Assessment Transition California English Language Development Test (CELDT)

–  Aligned to the 1999 California English Language Development (CA ELD) Standards

–  One test used for initial identification and annual summative assessment (in the fall)

English Language Proficiency Assessments for California

–  Aligned to the 2012 CA ELD Standards that are aligned to the California Common Core Standards for English language arts

–  Two different tests: Initial screener for initial identification and an annual summative test (in the spring)

–  To be compatible with the Smarter Balanced Assessment Consortium technology platform

Alignment Process •  The CELDT contractor conducted a

preliminary analysis of the alignment of CELDT items to the 2012 ELD Standards.

•  A representative group of about 100 kindergarten through grade twelve California educators participated in the item alignment meeting in June 2013.

•  In July, an independent expert will review all ratings to provide external validation.

•  A major outcome will be a gap analysis. 8

Proposed ELPAC Timeline Pending funding and legislative authority, California plans to: 2013–14

•  Analyze alignment of CELDT items to the 2012 CA ELD Standards

•  Develop new K–12 test blueprints •  Draft legislation for transition to the ELPAC

2014–15 •  Develop and pilot test ELPAC items •  Conduct standalone ELPAC field test

2015–16 •  Operational ELPAC with spring annual assessment

window •  Train district staff to administer the ELPAC
