Dear Madam: Re: FortisBC Inc. (FBC), Application for a Certificate of Public Convenience and Necessity (CPCN) for the Advanced Metering Infrastructure (AMI) Project Project No. 698682; Order G-105-12
Given that:
Smart Meters have never been tested by Underwriters Laboratory and proven to be safe (referring to the countless
fires that have been experienced in virtually every jurisdiction in the world in which Smart Meters have been
installed);
Bill 17-2010 Clean Energy Act does not specify that wireless pulsed microwave radio transmitter, receiver and
antenna circuits must be used in Smart Meters to provide the “connectivity” required in the meshed-grid network;
A proven, totally safe, faster, more secure technology is available, i.e., fiber optic cable, which is currently used in
Japan and the State of Idaho;
No country in the world has conducted independent, science-based studies to prove that the long-term, low-
intensity non-thermal or biologic effects of wireless, pulsed microwave radiation is safe to humans – as well as to all
other life forms – 24 hours a day, 365 days a year, in perpetuity;
No country on Earth yet knows what is a “safe” level – if, in fact, there is one – for chronic exposure to low-level
non-thermal, biological effects of EMR for pregnant women, embryos, children, the sick, elderly, and all other life
forms including bees, animals, birds, insects, all sea life, plants, trees etc.;
The Bioinitiative Report 2007 urges all governments around the world to reduce their present “Exposure Limits” of
EMR to 0.1 uW/cm2 – which would require Health Canada to reduce its present “Limit” 10,000 times!
The function of the ZigBee (2.4 GHz) pulsing microwave radio transmitter, receiver and antenna circuit inside every
Smart Meter is to manage and control up to 15-or-so “Smart” appliances, each of which will have its own 2.4 GHz
compatible pulsing microwave radio transmitter, receiver and antenna circuit, the product of which will provide Fortis
BC with unprecedented personal and private customer information which is entirely unwarranted, invasive and most
undemocratic;
The World Health Organization classified EMR (from any emitter) a 2B (“Possible”) cause of cancer in May, 2011,
when one realizes that each and every one of the 17-or-so wireless, pulsed microwave radio transmitter, receiver
and antenna circuits electric utilities envisage all homes having – the aggregate amount of toxic EMR resulting from
just these emitters alone would constitute an absolutely unacceptable level of EMR in any home;
The overall “Community-aggregate” of EMR would be unimaginable and likely incalculable as it would be the sum
of all the individual “home” aggregates plus some estimation of what would accrue due to the enormous amount of
relaying required – in both directions – for data to be sent to and received from the utility by every single “smart”
appliance in the entire neighborhood! In a community of 5,000 homes, there could be 85,001-or-so pulsing
microwave radio transmitter, receiver and antenna circuits!
Numerous independent, world-class scientists – a number which is growing almost daily – claim that EMR should
be classified a 2A (“Probable”) if not 1A (“Definitie”) cause of cancer.
Given all the above, the Citizens of those areas serviced by Fortis B.C. INC. request that the B.C. Utilities Commission deny
outright approval of the installation of the Advanced Meter Infrastructure (AMI) program.
