operating in a

particular vcr position. The number of confirmed vcr is
the number of vcr on whom dossiers have been opened by PHUNG
HOANG Centers.
2. PHUNG HOANG Operation: A PHUNG HOANG operation is any
operation designed to capture or neutralize the vcr or a
vcr activity. The operation may be conducted against either
a general or specific target.
The operation is conducted as a result of planning by
the lOCe or is based on information furnished by the IOCC.
The results of the operation are then reported to the IOCC.
3. Viet Cong Local Force (VCLF). The VCLF are those
military units which are directly subordinate to province and
district party committees and normally operate within the
territorial jurisdiction of their respective control headquarters.
o 4. Guerrillas. Guerrillas are fighting forces, usually organized into platoons and squads, directly subordinate to
the party apparatus at village and hamlet level. Although
they form a full~time part of the enemy's threat, the amount
of time devoted to guerrilla duties by the individual guerrilla
varies. At times guerrillas operate outside their home
villages and hamlets, often with local and main force units.
Typical missions include limited offensive operations.
harassment, sabotage, propaganda, protection of party
committees, collection of taxes, and also security and
reconnaissance for main and local force units.

Biographic ("At Large") Worksheet
1. Attached are instructions for the proper completion of
the PHUNG HOANG Management Information System (PHMIS)
Biographic Worksheet. Although US personnel are not requ~ed
to complete the worksheets, it is necessary for US advisory
personnel to be knowledgeable of their content.
2. Instructions for the proper completion of the worksheets
are as follows:
a. Initial submission
b. Alias/alternate job
c. Parents' name reporting
d. Changes/updates
3. It should be noted that the submission of data should
be on a continuing basis and follow up worksbeets ona regular
basis.
4. When submitting follow t.p information on an ind,ividual,
strict attention must be paid to the VCI code number. The VCI code number assigned to an individual on the initial
biographic worksheet must be used on all follow up information.
In no case can an individual have more than one VCI Code

Biographic ("At Large") Report Worksheet
I. NAME OF INDIVIDUAL:
A. In Heading 1, Column 1 through 24 (Ten Ha), lIsing the
Vietnamese International Telegraphic Code, transliterate the
full name of the individual. In sequence, enter the first
name, family name and middle name.
II. SEX
In Heading 2, Column 25 (Fai), identify the sex of the
individual with either a 1, 2 or 3. A I indicatps male;
2 indicates female; 3 indicates that sex of the in~ividual
is unknown.
III. YEAR OF BIRTH
In Heading 3, Columns 26 and 27 (Nam Sanh), enter the
last two digits of the year of birth of the individual reported.
For example, if the year of birth is 1920, enter 20.
IV. VCI CODE NUMBER
In Heading 4, Columns 28 through 35 (Am-So HTCS/CS),
enter the individual's VCI Code Number, an eight digit
number assigned to each individual. Assign numbers by province
according to VCI block assignments. Do not duplicate numbers.
If the individual was previously assigned a VCI Code Number,
enter that same number. If he does not have a VCI Code
Number, a number is to be assigned to him by the reporting
province from a bloc of available numbers (see the attached)

Neutralization worksheet. Although US personnel are not
required to complete the worksheets, it is necessary for US
advisory personnel to be knowledgeable of their content.
2. Instructions for the proper completion of the works'heets
are as follows:
a. Initial submission
b. Alias/alternate job
c. Parents' name reporting
d. Changes/updates
3. It should be noted that the submission of data should be
on a continuing basis and follow up worksheets on a regular
basis. Moreover, a neutralization worksheet is to be
submitted at the time of capture. FollowUp information
must be made after a capture to indicate whether he was
sentenced, and for what period of time, or released.
4. When submitting follow up information OR an individual,
strict attention must be paid to the VCI code number. The

I. NAME OF THE INDIVIDUAL
A. In Heading 1, Columns 1 through 24, (Ten Ho), using
the Vietnamese International Telegraphic Code transliterate
the full name of the individual. In sequence. enter the
first name, family name, and middle name.
II. SEX
A. In Heading 2, Column 25 (Fai) identify the sex of the
individual by entering a I to indicate male, or a 2 to
indicate a female. This he~ding must be completed on all
neutralization reports.
III. YEAR OF BIRTH o A. In Heading 3, Column 26 and 27 (Nam Sanh) enter the
last two digits of the year of birth of the individual. For
